EXECUTIVE SUMMARY

This report is to request approval to remove over-the-counter payment at the Commonwealth Bank as an option for settlement of Council Rates.


AUTHOR RECOMMENDATION

THAT as at 1 July 2012 Council no longer accept payment of rates over the counter at the Commonwealth Bank.


REPORT DETAILS

At present Council provides the following payment options to ratepayers:

  1. BPay,
  2. Australia Post,
  3. Direct Debit,
  4. Credit Cards by phone and internet;
  5. Council's Customer Service Centre.
  6. Commonwealth Bank.

The table below shows the number of payments processed and the total percentage for the various payment options offered by Council.



The over-the-counter option at the Commonwealth Bank is the payment method least utilised by our ratepayers. This payment option requires Council's rate notice to be approved by the Commonwealth Bank each year, due to the inclusion of a remittance advice on every rates notice. Also, due to the Magnetic Ink Character Recognition (MICR) required by the bank, Council is required to use a more expensive paper stock. This incurs an additional cost of printing the rate notice and also restricts its design/size. In particular, the foregoing constraints inhibit Council's move to operating more efficiently and allowing our rates notices to be supplied electronically.

Further, the cost per transaction for payments processed by the Commonwealth Bank is nearly twice as much as other payment options. Thus, if Council were to remove this payment option, we would expect both a savings in processing cost as well as design and printing.

It is recommended that Council remove the over-the-counter rate payment option at the Commonwealth Bank from 1 July 2012.

EXECUTIVE SUMMARY

International Community Fellowship Inc has applied for rate exemption under Section 555 (1)(e)(iii) of the Local Government Act, on their property located at 4 Carrington Avenue, Hurstville from date of acquisition being 6 December 2011.


AUTHOR RECOMMENDATION

THAT Council grant rate exemption under Section 555 (1)(e)(iii) of the Local Government Act to International Community Fellowship Inc. in respect of their property at 4 Carrington Avenue, Hurstville.


REPORT DETAILS

The Carrington Avenue property is used as place of worship and Bible studies. Section 555 (1)(e)(iii) of the Local Government Act which provides:

555 What land is exempt from all rates?
(1) The following land is exempt from all rates:
(e) land that belongs to a religious body and is occupied and used in connection with:
(i) a church or other building used or occupied for public worship, or
(ii) a building used or occupied solely as the residence of a minister of religion in connection with any such church or building, or

(iii) a building used or occupied for the purpose of religious teaching or training, or

(iv) a building used or occupied solely as the residence of the official head or the assistant official head (or both) of any religious body in the State or in any diocese within the State,

It is considered that ownership and usage of the site is in accordance with the Act and that the land should be classified as non-rateable from 6 December 2011.
