EXECUTIVE SUMMARY

A request has been received from Mrs Jannette Nader seeking financial assistance for Cassandra and Jordan Nader to help them attend the 2011 National Futsal Titles.


AUTHOR RECOMMENDATION

THAT Council provides a donation in the amount of $250 each under the provisions of Section 356 of the Local Government Act 1993 from the Donations (Youth Sponsorship) program budget to assist Cassandra and Jordan Nader attend the 2011 National Futsal Titles.

FURTHER THAT Cassandra and Jordan Nader be requested to submit a report on the results achieved at the 2011 National Futsal Titles.


REPORT DETAILS

The following letter has been received by Council on 22 November 2010 from Mrs Janette Nader:

To whom it may concern

Cassandra Nader aged 14 years and Jordan Nader aged 11 years have both been selected in the NSW Futsal Teams for their age groups for 2011 National Futsal Titles.

The Nationals will be held in Canberra from 10 to 14 January 2011 against all the other states in Australia.

Unfortunately there will be several considerable expenses for both including their uniforms, registration, travel, accommodation and meal expenses.

As we are a family of six these expenses can become quite a burden on our financial situation.

We would appreciate if you would consider financial assistance to both of them so they may have the opportunity to represent their state at an elite level which only few children get the opportunity.

We look forward to a favourable reply as soon as possible so that we can make arrangements.

Both Cassandra and Jordan are under 18 years of age and reside within the Hurstville City area. The application meets the criteria outlined in the Youth Sponsorship Policy adopted by Council on 23 July 2008. This policy provides sporting, cultural, art and academic sponsorship, to enable individuals selected by governing or sponsoring body of a recognised competition or performance to participate subject to:


Council's policy provides for donations of up to $350 depending on the location of the event venue, to assist with expenses for competitions and exhibitions. As this competition is being held intrastate (which includes Canberra), Council's policy allows for a donation of $250 each.

Specific funding has been made available in the 2010/2011 Adopted Program budget for this purpose, in account 4059.46820 Youth Sponsorship. The approved budget of $3,850 has been fully expended. Council’s budget will be amended with any further donations approved from Working Funds.

Further, Members may recall that when Council was considering other applications for Sponsorship (CCL196-10 & CCL197-10, 22 September 2010) under this program it was resolved that this Policy be referred to a future Councillor Workshop. This matter will be referred to a Councillor Workshop in 2011.

A request has been received from Mr Peter Allam, Vice President of Hurstville Golf Club, seeking financial assistance for the Junior Golf Team to help them represent NSW at the Murray Junior Masters in Victoria.

That Council considers providing a donation in the amount of $450 under the provisions of Section 356 of the Local Government Act 1993 to assist the Hurstville Golf Junior Encourage Shield Team.

FURTHER THAT, the Hurstville Golf Junior Encourage Shield Team be requested to submit a report on their results achieved at the Murray Junior Masters in Victoria.


REPORT DETAILS

A series of e-mails have been received from Mr Peter Allam, Vice President of Hurstville Golf Club, seeking financial assistance for the Junior Golf Team to help them represent NSW at the Murray Junior Masters in Victoria. Council will recall that at the Council Meeting of 24 February 2010, Council approved financial assistance for the Junior Golf Team to play at the State Titles following their success in the Encourage Shield. Mr Allam has now advised the following:

Last month our Junior’s were awarded the Jack Newton Junior Golf Foundation club of the year which is a great achievement.
The announcement was made at the annual Jack Newton Junior Golf (JNJG) Presentation Dinner held last month at the Concord Golf Club. Hurstville was awarded the JNJG Junior Club of The Year - 2010. This was awarded primarily for the work we have done to develop Junior golf in our immediate region, and the improvement of our Juniors in the metropolitan Encourage Shield being runners up in 2009, and then winning the inaugural NSW State Encourage Shield Championship.

As a result of this award our Juniors have been asked to again represent the club and the Jack Newton Junior golf foundation in a competition in Victoria. The competition is an individual tournament followed by a teams event against the Stuart Appleby Junior Golf Foundation.

EXECUTIVE SUMMARY

Narwee Baptist Church has applied for rate exemption under Section 555 (1)(e)(ii) of the Local Government Act, on their property located at 9A Hedley Street, Riverwood from 17 August 2010.


