04.25.01A EAST HILLS RAIL AMPLIFICATION COMMUTER PARKING PROPOSAL ON COMMERCIAL ROAD/VANESSA STREET FOR KINGSGROVE STATION (FROM CONNELL WAGNER PTY LTD)


At the traffic advisory committee meeting held on 7 October, 1999, consideration was given to the following item:

Council has received a design plan from Connell Wagner on behalf of Fluor Daniel/Alliance Corporation for a commuter carparking area on the southern side of Vanessa Street/Commercial Road west of Kingsgrove Station i.e. adjacent to the SRA Sub Station. A copy of the proposed angle parking area is attached in the Appendix.

This angle parking area is proposed to offset the loss of the existing commuter parking on the Rockdale Council’s side of Kingsgrove Station i.e. adjacent to Shaw Street. One of the DUAP conditions of consent was that there is to be no nett loss to commuter carparking at Kingsgrove Station.

Connell Wagner submitted a proposal to Rockdale Council for angle parking both on Shaw Street and Kingsgrove Avenue as there seemed to be a nett loss of approximately 38 parking spaces, Connell Wagner have proposed to off-set this parking by using the Council owned footway on the southern side of the Vanessa Street/Commercial Road junction. This involves the implementation of 90 degree angle parking adjacent to the bend at Vanessa Street with a pedestrian walkway to be constructed between the rail corridor and the SRA substation to allow pedestrians to walk through then up and over onto the western end of the Kingsgrove Station platform.

This proposal is an attempt to implement commuter parking as close as possible to the Kingsgrove Station platform, however, a site inspection by Council officers revealed concerns with the angle parking area adjacent to this curves could become a future conflict problem for vehicles propping to reverse into the carpark or should vehicles decide to park front-in, reversing out onto Vanessa Street.

As Traffic Committee members would not doubt be aware, traffic volumes on Vanessa Street are quite high with a large percentage of heavy vehicles using Vanessa Street to access the industrial estate. Traffic volumes are projected to decrease once the M5 east is open, however, in the short term, traffic conflicts could arise at this location should the proposed parking area be approved in its existing form.

* Accordingly, this matter is referred to the Committee for consideration.
At the meeting, considerable discussion took place regarding the issue of allowing a 38 space commuter parking area on Council land i.e. the nature strip on the south-eastern corner of the intersection of Vanessa Street and Commercial Road. It was the concensus of the committee that the shortfall in commuter parking on Shaw Street in the Rockdale LGA, created by the duplication of the East Hills Railway Line should not be solved by using Hurstville City Council property and that Fluor Daniel/Rail Access Alliance Corporation should reinvestigate alternative locations for commuter parking.

At the Traffic Advisory Committee meeting held on the 7th August, 1997, consideration was given to the following item:

At the Traffic Committee meeting held on the 3rd June, 1997, consideration was given to a request from the Penshurst West Public School concerned about the potentially dangerous traffic problems at the intersection of Scott Street and Delves Street, Mortdale.

The concerns raised were mainly due to the offset nature of the intersection and that motorists travelling along Delves Street turning right into Scott Street find it easy to cut the corner which creates conflict with other motorists and pedestrians at the intersection. At the meeting, it was also noted that a petition had been received from numerous residents of Scott Street and Delves Street concerning the corner cutting previously detailed.
