04.04 STREET LIGHTING - TOORONGA TERRACE & BUNDARRA STREET, BEVERLY HILLS

Council has received advice from Energy Australia regarding street lighting improvements in Tooronga Terrace & Bundarra Street, Beverly Hills.

Energy Australia recommend that 2x20W TF adjacent to the raised threshold be upgraded to 125W MBF using the existing bracket, and the next 2x20W TF be upgraded to 80W MBF using the existing brackets.

It is suggested that some trees in this area be trimmed back clear of the street lights.

We are advised that a design fee of $100 applies along with an increase of $37.18 in annual charge.

This cost is exclusive of GST, and we are advised that following 1st July 2000 a GST will be imposed in addition to this quoted price.

04.05 RTA 3X3 FUNDING
(Report by Manager Engineering Administration, Laurie O'Connor)

Recent correspondence has been received from the RTA concerning the continuation of funding levels equivalent to the former 3 x 3 Council determined road funding program.
"I am writing to clarify arrangements for the continuation of funding levels previously provided under the 3x3 Council Determined Road Funding Program.

As you may be aware the changes to Federal State Financial arrangements including the introduction of a General Goods and Services Tax will result in there no longer being any dedicated revenue to fund the 3x3 Program. As a result, the 3x3 Program will cease.

Following representations from councils, the Minister recently announced a commitment to continue the level of funding to councils which previously applied to councils under the 3x3 Council Determined Program. Funding will be provided at the rate of $15 million per annum for four years. All councils will benefit under the continuation of funding as each council will receive the same amount per year as it received under the 1999/2000 3x3 Council determined program.

The funds are to be spent on Regional Roads. This reflects both the frequent calls from Local Government for greater Regional Road funding, and the fact that the 3x3 legislation which previously provided the legal mechanism for the RTA to provide funds for road works on Local Roads, no longer applies.

Funds will be provided annually and must be spent within the financial year. Again, the 3x3 legislation which previously provided guaranteed funding over a multi-year program, no longer applies. Unfortunately, this means Councils do not have the option of taking the four-year funding in one year to apply to a particular project. Some councils may need to reconsider their internal cash flows and seek flexibility in the use of their other funding sources including their Federal Financial Assistance Grants which include an identified roads component."
Council has been advised verbally that the level of funding will be the same as the 1999/2000 year being $46,000 and can be used on regional roads maintenance.

This proposed $46,000 funding allocation can either be used on Regional Roads Maintenance as previously stated or alternatively be used to offset any costs associated with the Kingsgrove Overbridge widening project which is currently in progress.

HURSTVILLE CITY COUNCIL RECOMMENDATION NO: .05 ENGINEERING

RECOMMENDATION

THAT Council accept the proposed $46,000 Grant from the RTA under the 3X3 Council determined funding program and further that, this money be utilised on the existing Regional Roads Network or on the Kingsgrove Road Overbridge widening project.

04.06 REQUEST FOR DONATION OF MULCH FOR PLAY AREA AT PEAKHURST COMMUNITY HEALTH CENTRE

Council has received a request from Peakhurst Community Health Centre for a donation of leaf mulch for the children's play area to make it safer for the many children who visit the Centre.

Generally, donations of this type are only made to Schools and Church / Charity groups. The St George Hospital & Community Health Services is neither a charity organisation nor an educational centre, therefore, it is recommended that the request be denied.

HURSTVILLE CITY COUNCIL REPORT ITEM NO: . ENGINEERING

04.07 KINGSGROVE ROAD OVERBRIDGE - RTA GRANT FOR THE RAILWAY OVERBRIDGE WIDENING
(Report by Manager Traffic & Transportation, John Inglese)

Council is no doubt aware of the current construction works associated with the lengthening and widening of the Kingsgrove Road Overbridge being carried out by Austin Arenco Pty Limited on behalf of the Rail Access Corporation.

