Council, at its meeting of 15th March, 1995, addressed the Hurstville Aquatic Leisure Centre Landscape Plan.

The Plan's details included the retention of a large Silky Oak tree (Grevillea robusta) on the King Georges Road frontage, just to the south of the proposed driveway entrance.

This tree appears to be deteriorating in health and is suffering from "dieback" on several limbs. As this tree is not of the same species (Eucalypts) existing and, indeed, proposed around the Aquatic Centre, it is suggested that it be removed now to enable the establishing of a more suitable tree prior to the opening date.

Council has received a complaint from the residents at 923 Forest Road, Lugarno, regarding drainage problems and the condition of nature strip in front of the property.

Investigations show that the existing drainage system which traverses No's. 921 and 923 is clear, however the drainge system in the service road between No. 923 and Wayne Avenue is prone to blockage from foliage and deadwood from Council's street trees nearby. Also, the merging of pipelines from the service road with that draining Forest Road at the inspection pit in the driveway of No. 921 is hydraulically unsound. This results in build up of flow in the pipeline from the service road and surcharging into No. 923.

In order to relief this situation, Council can construct an additional pipeline on No. 923, either diagonally across the front yard towards the existing pipeline in No. 921 or beside the southern boundary of No. 923. I have discussed these options with the complainants, however, they do not wish any drainage works performed on their property after the recent completion of extensive landscaping work in their front yard.

Some years ago Council constructed a timber log retaining wall with landscaping between the access road to properties at the north of Wayne Avenue and Forest Road. This work terminsted in front of No. 925 at a set of concrete steps. Between the steps and the vehicular crossing to No. 923, the nature strip embankment has a longitudinal grade of 43% (1:2.3) and a cross-sect grade of 67% (1:1.5). These extreme grades, with no rail existing at the drop at the frontage of No. 923, are hazardous to the public, particularly when the postman travels on the embankment by motorbike.

The estimated cost for this work of $11,800 has been included in the list for consideration in the 1995/96 Future Program of Works and would be funded from Revenue Works Program (Program 8-005).

Late last year an application from Rev. J.J. Walter of the St. Joseph's Parish Riverwood for removal of a Ficus tree in the St. Joseph's School playground was rejected.

An appeal by Rev. Walter against this rejection was subsequently referred for consideration by the Ward Councillors.

Rev. Walter is now anxious to have the matter determined and, at the Mayor's request, a follow up memo has been forwarded to the Ward Councillors.

An application was recently submitted to the N.S.W. Public Works Department for financial assistance with Stage 1 (Design) of the Rehabilitation of Lime Kiln Bay Wetlands.

The project will be undertaken by consultants from the Water Research Laboratory at the University of Western Sydney, Hawkesbury, and will include:-

Data collection and community liaison

Site assessment and aquatic plant survey
Initiation of weed control requirements
Water quality analysis and sediment survey
Photographic survey
Collation and review of available site information
Liaison with community interest groups (2 meetings proposed, in Stage 1 or 2)
Interim report

Wetland rehabilitation and development program

Development of wetland concept design
Development of weed eradication strategy and wetland plant diversity enhancement program
Planting map
Liaison with Council staff (Parks & Recreation and Engineering) to develop detailed design
Preparation of Operations and Maintenance Manual

Education issues

Recommendations for wetland education
Assistance in preparation of brochure
Preparation of identification guide
Final report and presentation

The rehabilitation of the freshwater wetlands will be of great benefit to the health and sustainability of the adjacent estuarine system, and will re-establish an extensive habitat for wading and water birds, as well as aquatic life. In addition, the area will serve to control the impacts of stormwater runoff, enhance the recreational value of adjacent bushlands, and in itself provide a large passive recreation area of considerable scientific, educational and scenic value.

Council has subsequently been offered $25,000 towards the cost of this design phase.

04.16 MURDOCK CRESCENT, LUGARNO - PEDESTRIAN BRIDGE (P/00079)

Sydney Water is currently undertaking a Bush Regeneration Project in the Council reserve adjoining Murdock Crescent, Lugarno. Sydney Water is assisting in this project in an attempt to regenerate a bushland damaged during the installation of the sewer main.

As a result, the quality of this area has improved enormously with the removal of dense weed infestations, the creation of accessible walking tracks, and the control of urban runoff. They have requested that Council provide a small pedestrian bridge across the major drainage channel to permit safe and convenient public access to the area. I believe this to be a worthwhile contribution which will encourage greater use of this foreshore bushland area.

"We are currently developing 15 townhouses at the above address which is located adjacent to a Public Recreation Reserve which has undergone a beautification programme in recently times by the Council.

