04.04.01 HURSTVILLE C.B.D. TRAFFIC STUDY

At the last Traffic Advisory Committee meeting consideration was given to the following item:

"This item is to bring members of the Hurstville Traffic Committee up to date with the Hurstville C.B.D. Traffic & Parking Study which has been undertaken by Jacana Consulting.

As members of the Committee would be aware, Hurstville City Council appointed Jacana Consulting to carry out a traffic and parking study of the Hurstville C.B.D. in February, 1998.

Since the consultants appointment a series of Hurstville Town Centre Committee meetings have been part of the information gathering process of Jacana Consulting along with a series of other meetings with Hurstville C.B.D. stakeholders including the Hurstville Chamber of Commerce, all Hurstville C.B.D. bus company operators, St. George Taxi Co-op, Westfields Centre Management, Hurstville Council officers, Hurstville Ward Councillors, the Chairman of the Hurstville Traffic Committee.

From the Hurstville Town Centre Committee meetings and the first Hurstville C.B.D. Stakeholders Workshop approximately 80 traffic projects were under review by Jacana Consulting. These projects have been constantly reviewed and assessed by Jacana, Hurstville Council officers and the Hurstville Town Centre Committee and through this consultative process a number of original projects have been culled from the original list leaving a more reasonable number of suggested options to be further analysed and modelled.

Apart from this process a community workshop was carried out by Jacana Consulting on 28 August, 1998 at Hurstville Council where approximately 25 interested residents attended a workshop chaired by Jacana Consulting and attended by Council officers, Hurstville Ward Councillors, the Chairman of the Traffic Committee, the General Manager and the Mayor.

This workshop was an extremely valuable exercise in determining community attitudes to traffic and transportation issues in the Hurstville C.B.D. area. Council officers received positive feedback from the community workshop and a full report of the findings of the workshop will be available as part of Jacana's final report on the Hurstville C.B.D. Traffic & Parking Study.

Some projects that will come under close scrutiny during the final stages of the traffic study are as follows:

"4. NEW PROJECTS ADDED
Development of the traffic and other schemes has led to identification of some new projects, as follows:

* FT4b: Improve CBD bypass by realigning intersection of Forest Rd & Croydon Rd

* HT3: Redesign or demolish access ramp from Westfield to Crofts Av.
* OT1: Legible sign-posting.
* PT16: Relocate taxis to Diment Way (access via Avenue/Park/Humphreys & Cross St, i.e., from north, south, east and west
* PT17: Bus lane on Treacy St overbridge
* PT18 Two-way between Roundabout & MacMahon (with bus U-turn bay at Roundabout) - limited access.
* P8: Penshurst, Connelly St - redesignate some spaces for all-day commuter parking.
* P9: Allawah, Roberts Lane - provide all-day commuter parking.
* P10: Extra Boulevard parking by moving taxis to Diment Way
* P11: Parking in Humphreys Lane.

6. SCHEMES TO BE MODELLED AND FURTHER ASSESSED

Based on the principles of the study agreed at the Workshop No. 1 a number of major traffic and transport schemes have been developed which we propose be modelled and further evaluated. The schemes are based on the range of projects which have been suggested during the study.

The schemes aim to achieve one or more of the following:

* Improved accessibility into Hurstville CBD, including legibility, traffic flow, public transport and/or parking.
* Improved internal traffic circulation within the CBD.
* Improved public domain.
* Improved commercial vitality.

Four types of schemes are proposed for traffic modelling and further evaluation, as follows:

i) Traffic scheme options (see illustrated map on the next page) including:

* A new Boulevard loop - one way & two way options involving the Boulevard, Rose St, Humphreys Lane, Croft, Barratt and MacMahon Streets

* A new Boulevard/Westfield loop - one way & two way options involving the Boulevard, Park St/The Avenue, Woodville, Barratt and MacMahon Streets

* A new CBD Ring Road - two way ring road around the CBD involving a new railway underpass connecting Queens Rd and Woniora Rd, Railway Pde, Treacy St underpass and Park St/The Avenue

* CBD By-pass improvements

* Other stand alone and complementary projects
ii) Parking schemes, including:

* On street

* Off street, both private and public parking

From here the project will move into the assessment process determining which projects will be most advantageous to traffic and parking through the Hurstville C.B.D. and completely eliminating the other suggested projects which will be detrimental to traffic flow and parking and thus the overall future of the Hurstville C.B.D."

* Accordingly, this matter is referred to the Committee for its notation."
TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT the information be received and noted.

At its meeting held on 14 October, 1998, Council resolved:

"THAT the Divisional Manager's recommendation be adopted and FURTHER, THAT a Special Meeting of Council be held to consider the draft recommendations of that report and that the Mayor and General Manager be authorised to arrange this meeting."

THAT the Special Meeting of Council to consider the draft recommendations of the Hurstville C.B.D. Traffic Parking & Transport study to be held on Wednesday 9 December, 1998 be noted and that a comprehensive briefing on the draft recommmendations arising from the study be arranged for the traffic Committee .

04.04.02 THE AVENUE, HURSTVILLE - REQUEST FOR PEDESTRIAN FACILITY BETWEEN CROSS STREET AND HUMPHRYS LANE (T/01061)

At the last Hurstville Traffic Advisory Committee meeting the following report was considered:

"Council has received a request from a woman on behalf of her elderly parents who live in The Avenue, Hurstville requesting that Council investigate the possibility of implementing a pedestrian facility across The Avenue between Cross Street and Humphreys Lane.

The request is to improve pedestrian safety across The Avenue in the vicinity of the Westfields Grace Bros entrance. The major concern is the speed of traffic travelling south along The Avenue heading up the hill from Cross Street to Forest Road.

Council officers are currently carrying out pedestrian volume counts along this section of The Avenue along with traffic speed and volume surveys, the results of which will be available on the day of the meeting.