The Roads and Traffic Authority have confirmed that funds up to $690,750 will be available under the REPAIR program in the 2000/2001 for its 50/50 share of the widening of the Kingsgrove Road Overbridge. This amount is 50% of the estimated total cost of the widening the bridge structure and associated road approaches in the amount of $1,381,500.

As Council will recall, on the basis that the three Council’s to benefit from the project would match the RTA’s commitment equally, Hurstville Council has allocated $230,250 in the draft 2000/2001 Budget as its agreed share of costs as follows:

As the project is not within it’s City boundaries Canterbury Council has supported the project in principle but has not formally committed to funding at this stage notwithstanding that their area will benefit substantially from decreased delays and congestion in Kingsgrove Road.

Should Canterbury Council decide not to contribute financially then Rockdale and Hurstville Council’s would have no difficulty in financing the 50:50 share of the project within existing budget provisions as:

Ø The tender for the bridge structure component of the project has been let approximately $400,000 below the budget estimate originally supplied by Rail Access Corporation.
Ø Both Councils can utilise the recently confirmed 3x3 grant funding ($46,000 for Hurstville City). (See Item 4.05 this report).
Ø Both Councils can utilise the unallocated regional roads block grant funding ($54,000 for Hurstville City).

HURSTVILLE CITY COUNCIL RECOMMENDATION NO: .07 ENGINEERING

The Health Promotion Service of South Eastern Sydney Area Health Service has forwarded a copy of the Right Foot Forward Project Report. The report details the achievements of the project which include: the establishment of three community based walking groups (one of which is a Chinese speaking group); training of walk leaders as well as information on pedestrian and personal safety for all walkers.

The report is available in the Engineering Division for viewing by interested Councillors.

04.10.01 BOUNDARY ROAD, MORTDALE - TRAFFIC CONDITIONS AT THE ONE-LANE OVERBRIDGE OVER THE ILLAWARRA RAILWAY LINE (R/00070)


At the last Traffic Advisory Committee meeting, consideration was given to the following item:

Councillor Mick Frawley has passed on representations from residents on Boundary Road near the one-lane overbridge concerned about traffic conditions.

The issues raised are as follows:

1. The occasional confrontation between northbound and southbound traffic on the one-lane bridge.

2. Frustration incurred by motorists queuing in both directions.

3. The failure for motorists to give way to oncoming traffic.

Council officers will investigate these issues and prepare a report for the next Hurstville Traffic Advisory Committee.

* Accordingly, this matter is referred to the Committee for consideration.

TRAFFIC COMMITTEE’S RECOMMENDATION:

THAT Council officers investigate the issues raised and prepare a report for the next Traffic Advisory Committee meeting.

Since the last meeting, Council has received representations from the resident who suggests the need for improved signage (including a speed advisory sign) and linemarking at the bridge to inform motorists of the one-way carriageway.

Council officers have made observations and undertaken a queuing survey within both the afternoon and morning peaks with the following results:

* maximum queuing time of 60 seconds with most vehicles queuing for 15 seconds

* maximum queue length of 15 vehicles

* average queue length of 6 vehicles

* vehicles speed in order to catch up to the vehicles who have right of way on the bridge to avoid queuing.

Observations have also indicated that the centreline markings on the northern approach to the bridge are faded and need remarking and that a further sign indicating that vehicles are approaching a shared one lane bridge may be required.


TRAFFIC COMMITTEE’S RECOMMENDATION:

THAT based on the information provided from on-site observations, that Council upgrade the centreline and edgeline marking on the Boundary Road overbridge and approaches.

04.10.02 DURHAM STREET, HURSTVILLE - REQUEST FOR RIGHT TURN SIGNAL ARROW FACILITIES INTO LILY STREET (R/00604)

At the last Traffic Advisory Committee Meeting, consideration was given to the following item:

Council has received representations from a resident of Durham Street requesting that Council give consideration to the request for a right turn arrow facility for traffic turning right from Durham Street into Lily Street, Hurstville.

