04.03.01 MINUTE 2227: BELMORE ROAD, RIVERWOOD, TAXI STAND (T/00663)The St. George Cabs Co-operative has made a representation to Council regarding the access to the taxi rank in Belmore Road, Riverwood. The Co-operative state that following the introduction of the traffic lights at the intersection of Belmore Road and Cairns Street/Webb Street, Riverwood and the No U Turn restriction on the median island in Belmore Road at Littleton Street (for southbound traffic), access to the Belmore Road taxi stand has become severely restricted for taxis approaching from the north.
St. George Cabs Co-operative request that consideration be given to changing the No U Turn sign to No U Turn Taxis Excepted.
Please note that this issue was raised by the Police Service at the Traffic Advisory Committee Meeting held on 4th August, 1994 when the following report was tabled:
"The Police Service has forwarded a report from an officer of Riverwood Police Station concerning the operation of the taxi stand on the west side of Belmore Road south of Riverwood Railway Station.
The report states that taxis travelling south in Belmore Road perform a 'U' turn at the gap in the median at Littleton Street. The taxis then reverse in a southerly direction along Belmore Road to join the rear of the taxi rank. The officer reported that this procedure appears to be legal, but causes traffic congestion and is likely to lead to accidents. A suggestion for installation of a No 'U' Turn sign facing southbound traffic in Belmore Road at Littleton Street has been made."
The Traffic Advisory Committee recommended:
"THAT a No 'U' Turn restriction be implemented for southbound traffic in Belmore Road at the median opening in Littleton Street."
Council at its meeting held on 14th August, 1994 subsequently adopted the Traffic Advisory Committee's recommendation.
* Accordingly, this matter is referred to the Committee for its consideration.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT no action be taken regarding the No 'U' Turn sign, and that the St. George Taxi Co-op be advised of the reasons for its implementation."

04.03.02 MINUTE 2290: DOUGLAS HAIG STREET, OATLEY (T/00759)Council has received representations from a resident of Lansdowne Parade, concerning the intersection of Gungah Bay Road and Douglas Haig Street, Oatley.
The concern raised in the letter is that the intersection priority is incorrect, that is, the existing Give Way line in Gungah Bay Road should be relocated into Douglas Haig Street so that the priority is given to motorists travelling north and south along Gungah Bay Road and vehicles travelling east along Douglas Haig Street must give way.
The resident has observed a number of near misses and would like this matter of priority of the intersection re-considered.
It should be noted that the existing control of the intersection favours the high volumes of vehicles that use Gungah Bay Road and Douglas Haig Street and that the northbound movement that must give way at this intersection is the minor traffic volume.
Council has also received correspondence from a resident on this intersection, objecting to a recently installed steep grade warning sign, due to it being in front of their property. On-site observations have found no suitable alternative site for this sign. The resident suggests the sign is unnecessary.
* Accordingly, this matter is referred to the Committee for its consideration.
At the meeting concern was raised that giving priority to the northbound movement in Gungah Bay Road at Douglas Haig Street would lead to collisions between traffic turning right from Gungah Bay Road into Douglas Haig Street, and through traffic in Gungah Bay Road, due to inadequate sight distance.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT no action be taken regarding the priority of this intersection, and FURTHER, THAT the recently installed Steep Descent sign be reconfirmed as appropriately located and necessary."

04.03.02 Recommendation MINUTE 2290: DOUGLAS HAIG STREET, OATLEY (T/00759) RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.03 MINUTE 2218: CHARLES STREET, PEAKHURST (T/00715)At the last Traffic Advisory Committee meeting held on 2nd March, 1995, Mr Morris Iemma, M.P. passed on representations from a resident of Charles Street concerning the speed of vehicles travelling along Charles Street between Baumans Road and Bonds Road. It was advised that concerns relate to the large numbers of children using the park in the street.
It was suggested that to alleviate this problem, raised thresholds be constructed in Charles Street.
Traffic counts will be available on the day of the meeting.
* Accordingly, this matter is referred to the Committee for its consideration.

TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT Council note the traffic volume and speed survey results which show low volumes and acceptable speed levels in Charles Street and surrounding streets. FURTHER, THAT Council may consider these results in a future L.A.T.M. Scheme for this area but that it presently has low priority. FURTHER, THAT Council note that the imminent appointment of a Road Safety Officer may enable a child pedestrian safety education campaign to be carried out in this area, in relation to the newly installed playground equipment."