We wish to request Council to allow us to construct a boardwalk of similar design from our boundary to adjoin the main boardwalk as highlighted on the attached BA approval plans.

This proposed augmentation of the newly constructed boardwalk would encourage greater use of the foreshore area along Salt Pan Creek. It could promote public "ownership" of the boardwalk area, in a positive manner, by the residents of the above development, i.e. a caretaker mentality.

The addition would be constructed in a manner identical to that of the existing boardwalk.

Under the Street Tree Management Program, there are 32 Eucalyptus microcorys (Tallowwood) trees listed for removal in Cairns Street, Riverwood. The trees are healthy and stable, but were listed for removal due to ongoing maintenance requirements because of conflict with overhead power lines.

Residents were notified of Council's intention to remove the nominated trees and replace them with a more suitable species. A significant number of respondents requested that the existing trees be retained, stating that Cairns Street is one of the best streets in Hurstville Council because of its trees.

Most of the overhead wiring in the street has been replaced with Aerial Bundled Conductors, leaving only a few remaining spans of exposed cable. However, there are also high voltage wires at a higher level in the street that cannot be converted to ABC's.

It is recommended that the Street Tree Management Program be adjusted to accommodate the retention of the existing Tallowwoods under wires and the budget allocation for removal and replacement instead be used as Council's contribution towards the conversion of the remaining spans of the exposed cable to ABC's.

At the last Traffic Advisory Committee meeting consideration was given to various issues surrounding the proposed channelisation improvements at this intersection. The Traffic Committee recommended:

"THAT the marked footcrossing not be removed at the time of installation of the pedestrian refuge and FURTHER, THAT One Hour period parking restrictions be implemented on the north and south side of Park Street, east of Forest Road and that Bus Zone signs be installed in Forest Road south of Park Street as soon as possible."

In considering this Traffic Committee recommendation at its meeting held on 17th May, 1995, Council also considered an additional report regarding the letterbox drop survey done in the shopping centre concerning the issues related to the channelisation.

Council subsequently adopted the Traffic Advisory Committee's recommendation and also resolved:

"THAT Council arrange a meeting with interested Councillors, relevant Council officers, and interested shop keepers to clarify their desires for the possible provision of:

* Period parking
* Landscaping/paving/seating
* Angle parking.

FURTHER, THAT Council proceed with the channelisation construction as agreed between Council and the R.T.A. FURTHER, THAT the respondents and all shop keepers be advised in writing of Council's recommendation, including supplying a copy of the plan showing the actual effect on parking caused by the channelisation."

At the last Traffic Advisory Committee meeting recommendations were made regarding school students' safety in Chamberlain Street, a proposed security fence around Narwee High School and implementation of a wombat crossing in Chamberlain Street. The Committee recommended:

THAT Council approach the Department of Education with the following package of proposals:

1. That the proposed security fence for Narwee High School be the subject of a Development Application to Council;

2. That the proposed security fence for Narwee High School incorporate a new vehicular access from Mountview Avenue to the school car park;

3. That this driveway be used for both vehicular and student access to and from the school;
4. That Council install a raised wombat crossing in Chamberlain Street together with a 40 kmh School Zone;

5. That Council review, in consultation with the bus proprietor, the location and length of bus zones in Mountview Avenue;

6. That Council install supplementary school warning signs in Broadarrow Road; and

7. That angle parking and one way traffic in Chamberlain Street be deferred for further consideration in conjunction with plans for enhancement of Narwee Shopping Centre.

FURTHER, THAT this package of treatments is to be seen as a complementary group of interlinking proposals, as such it is not possible to delete any item without also negating agreement to the other items.

At the Works Committee meeting held on 17th May, 1995, it was recommended that the Traffic Advisory Committee's recommendation be adopted and the Committee express its strong support for the recommendation of the Traffic Advisory Committee. Council subsequently adopted this recommendation.

Contact has been made with Canterbury Council regarding School Zones in this area, and it has been advised by Canterbury Council that they are seeking approval of a minimum treatment 40 kph School Zone in Broadarrow Road between Mercury Street and Mountview Avenue. In Hurstville Council's analysis of proposed School Zones undertaken several months ago, this location was not considered appropriate for a 40 kph School Zone, due to the existence of pedestrian traffic signals in Broadarrow Road. However, Canterbury Council has discussed this issue with the R.T.A. indicates that the R.T.A. will agree to implement the 40 kph School Zone, by signposting and marking patches on the road only, at this location.

