04.04 STREET TREE MANAGEMENT PROGRAM - ISAAC STREET, PEAKHURST

The residents and Peakhurst High School community in Isaac Street, Peakhurst have recently been notified of the proposed removal of seventeen (17) Tallowwood (Eucalyptus microcorys) street trees as scheduled under the Street Tree Management Program. The recommended replacement species is Willow Myrtle (Agonis flexuosa).

However the residents at 34 Isaac Street, located directly opposite the High School and with a school bus stop in front of the property, wrote to Council expressing concern about potential damage to the replacement trees by passing school students, and possible vision impairment of Isaac Street traffic by the young smaller trees. The residents are happy with the existing tree and would prefer that it be retained at this stage.

Previously, individual or selected trees amongst a street of removals have been retained where a resident has a particular liking for a tree. Council is then required to continue maintenance of the tree as necessary around the wires.

HURSTVILLE CITY COUNCIL RECOMMENDATION NO: 04.04 ENGINEERING

04.05 HURSTVILLE CROQUET CLUB - REQUEST FOR ASSISTANCE (R/00539)

Council has once again received a request from the Hurstville Croquet Club to assist with the caring and scarifying of their greens.

Council has assisted the Club over a number of years by providing equipment and manpower to undertake this work. The Club has been most grateful.

The Club requests assistance in a similar way this year and will close their lawns for this purpose from the first week in December.

As this type of assistance requires Council staff working on private property and considering its value is estimated to be around $800 per annum, it is important that it has Council's endorsement.

It is indeed a service that has been provided over many years and is one which can currently be met by the existing Parks Maintenance Budget allocations.

04.06 SPONSORSHIP OF STREET FURNITURE

Council considered a report from the Divisional Manager Engineering on sponsored street furniture at its Policy Review, Forward Planning and staff Committee held on the 18th March 1998. The recomendation from that meeting was:

THAT Council rescind the current policy of not allowing advertising sponsored street furniture, to permit discussions with Local Councils and or SSROC to proceed with a view to calling tenders for the provision of advertising sponsored street furniture in the City of Hurstville.

A full copy of the above report is included in Appendix C for members information.

The above recommendation was subsequently adopted by Council on 8 April 1998.

Since that meeting, discussion have been held with various other SSROC Councils concerning this issue where it was found that most Councils had vastly different timetables in relation to sponsored street furniture and in fact some were already included in the initial calling for tenders with Sydney City Council and are in the process of now installing that furniture.

Specification have therefore been developed for Hurstville City Council to call for tenders seperately for sponsored street furniture in accordance with the above recommendation. A hard copy of these specifications have been made available to members for consideration.

It is anticipated that pre-tender meetings will be held with prospective tenderers, Council's executive and interested Councillors prior to the tender closure date, outlining the number, type and possible locations of street furniture.

Following the closing date, it is intended that the tender evaluation panel would recommend two (2) or more companies to prepare a presentation to full Council on their proposals prior to any decision being made.

The suite of street furniture that Council is considering consists of:

- bus shelters
- bus seats for under awnings
- automatic public toilets
- street/information kiosks
- fruit / flower stalls
- litter bins
- recycling bins
- seats
- news stands

HURSTVILLE CITY COUNCIL RECOMMENDATION NO: 04.06 ENGINEERING

04.07 GUNGAH BAY ROAD, BETWEEN MACKEN ST & CUL-DE-SAC AT SOUTHERN END - REQUEST FOR ROAD WIDENING

A letter has been received from the owner of 128 Gungah Bay Road, Oatley along with a petition from other residents of properties 115, 117, 119, 119A, 119B, 121, 123, & 125 requesting Council to widen this section of Gungah Bay Road to improve access for garbage trucks and other large vehicles.

This work would include widening the present road carriageway on the western side by approx 1.2M, and removing portion of a large rock outcrop on the southern boundary of no. 128, which protrudes into the carriageway.

The estimated cost of widening the road carriageway including kerb & gutter construction, alterations to a drainage pipeline and cutting back the large rock outcrop, is $51,290.00.

This work is already listed in the Peakhurst Ward Rolling Works Program. Its current rating is priority (C), ie. after the existing 3 year list.

04.08 STREET TREES - EDITH STREET, HURSTVILLE (T/00159)

This matter was last discussed at the meeting held 26 August 1998 when Council resolved:

"THAT Edith Street Hurstville be surveyed to determine a suitable street tree removal and replacement program and FURTHER THAT a report be submitted to Council outlining the survey results."