04.03.03 Recommendation MINUTE 2218: CHARLES STREET, PEAKHURST RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.04 MINUTE 2255: CRONULLA LANE, HURSTVILLE (T/01139)A resident of Botany Street, Hurstville as made representations to Council asking it to reconsider the implementation of speed humps to slow down speeding motorists. In the letter mention was also given to the petition signed by 26 residents on 23rd August, 1994 supporting the speed humps.
This issue was considered at the Traffic Advisory Committee Meeting held on 1st September, 1994 where the following recommendation was adopted:
"THAT no action be taken at this stage due to traffic volumes and speeds not warranting the implementation of additional devices."
Council subsequently adopted the Traffic Committee's recommendation at its meeting held on 1st September, 1994.
Traffic volume and speed counts taken in March, 1995 are:

85th%ile 54.8 km/h
* Accordingly, this matter is referred to the Committee for its consideration.
The Roads & Traffic Authority representative passed on advice that unless there was an accident record at this location, no action should be taken.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT the traffic volume and speed survey shows that no action is warranted in this section of Cronulla Lane."

04.03.04 Recommendation MINUTE 2255: CRONULLA LANE, HURSTVILLE RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.05 MINUTE 2221: COMMERCIAL ROAD, KINGSGROVEA resident of Mortdale has made representations to Council regarding the intersection of Commercial Road and Kingsgrove Road, Kingsgrove.
Eastbound motorists heading along Commercial Road during peak hour are subject to long delays at Kingsgrove Road due to the right turn movement from Commercial Road into Kingsgrove Road, (heading south), queuing back and blocking the eastbound through traffic.
The suggestion is for No Standing on the north side of Commercial Road to be extended from Kingsgrove Road back to No. 8 Commercial Road.
There are also suggestions to:
* Implement a right turn bay for vehicles turning right from Commercial Road into Kingsgrove Road (heading south).
* Failing the above two suggestions, the banning of the right turn movement during peak hour.
* Lengthening the right turn bay for vehicles turning from Kingsgrove Road into Commercial Road.
* Accordingly, this matter is referred to the Committee for its consideration.
At the meeting advice was received from the Roads & Traffic Authority that the proposed reconstruction of the traffic signals at the intersection of Commercial Road & Kingsgrove Road was now programmed to be completed in June, 1995. The construction would involve implementation of right turn phases which should alleviate both the delays and accident record at this intersection.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT Council note the R.T.A. advice and FURTHER, THAT No Standing be extended on the north side of Commercial Road, west of Kingsgrove Road, in the am peak period only, for approximately 40 metres."

04.03.05 Recommendation MINUTE 2221: COMMERCIAL ROAD, KINGSGROVE RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.06 MINUTE 2222: PROPOSED AMENDMENT TO MOTOR TRAFFIC
REGULATIONS - APPROACHING ROUNDABOUTSThe Roads & Traffic Authority has advised of proposed amendments to the Motor Traffic Regulations 19935, to regulate vehicles approaching a roundabout from a road with more than one lane.
The proposal is as follows:
1. Approaching a roundabout from a road with more than one approach lane (marked or unmarked).
a) If you are approaching a roundabout from a road that has either two or more marked lanes or is wide enough for two or more lines of traffic to travel in the same direction, and you intend to turn right or travel around the roundabout to exit to the road on which you entered, you must enter the roundabout only from the right lane or line of traffic.
b) If you are approaching a roundabout from a road that has either two or more marked lanes or is wide enough for two or more lines of traffic to travel in the same direction, and you intend to turn left you must enter the roundabout only from the left lane or line of traffic.
2. Where road markings or signs indicate a different course from that described in (1)(a) or (b) you must follow the course indicated.
TIMING
It is anticipated that the amendment to the regulation could occur as early as May 1995. Those locations that will require specific linemarking and/or signs in accordance with No. 2 above need to be identified in anticipation.
The Authority will then undertake analysis and arrange INITIAL linemarking/signposting at the request of Council."
The only two lane roundabout in Hurstville City is the intersection of Queens Road and Dora Street, Hurstville
* Accordingly, this matter is referred to the Committee for its consideration.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT no objection be raised to the proposed modification to traffic regulations, and that the R.T.A. be requested to promote and advertise the changes."