Members of the Committee are aware that requests for modifications to traffic signals must be referred to the Roads and Traffic Authority for consideration, however, Council officers have also investigated this request and have inspected the site and have carried out all four right turn movements at the intersection. The sight distance is sufficient for all four right turn movements to be carried out.

*Accordingly, this matter is referred to the Committee for consideration.

TRAFFIC COMMITTEE’S RECOMMENDATION:

THAT this matter be deferred to allow the Roads and Traffic Authority’s Signal Operations Branch to assess the request for a right turn signal from Durham Street into Lily Street.

FURTHER THAT the Roads and Traffic Authority’s representative prepare a report for the next Traffic Advisory Committee meeting.

The Road and Traffic Authority’s Signal Operations Branch has investigated the request with the details available on the day of the meeting.

At the meeting, discussion took place regarding the RTA’s advice and the accident diagram prepared by Council. The RTA advised that if a right-turn arrow was to be implemented in Durham Street for vehicles turning right into Lily Street to head towards the railway line, (which is the predominant movement), the opposing right turn for vehicles turning right from Durham Street into Lily Street to head to Forest Road, would have to be banned. This is contrary to the request by the resident to implement a right-turn arrow in the opposite direction as the predominant right-turn is from Durham into Lily heading towards the railway line.

The accident history showed twenty (20) accidents in the last five years at this intersection. However, there was no one predominant type of accident, there were right-turn accidents from all four approaches to the intersection.

*Accordingly, this matter is referred to the Committee for consideration.

TRAFFIC COMMITTEE’S RECOMMENDATION:

THAT based on the information provided by the RTA for the intersection of Durham Street and Lily Street stating that the implementation of a right-turn facility in one direction will result in banning the right-turn movement in the opposing direction, that Council take no further action in this matter.

An inspection of the site by council officers has shown that ‘No Standing’ restrictions are in place across the dual driveways and west of the driveway for one parking space and that at least on one occasion a heavy vehicle was parked in the ‘No Standing’ area making it impossible to turn into the correct driveway and obstructing sight distance to a dangerous degree when exiting the premises.

The problem has been exasperated by a recent accident at the site and several near misses.

Council has received representations from the Strata Secretary of 87 Waratah Street, Oatley concerned about problems associated with maneouvering into and out of the driveway which backs onto Waratah Lane.

The villas are occupied by senior persons who are concerned about the narrowness of the laneway which is causing them to negotiate the turn by making several forward and reverse movements. They are concerned about the safety of such maneouvering when another vehicle is the laneway and the lack of sight distance.

The proposal is to move the wire mesh fence approximately 2 metres towards the railway line for the length of the driveway crossing which would allow the turn to be nagated in one movement.

Council’s Manager Development Advice, has advised that the Plan of Dedication of Waratah Lane shows that there is 1.75m. of council land between the existing fence location and the SRA lane.

04.10.05 MORTS ROAD - REQUEST FOR 15 MINUTE PARKING

A request has been received from the Georges River Community Centre asking for consideration to be given to a 15 minute parking space in front of the Commonwealth Bank in Morts Road, Mortdale. The space is currently designated as one hour parking.

It is noted that a large number of the bank’s customers have mobility problems and believe that the disabled spaces in the Cook Street carpark are too far to walk.

A letter has also been received from the Commonwealth Bank endorsing the 15 minute parking restriction.

Converting the one hour space to 15 minute parking will improve the turnover, allow everyone to use the space and prevent the misuse which can occur with a marked disabled space.

04.10.06 GOVER STREET, PEAKHURST - REQUEST FOR TRAFFIC CALMING DEVICES


Council has received representations from Mr. Morris Iemma MP, Member for Lakemba on behalf of residents of Gover Street, Peakhurst requesting that consideration be given to the installation of traffic calming devices in Gover Street.

The residents concern arises from speeding vehicles and the threat of injury to themselves or in particular their children.

