Hereunder is my report No.01 to be submitted to the Development, Health & Planning Committee:-
07.01 HURSTVILLE "VIP" LOUNGE (T/01348) Background
Councillors will be aware that Council had undertaken to design and build a VIP lounge for Hurstville Oval.
During development assessment of the original design by Kevin Casey, concerns were raised regarding the Federation building style proposed which, although submitted in accordance with guidance given to the designer, was considered to be out of character with the historical significance of the Oval and surrounds.
Accordingly Development Approval was not granted and the Hurstville Ward Councillors requested that a detailed draft design brief be prepared for Council's approval and another architect appointed.
A written brief was prepared and endorsed by Council on 22.4.98.
The Divisional Manager of Engineering and Policy, Planning & Environment interviewed five architects and the combination of Andrea Wilson and Neil Durbach were the successful team. Council appointed them to do the work.
Work to Date
The fee proposal for the work was 10% of the cost of construction with sketch design at 20% of the total cost. The work to date has incurred fees of $5,400 being 90% of 20% of $300,000 plus the cost of the perspective, $800. Wilson/Durbach have prepared sketch designs for two options together with a coloured perspective as requested by Council.
Following the Ward Councillors' meeting on 25 August 1998, Council resolved to have both the Kevin Casey scheme and the Wilson/Durbach scheme costed by an independent Quantity Surveyor, WT Partnership. These estimates have been prepared and forwarded to Ward Councillors for consideration but Council has not yet determined future direction.
An original budget of $5,000 was set for fees but this was used to pay Kevin Casey. There was no additional budget for the Wilson/Durbach consultancy or the Quantity Surveyor, so it is recommended that $20,000 be voted from surplus working funds to cover the cost of the fees. If the work does not proceed, the funds can be reimbursed. To date $5,400 is due to the Architect together with fees from the Quantity Surveyor.