04.03.06 Recommendation MINUTE 2222: PROPOSED AMENDMENT TO MOTOR TRAFFIC
REGULATIONS - APPROACHING ROUNDABOUTS RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.07 MINUTE 2223: CROSS STREET, HURSTVILLE (T/00744)Sergeant Haynes of Hurstville Traffic Police, has requested that the Traffic Advisory Committee consider the possible implementation of No Parking restrictions on the north side of Cross Street, Hurstville from Crofts Avenue back to the old Motor Registry driveway.
This will involve changing the existing No Standing restrictions to No Parking, allowing approximately 3 parking spaces.
* Accordingly, this matter is referred to the Committee for its consideration.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT the alteration from No Standing restrictions to No Parking restrictions on the north side of Cross Street, east of Crofts Avenue be approved."

04.03.07 Recommendation MINUTE 2223: CROSS STREET, HURSTVILLE RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.08 MINUTE 2224: DURHAM STREET, HURSTVILLE - CYCLEFEST (T/00761)The Hurstville Community Committee has made representations to Council regarding the International Cyclefest to be held on Sunday 15th October, 1995.
Sanitarium and Channel 7 are confirmed sponsors of the event, the fun ride and ancillary events to be staged at Kempt Field.
They request to close Durham Street between Forest Road and Lily Street and to close Roberts Lane for the day. The closure would commence at approximately 8.00 am and terminate at 4.00 pm.
* Accordingly, this matter is referred to the Committee for its consideration.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT no objections be raised to the closures of Durham Street and Roberts Lane on Sunday 15th October, 1995, subject to the following points:
* The organisers be responsible for erection, manning throughout the event and dismantling of barricades for the road closures.
* The organisers be responsible for advising all residents prior to the event of the proposed closures.
* That residential access to garages on Roberts Lane be maintained during the event. "

04.03.08 Recommendation MINUTE 2224: DURHAM STREET, HURSTVILLE - CYCLEFEST RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.09 MINUTE 2225: CROYDON ROAD NEAR CROSBY AVENUE, HURSTVILLE (T/00745)The Roads & Traffic Authority have advised that following implementation of traffic signals for pedestrians at the intersection of Croydon Road and Crosby Avenue, the school has made adjustments to its pedestrian access. Accordingly, pedestrians no longer need to cross Croydon Road between Crosby Avenue and Vine Street.
At the old school gate No Stopping restrictions existed for the hour before and after school, on both sides of Croydon Road. The Authority advises that it wishes to remove these restrictions and is seeking Council's concurrence to this.
* Accordingly, this matter is referred to the Committee for its consideration.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT no objection be raised to the proposed removal of No Stopping restrictions."

04.03.09 Recommendation MINUTE 2225: CROYDON ROAD NEAR CROSBY AVENUE, HURSTVILLE RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.10 MINUTE 2226: CHAMBERLAIN STREET, NARWEE (T/00714)His Worship The Mayor has drawn attention to parking problems in Chamberlain Street, Narwee and has requested that the Traffic Committee consider options for staff and teacher parking within the Narwee High School grounds together with One Way traffic in the street to permit angle parking on the school side.
* Accordingly, this matter is referred to the Committee for its consideration.
At the meeting a resident of Chamberlain Street, Mrs L. Essex, addressed the meeting concerning existing traffic problems in Chamberlain Street. These included:
* Cars parking on both sides of the street and in resident's driveways causing congestion and manoeuvring difficulties.
* Teachers and students from the High School parking their vehicles in the street.
* The prevelance of High School, Primary School and Pre-schools in the area resulting in high numbers of children on the footpaths.
* Lack of 40 km/h School Zones.
* All day parking of shopkeepers and shop staff in Chamberlain Street.
* Parking obstructions to the school gate.
The resident went on to advise of residential concerns regarding additional traffic generated by proposed medium density development in Chamberlain Street.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT Council approve the following actions, and further information be considered at the next Traffic Advisory Committee Meeting.
1. Investigate the options for traffic calming in Chamberlain Street, including a wombat crossing, 40 km/h School Zone, angle parking and one way traffic flows and their impact on Narwee Shopping Centre improvements.
2. Liaise with Narwee High School regarding the possible increase in on site parking for teachers and students, and also seek the school's co-operation in sharing the parking load between Chamberlain Street and Mountview Avenue.
3. That in conjunction with Canterbury Council, warning signposting for the two schools and the pedestrian signals on Broadarrow Road be reviewed.