Accordingly, Hurstville Council has indicated to Canterbury Council that should this proposal proceed, the 40 School Zone should extend to the southern most property boundary of Narwee High School in Chamberlain Street. Further advice with regard to the priority for this installation will be available on the day of the meeting.

It was advised at the meeting that the 40kph School Zone would cover the frontages of Narwee High School in Chamberlain Street, Broadarrow Road and Mountview Avenue.

04.23.03A OGILVY STREET AT HENRY LAWSON DRIVE,

Councillor M. Ficarra, M.P. has made representations on behalf of shop keepers in Ogilvy Street at Henry Lawson Drive. Concern has been raised regarding traffic speeds in Henry Lawson Drive and entering into Ogilvy Street. In view the proximity of the shopping centre, Peakhurst West Public School and the associated swimming pool complex, suggestions for traffic restrictions or threshold treatments have been requested. Also requested is an on site visit between the Traffic Committee and Mr R. Cutelli who would represent the local shop keepers.

* Accordingly, this matter is referred to the Committee for its consideration.

At the meeting, it was noted that Councillor Giegerl and Mr. Morris visited this shopping centre prior to the meeting, however, Mr. Cutelli was not available for interview. It was also agreed that an entry threshold would be too dangerous to locate close to Henry Lawson Drive, as it would cause rear end collisions.

TRAFFIC COMMITTEE'S RECOMMENDATION

THAT Council Traffic Committee representatives meet the complainant on site and report back to the next Traffic Committee meeting. FURTHER, THAT a threshold not be constructed close to Henry Lawson Drive.

Grandviews Bowling Club has written seeking relocation of a bus stop on the east side of Forest Road in close proximity to the club's exit driveway. The club seeks relocation of the existing bus zone from the southern driveway to the northern driveway, which is used as an entrance to the club. Alternatively, the club suggests using a convex mirror opposite their exit driveway in order to assist motorists gaining access to Forest Road safely.

The Hurstville Aquatic Leisure Centre is approaching the final stages of construction. Both the Forest Road and King Georges Road frontages of the Aquatic Leisure Centre have private bus routes travelling on them. It has been suggested that the Bus Zones in the region be revised with a view to implementing Bus Zones at appropriate pedestrian access points for the Aquatic Leisure Centre. The principle of facilitating Bus Zones near the Aquatic Leisure Centre will enhance the use of public transport to the Aquatic Leisure Centre, reducing the need for car transport and car parking.

A plan of the Aquatic Leisure Centre and the proposed locations for Bus Zones will be available on the day of the meeting.

04.23.06A KINGSWAY WEST SHOPPING CENTRE - PARKING FACILITIES (T/00866)

Council has received a petition signed by the shop keepers and traders of Kingsway West Shopping Centre, fronting Stoney Creek Road, Kingsgrove.

The petition raises a number of difficulties the traders have with parking for their centre. They indicate concern at the effect of clearway restrictions on the indented car parking in Stoney Creek Road. They also indicate that many vehicles park for much longer than the periods of times indicates on parking signs with Police enforcement only occurring when complaint is made to the Police Service.

A further difficulty arises with the parking of vehicles generated by the taxi operations centred around the Ampol garage on the corner of Stoney Creek Road and Donald Street. It is indicated that many shift drivers park their vehicles for extended periods in the period parking zones.

The issue of clearway restrictions in the indented parking bay on Stoney Creek Road has been addressed previously. The Roads & Traffic Authority have indicated that they are unwilling to relax the clearway restrictions, due to the serious effect on traffic flow on the kerbside lane of Stoney Creek Road. Vehicles slowing and stopping to make parking manoeuvres cause considerable disruption to peak hour traffic flows. The shop and business frontages for this shopping centre on Stoney Creek Road, Maluka Place, Kingsway, and Kings Place are all covered with period parking restrictions. Further period parking restrictions could only be extended in front of residential properties, which is a situation not normally agreed to by Council. Also, observations have shown that there is usually a significant number of parking spaces within easy walking distance of the shops.

The main concern of the shop keepers appears to be lack of regular enforcement of the period parking restrictions.

Councillor R. Swanton has also passed on concerns raised by a resident who lives above a shop in this shopping centre. The resident is concerned at the lack of long term parking availability in the area, due to the period parking restrictions which exist. The resident has suggested Council consider some form of resident parking scheme in this shopping centre.

* Accordingly, this matter is referred to the Committee for its consideration.

At the meeting, the Police representative advised that a new enforcement program had commenced for the Kingsway Shopping Centre. On the first visit, Police issued six (6) infringement notices (including one to a business owner).