THAT this issue be deferred to allow Council officers to investigate the accident rate along The Avenue and prepare a number of design options for either a pedestrian refuge or raised pedestrian crossing. FURTHER THAT these design options be presented to a future Traffic Committee Meeting for consideration."
At its meeting held on 14 October, 1998, Council resolved:
"THAT the Divisional Manager's recommendation be adopted and FURTHER, THAT while the investigation is undertaken, Council Officers interview the residents to advise on appropriate methods of crossing."

Council officers are preparing design options for the implementation of a pedestrian device in The Avenue, between Cross Street and Humphreys Lane along with consultation with the residents who requested the pedestrian facility. This information will be available on the day of the meeting.
* Accordingly, this matter is referred to the Committee for its notation.
TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT based on the difficulties in implementing a pedestrian facility in this section of The Avenue, due to the frequent numbers of weaving manoeuvres that no further action be taken.

04.04.03 PARK ROAD, HURSTVILLE - REQUEST TO ALTER PERIOD PARKING TO IMPROVE TRAFFIC FLOW INTO AND OUT OF WESTFIELDS

At the last Traffic Advisory Committee meeting the following report was considered:
"Council has received representations from the security manager of Westfields requesting a meeting between Council's Traffic Engineer and Hurstville's Traffic Sergeant to discuss possible traffic control options for the upcoming Christmas shopping period.

This request was prompted by the recent traffic congestion problems experienced on the Saturday before Fathers Day in September, 1998. Council's Manager - Traffic & Transportation investigated the problems associated with traffic flow on this Saturday and following discussions with Westfields Centre Manager contacted the Traffic Flow Branch of the Roads & Traffic Authority with regard to improving the traffic flow along Park Road, Hurstville through the Cross Street intersection.

Following these discussions with the RTA green time on Park Road will be extended which will allow more "green time" to traffic travelling north along Park Road which will assist in allowing vehicles exiting the Westfields car park onto Park Road to do so with more frequency.

A further request from Westfields is to eliminate kerbside parking spaces in Park Road on a temporary basis for a period leading up to the Christmas shopping period.

* Accordingly, these matters is referred to the Committee for its consideration.
TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT Council approve the removal of the three existing 1 hour parking spaces on the western side of Park Road, north of Humphreys Lane, on a temporary basis prior to Christmas for a period to be determined by Council's Manager Traffic and Transportation following a meeting with Westfields Centre Management and Hurstville's Traffic Sergeant."
Council's Manager - Traffic & Transportation and Hurstville's Traffic Sergeant met with the Manager of Westfields to discuss possible options of temporarily converting one hour parking in Park Road to No Standing to improve traffic flow into and out of Westfields car park during the Christmas shopping period.

The following was determined:
1. Convert the existing section of one hour parking on the western side of Park Road between Humphreys Lane and Cross Street, i.e. three parking spaces to No Standing.

2. Convert the existing one hour parking restrictions on the western side of Park Road just south of Cross Street between Cross Street and the exit driveway, i.e. three spaces to No Standing.

3. The above two alterations to be implemented on a temporary basis between Friday 11 December, 1998 to Monday 11 January, 1999.

* Accordingly, this matter is referred to the Committee for its consideration.
TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT:

1. The existing sectiion of One Hour Parking on the western side of Park Road between Humphreys Lane and Cross Street be converted to No Standing.

2. FURTHER, THAT the existing One Hour Parking restrictions on the eastern side of Park Road just south of Cross Street between Cross Street and the exit driveway be converted to No Standing.

3. FURTHER, THAT the above alterations be implemented on a temporary basis between Friday 11 December, 1998 and Monday 11 January, 1999.

FURTHER, THAT should these temporary changes prove successful for the 1998/99 Christmas shopping period then the temporary changes should be implemented during a similar period in subsequent years.

HURSTVILLE CITY COUNCIL RECOMMENDATION NO: .04.03 ENGINEERING

. Recommendation PARK ROAD, HURSTVILLE - REQUEST TO ALTER PERIOD PARKING TO IMPROVE TRAFFIC FLOW INTO AND OUT OF WESTFIELDS

THAT the Traffic Advisory Committee's recommendation be adopted.

04.04.04 TOORONGA TERRACE, BEVERLY HILLS - PEDESTRIAN CROSSING EAST OF KING GEORGES ROAD (T/01073)

At the Hurstville Traffic Advisory Committee meeting held on 5 February, 1998, Hurstville's Traffic Sergeant tabled a letter from Beverly Hills/Kingsgrove Neighbourhood Watch regarding pedestrian safety on the existing raised pedestrian crossing in Tooronga Terrace west of King Georges Road. The concerns raised refer to the southern side of Tooronga Terrace where vehicles queue back from King Georges Road over the existing crossing. Pedestrians can still use this crossing, however, at times when emerging from behind these vehicles temporarily queued, they are sometimes confronted with vehicles travelling west on Tooronga Terrace.

The request was for Stop lines to be painted approximately two to three metres either side of the pedestrian crossing.

The Traffic Committee recommended:

"THAT as a short term solution Council implement "zig zag" crossing warning line marking on both sides of the pedestrian crossing in Tooronga Terrace.

FURTHER, THAT an area approximately one metre wide be line marked in a hatched arrangement on both sides of the existing pedestrian crossing on the road pavement, across Tooronga Terrace, adjacent to the existing ramps.

FURTHER, THAT the R.T.A. investigate the possibility of introducing a pedestrian phase across Tooronga Terrace at the existing traffic signals on King Georges Road.

FURTHER, THAT the R.T.A. report back to the Traffic Committee with the findings of this investigation."

This matter was further considered by the Hurstville Traffic Advisory Committee at its meeting held on 2 April, 1998 when it was recommended:

"THAT Council remove the pedestrian facility but retain the existing raised traffic threshold in Tooronga Terrace east of King Georges Road. FURTHER, THAT the appropriate barricading be implemented on Council's footway adjacent to the pedestrian crossing to prevent pedestrians from using the crossing once it is removed, for a period of four weeks."