04.03.10 Recommendation MINUTE 2226: CHAMBERLAIN STREET, NARWEE RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.11 MINUTE 2175: HUMPHREYS LANE, HURSTVILLE (T/00828)At the Traffic Committee Meeting held on 2nd February, 1995 consideration was given to a request from the Police representative regarding illegal turning from Humphreys Lane into Cross Street. The Traffic Committee recommended:
"That Council prepare a design and install a kerb extension to physically prevent the right turn from Humphreys Lane to Cross Street."
Council, at its meeting held on 22nd February, 1995, resolved to implement the kerb extension in temporary materials and monitor the location after implementation.
The kerb extension has been implemented in temporary materials and two problems have been found. The first is that large trucks needing to reverse into the Coles loading dock have difficulty manoeuvring due to the temporary kerbs. The second problem is that the temporary kerb blocks have caused some difficulties to pedestrians crossing Cross Street at this location.
TRAFFIC COMMITTEE'S RECOMMENDATION:
"THAT as the trial kerb extension has caused some difficulties, that the temporary materials be removed and that one additional No Right Turn sign be installed in Humphreys Lane on the approach to Cross Street."

04.03.11 Recommendation MINUTE 2175: HUMPHREYS LANE, HURSTVILLE (T/00828) RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.12 MINUTE 2227: KIMBERLEY ROAD, HURSTVILLE - BUS STOPS (T/00859)Councillor G. Stoddart has passed on concern regarding the number and location of bus stops in Kimberley Road, between Croydon Road and Wellington Road. It is suggested that the bus stops in the middle of this block on both sides of the road could be deleted due to lack of use.
This request was passed on to the Department of Transport for investigation. At the meeting, the Department's advice was received that there were three bus stops in this block of Kimberley Road for Hurstville bound buses, and one stop for buses headed towards Croydon Road. The bus company involved advised that all stops in this section do receive patronage from passengers. The bus company had indicated to the Department that the stops were appropriately located, and have been in existence for several decades.
The Department of Transport therefore requested that no alteration be made to the bus stops.
* Accordingly, this matter is referred to the Committee for its consideration.

"THAT the Department of Transport's advice be noted."

04.03.12 Recommendation MINUTE 2227: KIMBERLEY ROAD, HURSTVILLE - BUS STOPS (T/00859) RECOMMENDATIONTHAT the Traffic Advisory Committee's recommendation be adopted.

04.03.13 MINUTE 2228: FOREST ROAD AT PARK STREET, PEAKHURST (T/00979)Councillor G. Stoddart has requested investigation into problems with sight distance at the pedestrian crossing on Forest Road at Park Street. Councillor Stoddart indicates that northbound buses on Forest Road block vision to the crossing, and illegal parking on the east side of Forest Road by vehicles using the Australia Post box causes great danger to pedestrians.
This site is subject to a blackspot accident history, involving vehicular accidents, and is about to be reconstructed in the form of two 'T' junctions by Council on behalf of the R.T.A. Included in the design are Right Turn bays in Forest Road for traffic turning into Park Street, and provision of pedestrian refuge islands at the pedestrian crossing. At the meeting it was agreed that the volume of pedestrians using this marked foot crossing was low and that as the combination of a refuge and zebra crossing often led to confusion for both motorists and pedestrians, the safest course of action was to remove the zebra crossing at the time of installation of the pedestrian refuge. As pedestrian counts and traffic counts were not available on the day of the meeting, it was considered that this matter be reconsidered at the next Traffic Advisory Committee Meeting, with appropriate pedestrian counts.

04.03.14 MINUTE 2263: QUEENS ROAD, HURSTVILLE (T/00998)At the Traffic Committee Meeting held on 2nd February, 1995, advice was received from the Roads & Traffic Authority that it recognised the pedestrian crossing on Queens Road at McLeod Street, Hurstville, as a future pedestrian signal site. Council subsequently adopted the Traffic Committee's recommendation that this advice be noted.
The R.T.A. has advised Council of a pedestrian safety project in which they are reviewing all marked footcrossings on multi-lane State Roads. The R.T.A. is concerned that this site is a potentially dangerous location but that it also has a very low priority for provision of signals, due to low pedestrian usage and lack of accident record. The Authority is interested in pursuing a trial of new pedestrian actuated warning signs for these circumstances. The signs are solar powered, overhead pedestrian symbol signs, which when actuated by a pedestrian pushing a button, have flashing amber lights for a short interval. The pedestrian is advised of the appropriate usage of the facility by an instruction on sign the signal post.
The advantages of these warning signs are that they heighten motorists awareness of the crossing and its actual use by pedestrians, and that it costs approximately 20% of the installation cost of pedestrian traffic signals.
The Authority is seeking Council's comments regarding the possibility of such a provision at this location.

