In January, 1996 Sydney is hosting the 7th ANZ Golden Oldies' Cricket Festival.

A request has been made for the use of Hurstville Oval by the ANZ Golden Oldies Cricket Festival for the days Monday, 8th, Wednesday, 10th, and Friday, 12th January, 1996.

The games consist of 40 overs each and will commence at 1.00 pm and end at 6.00 pm. Some 120 teams from all over the world are expected in Sydney to compete.

There are no bookings at this early date for the Oval, however, it may be required for grade cricket on Saturday, 13th January, 1996.

The normal fees will apply to these dates.

Sydney Electricity were asked to investigate the level of lighting for the Forest Road pedestrian crossing near Park Street, Peakhurst.

They have found that the level of lighting is not up to standard and recommended that two (2) 250 watt high pressure sodium floodlights be installed to light the pedestrian crossing according to street lighting proposal No. SO-67/94.

This will incur an increase of $390.66 in the annual charges.

HURSTVILLE CITY COUNCIL REPORT ITEM NO: 04.05 ENGINEERING

04.05 PLAN OF MANAGEMENT - COMMUNITY LAND (P/00079)

At the Policy Review, Forward Planning & Staff Committee Meeting held on 15th February, 1995, the Committee considered the report in relation to the provision of stormwater easements through community land and the requirement to prepare a Draft Plan of Management in accordance with the Local Government Act, 1993. Council subsequently resolved to prepare an interim Draft Plan of Management incorporating a newly adopted policy in relation to provision of drainage. Such plan was advertised on 16th March, 1995 and submissions from the public have been invited closing 4.00 pm on Thursday, 27th April, 1995.

A copy of the Draft Interim Plan has been circulated to all Councillors and a report will be prepared for the Council Meeting to be held on 5th May, 1995 for the purpose of considering the Council's Draft Management Plan 1995/98.

HURSTVILLE CITY COUNCIL REPORT ITEM NO: 04.11 ENGINEERING

04.11 FOREST ROAD, LUGARNO - TRAFFIC MANAGEMENT (T/00782)

Members of Council will be aware that traffic management measures have been progressively implemented along Forest Road, Lugarno, over the past few years. In particular, as a result of extensive community representations to both Council and the Local Member over the last two years, a Traffic Management Plan has been recently constructed along Forest Road, from Renway Avenue to Lime Kiln Road. This plan has comprised of two (2) new roundabouts, one at Renway Avenue and the other at Old Forest Road, and two (2) pedestrian refuges, one near Evatt Park, the other near Lime Kiln Road. Work on this plan has now practically been completed.

In addition, as a result of further representations regarding a blackspot accident history at the intersection of Forest Road and Belmore Road, a new roundabout has also been approved at this intersection.

A petition has been received signed by 274 signatories requesting Council review its decision to erect three (3) new roundabouts in Forest Road, Lugarno. The petitioners indicate that they believe the majority of Lugarno residents do not want the changes which are unnecessary and ugly.

At the time of commencement of construction of the roundabout at Renway Avenue, Council received three (3) written objections to the proposal. Each of these objections was advised of Council's reasons for the proposals. These are that in the 7½ year period ended June, 1994, a total of 25 serious accidents had occurred between Renway Avenue and Old Forest Road. These accidents are only those where personal injury or severe damage was caused to vehicles. Undoubtedly, accidents which did not meet this criteria have been more numerous in this area. Additionally, 10 people have been reported injured in these 25 collisions. An analysis of the accidents has shown that a high proportion of them are single vehicle type, run off road collisions, which is indicative that traffic speed is a major factor in this accident record.

Also, Council's traffic surveys have previously found that this section of Forest Road is subject to excessive speed by numerous motorists. A recent survey of traffic speeds on Forest Road, near Evatt Park, had shown that for northbound traffic over 2,700 vehicles per week travelled in excess of 70km/h. Other traffic surveys to the north and south of this location reflected similar levels of high speed.

Given the traffic speed and accident record of this section of Forest Road, and that it has been the subject of high profile police speed enforcement over many years, the Traffic Committee's recommendations for implementation of this traffic management scheme is considered warranted. Also, in view of practical completion of these projects, it is far more appropriate to carry out "after" traffic volume and speed surveys and also monitor ongoing accident records in this section of Forest Road to assess the effectiveness of the devices.

