Before proceeding to the official business of the meeting, Councillor Olah expressed his appreciation for the advice and support he had been given over the past three years and the opportunity to serve the community as Councillor, Deputy Mayor and Mayor. He would support Councillor M Frawley as the next Mayor and in particular, he was proud of Councils achievements in providing facilities to the community, customer service provisions, cultural life, community concern, Mayoress Charity Fund and the rebuilding of links between Council and it's community. He wished to acknowledge the support of his fellow Councillors, local Members of Parliament, community members and organisations, the General Manager, Divisional Managers and Council staff. While appreciative of the efforts of all the staff, Councillor Olah wished particularly to acknowledge the very able assistance of the Mayor's Secretary, Mrs Wendy Briggs, whose commitment and dedication he greatly valued.

Councillor Olah thanked his Mayoress, Ms Joanne Josey, who had supported him unstintingly, responding above and beyond the call of duty not only in her assistance to him but in service to the community, all of which was undertaken in addition to her own work commitments.

The General Manager drew attention to Clause 23(5) of the Local Government (Meetings) Regulation, 1993, that provides for voting to be by open means except that Council may resolve to elect the Mayor or Deputy Mayor by secret ballot.