AVENUE, HURSTVILLE (T/01021)The Police representative passed on a suggestion from a Highway Patrol Officer concerning the intersection of Ruby Street and Carrington Avenue. Due to a residential complaint about danger of this intersection, the officer had patrolled this site and issued infringement notices for motorists disobeying the Stop signs. The Constable recommended that Council give consideration to reversing the Stop signs to face Carrington Avenue, rather than Ruby Street, due to a higher traffic flow in Ruby Street.
This matter was considered in early 1994, when it was recommended by the Traffic Committee that the Stop signs not be reversed due to traffic flows in both Ruby and Carrington Avenue being relatively low, and the likelihood that reversing the Stop sign control would lead to an increase in accidents due to motorists' inability to change their driving habits.
At that time, the Traffic Committee did recommend the implementation of temporary median islands in Ruby Street, to provide supplementary Stop signs. Council adopted these recommendations and the median islands now exist.
TRAFFIC COMMITTEE'S RECOMMENDATION:

A further grant funding submission was subsequently made for Stage 2 of the Oatley Tidal Baths Improvement Program. Council has since been offered an additional $34,400 towards the total cost of Stage 2, that being $68,800.

A major element of this proposal involves the transplanting of seven (7) existing Canary Island Date Palms from the Hurstville City area to form part of the screen planting surrounding the enclosed outdoor lawn area on the north-western side of the Centre.
Council's resolution was:-
"THAT the relevant residents be notified and invited to comment and FURTHER, THAT if a predominantly positive response is received, the trees be transplanted."
Affected residents were subsequently notified and invited to comment and 16 submissions have since been submitted to Council, including one (1) petition containing 90 signatures. Only three (3) of these submissions were in favour of the relocation of the palms.
However, several offers of palms on private property have been made since 15th March, 1995 and these are being investigated.

04.13 KEMPT FIELD - TENNIS COURTS
(Report by Manager - Parks & Recreation, Mr. A. Sharp)Council, at its meeting of 2nd November, 1994, addressed the issue of the ongoing subsidence of Tennis Court No. 2 at Kempt Field, Hurstville. The differential settlement of the landfill beneath the court had resulted in an uneven and unsafe playing surface.
Council resolved:-
"THAT Council approve the closure of Kempt Field Court No. 2, for a period of six (6) months commencing immediately."
This closure eliminated the risk of claims against Council resulting from players being injured during play.
Surveys of the court have since been conducted on a monthly basis to determine whether or not settlement is continuing, and if so, at what rate. The results show that the northern half of Court 2 remains virtually static while the southern half continues to subside at a rate of approximately 25mm (1 inch) per annum. This corresponds almost exactly with the rate of subsidence shown in regular surveys during 1989/90.
It is, therefore, obvious that the settlement rate shows no sign of abating and, further that resurfacing of the court will be required at least annually. As suggested in the previous report, the cost of relevelling the synthetic court surface amounts to nearly $10,000 on each occasion. Council currently spends approximately $16,500 per annum on maintenance of the complex, with the potential to derive around $18,000 in income, assuming a year round high quality playing surface.
In determining the long term viability of this court complex, Council should take into account several other issues:-
1. The courts have been subjected to ongoing vandalism, on a more regular basis than that experienced by Council's other court complexes.
2. Patronage has declined, in some instances because women players are uncomfortable with the proximity of the skateboard bowl and the behaviour of its users.
3. Council has received ongoing complaints from adjacent residents relating to the noise of play and the use of lighting at night.
It is proposed that the tennis courts at Kempt Field be closed permanently and that Court No. 2 be removed and the area returned to turfed open space. It is further suggested that Court No. 1 be opened up to the public in the form of a day time only basketball court.
The proposed extension to the Roberts Avenue Tennis Complex and the existing Vanessa Street courts at Beverly Hills could cater for those patrons currently using Kempt Field and, in fact, whilst Court No. 2 was closed, users were generally happy to play at Roberts Avenue. The synthetic turf surfaces, the night lighting, and the fencing surrounding the courts could also be reused at Roberts Avenue to offset the cost of the establishment of the two new courts.
The provision of a public basketball court within Kempt Field would provide a particularly desirable facility for the groups of young people currently frequenting the area, and the removal of Court No. 2 would open up the Durham Street frontage of Kempt Field and this would be of benefit from an aesthetic and security point of view.
The estimated costs of the works are as follows:-
Removal and storage of synthetic surfaces, lights $3,000
and fencing
Demolition of Court No. 2 $4,000
Conversion of Court No. 1 to basketball court $13,000
Landscape improvement works $8,000
Total $28,000