It should be noted that a similar request has been reviewed previously:

At the Traffic Advisory Committee meeting held on 5 February, 1998, consideration was given to the following item:

“Council has received representations from a resident of Gover Street requesting the implementation of a pedestrian crossing on a raised threshold in Gover Street adjacent to the pedestrian footpath linking Lawrence Street, Gover Street and Trafalgar Street with Peakhurst Park. Traffic speed and volume counts were taken in Gover Street in December 1994. The 85th percentile speed was 50.9km/h and the AADT was 305 vehicles per day. Gover Street is within the precinct bounded by the RTA’s 50km/h residential speed limit trial”.

TRAFFIC COMMITTEE’S RECOMMENDATION:

“THAT based on existing traffic and pedestrian volumes the request for a pedestrian crossing in Gover Street be denied”.

Council adopted the Traffic Committee’s recommendation.

Council has now received a further request for the implementation of a speed hump in Gover Street, adjacent to the pedestrian walkway which leads down to Peakhurst Park. The request for this traffic device is to slow down vehicles approaching this section of Gover Street, so that children using the walkway to access Peakhurst Park are not struck by motor vehicles. It is stated that, only last week on several occasions, there have been near misses with several children stepping off the footpath and being nearly run over.

A site inspection revealed that two large trucks (over 3 tonnes) were parked directly adjacent and on both sides of Gover Street creating a potential sight distance problem for both motorists and pedestrians at this point.

Council officers are currently carrying out further traffic speed and volume surveys in Gover Street, adjacent to the pedestrian walkway.

At the meeting, discussion took place regarding the traffic conditions in this section of Gover Street. A site inspection by Council officers and subsequent pedestrian count, revealed only one pedestrian crossed Gover Street adjacent to the footway, however two large delivery trucks were parked in this section of Gover Street which created a site distance problem for any pedestrian crossing Gover Street at this point, and also for motorists travelling either west or east along Gover Street.

04.10.07 JOSEPHINE STREET, RIVERWOOD - REQUEST FOR PEDESTRIAN REFUGE AT BONDS ROAD


Canterbury City Council have forwarded a plan detailing the proposed installation of a pedestrian refuge island at the intersection of Bonds Road and Josephine Street. The plan indicates that the roundabout splitter island in Josephine Street is to be altered and extended to include a pedestrian refuge.

Josephine Street is the border between the two councils and as such, details have been referred to Hurstville City Council for comment.

A discussion with Canterbury’s Traffic Manager, has confirmed that all expenses for the pedestrian refuge will be incurred by Canterbury City Council and that the works will be carried out in the next financial year.

An inspection has revealed that sufficient sight distance is available to vehicles approaching the refuge and that there is no footpath or pram ramp in Josephine Street adjacent to the railway line. Canterbury City Council have indicated they will pay for the pram ramp.

04.10.08 DEPOT ROAD - REQUEST FOR ONE HOUR PARKING

The Manager of Altra Nursery in Depot Road has expressed concerns in regard to the lack of on road parking in Depot Road for customers. The problem arises from workers of businesses who park all day in front and across the road from the nursery causing delivery trucks and customers to park a distance away from the nursery.

The Manager suggests that there is ample parking available in Depot Road for workers but that they always park in the vicinity of the nursery. The request is for fifteen (15) one hour parking spaces to be provided in front of the nursery.

Several site visits by council officers have revealed that there is sufficient parking available in the vicinity of the nursery and that the request for 15 spaces is excessive.

The suggestion would be to only provide period parking across the nursery frontage of Depot Road. This length is approximately 30m. or 6 (six) spaces.

Council has received representations from Park Road Family Practice, requesting the installation of 2 hour disabled parking across the frontage of the surgery at 38A Patrick Street, Hurstville. The request is for 2 parking spaces which the doctor suggests are necessary as 25% of his patients are mobility impaired.

Although off-street parking is provided on site, there are 10 steps up to the surgery which restricts people with impaired mobility. These patients are finding it difficult to find parking near the surgery due to its close proximity to the CBD and the volume of construction sites adding to the parking problem with workers in and around Patrick Street.