The 44 properties in Edith Street were delivered a copy of the survey form with an explanatory cover letter as well as a reply paid envelope to encourage the return of the survey. 31 replies were received within the specified time frame (a 70% response rate which is very good for such issues) although two replies could not be accepted as, contrary to instructions, they were returned anonymously.

Of the 29 acceptable replies, 23 respondents have a street tree, with ten of those being Tallowwoods. The responses to the next three questions were very evenly divided and therefore showed no discernible sway towards either option, although residents were quite strong in their feelings on the issue, whether for or against the trees.

Of the 23 respondents with a tree, eight were either in favour or strongly in favour of its removal, two were neutral and twelve were opposed or strongly opposed to removal of their tree.

Twelve respondents considered the trees to be an asset or a definite asset to the street, while thirteen responses indicated the trees to be a minor nuisance or nuisance. Three replies were neutral.

Similarly, thirteen residents were in favour or strongly in favour of removal of all trees, two replied as neutral and fourteen were opposed or strongly opposed to removal of all trees.

Specific comments were invited however most people simply used the space to give reasons supporting their preference either to retain the trees or have them removed. None of the trees in Edith Street are listed in the Street Tree Management Program for removal.

Upon inspection in early September by the Tree Preservation Officer and Environmental Officer, it was found that there are twelve Tallowwoods in Edith Street that have not had to be lopped as there are no overhead wires and no footpath. All of the trees have recently been thinned out as much as possible and any further pruning would render the trees extremely unsightly and would also affect the health of the trees. There is very minor lifting of the kerb and guttering at no. 32 however it does not require repair at this stage.

All trees were found to be in a healthy and stable condition and not causing a problem or hazard that would warrant their removal. In addition, it is felt that there is sufficient support in the street for these trees not under wires to be retained, as several residents stated that the trees were one of the main reasons for them deciding to buy a house in Edith Street.

There are also four Tallowwoods on the other side of the street which have been routinely pruned away from the overhead wires and now appear in poor aesthetic condition. These trees under wires do meet the criteria for inclusion in the Street Tree Management Program and could be removed for aesthetic and maintenance reasons. It is recommended however that only three be removed as one household has requested that their tree be retained.

THAT the three Tallowwoods under wires at 9, 23 and 25 Edith Street be removed and replaced, with the tree at no. 27 to be retained and Council to continue maintenance, and THAT the Tallowwoods not under wires be retained and regularly maintained due to the significant resident support.

04.09 KEEP AUSTRALIA BEAUTIFUL COUNCIL - 1998 ANNUAL AWARDS (E/00022)

The Keep Australia Beautiful Council (NSW) and the Lithgow Tidy Towns Committee have invited representatives of Council to attend the 1998 Annual Awards Presentation to be held in Lithgow on the weekend of 4-6 December.

Council's Tree Inspector, Phil Da-Pra, was fortunate to be given the opportunity to be an Assessor for the 1998 Tidy Towns Program. Travelling 3,500 kilometres in two weeks, Phil visited eighteen towns in the Murray - Riverina district and would take great pleasure in being able to support these towns at the Awards weekend.

A new feature of the proceedings this year will be a "mini expo" where Councils and/or Tidy Towns committees are invited to showcase important projects via a display area to be set up at the Civic Reception. This will provide an excellent opportunity for Council to highlight some of its works to a wider community.

The KABC encourage all participating Councils to attend what promises to be a rewarding weekend. The registration fee is $60 per person and covers all the organised events for the weekend, including the Civic Reception, coach tours of the town's main attractions, the Afternoon Awards Ceremony and the Presentation Dinner. As this is a very well attended event, reservations for accommodation, registration and display space should be confirmed as early as possible.

THAT interested Councillors, the Divisional Manager Engineering or his nominee together with Council's Tree Inspector represent Council through attendance at the 1998 Annual Awards Presentation of the Keep Australia Beautiful Council (NSW) and THAT a space be confirmed for a suitable project display and FURTHER THAT all expenses be paid and a vehicle be made available for use on the weekend.

04.10 STREET TREES - BEACONSFIELD ROAD, MORTDALE HEIGHTS (T/00043)

A letter was recently received from a resident in Beaconsfield Road, Mortdale Heights requesting that Council inspect the existing street trees and consider the option of removing and replacing them with a larger, more attractive species. Residents from 25 other households in Beaconsfield Road signed an attached petition in support of the request.

Upon inspection it was found that most of the properties had mature Bottlebrush (Callistemon viminalis) trees growing in the nature strip with a few mixed taller species interspersed on the non-wired side of the street. Some residences do not have street trees at present and these gaps now provide opportunities for infill planting.

The Bottlebrush trees are generally in a healthy and stable condition and although not providing the aesthetic outlook desired by the residents, do not warrant removal at this stage.