THAT Council reconfirm that the traffic management proposals for Forest Road are appropriate due to the level of traffic speed and accident record in this area, and THAT follow up traffic volume, speed and accident surveys be undertaken.

HURSTVILLE CITY COUNCIL REPORT ITEM NO: 04.12 ENGINEERING

04.12 R.T.A. 1994/95 BLACKSPOT PROGRAM (R/00587)

The Roads & Traffic Authority have advised Council that additional funds are now available for the current year's State Blackspot Program. Accordingly, Council is able to bring forward projects that have been approved by the Authority in the 1995/96 Program to be completed this financial year.

Council is in a position to carry out two (2) additional blackspot treatments at full cost to the R.T.A. These are:-

* Croydon Road at Barnards Avenue, Hurstville
- Channelisation $10,000

* Penshurst Street at Edgbaston Road, Beverly Hills
- Roundabout reconstruction $16,000

The R.T.A. has formally advised of the approval for these projects to be carried out in the current financial year and it would now be appropriate for Council to accept the additional Grant funding, allocate these funds and put these projects in hand.

HURSTVILLE CITY COUNCIL RECOMMENDATION NO: 04.12 ENGINEERING

04.12 Recommendation R.T.A. 1994/95 BLACKSPOT PROGRAM (R/00587)

RECOMMENDATION

THAT the additional grants be accepted,and Council vote the R.T.A's. contributions of $10,000 for channelisation works in Croydon Road at Barnards Avenue, Hurstville, and $16,000 for roundabout reconstruction in Penshurst Street at Edgbaston Road, Beverly Hills, and the works be carried out.

04.13 PARKS MAINTENANCE - MACHINERY REPLACEMENT

A need has arisen for the purchase of additional plant to permit the ongoing maintenance of Council's parks and reserves. Council's Parks Maintenance Manager, Mr. Brett Blacklock, has advised that several small plant items have failed to achieve their expected life span and consequently require immediate replacement. These replacements have not been budgeted for and will require funding from Council's Parks Maintenance Allocations. The items required are two (2) edgers and four (4) handmowers.

04.15 OATLEY PARK OVAL - POST AND RAIL FENCING (P/00042)

Additional timber post and rail fencing is required around the northern and western boundaries of Oatley Park Oval.

The perimeter embankments in this area are degraded and suffer from substantial erosion problems. The National Trust are endeavouring to regenerate the bushland on these slopes but are hampered by the continual formation of access tracks and vandalism by the public. The fence will deter the user of the embankments as thoroughfares and consequently assist in the future stabilisation and vegetation of the area.

04.16 OATLEY PARK POOL - LISTING BY NATIONAL TRUST (P/00101)

The National Trust has recently informed Council that they have classified, and listed in their register, Oatley Park Tidal Baths.

The register lists those buildings, sites, areas and items which, in the Trust's opinion, fall within the following definition:-

"Those places which are components of the natural or the cultural environment of Australia, that have aesthetic, historical, architectural, archaeological, scientific, or social significance or other special value for future generations, as well as for the present community."

Classification by the National Trust does not have any legal force. It is, however, recognised as an authoritative statement of the historical and architectural importance of a building, site, item, or area, and by listing such items in its register, the Trust hopes to advise the public of the value of Australia's national heritage.

04.17 NOXIOUS WEEDS ACT, 1993 - INSPECTORS (E/00004)

The Noxious Weeds Act, 1993, allows for the appointment of "Weeds Inspectors" within Council, to enforce the control of noxious weeds by way of inspections and service of notices upon the occupiers of land within the Hurstville City Council area.

Several Council officers already have this authority, and it is suggested that Council's recently appointed Tree Inspector, Mr. Phillip Da Pra, be granted similar authority.

04.18 PAMELA AVENUE, PEAKHURST - ALLEGED POISONING OF PRIVATE TREE (003969)

In accordance with the provisions of Section 10(2) of the Local Government Act, 1993, IT IS RECOMMENDED that the Committee resolve, under the terms of Section 10(2) of the Local Government Act, 1993, that for the reason that the matter relates to possible legal proceedings where Council's interests may be prejudiced by publicity, the press and the public be excluded from that part of the Works Committee Meeting at which this matter is considered. That in accordance with the provisions of Section 11(2) of the Local Government Act, the reports and correspondence relating to this matter be withheld from the press and the public.