TRAFFIC COMMITTEE'S RECOMMENDATION

THAT Council note that the new Police Enforcement Program that has been introduced will provide more frequent enforcement of period parking restrictions. FURTHER, THAT no action be taken regarding the request for resident parking facilities.

04.23.07A ISAAC STREET, PEAKHURST - BUS ZONE (T/01135)

The Principal of Peakhurst High School has written concerning a Bus Zone in Isaac Street which is causing concern due to its location. The School advises that the Bus Zone, on the south side of Isaac Street, east of Pindari Road, has been the subject of representations from the adjacent resident complaining of the congregation of large numbers of students before and after school. The Principal suggests that the Bus Zone be relocated in a westerly direction to be placed west of Pindari Road, in front of Gannons Park.

This proposal would require school children to cross Pindari Road, however the Principal sees no problem in that the crossing of Pindari Road is facilitated with a marked foot crossing. Additionally, this zone is a Bus Zone used by normal route services of Punchbowl Bus Company. The advice of Punchbowl Bus Company and the Department of Transport will be sought prior to the Traffic Committee meeting.

* Accordingly, this matter is referred to the Committee for its consideration.

TRAFFIC COMMITTEE'S RECOMMENDATION

THAT no action be taken with relocating the Bus Zone due to the following factors:-

* Locating the Bus Zone west of Pindari Road will lead to some students crossing Isaac Street away from the indented marked footcrossing.

* The Bus Zone would require removal of approximately seven (7) Angle Parking spaces serving Gannons Park.

* Previous concerns regarding school student security in Gannons Park after school hours resulted in alterations to bus timetables in 1989. School students waiting for the bus at Gannons Park would have much less supervision.

FURTHER, THAT should the complaint be related to litter at the existing Bus Zone, Council provide a rubbish bin at the Zone.

04.23.08A BELMORE ROAD, PEAKHURST - PEAKHURST WEST PUBLIC SCHOOL (T/01135)

The Principal of Peakhurst West Public School has written in response to Council's proposal for a gateway 40 kph School Zone in Ogilvy Street. The Principal seeks two improvements to the existing facilities in front of the School in Belmore Road.

The Belmore Road frontage has a marked footcrossing with kerb indentations to narrow the road. This has been in existence for about eight years. This crossing is controlled by a pedestrian crossing supervisor and has a 40 kph School Zone in existance.

The Principal indicates that the 40 kph School Zone does not have the large yellow and black road patches indicating to motorists the 40 kph speed limit. Contact has been made with the Roads & Traffic Authority regarding this and an arrangement has been made for Council to provide the 40 patches on the road at full cost to the R.T.A.

However, the School also seeks consideration of a raised wombat crossing where the existing indented crossing exists. Additionally, the School suggests painting stop lines 5 metres either side of the crossing to indicate where vehicles should stop.

* Accordingly, this matter is referred to the Committee for its consideration.

TRAFFIC COMMITTEE'S RECOMMENDATION

THAT Council note the Police and R.T.A. advice that the existing School Crossing Supervisor carries out the duties appropriately and safely. FURTHER, THAT the School be advised that other than the 40kph patches being marked on Belmore Road, no further action be taken at this time, particularly due to the number of other schools which have fewer pedestrian safety facilities.

04.23.09A REGINA COELI CHURCH, BEVERLY HILLS - PARKING FACILITIES (T/00553)

Mr M Iemma, M.P. has written to Council seeking consideration of concerns of a resident regarding parking facilities for the elderly to be dropped off and picked up at the Regina Coeli Church.

Mr Iemma has requested the Traffic Committee investigate the area surrounding the church to determine the best place to permit picking up and dropping off of elderly and frail aged members of the congregation. Mr Iemma further requests that parking patrol officers be asked to use discretion in issuing traffic infringements where it is clear that those entering or leaving a vehicle have special needs requiring consideration. This matter is, of course, one for the Police Service.

* Accordingly, this matter is referred to the Committee for its consideration.

At the meeting, it was advised that the Bus Zone on the south side of Ponyara Road, opposite the church, is not used after 2.00 pm weekdays. It would be beneficial to both the Church and School if this zone would be signposted for 7.00 am to 2.00 pm Monday to Friday.

THAT the Bus Zone on the south side of Ponyara Road, opposite the church, be signposted to operate between 7.00 am and 2.00 pm Monday to Friday. 04.23.10A BELMORE ROAD AT MOROTAI AVENUE, RIVERWOOD (R/00581)

The Riverwood Area Neighbourhood Watch have written concerning traffic congestion on Riverwood Railway overbridge caused by north bound vehicles in Belmore Road waiting to turn right into Morotai Avenue. It is advised that vehicles waiting to turn right into Morotai Avenue are delayed by queued south bound traffic in Belmore Road. The Neighbourhood Watch requests implementation of No Right Turn restrictions for the movement into Morotai Avenue.