However, at its meeting held on 22 April, 1998 Council did not adopt the Traffic Committee's recommendation and instead resolved:

"THAT this matter be referred to Ward Councillors, R.T.A., State Members and interested Councillors and residents."

Council has now received responses from Mr Morris Iemma, M.P., Member for Hurstville and Ms Marie Ficarra, M.P., Member for Georges River regarding the fate of the pedestrian crossing in Tooronga Terrace. Mr Morris Iemma supports the retention of the existing pedestrian crossing along with the upgrade of the facility which was originally suggested by the Hurstville Traffic Advisory Committee.

Ms Marie Ficarra also supports the retention and upgrade of the pedestrian facility, however, has been given advice from Mr Grant McBride, Parliamentary Secretary for Roads suggesting that the upgrade would not improve visibility for pedestrians, as westbound vehicles queued back from traffic signals at King Georges Road would obscure pedestrians from sight, further that there is an existing pedestrian facility at the traffic signals at King Georges Road some 50 metres from the marked footcrossing and therefore in the interests of pedestrian safety the pedestrian crossing should be removed.

* Accordingly, this matter is referred to the Committee for its consideration.

TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT Council remove the existing marked foot crossing in Tooronga Terrace, east of King Georges Road but retain the raised threshold. FURTHER, THAT for a period of two months after removal that barricades be placed on the north and south side of Tooronga Terrace adjacent to the threshold to prevent pedestrians from crossing at that point out of habit.

04.04.05 ROADS & TRAFFIC AUTHORITY/DELEGATION TO COUNCILS TO REGULATE TRAFFIC (TMP'S) (R/00594)

At the Traffic Advisory Committee meeting held in May, 1998 consideration was given to a Technical Directive from the Roads & Traffic Authority regarding the R.T.A's delegation to Councils of Greater Metropolitan Sydney on the regulation of traffic.

The delegation outlined changes to Council's authority to restrict or change the flow of traffic on a public road without the preparation of a Traffic Management Plan (TMP) which is to be submitted to the Roads & Traffic Authority for approval.

This delegation to Councils sparked a great deal of debate among Traffic Engineers in many of the Sydney Metropolitan Councils. In Hurstville's case all changes to traffic flow, partial closures, temporary closures and any other traffic management schemes are subject to scrutiny by the Hurstville Traffic Advisory Committee, at which a representative of the Roads & Traffic Authority attends. The Traffic Committee's recommended:
"THAT an urgent clarification be required from the R.T.A. on what determines a temporary and permanent work and FURTHER, THAT Council make strong representations for a decision to be made on determining delegations to Councils as soon as possible."

The Roads & Traffic Authority's Manager - Local Network Services has provided Hurstville Council with a supplementary document/checklist which clarifies the requirement for a Traffic Management Plan (TMP).

The document is titled "Guideline on Delegation to Councils of Greater Metropolitan Sydney on the Regulation of Traffic Works which Require a Traffic Management Plan (TMP)".

These guidelines are of great assistance to Council's Traffic and Works Managers as it provides a checklist for particular road projects which do and do not require a Traffic Management Plan.

A copy of the document is attached in the Appendix.

Westfields Management have requested that Council consider the option of removing the No Right Turn restriction from Humphreys Lane into Cross Street.

The request is to remove the restriction during the peak Christmas shopping period i.e. between Friday 11 December, 1998 and Monday 11 January, 1999, as a trial, then if successful it will become a permanent arrangement.

The reason for the removal of the right turn restriction is to improve traffic circulation in the C.B.D. for motorists wishing to enter Westfields car parking areas.

TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT the request to remove the existing Right Turn restriction from Humphreys Lane into Cross Street be approved on a trial basis between December, 1998 and February, 1999. 04.04.07 HURSTVILLE BOULEVARD - MODIFICATIONS TO IMPROVE TRAFFIC FLOW AND REDUCE DELAYS - C.B.D. STUDY

Council has received a request from Jacana Consulting to consider a series of modifications to Hurstville Boulevard to improve traffic flow and reduce delays for public transport. The following modifications have been suggested by Jacana Consulting as a result of a workshop with the bus operators which use Hurstville Boulevard and will form part of the draft report to be presented to Council in December, 1998. The modifications are as follows:
1. To implement a marked traffic lane through Hurstville Boulevard from MacMahon Street to the Palm Court car park (this will reduce the potential for vehicles to travel through the Boulevard in a staggered arrangement and will delineate the existing bus bays along the eastern side of the Boulevard.

2. To swap the existing No Parking restrictions and Half Hour Parking restrictions which currently exist on the eastern side and western side respectively of The Boulevard just north of the Commonwealth Bank. (This will allow the Armaguard vehicles to use the No Parking restrictions to service the St. George Bank, the Westpac Bank and the Commonwealth Bank rather than parking in the bus bays.

3. To convert the 12 existing 60 degree angle parking adjacent to the Memorial into parallel parking spaces. (This will reduce the conflict between vehicles stopping in The Boulevard and reversing back into the 60 degree angle parking area. Parallel parking will allow them to pull over adjacent to the through lane and carry out a reverse parking manoeuvre if necessary.)

Plans of these 3 modifications will be available on the day of the meeting.

It is envisaged that, should Council approve the three recommendations that the work should be implemented prior to the middle of December to coincide with the peak Christmas shopping period.

1. A marked traffic lane through Hurstville Boulevard from MacMahon Street to the Palm Court Car Park be implemented as per the design plan presented at the meeting.

2. The existing No Parking restriction on the western side of Hurstville Boulevard near the Commonwealth Bank be swapped with the existing Half Hour Parking restrictions on the eastern side of Hurstville Boulevard.