AUTHOR RECOMMENDATION

That Council grant rate exemption under Section 555 (1)(e)(ii) of the Local Government Act to Narwee Baptist Church in respect of their property located at 9A Hedley Street, Riverwood.


REPORT DETAILS

The Hedley Street property is used as a manse for the residence of the associate pastor and his family, with the relevant place of worship for the pastor being the Narwee Baptist Church Peakhurst. Section 555 (1)(e)(ii) of the Local Government Act which provides:

555 What land is exempt from all rates?

(1) The following land is exempt from all rates:
(e) land that belongs to a religious body and is occupied and used in connection with:
(i) a church or other building used or occupied for public worship, or
(ii) a building used or occupied solely as the residence of a minister of religion in connection with any such church or building, or
(iii) a building used or occupied for the purpose of religious teaching or training, or
(iv) a building used or occupied solely as the residence of the official head or the assistant official head (or both) of any religious body in the State or in any diocese within the State,

It is considered that ownership and usage of the site is in accordance with the Act and that the land should be classified as non-rateable land from 17 August 2010.

REPORT DETAILS

Sydney Day Nursery (SDN) Children’s Services Inc have applied for rate exemption on the property at 155 Dora Street Hurstville. The Association is a not-for-profit organisation and a registered charity. They thus qualify for rate exemption under Section 555 (1)(f) and Section 556 (1)(h) of the Local Government Act which state:

555 What land is exempt from all rates?

(1) The following land is exempt from all rates:

(f) land that belongs to and is occupied and used in connection with a school (being a government school or non-government school within the meaning of the Education Reform Act 1990 or a school in respect of which a certificate of exemption under section 78 of that Act is in force), including:
(i) a playground that belongs to and is used in connection with the school, and
(ii) a building occupied as a residence by a teacher, employee or caretaker of the school that belongs to and is used in connection with the school,

556 What land is exempt from all rates, other than water supply special rates and sewerage special rates?

(1) The following land is exempt from all rates, other than water supply special rates and sewerage special rates:

(h) land that belongs to a public benevolent institution or public charity and is used or occupied by the institution or charity for the purposes of the institution or charity,

Based on the information provided it is recommended that Council grant a rate exemption to Sydney Day Nursery (SDN) Children’s Services Inc's property at 155 Dora Street, Hurstville.

Total funds have increased by $1M in November, largely as a result of receiving the second quarterly rate instalments during the month.

Actual interest earnings to date of $1M is $443k higher than budget. This is due to quarterly coupons continuing to be received from most structured investments based on their face values.

REPORT DETAILS

The following letter was received on 2 November 2010 from the Australia Day Botany Bay Regatta Committee (ADBBRC):

Dear Mayor Sansom
Following ADBBRC's successful 2010 Australia Day activities, I would like to take this opportunity to thank your council and seek your support for Australia Day activities in January 2011.

The ADBBRC's activities are well known across the SSROC network, being linked directly to SSROC, and we rely heavily on financial support from this organization.

As you know, Botany Bay is Australia's genuine first port having been host to Lieutenant James Cook in 1770 and Captain Arthur Phillip's first fleet in 1788, closely followed by LeCompte LaPerouse's expeditionary force two days after the first fleet's arrival.

The events run by our committee consist of:
a) Navigators' Cup
The Navigator's Cup commemorates the three navigators Cook, Phillip and LaPerouse.

c)(sic) Australia Day Regatta
Over 250 sailing craft participated in this year's Australia Day regatta on Botany Bay, providing an astounding spectacle with its flotilla of craft when viewed from the shores of Botany Bay. We also incorporate Sailability which caters for disabled sailors.

d) Councillor's Challenge
The Councils of SSROC vie for the winner's trophy. The yachts are racing as part of the Botany Bay flotilla and provide council staff with the opportunity to be part of the action on board each vessel. BBYC allow for two Council representatives (Councillors or staff) to be on board their yachts.

In order to cover provision of prizes and associated costs, we once again request a donation of $750 from each SSROC Council.

Council has provided for this membership within the 2010/2011 Program Budget and, if approved, arrangements will be made for Council's annual subscription to be paid from 1600.48055 Council Memberships.

Along with other SSROC Councils, Hurstville is able to nominate 2 representatives to participate in the Councillors Challenge event. It is suggested that the Mayor and General Manager confer on the nominating of two representatives for the 2011 event.

Councillor Philip Sansom is the Council's delegate to the ADBBR Committee.
