EXECUTIVE SUMMARY
At the Council Meeting held on 25th October, 2006 Clr W Pickering referred to two questions he had asked the General Manager at the Council Meeting of the 27th September, 2006, concerning the issuing and control of parking permits within the Treacy St Car Park. The General Manager indicated he would take the questions on notice, however, they were not on the Business Paper for the 25th October, 2006. Answers to the questions are now submitted for the information of Members.

RECOMMENDATION
THAT the information be received and noted.

REPORT DETAIL
At the Council Meeting held on 25th October, 2006 Clr W Pickering referred to two questions he had asked the General Manager at the Council Meeting of the 27th September, 2006, concerning the issuing and control of parking permits within the Treacy St Car Park. The General Manager indicated he would take the questions on notice, however, they were not on the Business Paper for the 25th October, 2006. The questions were:

(1) Are the parking permits transferable to other vehicles?

(2) Do we have the registration numbers of those vehicles?

As indicated in the previous report to Council on 27th September, 2006, 4 car parking permits are issued to Youth Zone and 1 car parking permit is issued to St George Youth Network. The 2 temporary car parking permits issued to Breastscreen NSW have now expired.

The details shown on the car parking permit allow the vehicle displaying the permit to park without time restrictions between Monday to Friday from 1st July, 2006 to 30th June, 2007. The permits do not show registration numbers of vehicles and are renewed on an annual basis.

In answer to the questions from Clr Pickering, the permits are not transferable as such but are able to be used by various staff of Youth Zone and the St George Youth Network on the basis of who is attending the Centre on any particular day. The reason for not stating registration numbers on the permits is to ensure that only 4 parking permits are used at any one time rather than having a number of permits issued to the organisations in excess of the authorised number of permits allocated and relying on the parking inspectors to count the number of permits being used whenever they patrol the car park. This places an additional burden on the car park inspectors and also increases the administration required in replacing permits whenever vehicle registration numbers change. As this has been the system implemented there has not been a requirement for Council to retain the registration numbers of vehicles used by staff at Youth Zone or the St George Youth Network.

The Manager - Community Services advises that there are 7 people from Youth Zone who share 3 of the parking permits with the other being retained for a van that transports equipment as required and there are 2 staff that share the single parking permit for the Youth Network.

EXECUTIVE SUMMARY
This report details a request from Rebecca Yu for financial assistance to help with the costs of her attendance at a 6 day residential program run by the University of NSW for academically talented students to be held at King's School, Parramatta from 7th January to 12th January, 2007.


RECOMMENDATION
THAT this request be referred to Council for consideration.

REPORT DETAIL
The following letter has been received by Council on 8th November, 2006 from Rebecca Yu an 11 year old student who resides in the Hurstville City area:
It is noted that on the invitation from UNSW the closing date for the residential program is Monday, 13th November, 2006 on a first-come first-served basis and receiving an invitation to attend does not guarantee a place in the program.

Rebecca Yu was granted financial assistance from Council of $200 in July 2006 to attend the 20th Anniversary International Society of Poets Convention and Symposium, which was held in Las Vegas. Rebecca returned the cheque to Council advising that she was unable to attend due to a lack of funding.

Members will be aware that Council adopted a policy in respect of requests such as this at its meeting held on 26th September, 2001.

The policy provides sporting, cultural, art and academic grants to enable individuals selected by the governing or sponsoring body of a recognised competition or exhibition to participate, subject to:-

Council's policy also provides for such donations to be an amount of up to $200 to offset expenses for competitions and exhibitions.

Specific funding has been made available in the 2006/2007 Adopted Program Budget for this purpose, in Account No.4059.46820 – Sponsorship – Sporting, Cultural, Academic. A total amount of $2,000.00 was allocated in the Budget for this purpose and to date $600.00 has been expended leaving an amount of $1,400.00 available.

Rebecca Yu meets the requirement of parts 1, and 2 of Council's policy referred to above but does not meet the requirements of part 3 of that policy as the activity for which she seeks assistance is not a recognised regional, state, national or international competition or exhibition. Usually, in cases such as this the policy would require that a donation not be provided however, given the circumstances of her returning Council's previous donation Council may like to consider relaxing the policy on this occasion given her substantial achievements to date. The matter is therefore submitted for Council's consideration.

In addition to the report listed below, Members are also reminded that Council at its meeting held on 24th November, 2004 (ADM136-04 - 16/11/04) resolved that Limited Approvals, Environmental Services Legal Report and Legal Matters Involving Court Action be removed from this report and incorporated into a new standing item report within the Policy, Planning & Environment Committee.

Council at its Finance, Property and Projects Committee Meeting of the 20th September, 2006, resolved that the practice of providing monthly reports to Council on Concessional Rentals and Statement of Hirings for the Entertainment Centre, be discontinued.

Accordingly the remaining report, Outstanding Questions Without Notice, is now submitted as an appendice for the information of Members.

The Annual Report 2005-2006 has been completed to meet Council’s statutory requirements and reporting responsibilities under the Local Government Act 1993. The report provides a summary of the initiatives, achievements and financial results for the previous year.

It is proposed to forward a copy of the report to the Department of Local Government and publish it on the Council’s website.

A hard copy of the Annual Report and Appendices for 2005-2006 will be available for perusal at the meeting if required.