The site has been inspected and the proposal examined in accordance with the provisions of Section 90 of the Environmental Planning & Assessment Act, 1979, and the following comments are submitted for consideration.
Subdivision fees have been paid, Development Application form completed. In accordance with Council's policy, the adjacent neighbours were notified of this subdivision application and, at the expiry of the 14-day notification period, two (2) objections have been received by Council.
There presently exists a 1.83m wide right-of-way parallel and adjacent o the northern boundaries of these lots which was registered under D.P.13554. The applicant has apparently approached these neighbours benefiting from the right-of-way requesting they give the applicant rights to extinguish it. Two neighbours have stated that they have legal use of this right-of-way and want it to remain. Additionally, Council has no record of this right-of-way, although it appears that it has been negotiated between neighbours without Council being involved in any way and has been registered at the Land Titles Office. Hence, I feel that this is private matter between neighbours and Council is not involved other than affect of the right-of-way on the areas of the proposed lots.
District Health & Building Surveyor
The mater was referred to the District Health & Building Surveyor for comment. The following advice has been submitted:-
"There presently exists a 1.83m wide right-of-way in favour of the properties fronting Forest Road. Could not this right-of-way be extinguished by consent between owners without reference to Council, advantage can also be gained from this particular application by requesting a 1.0m wide drainage easement be created along the north-western boundary of the existing Lots 301 and 302 in favour of the properties fronting Forest Road."
Manager - Planning Services
The mater was referred to the Manager - Planning Services for comment. The following advice has been submitted:-
"No objection is raised to the Torrens subdivision. The subdivision areas are in accordance with the provisions of Clause 48 of the Hurstville Planning Scheme Ordinance. The site is zoned Residential 2(B) in which the application is permissible with Council consent."
RECOMMENDATION: THAT the subdivision application for Torrens Title be approved subject to the following conditions:-
1. The extinguishment of the right-of-carriageway.
2. Submission of proper survey plans.
3. Pay Council to either widen the existing crossing or to repour new 100mm thick unreinforced crossing. Quote given on request.

04.16 CAMBRIDGE STREET, PENSHURST - TRAFFIC MANAGEMENT (T/00608)
(Report by Manager - Traffic & Transportation, Mr. G. Morris)At the Traffic Advisory Committee Meeting held on 1st December, 1994, consideration was given to results of a community advertising procedure regarding traffic management in Cambridge Street, north of Forest Road, Penshurst. The Traffic Committee recommended:-
"THAT Council officers and Councillors meet with the L.A.T.M. Residential Working Group to consider the options for traffic control in Cambridge Street, with the preferred staged implementation of traffic controls be:-
1. Construction of a two-way raised threshold at the proposed partial closure location, with no traffic restrictions;
2. After opening of the Aquatic Centre, assess traffic volumes and community feelings regarding traffic from the Centre and then consider the partial closure."
Council resolved on 14th December, 1994:-
"THAT Council meet with the Working Party to consider options for traffic control, with the preferred option being Council's initial proposal." (i.e. the partial closure)
His Worship the Mayor, Clr. B. McDonald, arranged for a meeting with the Residential Working Group for the Penshurst L.A.T.M. Scheme to be held with Ward Councillors and Council officers on Thursday evening, 30th March, 1995. The following recommendations were made as a result of this meeting:-
1. That Council trial the implementation of the partial closure of Cambridge Street as shown on Plan M3075VF/3, to be implemented shortly before opening of the Aquatic Leisure Centre.
2. That traffic volumes and speeds in Cambridge Street and surrounding streets be monitored before and after the opening of the Aquatic Leisure Centre.
3. That Council pursue the R.T.A. approval and implementation of a 50km/h speed limit in the Penshurst Northeast L.A.T.M. area, together with implementation of 3-tonne load limits and local traffic zone signposting.
4. That Council request Sydney Electricity to investigate the conversion of the existing pole transformer on the western side of Cambridge Street, north of Forest Road, to be a kiosk type transformer, possibly within Penshurst Park.
5. That Council write to advise all respondents of its earlier community surveys of its resolution.