3. FURTHER, THAT the existing 12 60 degree angle parking spaces on the western side of Hurstville Boulevard adjacent to the memorial be replaced with seven parallel parking spaces subject to consultation with the Hurstville Chamber of Commerce.

4. FURTHER, THAT Jacana Consulting be requested to consult with the Chamber on this matter as soon as possible.

Council has received representations from Ms Marie Ficarra, M.P., Member for Georges River on behalf of a resident of Lugarno requesting Council investigate the possibility of implementing a pedestrian facility in Ellen Subway at Cook Street.

Council officers have carried out pedestrian and vehicle counts in Ellen Subway at Cook Street, the results are tabled below:

Council has received representations from a resident of Morgan Street requesting the implementation of a speed hump and/or pedestrian crossing facility across Morgan Street near Colwell Street. The resident is concerned about the speed of vehicles travelling along Morgan Street and also the difficulty for pedestrians crossing Morgan Street near the Colwell Street intersection.

The only pedestrian generator in this area is a pet shop on the corner of Morgan Street and Colwell Street, the resident is suggesting a pedestrian facility in this area.

Council officers are currently carrying out traffic speed and volume surveys along with a pedestrian count which will assist the Committee in determining whether a pedestrian facility or a traffic device will be required. The results of these surveys will be available on the day of the meeting.

04.04.12 PIONEER COACHES PTY. LTD. - PROPOSED ALTERATIONS TO BUS ROUTE 455 (T/00542)

Council has received representations from the proprietor of Pioneer Coaches requesting an alterations to the existing bus route No. 455 from Kingsgrove to Hurstville and Kogarah.

The proposed changes are an initiative by Pioneer Coaches to improve travel times for route 455 and increase patronage through a more direct route.

Attached in the agenda is a copy of the existing route from Kingsgrove to Hurstville and superimposed is the proposed route which will require the following changes.
1. Approval for a bus route along Monaro Avenue.

2. The introduction of "Buses Excepted" sign to the No Right Turn restriction from Stoney Creek Road into Smiths Avenue.

3. The introduction of a "Buses Excepted" sign to the No Right Turn restriction from Stoney Creek Road into Monaro Avenue.

Members of the Committee will no doubt be aware of the existing No Right Turn restrictions along Stoney Creek Road which were imposed in the early 1990's to improve traffic flow and reduce the through traffic in residential streets.

Some years ago an alteration to the No Right Turn restriction from Stoney Creek Road into Cahill Street to allow buses and taxis was approved in the interest of improving public transport facilities.

THAT the request to alter bus route 455 be deferred to allow the R.T.A's Traffic Flow Section to consider reintroducing the Right Turn from Stoney Creek Road into Smiths Avenue and the Right Turn from Stoney Creek Road into Monaro Avenue. FURTHER ,THAT a bus route plan showing all bus routes in the Kingsgrove, Beverly Hills, Hurstville area be prepared and presented to a future Traffic Committee to assist in the consideration of the proposed route change.

04.04.13 MAVIS AVENUE, PEAKHURST - DISOBEYANCE OF RECENTLY INSTALLED THREE TONNE WEIGHT RESTRICTIONS (T/00913)

At the Traffic Advisory Committee meeting held on 5 February, 1998 consideration was given to representations from a resident of Mavis Avenue concerned about the use of Mavis Avenue and Wattle Street by heavy vehicles accessing the Peakhurst industrial area. The Traffic Committee recommended:

"THAT

1. Council implement 3 tonne weight restrictions in Mavis Avenue and in Wattle Street.

2. Hurstville Highway Patrol be given a print out of the traffic speeds in Mavis Avenue and Wattle Street for speed enforcement.

3. Council defer any speed control devices at this stage.

4. Council officers carry out a further vehicle classification survey once the 3 tonne weight restrictions have been implemented."

At its meeting held on 18 February, 1998, Council adopted the Traffic Committee's recommendation.

Council subsequently implemented the 3 tonne weight restriction signs in Mavis Avenue and Wattle Street. Council's Law Enforcement Officers have carried out spot patrols in these streets, however, a resident has written to Council recently suggesting that the 3 tonne weight restrictions are currently being abused by motorists driving heavy vehicles and have requested the implementation of speed humps to deter large trucks from using these streets.

* Accordingly, this matter is referred to the Committee for its consideration.

TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT based on the Council's Law Enforcement Officer's report that heavy vehicles are continually disobeying the 3 tonne weight limit restrictions in Mavis Avenue and Wattle Street that further vehicle classification surveys be carried out by Council officers to determine the extent of the problem. FURTHER, THAT Council's Manager - Divisional Admin (Development & Health) be requested to carry out further policing of the 3 tonne weight restrictions in Mavis Avenue and Wattle Street.

Council has received a request from Southside Timbers Pty. Ltd. for the implementation of a Construction Zone in Penshurst Street to facilitate the construction of the development on the corner of Penshurst Street and Forest Road, i.e. No. 84 Penshurst Street. The suggested length for the construction zone is 6 metres for a duration of 12 weeks.

The implementation of the construction zone will be carried out on receipt of the appropriate construction zone fee.

TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT the request for a six metre Construction Zone on the eastern side of Penshurst Street south of Forest Road be approved for a duration of 12 weeks subject to receipt of the Construction Zone fee. FURTHER, THAT the applicant be advised that the Construction Zone is for the sole purpose of servicing the building site and not for all day parking of construction workers or storing of waste containers.

04.04.15 PENSHURST STREET AT STONEY CREEK ROAD - REQUEST FOR RIGHT TURN ARROW FACILITIES FROM PENSHURST STREET INTO STONEY CREEK ROAD BOTH ON THE NORTH AND SOUTH SIDE OF INTERSECTION (T/00987)

Council has received representations from a resident of Penshurst concerned about the safety of the intersection of Penshurst Street and Stoney Creek Road.

