COMMITTEE'S RECOMMENDATION:

THAT the following comments be highlighted relating to the proposed child care centre at 24-26 Victoria Avenue, Penshurst for DA339/05: a. Insufficient off-street parking has been provided (deficient by 2 parking spaces); b. Proposed development will increase vehicular movements by 36 vehicles over the course of the day. c. On-street parking is at a premium on Victoria Avenue, Penshurst with the number of residential units in the vicinity, the presence of double laybacks reducing available parking and its proximity to local schools. FURTHER THAT the Hurstville Traffic Advisory Committee comments be forwarded to Council’s Planning Department for inclusion in the Development Assessment Committee report.

Proposed development will increase vehicular movements by 16 vehicles over the course of the day. THAT approval be granted to Dei Corp Pty. Ltd to temporarily amend the Traffic Management Plan to include the use of Waratah Street, Oatley to access the site. THAT approval be granted from Tuesday 7th February to 5pm Monday 20th February 2006 (weather permitting). THAT approval for the temporary use of Waratah Street, Oatley be granted between the hours of 7am and 5pm Monday to Friday. THAT approval for the temporary use of Waratah Street, Oatley be granted for empty heavy vehicles accessing the site during this period. THAT in the event that heavy vehicles accessing the site breach the approved temporary traffic management plan, Council will revoke the approval immediately, with the Applicant to utilize the existing traffic management plan. THAT in the event that an extension of time is required for the temporary traffic management plan, Dei Corp Pty. Ltd notify Hurstville City Council in writing within 48 hours. THAT Dei Corp Pty. THAT a refundable cleaning deposit of $200.00 be waived in acknowledgement that the park has been left clean and tidy after similar events have taken place on previous occasions. THAT permission is granted to the Lions Club of Lugarno to hold a Rock and Roll event at Evatt Park - Webbs Dam on Saturday, 8 April 2006 from 4pm to 9pm. THAT permission is granted to the Lions Club of Lugarno to use Webbs Dam from 12pm – 4pm to set up for the Rock and Roll event and clean up after from 9pm – 12am. THAT permission is granted to allow the Lions Club of Lugarno to park vehicles on the sports fields at the conclusion of games played by permanent users on Saturday, 8 April 2006. THAT Council provide the Lions Club of Lugarno with the requested materials for the event. THAT Council waive the standard booking fee of $300.00. THAT permission be granted to VVCAA to hold their Annual Christmas Picnic at Evatt Park – Webbs Dam on Sunday, 3 December 2006. THAT Council waive the standard booking fee of $300.00, on the basis that sole usage of Evatt Park – Webbs Dam is not given to VVCAA. THAT Council impose a damage deposit of $1000.00 to ensure the park is left clean and undamaged. THAT any damage to the reserve surface, underground or overhead services, kerb and gutter, fences and driveway crossings caused by the usage of the event is the responsibility of the applicant and must be reinstated immediately by the applicant to the satisfaction of Council’s representatives. THAT Council reserves the right to withdraw this authority in the case of prolonged inclement weather. THAT VVCAA will need to provide Council with details of their Public Liability Insurance Cover. THAT the Veteran and Vintage Chevrolet vehicles park at the back of Linden Crescent near the swing set. FURTHER THAT any changes to the event (eg date, hours) be requested in writing prior to commencement.