IT IS FURTHER RECOMMENDED that the matter be referred to the Council for consideration in Committee of the Whole.

HURSTVILLE CITY COUNCIL REPORT ITEM NO: 04.19 ENGINEERING

04.19 STONEY CREEK ROAD, BEVERLY HILLS - BUS SHELTER (S/00011)

His Worship the Mayor has suggested the provision of a bus shelter on Stoney Creek Road, near Central Road, Beverly Hills. The estimated cost for provision of such a shelter is $8,000 which could not be met from current budget allocations. However, in the interim, a concrete pad may suffice.

HURSTVILLE CITY COUNCIL RECOMMENDATION NO: 04.19 ENGINEERING

04.19 Recommendation STONEY CREEK ROAD, BEVERLY HILLS - BUS SHELTER (S/00011)


RECOMMENDATION

THAT provision of a bus shelter be referred for consideration in the 1995/96 Revenue Works Program and FURTHER, THAT a concrete pad be installed from current Maintenance Allocations.

HURSTVILLE CITY COUNCIL REPORT ITEM NO: 04.20 ENGINEERING

04.20 OATLEY PARK OVAL - PROPOSED CANTEEN (P/00042)

At Council's meeting held on 18th January, 1995, the following report was considered:-

"A letter has been received from the St. George Soccer Association, on behalf of the All Saints Oatley West Soccer Club, seeking permission to lodge a Development Application/Building Application for the modification and extension of the existing toilet/dressing shed facilities at Oatley Park Oval to incorporate a canteen.

This would allow the club to dispose of their existing mobile caravan canteen. It is further understood that the Club would supply labour to build the canteen, if approved, and fully fit out the structure if Council could supply the materials perhaps in association with a future C.A.P. Program.

Sketch plans of the proposal are included with the submission which show a small canteen developed in front of the existing structure."

Council subsequently resolved:-

"THAT permission be granted for the lodgement of a B.A./D.A. in relation to the proposed kiosk. FURTHER, THAT assistance be provided in the preparation of the applications and FURTHER, THAT cost estimates and cost sharing arrangements be finalised."

Several alternative sketch plans have been prepared with representatives of the All Saints Oatley West Soccer Club who have now submitted a formal request for financial assistance to provide the facility with the Club itself providing volunteer labour to assist in construction and fitout of the building together with a minor financial contribution. A suggested timetable is as follows:-

1. During the period March/April, 1995, BA/DA details finalised (in progress)

2. During May, 1995, the estimate and specification be detailed also with Council's assistance

3. Construction is proposed to commence during July, 1995 on the basis of the Council providing funds in the 1995/96 budget with All Saints Oatley West Soccer Club providing volunteer labour, fitout of the canteen and a minor financial contribution.

A similar "joint venture" approach with the St. George Junior Rugby League Club in Riverwood Park has proved very successful and Council's funds could be accommodated by a minor variation to the approved Scheduled of Works in the Section 94 Contribution Plan for Open Space and Recreation Facilities.

HURSTVILLE CITY COUNCIL RECOMMENDATION NO: 04.20 ENGINEERING

04.21 BUSH REGENERATION - L.E.A.P. PROJECT

Council has the opportunity to provide a group of fifteen (15) young unemployed Australians with work experience in the area of Bushland Regeneration, through L.E.A.P. (Land and Environmental Action Program). The program is administered by the Department of Education, Employment and Training (D.E.E.T.) and seeks to improve the employment prospects of young people by broadening their practical experience and equipping them with new skills.

The project will focus on the regeneration of degraded bushland adjoining the northern portion of Oatley Park. It will complement the work already undertaken by the National Trust in the area below Bay Road, and in fact the National Trust will continue to offer guidance and assistance for this project. The proposed works will contribute to the overall upgrading of the adjoining wetlands area of Lime Kiln Bay, at minimal cost to Council.

The project runs for a period of 26 weeks and is expected to commence on 1st May, 1995.

A resident of Lansdowne Parade has written to Council expressing her concern about the impact of stormwater on her house foundation and general dampness within a building from water escaping from the adjacent drainage reserve.

Meaningful maintenance on the drain is likely to cost several thousand dollars with no monies being available in the 1994/95 Drainage Maintenance Allocations.