The most practical solution at this stage is to retain the existing healthy trees and select two species for planting that meet the residents' requirements for aesthetic and environmental enhancement, one larger species and another suitable for growing underneath wires. Infill planting can commence immediately and the remaining trees can be replaced as they die off.

Jacaranda is the recommended species on the Street Tree Master Plan, however this does not fit in well with the native bushland character of the area that the residents want to emphasise. It is therefore suggested that Willow Gum (Eucalyptus scoparia) be used for planting on the non-wired side of the street, and a smaller species such as Water Gum (Tristaniopsis laurina) be used under the overhead wires.

At its Meeting held on 14 October 1998, Council considered a Hurstville Traffic Advisory Committee item regarding the Hurstville CBD Traffic, Transport and Parking Study which is currently being undertaken by Jacana Consulting.

Jacana Consulting have advised that a Draft final report with recommendations will be ready in December 1998. It is proposed that Jacana Consulting present the findings of the Draft report to a special meeting of Council.

As the Council recommended on 14 October 1998:

"THAT a Special Meeting of Council be held to consider the Draft recommendations of that Report and THAT the Mayor and General Manager be authorised to arrange this Meeting."

It is suggested that the Special Meeting of Council be held on Wednesday, 9th December 1998 at 7.00pm.

Energy Australia have investigated this matter and recommend that four (4) additional 80 watt Mercury Vapour lanterns on extended brackets be installed. This will incur an increase of $306.24 in annual charges.

04.13 RTA GRANT FOR SENIOR PEDESTRIAN SAFETY CAMPAIGN (R/00583)

The RTA has advised that $3000 has been granted to Hurstville City Council to
conduct a right foot forward seniors pedestrian safety campaign. This campaign will be held in conjunction with the South Eastern Area Health Service .

This project entitled "Right Foot Forward " is aiming to increase opportunities for older persons to participate in moderate physical activity, such as walking. Improving the perception of older adults that the community is a safe environment and increasing road safety awareness and change pedestrain behaviour regarding road safety are important objectives of the campaign.

The campaign comprises of the development of walking groups and delivery of pedestrian safety and health messages.

Energy Australia have now investigated this matter and recommend that two (2) additional 80 watt and two (2) additional 125 watt Mercury Vapour lanterns on extended brackets be installed. This will incur an increase of $278.39 in annual charges.

In accordance with the provisions of Part 1 of Chapter 4 of the Government Act, 1993 IT IS RECOMMENDED that the Committee resolve under the terms of Section 10A(2)(c) of the Local Government Act, 1993 that the press and public be excluded from that part of the Council Meeting at which this matter relating to quotations for Plant replacement relates to financial matters where disclosure of the information would confer a commercial advantage on a person with whom Council is conducting business which could be detrimental to Council's financial position in the matter, and therefore, not in the public interest. 04.17 BEVERLY HILLS MAIN STREET IMPROVEMENTS- FUNDING

Council at it's Meeting on 14 October 1998, resolved to seek clarification on funding available from the State Government for Beverly Hills Main Street works.

At the Mainstreet Committee Meeting held on Monday, 26 October 1998, Mr Morris Iemma, MP confirmed that an additional allocation of $200,000 is available for the program in the State Budget for 1998/99 bringing the total amount provided by the State Government to $350,000.

This information has been confirmed in writing and Mr Iemma has indicated that the funding will be provided through the RTA.

Council will recall, its previous undertaking to match grant funding for the project. In respect of previous grant funding, Councils' contribution was made through re-allocation of Revenue Works funding votes. Alternatively, Council may wish to consider advancing its share of funding from Working Funds and reimbursing such Funds when the Section 94 Plan for Urban spaces is completed.

It was also agreed that any interested Councillors wishing to confer with their community group, could liaise with the Divisional Manager - Engineering to seek further information.

Council Consultative Committee

The first Council Consultative Committee meeting was held on Tuesday evening 27 October at Canterbury Council. Three Councillors and two officers from Rockdale together with two Councillors from Canterbury attended. The Manager Traffic and Transportation and I represented Hurstville. Unfortunately the nominated Hurstville Councillors were unable to attend however the overview/briefing session will be repeated for all Councillors at an informal briefing session for Hurstville when a model of the project will also be available.

The issues arising from the RTA's presentation and/or issues raised by the Councils could be classed as good news, some concern and bad news.

Good News

In summary the project has the following pleasing aspects which address some of Councils earlier concerns:

1) Underpasses at King Georges Road and Coolangatta Road.
2) Two cycleways, one on either side of the Motorway.
3) A number of pedestrian links (no more than 500m apart.)
4) No toll and therefore no toll booths
5) Provision for future west facing ramps at Kingsgrove Road
6) A comprehensive master plan for landscaping.