04.17 KINGSGROVE ROAD, KINGSGROVE - PROPOSED TRAFFIC MANAGEMENT (T/00865)
(Report by Manager - Traffic & Transportation, Mr. G. Morris)At the Council Meeting held on 20th April, 1994, Council resolved to submit to the Roads & Traffic Authority a number of proposals for their consideration of inclusion in future Traffic Accident Blackspot Programs. One of the submitted projects was a comprehensive traffic management plan for Kingsgrove Shopping Centre, which had been jointly developed by officers of Rockdale and Hurstville Councils. The plan was in response to investigations which had shown a significant accident record through Kingsgrove Shopping Centre, particularly involving pedestrians. The investigations were also in response to numerous complaints from pedestrians at various locations in the Shopping Centre.
The proposals developed and submitted to the R.T.A. for consideration included the following:-
* Reconstruction of existing signals at the intersection of Kingsgrove Road, Commercial Avenue and Kingsgrove Avenue, to provide right turn phases.
* Relocation of existing midblock pedestrian signals south of Mashman Avenue, to become full intersection control signals at the intersection of Kingsgrove Road, Mashman Avenue and Shaw Street.
* Implementation of new midblock pedestrian signals in Kingsgrove Road, south of Paterson Avenue, near the post office.
* Removal of the existing marked foot crossing on Kingsgrove Road at Morgan Street.
* Construction of new stairs from the Kingsgrove Road railway overbridge to Kingsgrove railway station, on the east side of Kingsgrove Road. This will obviate the need for many pedestrians to cross Kingsgrove Road at grade.
* Relocation of traffic signal facilities in Kingsgrove Road would require rationalisation of kerbside parking and bus zones on both sides of Kingsgrove Road.
The R.T.A. have advised at the last Traffic Advisory Committee, that the proposed reconstruction of signals at Kingsgrove Road, Commercial Avenue and Kingsgrove Avenue is to be carried out in June, 1995.
The remainder of the traffic management works have been the subject of investigation by the R.T.A. which has forwarded a plan showing the proposed changes. The Authority indicates it is keen to progress with this project and seeks both Hurstville and Rockdale Councils' comments on the proposal. Together with Council's comments, the R.T.A. also seeks Council's thoughts on the public consultation process which would have to be conducted in order to enable the works to be implemented.
The Authority has offered to take part in meetings regarding the approval process of this traffic management scheme.
Regarding the public consultation of this project, it is considered the following bodies have a role to play:-
* Hurstville and Rockdale Councils
* The Roads & Traffic Authority
* Kingsgrove Chamber of Commerce (or at least shopkeeper representatives)
* The State Transit Authority (re government bus stops)
* The Department of Transport (re private operator bus stops)
* The Police Service, including both Traffic Police and the Patrol Commander of Kingsgrove Police Station
* The State Rail Authority Line Manager for the East Hills Rail Line

04.18 CORNER OF LIME KILN ROAD AND FOREST ROAD, LUGARNO - NAMING
OF RESERVE (P/00079)Council has received the following letter from Lugarno Estates:-
"The park is located on the corner of Lime Kiln Road and Forest Road at Lugarno. This parcel of land has just been redeveloped by Council in the last few months.
This is a written application for the council to consider dedicating the naming rights to a man that did so much for so many.
Mr. Allan A. Lawrence - served our community as Alderman and Mayor at Hurstville Council from 1959 - 1974. He held the position as Mayor between 1964 - 1965. One of Mr Lawrences proudest moments was the establishing of the Hurstville Council Library.
Another point of interest, Mr Lawrence actually donated that parkland to council when the development of the Shopping Centre was approved.
Mr Lawrence died on 20th of February 1995, a great friend, a genuine caring person who would help anyone in anyway he could.
I hope this request does not fall on deaf ears, I am aware the park has no name and feel that this would be a small mark of respect to a great man.
I understand that this request would have to be processed through the proper channels and I patiently await your reply."