The main concern is vehicles travelling north along Penshurst Street wishing to turn right into Stoney Creek road to head to Beverly Hills do so against the flow of southbound traffic. Therefore this right turn movement has raised perceived concerns for motorists' safety at this intersection. The request is for a right turn arrow facility from Stoney Creek Road into Penshurst Street in both directions.

At the Traffic Advisory Committee meeting held in May, 1997, consideration was given to a request by the Roads & Traffic Authority to modify the traffic signals at this intersection. The request by the Authority came about by concerns raised by the P & C Association of Beverly Hills Primary School as the road works currently underway on King Georges Road, south of Stoney Creek Road include a median island along the centreline of King Georges Road across the driveway access into Beverly Hills Primary School. This meant that vehicles travelling north along King Georges Road would not be able to turn right into the school grounds and would therefore require an alternative route.

The suggestion by the R.T.A. was to signalise the right turn movement for northbound vehicles travelling along Penshurst Street turning right into Stoney Creek Road to head east. The provision of this right turn arrow would mean that the opposing right turn i.e. vehicles travelling south along Penshurst Street wishing to turn right into Stoney Creek Road to head west would be prohibited.

At the time Council found a difficulty in agreeing to this particular modification, although it had benefits for one particular movement it considerably disadvantaged the local community to the north of Stoney Creek Road who wished to turn right on Penshurst Street onto Stoney Creek Road to head west, therefore the Traffic Committee recommended:
"THAT Council suggest to the R.T.A. that it not implement the right turn phase immediately, but carry out traffic volume and delay surveys before and after implementation of the median in King Georges Road at Beverly Hills Primary School, to verify the need for a right turn phase and the associated prohibition of the opposing right turn."
It is hoped that the officers of the R.T.A. could reinvestigate the possibility of providing a signalised right turn on Penshurst Street for northbound and southbound traffic. It is hoped that this investigation could be carried out prior to the Traffic Committee meeting, to aid Traffic Committee members with a recommendation.

* Accordingly, this matter is referred to the Committee for its consideration.
TRAFFIC COMMITTEE'S RECOMMENDATION:

THAT this matter be deferred for future intersection turning volume counts once the intersection of King Georges Road and Stoney Creek Road is complete and fully operational. FURTHER, THAT the counts be referred to the R.T.A. for intersection modelling. FURTHER, THAT Council should only support the implementation of both right turn facilities from Penshurst Street into Stoney Creek to head either east or west.

Council has received representations from a resident of Peace Avenue, Peakhurst concerned about the traffic conditions, mainly hooligan motorist behaviour and speeding along Peace Avenue between Isaac Street and Lorraine Street.

The main concern is the width of the traffic lane in Peace Avenue when vehicles are parked on both sides of the road, along with the perceived dangers of blind spots created by these parked vehicles for children crossing the road.

Council officers are currently carrying out speed and volume surveys, the results of which will be available on the day of the meeting.

"Take the time ...to drive safely" Senior Driver Campaign
1. The three seminars are being held on the 16, 17 and 24 November, at the Riverwood Legion Club
2. .Our objective is to provide information, resources and strategies in a number of areas to assist the participants to understand the issues that directly impact on the seniors individual safety and give them a course of action to follow as required to allow for rectification. In addition the seminars provided the start for responsible self- assessment of their driving ability and encourage them to take responsibility for their own actions.
3. The program has now two additional organisations presenting on the days.
"Peer Education through Theatre Program"- Road Safety School Program
1. This road safety education drama program is held in conjunction with Cauldron Arts Co-Operative. Four primary schools in Hurstville City Council area are participating in this exciting pilot project.

2. This program has been accredited by the Department of Education Performing Arts Unit. The students have developed the play from the development of the road safety script, concept and performance.

3. The drama presentation will be held on Monday November 23 at the Hurstville Civic theatre at 6.30pm

At the M5 Traffic Management Working Party meeting held on Monday 2 November, 1998, members received a presentation from the construction consultants, Baulderstone & Hornibrook Bilfinger & Berger, Traffic Management Engineer, Mr Frank Brown on a number of issues relating to traffic flow changes to particular streets adjacent to major construction work on the M5 project. Following is an except from the Strategic Traffic Plan (Draft) for the intersections of King Georges Road and the M5, Cooloongatta Road and the M5, Kingsgrove Road and the M5.

"A King Georges Road Intersection

A bridge will be built to carry King Georges Road over the proposed M5 East Motorway. To facilitate this work, a temporary side track detour on King Georges Road will be built to provide a clear construction area in which to construct the bridge. The side track will provide a similar facility to the current road. Street lighting, footways and temporary signalised intersections will be provided to maintain an acceptable level of safety. Bicycle movements will be 'on-road'.

B Cooloongatta Road Overpass

A bridge will carry Cooloongatta Road traffic over the proposed M5 East Motorway. To facilitate this work, a temporary detour will be implemented to provide a traffic-free construction area. The temporary detour will be to the western side of the bridge between Allambee Crescent and Booragul Street. A footpath will be provided on the western side of the detour road. Bicycle movements will be 'on-road'.

C Kingsgrove Road Interchange

M5 East Motorway will pass over Kingsgrove Road. Kingsgrove Road will be widened under short term lane closures. Road closures and detours will be used during installation of the bridge beams and for services diversion and drainage works. Pedestrians will be directed clear of areas of work. Bicycle movements will be 'on-road'."

1. Hurstville's Traffic Sergeant raised concerns regarding the delays to northbound traffic on King Georges Road that mayl be incurred during peak periods while the diversion takes place.

2. A section that the Committee raised no concerns regarding the temporary traffic diversion which will be implemented for the Cooloongatta Road overbridge as this may, in fact, reduce traffic volumes in Cooloongatta Road as the temporary diversion becomes a convoluted detour through Canterbury Council's local residential streets.