The eastern arm of Morotai Avenue is a short cul-de-sac which provides a significant number of car parking spaces for both Riverwood Railway Station and the surrounding shopping centre. As such, it would be highly restrictive to prohibit the right turn into this street. An alternative suggestion may be to provide Do Not Queue Across Intersection signs for south bound traffic, combined with road markings to indicate the area to be kept clear.

04.23.11A 1995 BOOREEA FESTIVAL

The Hurstville Community Committee has arranged for the 1995 Booreea Festival to be held on the weekend of 11th and 12th November. At the Council Meeting held on 17th May, 1995, approval was given for the closure of Hurstville Boulevard, between MacMahon Street and the Palm Court Car Park, from midnight Friday night, 10th November, 1995, to 7.00 pm Sunday, 12th November, 1995, subject to any conditions required by the Hurstville Traffic Advisory Committee, and also that the organisers notify the affected area including affected traders as soon as possible and prior to further consideration of the Traffic Committee.

The closure will involve a parade on Sunday morning which will be marshalled in MacMahon Street requiring the closure of MacMahon Street, between Dora Street and Park Road, on the Sunday morning.

At the meeting, Ms. Atkinson tabled the letterbox drop to the Hurstville district which detailed the proposed Booreea Festival and the street closure arrangements. It was advised that this letter was delivered and to date, only three (3) responses have been received, none of which objected to the proposal. The only change to previous festivals where Hurstville Boulevard was closed for two days is that instead of marshalling the parade in Woodville Street, it will be marshalled in MacMahon Street. This will allow Woodville Street to be used as the alternate bus terminus for the full weekend.

Ms. Atkinson also advised that as details of the organisation of the Festival are developed, further information will be passed to the Traffic Committee.

TRAFFIC COMMITTEE'S RECOMMENDATION

THAT the closure of Hurstville Boulevard be approved as requested and the traffic arrangements undertaken for previous festivals be adopted for this festival, with appropriate modifications regarding bus zones in Woodville Street.

04.23.12A INTERSECTION OF FOREST ROAD AND PENSHURST STREET, PENSHURST

The matter of the existing prohibition of the right turn from Penshurst Street into Forest Road at this intersection was raised by Clr. B. Giegerl, who indicated the high need for this right turn to be permitted and signalised. Council has prepared an intersection design which creates a Right Turn bay for the presently banned movement without restricting traffic flow or signal capacity.

The proposal requires linemarking modifications and traffic signal rephasing which would cost approximately $25,000. However, there is no need for any engineering road construction, which makes this proposal very beneficial in terms of its cost.

A copy of the plan of the proposed alteration will be available for Councillors on the night of the meeting.

TRAFFIC COMMITTEE'S RECOMMENDATION

THAT the plan of the proposed Right Turn bay for the movement from Penshurst Street into Forest Road, be forwarded to the R.T.A. with a strong recommendation for its approval.

04.23.13A INTERSECTION OF STONEY CREEK ROAD AND PENSHURST STREET, BEVERLY HILLS

Clr. B. Giegerl raised the problem of the existing prohibition of the Right Turn from Stoney Creek Road into Penshurst Street, and its high desirability for local access and prevention of bypasses of traffic into Arcadia Street.

The R.T.A. has previously advised Council that the costs of provision of this right turn were too high to allow it to be provided. The Right Turn at this intersection can be sought on the basis of the Right Turn Traffic Management Plan for Stoney Creek Road, which was previously agreed between Council and the R.T.A. It can also be sought on the basis of the increasing accident record at this intersection, which has placed the site at No. 139 on the State Blackspot List for 1992 and 1993. Hurstville Council has also made this intersection part of its submission to the R.T.A. regarding the impact of the M5 East.

TRAFFIC COMMITTEE'S RECOMMENDATION

THAT Council make strong representations to the R.T.A. seeking agreement to provide the Right Turn movement from Stoney Creek Road into Penshurst Street, on the basis of:-

* The Right Turn Traffic Management Plan for Stoney Creek Road

* The traffic impact of the existing M5 Motorway and the proposed M5 East

The Lugarno Public School P&C has written to Council seeking permission to erect a sign on the island at the intersection of Belmore Road and Forest Road, Lugarno, advertising the Lugarno Community Carnival Day which was held on Sunday, 28th May, 1995. Due to the late notice of this application, agreement was given to the organisers to erect the sign and Council's endorsement of this action is sought.