The cost of piping the reserve is estimated at $20,000.

As can be seen, the areas and widths easily satisfy Council's code areas and widths.

Section 90

The site has been inspected and the proposal examined in accordance with the provisions of Section 90 of the Environmental Planning & Assessment Act, 1979, and the following comments are submitted for consideration.

Subdivision fees have been paid, Development Application form completed. In accordance with Council's policy, the adjacent neighbours were notified of this subdivision application and, at the expiry of the 14-day notification period, one (1) objection has been received by Council.

"Thank you for your letter of 27.2.95 and our phone conversation of 9.3.95.

The following comments are provided:-

1. We note that the Councils Residential Development Control Plan for our Oatley area (Development Area A) indicates "the desired form of development is one of large single detached dwellings integrated with landscape features". In Llewellyn Street a number of recent developments do not seem to have achieved this desired aim and the character of the street is not being retained. It is difficult to see how further block subdivision and consequent development will really achieve the Councils stated aims.

2. The streets in the area are quite narrow and will not take kindly to increased traffic, particularly the additional "on street" parking which will inevitably occur, despite Councils general objectives.

We look forward to seeing details of the proposed development on the subdivided block."

District Health & Building Surveyor

The mater was referred to the District Health & Building Surveyor for comment. The following advice has been submitted:-

"No objections raised to proposed Torrens Title Subdivision subject to 1m wide drainage easement being created to benefit the properties at the rear known as No. 6 and 8 Boorara Avenue, Oatley."

Manager - Planning Services

The mater was referred to the Manager - Planning Services for comment. The following advice has been submitted:-

"No objections raised to proposed Torrens Title Subdivision. Subdivision boundaries and areas are in accordance with the provisions of Part 3 Special Provisions Clause 11(1) and (2) of Council's 'Hurstville Local Environmental Plan 1994' ."

The above letter of objection received from Mr. & Mrs. G. Creef of 7 Llewellyn Street, Oatley, has two (2) objections, namely:-

1. That they did not think Council should approve a subdivision into two lots as it should remain as one large residential lot.

2. The streets in the area are only narrow and they do not think they would accommodate the extra traffic which could be increased if other lots were similarly subdivided.

The proposed lots easily satisfy Council's code widths and areas and it should be noted that all the streets in the area are the old original 66' wide (or 20m) and not the narrower residential streets of 50' (or 15.4m), so they should easily accommodate any excess traffic created if more subdivisions were approved in this area.

4. Applicant to register a 1.0m wide stormwater drainage easement to benefit the properties at the rear, known as No's. 6 and 8 Boorara Avenue, Oatley.

04.24 CHILDREN'S PLAYGROUNDS - RISK MANAGEMENT

The most recent risk assessment of Council's 82 children's playgrounds was undertaken in March, 1995, and covers the last two quarterly periods since September, 1994.

It details minor modifications that are necessary to bring the existing equipment up to a safe operating standard. It recommended that the required works be undertaken immediately.

04.28A HURSTVILLE C.B.D. TRAFFIC STUDY (T/00545)

Officers of Hurstville and Kogarah Council have been considering expressions of interest and submissions from traffic consultants for carrying out the Hurstville C.B.D. Traffic Study. The brief for the study had been approved by Council following a meeting of the C.B.D. Steering Committee late last year.

Council received 12 formal expressions of interest from traffic consultancies. An initial review of these expressions of interest showed that four companies were most suited for this study. Accordingly, the four companies were advised to provide detailed submissions including methodologies and costings.

The four company's submissions were broken down as follows:

A subjective assessment of the submissions, ignoring price, placed companies Colston, Budd, Hunt & Twiney equal first with Transport & Urban Planning Associates. Accordingly, the Director of Technical Services of Kogarah Council, and Divisional Manager - Engineering of Hurstville Council interviewed these two companies on Thursday 30th March.

Both companies performed very well during the interview, however, both officers agreed that due to the lower price and fresh approach taken by Transport and Urban Planning Associates, they should be recommended as the preferred study consultant.

Both Hurstville and Kogarah Councils have each allocated $10,000 from Section 94 funds to carry out this study. Accordingly, as the study will cost $25,600, a further $2,800 needs to be voted by each Council to fully cover the cost of the study.