3. That the issue of widening the Kingsgrove Road railway overbridge which the S.R.A. are proposing should be co-ordinated and widened to cater for the increased traffic which will use Kingsgrove Road to access the east facing ramps of the M5.

4. That the R.T.A., the S.R.A., Rockdale, Canterbury, and Hurstville Council be requested to investigate the widening of the Kingsgrove Road overbridge to four lanes of traffic and that local M.P's be lobbied to support the widening.

During a site inspection between Councillor Philip Sansom, Mr Chris Little, Mr Andrew Sharp and Mr Greg White, the suggestion to convert the existing four parallel parking spaces in front of the Golf Course Pro Shop to improve access to and from the Golf Course by way of a set down and pick up parking arrangement. The request is to implement one disabled parking space and a no parking zone which would cater for three vehicles to facilitate the set down and pick up of passengers or goods.

04.04.21 PROVISION OF DEDICATED PARKING SPACES FOR ARMOURED AND OVERT SOFT SKIN VEHICLES CARRYING CASH & VALUABLES (MINISTER OF INDUSTRIAL RELATIONS REPORT)

The R.T.A's representative on the Hurstville Traffic Advisory Committee requested that Council give consideration to the following report:

"ISSUE:

Provision of dedicated parking spaces for armoured and overt soft skin vehicles carrying cash and other valuables.

BACKGROUND:
A report to the Minister of Industrial Relations (Cash in Transit Report) regarding the transport and delivery of cash and other valuables industry handed down by The Hon. Mr Justice R.J. Peterson contains, among others, the recommendation that "there be a lifting of parking restrictions for armoured and overt soft skin vehicles".

The Government, in principle, has accepted the recommendations of the 'Cash in Transit Report'.

While the recommendation of the 'Cash in Transit' Report recommends the wholesale lifting of parking restrictions for armoured and overt soft skin vehicles engaged in the transport of cash and other valuables, the RTA has raised concerns for the safety of pedestrians and other road users should such a recommendation be implemented across NSW.

ACTION:
To facilitate a process of accommodating for armoured and overt soft skin vehicles the following process is to be implemented by all RTA Traffic Committee representatives:

that for at all Traffic Committees for all Local Government areas in NSW, the RTA Traffic Committee representative table as an item for consideration by the committee 'the provision of dedicated kerbside parking spaces for armoured and overt soft skin vehicles engaged in the carriage of cash and other valuables at all financial institutions within the Council's jurisdiction' and that the above process be made in consultation with the appropriate local cash handling companies; and that a progress report for each Council jurisdiction be compiled and forwarded to the Director, Road Safety and Traffic Management by the 30 November, 1998."

Hurstville's Traffic Sergeant advised Committee members that all armoured vehicles servicing not only the Hurstville C.B.D., but all shopping centres and businesses in the Hurstville Council area are currently given considerable leniency by all parking patrol officers when those vehicles are parked in Bus Zones, No Standing Zones, No Stopping Zones etc. to facilitate the transfer of cash and valuables to and from armoured vehicles.

At Council's August Meeting, His Worship the Mayor, Councillor Mick Frawley raised concerns at the lack of lighting in Boundary Road Reserve with regard to the pathway between Tournay Street and Boundary Road, Peakhurst.

Energy Australia have now investigated this matter and recommend that four (4) 80 watt Mercury Vapour lanterns be installed. This will incur an increase of $306.24 in annual charges and involve the installation of four (4) timber power poles with overhead wiring.

A verbal quotation has also been received for underground wiring which is in the order of $20,000.

The Manager of Parks is not in favour of installing timber poles and overhead wiring in the Park due to the visual impact of such structures. Due to the high cost of installing underground wiring it is suggested that the proposal from Energy Australia not be accepted at this stage and that a solar powered option be investigated for lighting in the reserve.

Council has received a request from the Lions Club of Lugarno to hold their annual "Jazz in the Park" afternoon at Evatt Park on Sunday, 21st March, 1998.

The Committee Chairman of the Lions Club of Lugarno, Mr Bryce Turner, has requested the following items to be considered by Council:

1. I would like approval to be able to use Evatt Park on the 21st March, 1999.

2. I would like to be able to use the playing fields as an additional parking area, if required.

3. I would like to know if the Lake is suitable for radio controlled boats (as an extra attraction for the children).

4. I would also like to advise that we will be applying for a Liquor Licence for the day in question.

5. All the hiring costs of the ground be waived for the day, as per usual.

The night format will be similar to that of previous years and money will be raised by public voluntary donation.

The park is available for the requested date, and a tentative booking has been made for the Lions Club of Lugarno.

4. Council permit Lions Club of Lugarno to hold a liquor licence for the day;
5. Council supply suitable assistance, as required; and;
6. Council waive the standard booking fee to support the community event, however, payment of the refundable cleaning deposit is recommended.

The recommendation is made on the condition that the Lions Club of Lugarno provide Council with details of their Public Liability Insurance and the Liquor Licence.

04.10 OFF LEASH DOG EXERCISE AREAS

As Council will be aware, the Companion Animals Act 1998 was recently introduced. Amongst other things, it required Councils to provide "off-leash" dog exercise areas, and this is detailed in Section 9 of the Companion Animals Regulation 1998.

To that end, it is recommended that two (2) locations be set aside permitting the exercising of dogs off leash at all times, and they are as follows:

1. Lower Gannons Park, Peakhurst - from below the Natural Heritage Park to the southern most point of Lower Gannons Park. This is a large area which includes the area allocated to Hurstville All Breeds Dog Training Club Inc., and they are most supportive of this proposal.

2. Beverly Grove Park, Beverly Hills - This area is no longer used for active recreation and, pending the changes likely through the construction of the M5 Motorway, it is at this stage most suitable for an off leash dog area. The suitability of this area will be reassessed following construction of the Motorway.