04.19 OLDS PARK - NETBALL COURTS (P/00045)
(Report by Manager - Parks & Recreation, Mr. A. Sharp)A meeting has been held between Council's Divisional Manager - Engineering, Chris Little, representatives of the Baptist Women's Netball Association, and myself, to discuss issues relating to the Olds Park Netball Courts. The major issue addressed was the absence of linemarking on the courts prior to the commencement of the season on 1st April, 1995. The Association has been assured that a repetition of this will not occur, and we have apologised for the inconvenience caused to the clubs and players involved.
In addition, several other issues were discussed, and these are listed below:-
* Possible future need for one additional all weather court at Olds Park
* Ongoing maintenance of Olds Park grass courts and the standards expected
* Netball posts and rings on Court 10 and the required repairs
* Electricity charges for night lighting for training purposes
* Required timing of applications for seasonal court usage and the issuing of appropriately detailed approvals
* Lopping of trees overhanging the Queensbury Road courts at Olds Park
* Fees for training only, at Smith Park, Kingsgrove
All the above issues have been resolved to the satisfaction of myself and the Association with the exception of the fees imposed on the Association for the use of Smith Park for training.
The normal fees imposed on the Association for the 1994 winter season were $32/court/season. This allowed for competition games on weekends as well as midweek training. However, the Association play no competition games on the two (2) courts at Smith Park but do use them for midweek training. It is proposed that courts used for purely training purposes be hired out at a rate of 50% of the normal court charges (i.e. in this case $16/court/season).

04.20 HURSTVILLE AQUATIC LEISURE CENTRE - MANAGEMENT (T/01182, T/01184, T/01185)In accordance with Council's adopted timetable to finalise management of the Hurstville Aquatic Leisure Centre, Expressions of Interest were called closing Tuesday, 11th April, 1995 for Management Services, Marketing Services and Sports Shop Management.
Also in accordance with Council's timetable, direct tenders have now been invited for the kiosk facility management closing on Tuesday, 9th May, 1995.
Council's advertisements generated significant interest and over 80 information packages on different aspects of the Centre's management were sent out.
A total of 15 submissions have been received for Management Services together with 18 submissions expressing interest in provision of Marketing Services. One (1) only submission was received expressing interest in management of the Sports Shop, however, several Management Services submissions included this element of the Centre in their expression of interest while several companies interested in Management Services also expressed an interest in Marketing the Centre as a total package.
An analysis of all submissions is being completed and will be forwarded as an addendum to this report.

04.21 PLANT PURCHASES AND REPLACEMENTSMy report to Council on the Draft 1995/96 Program Budget included recommendations on the replacement of 36 vehicles.
I had also indicated that "Odometer readings are also being monitored on other Council vehicles to ensure changeover at the most advantageous time (i.e. 40,000km). A further five (5) or six (6) vehicles may be included in the adopted budget. Being fully funded from Plant Reserve there would be no net affect on the total Budget."

It is further recommended that an amount of $30,000 be provided in the Adopted Budget for Street & Gutter Cleaning (Program 5-005) for the provision of "Sulo bins" for use by Council's new garbage compactors as indicated in the description to this budget item but inadvertently left out of the financial section.

COUNCIL (N.S.W.) - "METRO PRIDE" CONFERENCE - 15TH JUNE, 1995 (E/00022)The aim of the above annual one-day conference is to present practical case studies of environmental programs that have been initiated by Local Government in conjunction with their communities in the Sydney, Newcastle and Wollongong areas.
Along with Wollongong City Council, Hurstville received an award for Outstanding Environmental Initiatives in K.A.B.C's. 1994 Environment Awards Program and, accordingly, Council has been invited to present a case study in the Community Facilities Category for the pedestrian bridge at Salt Pan Creek.

04.23 MOOMBA TO SYDNEY ETHANE PIPELINENegotiations are progressing with CMPS&F Pty. Ltd. regarding restoration procedures in relation to the above project. As part of these negotiations, the following information has been supplied:-
Since the previous report on this matter, the proposed line of the Ethane Pipeline and subsequent easement has altered slightly. Accordingly, a pre-acquisition declaration (P.A.D.) will be served to cover these minor variations.
Easement plans are being prepared for direct lodgement with the Land Titles Office prior to gazettal. Council is not involved in preparation or assessment of these easement (subdivision) plans as they are being prepared as compulsory acquisitions under the Commonwealth Lands Acquisition Act.
However, Council is entitled toJust Terms Compensation and, prior to gazettal, valuers will be appointed by the Pipeline Authority to assess appropriate compensation. Council has the opportunity to obtain its own valuations. It is likely that such valuations could be quite high given the limited space available in the road reservations and the value placed upon such space by, for example, cable television and information technology providers.
Also of importance to Council is an adjustment to the line of easement over Council's major car park held in fee simple at Edgbaston Road, Beverly Hills, which could compromise Council's future development of this site.