Some Concern

Issues of concern for the three Councils that still need to be resolved include:

1) The final design and safety aspects of the pedestrian/cycleway underpasses
2) Final design/selection of materials for the soundwalls/mounding/treeplanting
3) The Landscaping "gateway" treatment at King Georges Road to ensure that Interlink's current work on an expansion of capacity will include these landscape elements.
4) The effects of the widening of the existing M5 prior to the opening of the M5 East.
5) The potential to have two major projects being amplification of the East Hills railway line and the M5 East project under construction simultaneously and in very close proximity at Kingsgrove railway station and the need for close coordination of their two projects to minimise disruption to the local area.
6) The need to monitor ongoing traffic impacts on the surrounding residential areas.

Issues raised specifically by Canterbury and Rockdale Councils include:

7) The height of the motorway over Kingsgrove Road.
8) Possible noise generated by the tunnel ventilation stack
9) Details of the filtration system from the stack
10) Baseline and ongoing air quality monitoring in relation to the stack
11) Pollution at tunnel entry/exit portals
12) The need to identify safe dangerous goods routes

There are forums available within the community consultation framework to address these issues.

The bad news

1) No plans appear to have been made by the SRA and/or RTA to widen the Kingsgrove Road railway overpass during necessary rebuilding for the East Hills rail line and to accommodate additional traffic generated by the M5 East ramps in Kingsgrove Road.

2) As previously advised the route of the motorway through Beverly Hills Park has been shifted to the south of the existing reservation and the route shown in the EIS. this has been done comply with DUAP condition of approval 86 as follows:

"86 The proposed Motorway Route shall not pass through any areas of Cooks River Clay Plain Scrub Forest, at the site located adjacent to Rosebank Avenue between Beverly Grove Park and Canterbury Golf Course without the approval of the Director General."

This condition has resulted in the useable residue of Beverly Grove Park being on the northern (Canterbury) side of the Motorway and effectively severed from our Beverly Hills residents except for the underpasses previously mentioned.

3) Two stormwater stilling basins which were shown on the EIS as being on the northern side of the Motorway are now shown as being on the southern (Hurstville) side.

The RTA has undertaken to provide the reasons for this change together with details of designs ASAP however at the time of preparation of this report this information has not been received.

Summary

All of the above issues can be explored by all Councillors when a date is set for the informal briefing session previously agreed to.

In the meantime I will prepare and distribute in hard copy relevant plans and copies of minutes of meetings for Councillors further information

.99 APPENDIX 'C'

Council at its Meeting held on 18 February 1998 resolved that a report be prepared for consideration by the Policy Committee for sponsorship of street furniture including bus shelters, street seats, and automatic public toilets.

Councillors may be aware that as a result of expressions of interest being called by a group of Councils late last year, an exhibition of advertising sponsored street furniture was mounted in Martin Place Sydney with four (4) companies displaying prototype products. The companies responding to the expressions of interest were:

4. Wall Posters

As discussed with a number of Councillors, I was particularly impressed with the quality of design and finish of this "new generation" of advertising sponsored street furniture and the management philosophy of the company's concerned.

In brief the major features of the proposals are:

* Aesthetically pleasing quality product
* Consistent high quality sponsorship advertising
* Council input into advertising to be displayed
* Council input into locations of shelters and other furniture
* No advertising permitted on litter bins or street seats
* A potential financial return to Council
* Guaranteed general and breakdown/vandalism maintenance

As Council is aware, due to the dissatisfaction with the quality of product and lack of maintenance of previous bus seats, shelters and litter bins sponsored by advertising companies coupled with the lack of financial return for Council, action has been taken to cancel such contracts and over the past four or five years, Council has borne the cost of the provision and maintenance of all street furniture items.

There is no doubt, that this current policy has greatly improved the street scene, however, the cost of installation and maintenance has grown proportionally and indeed there is a backlog of requests for the provision of new bus shelters which is unlikely to be met from current and likely future Revenue Works allocations.

Discussions have been held with those companies named earlier in this report and it is considered that Council should proceed to expressions of interest or indeed tenders for the provision of integrated street furniture throughout the City. Given the limited number of companies able to provide this service, it would most likely be a matter to go to direct tender and Council may wish to consider such tender being proposed on an SSROC or at least a St George Council basis.

Details of the type and style of street furniture have been discussed previously with Councillors at Beverly Hills Main Street Meetings and will again be available on the night of the meeting.