Spot checks by council officers have revealed ample parking available in close proximity to the doctors surgery, in most cases in front of the surgery.

04.10.10 WILLIAM ROAD, RIVERWOOD - REQUEST FOR 'NO PARKING'

Council has received representations from a resident of William Road, Riverwood, requesting consideration be given to the installation of ‘No Parking’ restrictions on one side of William Road. The resident is concerned about the narrowness of the carriageway as both sides are parked out by commuters on a daily basis which leaves only one trafficable lane causing vehicles to reverse when a vehicle is coming the other way.

Another problem of concern is the difficulty in reversing out of driveways with parked vehicles obstructing drivers vision.

An accident history of the area has indicated one accident in the last 5 year period in this section of William Road between Price Lane and Bennett Road.

The other main issue to also note is the fact that the majority of parking which occurs in William Road is generated by commuters which catch the train from Riverwood Station. Other streets in Riverwood such as Erskine Street, Webb Street and Cairns Street west of Erskine Street also suffer from commuter parking. In total approximately 400 cars are parked in these streets every day.

Council has previously written to the DOT and Local Members regarding commuter parking in the surrounding streets around stations on the East Hills line and the Illawarra Line. To date, there has been no response.

At the meeting, discussion took place regarding the effect of commuter parking on William Road and in the other surrounding residential streets in Riverwood. The Traffic Sargeant made the statement that the commuter parking on both sides of William Road does have the effect of slowing vehicles down and implementing ‘No Standing’ restrictions on one side of William Road, would actually increase traffic speed.

THAT Council make further representations to the DOT, the Minister for Transport and Local Members requesting an update on previous correspondence regarding commuter parking adjacent to all railway stations along both the Illawarra line and the East Hills line through the Hurstville LGA with the exception of Hurstville Station.

AND FURTHER THAT particular emphasis be placed on the investigation of possible locations for a commuter carpark adjacent to Riverwood Station.

Council has received a representation from a resident of Riverwood concerned with the operation of the traffic signals at the intersection of Cairns Street/Belmore Road and Webb Street, Riverwood.

The resident is concerned that left turning vehicles out of Webb Street is controlled by an arrow whilst right turns of Cairns Street is not controlled by an arrow, thus these vehicles are making turns whilst vehicles in Webb Street are also turning.

At the meeting, considerable discussion took place regarding the phasing of the traffic signals at the intersection of Webb Street and Belmore Road. The left turn arrow protecting pedestrians crossing the northern side of the intersection from vehicles turning left from Webb Street is essential and that vehicles turning right from Cairns Street must give way to these vehicles. Those motorists may not be aware that there is a red arrow hold which is preventing the left turn movement until the pedestrians have cleared the intersection, however, the onus is still on the right turning motorist to give way.

04.10.12 ELIZABETH STREET, HURSTVILLE - SAFETY CONCERNS (T/00769)

Council has received representations from a resident of Hodge Street, Hurstville concerned with safety aspects of the Hodge Street/Elizabeth Street intersection.

During a discussion with Council’s Manager Traffic and Transportation, the resident alerted that most vehicles are making incorrect right turns from Elizabeth Street into The Avenue by going around the traffic island before making a right turn.

Council officers have observed motorists behaviour at the intersection with most vehicles crossing the double centrelines when making a right turn as the resident has informed, however, the suggestion that they are turning after the island has not been observed by council officers.

Results of a follow-up survey will be presented on the day of the meeting.

At the meeting, discussion took place regarding observations undertaken in the peak periods 8.00-9.00 a.m. and 2.55-3.55 p.m. on the 24th and 26th May, 2000. Forty-five percent of vehicles were observed cutting the corner when making right turns out of Elizabeth Street (over 400 vehicles).