If approved, both areas would be well signposted and would have dog-poo bins and bag dispensers installed in appropriate locations.

Unfortunately, there are at this stage very few other opportunities to permit this type of usage of a Park within Hurstville City. Most of our Parks either contain children's playground areas, passive BBQ areas or areas set aside for various sporting codes, none of which are compatible with off leash dog exercise areas. However, we will continue to monitor this situation and where the opportunity arises, recommend to Council that additional Parks be made off leash areas.

Bins will also be installed in all other areas used regularly for the exercising of dogs, particularly in locations such as Evatt Park, Olds Park, Peakhurst Park and Oatley Park. These bins will encourage dog owners to be more responsible and will also display information regarding penalties applicable where owners allow their dogs to fowl public places.

Clr Stewart has also raised the question of a community education program initiated by Council to provide assistance to all dog owners in their responsibilities under the act and in general in regard to handling of their animals including feeding exercise and general health. Clr suggests that Council should be proactive in this area rather than relying on policing.

The lettering is proposed to be no higher than 100mm and would be placed on the front edge of the roof slab of the building and the colours used would be consistent with Council's corporate colours.

04.14 DIVIDING FENCE AT 64 RILEY STREET, OATLEY - ADJOINING GLEN ROAD

An application has been received from the owner's Solicitor requesting Council contribute to the replacement of his side boundary fence.

The fence is mounted on a retaining wall, approximately 3 metres high, and retains the Glen Road pavement. The wall is generally located within the road reserve, however, does encroach up to 80mm onto the subject property.

The presence of the fence does offer some assistance to the public in that it acts as a barrier for pedestrians. Its condition is now such that it warrants replacement and due to the owner's circumstances, his Solicitor, C E Cranney & Co has requested:

"... would you ask your Council to consider this matter on the hardship merits of the case and approve a replacement or total repair of the existing fence at the cost of the Council."

The Solicitor has provided a profile of the owner as an 80 year old veteran and widower, who receives a Department of Veteran Affairs pension.

Quotations have been supplied for the supply and erection of a 1.8metre high colourbond fence for a length of approximately 41 metres. The price range is between $2600 and $3100. A paling fence would be approximately $100 dearer.

Phone enquiries as well as written correspondence since, have queried the lack of continuity of the path and request an explanation as to why paving was not done in front of just one property.

"My name is Sr Helen Saunders, and I am a member of the community of Josephite Sisters who live at Penshurst. The convent is a heritage building, with large grounds and gardens. With the assistance of a weekend detainee, we endeavour to keep the gardens in a presentable manner, but are finding this an ever difficult task. We believe that for us to keep our grounds looking good, we need more low maintenance garden.

Recently, we pruned most of our trees & shrubs etc. We than hired a chipper, at a cost of over $200.00, made our own mulch/wood chip and spread it over the garden. This huge pile covered one half of one, of our gardens. This financial burden is beyond our resources.

I come to you now, to request assistance with providing mulch/wood chip that Council may be looking to dispose of. We would be most grateful if the Council could see its way clear to donate a few loads of this material, at regular intervals.

We take pride in the fact, that we reside in a heritage building, that is a show piece of the Hurstville City Council.

Council has received a request from Major John Rees of the Salvation Army to host an "Carols in the Park" evening at Timothy Reserve from 5.00pm to 7.30pm on Sunday 20th December 1998. The Salvation Army has held this event over several years.

The Salvation Army would like to erect a stage in the park and have requested Council supply an electricity source running to the stage for a public address system and music to be heard. They have also asked that the park toilets be open instead of bringing in their own.

The park is available for the requested date, and a tentative booking has been made for The Salvation Army.

Background- Council's Concurrence Requested

In conjunction with my briefing note for the M5 East presentation to Councillors on 18 November 1998 I have previously circulated a copy of the following letter received that day from the Baulderstone Hornibrook / Bilfinger+Berger consortium.

"Further to our ongoing discussions as part of the Stakeholder/Community Involvement process being undertaken by RTA as Proponent of the above Project we are writing to request Council's concurrence to BHBB M5 East JV's Urban Design and Landscaping Plan for the overall route (Masterplan) as required by Condition of Approval 42(e) of the Minister for Urban Affairs and Planning (MUAP) Approval under Section 115(B) of the Environmental Planning and Assessment Act, 1979.

As you are aware RTA has contracted with BHBB M5 East JV for the design and construction of the Project including the obligation of compliance with the relevant MUAP Approval Conditions including those related to Urban Design/Landscaping. In order to enable BHBB to demonstrate compliance to Approval Condition 42(e) to the Department of Urban Affairs and Planning (DUAP) we would appreciate Council's confirmation, by 20th November 1998, this it has been consulted to its own satisfaction and given the opportunity to review and input into the BHBB Masterplan for the overall route, and in particular those parts which are relevant to Council's area of interest.

We believe that the Masterplan and associated report extracts, which include a statement of the urban design principles, issues and objectives being implemented in the Project design demonstrate compliance with the recommendations of the Urban Design Advisory Service (UDAS) report entitled "Urban design assessment: M5 East EIS November 1997" in respect of the following criteria:

* Integration/physical impact
* Community links and accessibility/severance
* Continuity and legibility
* Visual impact reduction and view enhancement
* Community facilities and open space
* Vegetation and landscaping
* Built elements extent and location
* Principles of noise mitigation

We note that there will be further opportunity for Council and the local community to consult with BHBB's urban and landscape designers with respect to the detailed design plans for key areas in accordance with Condition of Approval 43(e) of the Minister's Approval, over the next 6 months of the design period.

We look forward to Council's favourable response to this request, which will form part of our submission to DUAP on 23 November 1998 for their approval to allow us to commence substantial construction in February 1999."