Seven vehicles were also observed making a right turn out of Elizabeth Street from the wrong side of the road and two vehicles turned around the median island when exiting Elizabeth Street. A further vehicle was seen travelling from The Avenue into Hodge Street on the wrong side of the road.

THAT Council install rumble bars on the existing centreline in Elizabeth Street and Hodge Street at the intersection with The Avenue.

AND FURTHER THAT additional pavement arrows be implemented in Elizabeth Street and The Avenue to improve directions at the intersection.

Council has received representations from a Penshurst Street resident concerned with traffic conditions in Penshurst Street at Forest Road and at Stoney Creek Road.

The first concern is that vehicles travelling east along Penshurst Street and wishing to make a left turn at Forest Road are being held up by vehicles who wish to go straight i.e. when a green left turn arrow is showing, there are vehicles in the left lane going straight causing delays. The resident suggests the installation of left turn pavement arrows and signage indicated that left lane must turn left and that this will not adversely effect vehicles wishing to go straight as they can use the centre lane which are not delays by right turning vehicles as no right turn restrictions apply at the intersection.

The other concern raised is the lack of sight distance for vehicles making right turns from Penshurst Street into Stoney Creek Road in both directions. The resident is concerned that through traffic is not visible to right turning traffic as vehicles in the opposite direction also queuing to turn right obstruct viewing and requests the installation of green arrows in both directions at the intersection to alleviate this problem.

Both of these issues would be investigated as part of the Penshurst Traffic Precinct Study approved by the Traffic Committee at the last meeting.

04.10.14 DEVELOPMENT APPLICATION - CNR. FOREST ROAD AND MORTS ROAD, PENSHURST

At the Development Assessment Committee held on the 17th May, 2000, a Development Application for a dual occupancy at 529 Forest Road was considered. The application was deferred to allow the applicant to satisfy a number of requirements which were deficient in the application.

At the meeting, Councillor Frawley expressed concern in regards to the close proximity of the driveways in Morts Road to the signalised intersection of Morts Road and Forest Road.

The Development Assessment Committee has forwarded the issue of the driveways to the Traffic Advisory Committee for comment.

A copy of the design plans will be available on the day of the meeting for comment.

At the meeting, considerable discussion took place regarding this development application. Councillor Mick Frawley and the Traffic Sargeant expressed serious concern with regard to the vehicular access to the development from Morts Road. The major concern was with vehicles turning left from Forest Road into Morts Road being confronted with the possibility of vehicles exiting the development or in fact entering the development by either a left turn or a right turn from Morts Road.

The Roads and Traffic Authority detailed that the minimum distance for an access driveway to be from a signalised intersection (on the departure side) is twenty-five (25) metres. The development does comply with this 25 metre minimum.

THAT the development be approved on traffic grounds subject to the following conditions:

I contacted the Station Manager at SBS radio and a media release was forwarded to 64 radio language announcers for inclusion in the “community announcement” segment of their radio programs. I also contacted the Greek newspaper “O Kosmos” and forwarded the media release. A photo school was organised with the local paper “The Leader” which I attended and this was published alongside an article. Local primary schools were contacted and encouraged to have “Heavy metal>Soft head banners placed on their school fence to remind motorists about the dangers of speeding. Hurstville City Council has four banners which will be shared between the local primary schools. DRINK DRIVING: Intox Rock ‘n’ Road youth drink driving project: PEDESTRIAN SAFETY:

St. Josephs Primary Penshurst West Intox Rock ‘n’ Road Local high school students (Years 9-10) invited to participate in a song writing competition and will perform at a concern on 15 June in front of peers, family and judges. The lyrics need to focus on the education that was provided by the Road Safety Officers in the St. George Region and the St. George Alcohol and Other Drugs Service with an emphasis on strategies not to drink and drive. A new co-ordinator has been employed at the St. George Alcohol & Drug Service. An informal meeting was held at the Hurstville City Council Entertainment Centre to meet the new Co-ordinator, view the venue for the concern and to discuss any outstanding matters. School Safe 2000 A joint Councils and Georges River Police district project (Also discussed under Speed Management) By targeting speeding drivers around 40km school zones, the project aims to minimise the risk of young children being killed or seriously injured. SSROC The heavy metal>soft head banners will be promoted further to target the 17-20 year old age

04.10.17 BROAD ARROW ROAD, NARWEE - REQUEST FOR PEDESTRIAN CROSSING WEST OF MERCURY STREET


Council has received representations from a resident of Balfour Road, Narwee requesting consideration be given to the implementation of a pedestrian facility across Broad Arrow Road just west of the intersection of Mercury Street.

Council officers carried out a pedestrian count of Broad Arrow Road between Chamberlain Street and Bryant Street and found the majority of pedestrians crossed Broad Arrow Road between Mercury Street and the traffic signals near Chamberlain Street.

The pedestrian count also showed a considerable number of school children do use the existing pedestrian signals near Chamberlain Street and the primary school students also use this facility. An on-site inspection revealed a possible location for this pedestrian refuge, however, it will result in the loss of a one-hour parking space on the Hurstville Council side of Broad Arrow Road and two one-hour parking spaces on the Canterbury side of Broad Arrow Road between Mercury Street and Fisher Street.

Canterbury Council must be consulted with this proposal. A design plan will be prepared and forwarded to Canterbury Council along with a copy of this report to be considered at Canterbury’s Traffic Committee as soon as possible.

As Canterbury Council have advised Hurstville that they wish to improve pedestrian activity at the intersection of Josephine Street and Bonds Road previously stated in Item 7, it is only fair that Hurstville Council, should Canterbury agree with the implementation of this pedestrian refuge, ultimately fund the entire project at an estimated cost of $5,000.

TRAFFIC COMMITTEE’S RECOMMENDATION

THAT Council prepare a design for a pedestrian refuge in Broad Arrow Road between Mercury Street and Fisher Street.

FURTHER THAT a copy of the Traffic Committee report be sent to Canterbury Council for consideration at the Canterbury Traffic Advisory Committee Meeting.

04.11 CHANGE OF STREET NAME - COLWELL STREET, BEVERLY HILLS

Recent correspondence has been received from the owners of No. 46 and 21 Colwell Street, Beverly Hills requesting that the section of Colwell Street between Vanessa Street and the railway line be renamed.

The reason for their request is the fact that the railway line separates Colwell Street from the main section.

A search by Council's archivist has revealed that the original Estate name was Parkfields Place. At a recent meeting with His Worship the Mayor, the owner of No. 46 and Council's Manager Engineering Administration, it was agreed that the name should be changed and that the proposed name of that section of street be called Parkfields Place.

04.12 FOREST ROAD, LUGARNO - PEDESTRIAN CROSSING AT CHIVERS HILL SHOPPING CENTRE

Council would recall the resolution at its ordinary meeting held on the 10th May, 2000, (Item 4.18.01A) to implement a marked footcrossing to augment the existing pedestrian refuge on Forest Road, Lugarno adjacent to Chivers Hill Shopping Centre.

The Roads and Traffic Authority have now advised Council that under the Provisions of Delegations to Council (13 December 1999, clauses 6, 7, 8) the RTA is proceeding with an appeal to the Regional Traffic Committee (Sydney).

Council will receive notification from the Roads and Traffic Authority on the outcome of this appeal which will be the subject of a further report to Council.

04.13 CLARENDON ROAD - DRAINAGE
(Report prepared by Manager Design & Investigation, Mr Mick Ward)

Council resolved on 24th May, 2000 that recommendations in my report of that date be adopted. Those recommendations were:

1. THAT the joint DA for numbers 8 and 10 Clarendon Road for seven villas be not approved on the basis of an unsatisfactory drainage design.

2. THAT the Engineering Division investigate and report to Council on the option to utilise Peakhurst Park in a sympathetic way for on-site detention of stormwater.