As can be seen the letter seeks concurrence by Council of the BHBB M5 East Masterplan for Urban Design and Landscaping as required in the conditions of consent by the Minister for Urban Affairs and Planning (MUAP).

BHBB have requested that Council confirm by 20 November 1998 "that it has been consulted to its own satisfaction and given the opportunity to review and input into the BHBB Masterplan for the overall route, and in particular those parts which are relevant to Council's area of interest"

It should be noted that there will be further opportunity for Council and the community to consult on the detailed design elements and accordingly my suggestion for a response as contained in my briefing note is still valid.

BHBB have requested Council's favourable response so that they can respond to DUAP by 23 November, however they are also aware that Council's next meeting is scheduled for 25 November and that the presentation on 18 November was the first opportunity for most Councillors to view the Masterplan.

The consultation undertaken by BHBB has been very extensive and I believe in keeping with the strict conditions of consent imposed by DUAP on the project. As an indication the following meetings have been attended by Councillors, Council officers and community representatives in the past 6 weeks:

Briefing Session on 18 November

I understand the briefing session given to Councillors on 18 November was comprehensive with ample opportunity for feedback and discussion.

Issues raised by Councillors affecting the Hurstville City area not covered by my previous reports include:

1) Future classification and use of Stoney Creek Road on completion of the M5 East

Although not an issue of direct concern to the BHBB consortium I believe Council should raise this issue in it's response to DUAP. The opportunity to reclassify Stoney Creek Road to limit heavy vehicle traffic has attractive aspects particularly for adjacent residents however the M5 East cannot carry dangerous goods and there will remain a large industrial and commuter traffic load whose destination is not served by the Motorway.

The route's current classification as a State Road not only recognises it's importance as a major arterial road but also ensures that the RTA funds it's ongoing maintenance and improvement.

In recognition of the issue Council in it's response to the EIS for the M5 East in 1994 supported the project subject to 18 commitments by the RTA numbered R1-R18 including:

"R3 That the RTA be required to give a commitment that any changes to road configuration and/or traffic measures in Stoney Creek Road be carried out in close consultation with Council, giving recognition to the road's continued status as both a State Road and an important Local Arterial."

2) Future Maintenance Responsibilities for the "Linear Parks"

Future maintenance responsibilities for the "Linear Parks" adjacent to the Motorway including funding of general maintenance, lighting and ongoing cleaning of stormwater stilling basins will require resolution as the project progresses.

Although the vast majority of the "linear park" on the southern (Hurstville) side of the motorway is actually within Canterbury City's boundary there have been suggestions made as to land swaps in part compensation for the loss of active recreation space in Beverly Grove Park.

Any such suggestion should be very carefully examined and rejected if Council believes that it will result in the loss of valuable recreation space in exchange for an ongoing maintenance task with limited recreation appeal. This matter will be resolved by Council through the Landscape and Urban Design and Property Issues working parties.

3) Loss of Active Recreation Space in Beverly Grove Park

See 2) and my previous comments regarding this unfortunate consequence of moving the Motorway corridor to the south to protect the adjacent Clay Plain Scrub Forest.

4) Alternate Uses of Underpasses and Graffiti Finishes

These issues will be addressed through the appropriate working parties however any encouragement for young people to congregate within underpass spaces needs careful consideration particularly from local residents.


Suggested response - indicating support for the masterplan

In accordance with my previous reports to Council's meetings held on 23 September, 14 October and 4 November, Councillors' reactions to the briefing on 18 November as outlined above and in view of the comprehensive and ongoing consultation program for the project I would suggest that Council respond to the proposed M5 East Urban Design and Landscaping plan indicating support for the plan subject to the following comments and conditions:

i) Satisfaction with:

1) The Motorway underpasses at King Georges Road and Coolangatta Road.
2) The two cycleways, one on either side of the Motorway.
3) The number of pedestrian links being generally no more than 500m apart. (Although the need for the Glamis Street underpass should be reviewed.)
4) Deletion of the toll and therefore no toll booths
5) Provision for future west facing ramps at Kingsgrove Road
6) The comprehensive master plan for landscaping.

ii) Support subject to ongoing consultation and resolution of:

1) The final design and safety aspects of the pedestrian/cycleway underpasses
2) Final design/selection of materials for the soundwalls/mounding/treeplanting
3) The Landscaping "gateway" treatment at King Georges Road to ensure that Interlink's current work on an expansion of capacity will include these landscape elements.
4) The effects of the widening of the existing M5 prior to the opening of the M5 East.
5) The potential to have two major projects being amplification of the East Hills railway line and the M5 East project under construction simultaneously and in very close proximity at Kingsgrove railway station and the need for close coordination of their two projects to minimise disruption to the local area.
6) The need to monitor ongoing traffic impacts on the surrounding residential areas.
7) The future use and classification of Stoney Creek Road following completion of the project.
8) Ongoing maintenance responsibilities for the proposed linear parks and associated features on either side of the Motorway

iii) Resolution of the following issues:

1) No plans appear to have been made by the SRA and/or RTA to widen the Kingsgrove Road railway overpass during necessary rebuilding for the East Hills rail line and to accommodate additional traffic generated by the M5 East ramps in Kingsgrove Road.

2) The route of the motorway through Beverly Grove Park has been shifted to the south of the existing reservation and the route shown in the EIS to comply with DUAP condition of approval 86 as follows:

"86 The proposed Motorway Route shall not pass through any areas of Cooks River Clay Plain Scrub Forest, at the site located adjacent to Rosebank Avenue between Beverly Grove Park and Canterbury Golf Course without the approval of the Director General."

This condition has resulted in the useable residue of Beverly Grove Park being on the northern (Canterbury) side of the Motorway and effectively severed from Hurstville City's Beverly Hills residents except for the underpasses previously mentioned.

3) Two stormwater stilling basins which were shown on the EIS as being on the northern side of the Motorway are now shown as being on the southern (Hurstville) side.