3. THAT as a result of the opportunities identified in 2. Estimates of cost be provided for the revised sizing of a drainage system across, and immediately upstream of Clarendon Road.

4. Approval to engage the services of a Hydraulic Consultant with relevant computer modelling software should that be required.

With respect to Recommendation (2):

The normal design procedure in determining the requirements for a drain of this significance is to provide-

(i) a pipeline/culvert capable of carrying runoff from a storm likely to occur only once in 20 years (i.e. 1:20 ARI storm).

(ii) an overland-flow-path over the pipeline for the difference in runoff between that in (i) above and a storm likely to occur once in 100 years (1:100 ARI storm).

Due to the ground level of properties 8 and 10 Clarendon Road being lower than the road level, the excess water over and above that from a 1:20 year storm and up to a 1:100 year storm needs to be accommodated for the duration of that storm.

Peakhurst Park and the Public Reserve between Trafalgar Street and Hugh Avenue have been assessed and are considered satisfactory sites to accommodate this rare storm occurrence.

The preliminary estimates of costs to establish three levy banks is $196,000.00.

With respect to Recommendation (3):

The estimates of cost provided in my report of 24th May, 2000, failed to incorporate the costs of laying the precast box culvert units.

The total costs now to complete these projects are:

1. Clarendon Road crossing - 2.8metres x 1.8metre twin box culverts - $316,000.00.

2. Nos. 8 and 10 Clarendon Road - 2.5metres x 1.8metre twin box culverts and incorporating a 5metre x 0.3metre overland-flow-path - $353,000.00.

3. Nos. 4 and 6 Clarendon/1 and 3 Amy Road - 2.5metre x 1.8metre twin box culverts and incorporating a 5metre x 0.3metre overland-flow-path - $250,000.00.

RECOMMENDATION

THAT Council note:

1. The updated costs for providing an appropriate drainage system across Clarendon Road and upstream to the rear boundary of No. 171A Belmore Road.

2. The cost of providing On-Site-Detention in Peakhurst Park and the Public Reserve.

3. Development on any of the subject properties needs to be accompanied by upgrading of the Clarendon Road pipeline together with provision of On-Site-Detention in Peakhurst Park etc., in addition to conditioning being imposed on the developer to construct the drain across the particular site.

4. A caveat needs to be placed on properties 4 and 6 Clarendon Road and 1 and 3 Amy Road to the effect:

For other than normal single residential development a 50% contribution is to be paid by the developer to Council for the indexed cost of construction of the drain across the subject property.

04.14 REQUEST FOR PERMISSION FOR LIQUOR LICENCE AT HURSTVILLE OVAL DURING CRICKET SEASON

Council has received the following request from the Chief Executive Officer of the St. George District Cricket Club Incorporated:

"I am writing on behalf of the St. George DCC Inc. to seek permission from the Council to pursue enquiries with the Licencing Branch of the Police Department regarding a Liquor Licence for Hurstville Oval during the cricket season.

Given the opening of the Booth-Saunders Pavilion, it would be our intention to restrict the sale of alcohol to within the building. This will give us a greater control over the sale and consumption of alcohol during and after our matches.

I will await a response from you and then, if positive, I will speak with the Police."

Council may recall that for the past few winter seasons, St George Junior Rugby League have operated under such a licence at the Oval. To date, this arrangement has worked well and no problems have resulted. I see no reason why the Cricket Club should not be given the same opportunity, on the condition that the Club comply with all the conditions imposed by the Department of Gaming and Racing and the Licencing Court of NSW in the issuing of such a licence, and any other constraints imposed by Council from time to time.

The Member for Banks, Mr Daryl Melham advised that he has received advice from the Minister for the Arts and Centenary of Federation the Hon Peter McGauran MP, that Council's grant application for Lime Kiln Bay Wetlands project has been successful. The approved grant is to the value of $20,000….

Council subsequently resolved:

THAT Council formally accepts this grant, and THAT the Council officers responsible be congratulated.
