CONFIRMATION OF MINUTES OF PREVIOUS MEETING

 

RECOMMENDATION

That the Minutes of the Georges River Local Traffic Advisory Committee Meeting held on 04 May 2021 be adopted.

There were no matters arising from the previous meeting. Previous minutes moved by Sergeant S Dodd , seconded by Mr B Langton.

Recommendation

That the meeting revert to a Closed Session at 10.02am.

Committee Reports

TAC078-21       Rainbow Crossing in Forest Road, Hurstville

(Report by Senior Project Officer)

RECOMMENDATION

(a)     That the pavement at the signalised pedestrian crossing on Forest Road, Hurstville be painted a rainbow colour pattern for one month from 1 June 2021 to 30 June 2021 as part of Council’s recognition of ‘Pride Month’.

(b)     That should the rainbow colour on the crossing be extended past 30 June 2021, Council will need to apply to TfNSW for approval.

(c)     That the pavement be returned to its original condition following the event.

TAC079-21       Traffic Management Plan - Princes Highway Upgrade between James Street & Torrens Street

RECOMMENDATION

That the submitted “Traffic Management Plan” for the Torrens Street temporary closure, as part of the Princes Highway upgrade, be approved.

TAC080-21       Terry Street, Blakehurst - Intersection Design

(Report by Coordinator Traffic & Transport)

RECOMMENDATION

(a)     That modifications be made to the intersection of Terry Street, Crawford Street and Resthaven Road, Blakehurst as shown on plan U881 attached to the report.

(b)     That the residents in this vicinity be consulted on the proposal due to the change of the “No Stopping” zones.

TAC081-21       Oatley Parade, Oatley - Curve and Speed Advisory Signs

RECOMMENDATION

That curve and 25km/h speed advisory signs be installed in Oatley Parade and Mimosa Street, near Myra Place, as shown on plan TC2304 attached to the report.

TAC082-21       Boundary Road, Peakhurst - Timed Parking Extension

RECOMMENDATION

That 8m of the existing “No Stopping” zone on the eastern side of Boundary Road, south of Wattle Street, be converted to “1/2P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” and the edge line marking adjusted, as shown on plan TC2303 attached to the report.

TAC084-21       Broughton Street, Sans Souci - Proposed "2P" zone

RECOMMENDATION

(a)     That the request for ten (10) time restricted parking spaces on Broughton Street, at the intersection of Rocky Point Road, Sans Souci, be denied.

(b)     That a 12m “2P, 8.30am - 6pm, Mon - Fri, 8.30am - 12.30pm, Sat” zone be installed on the southern side of Broughton Street, Sans Souci, as shown on plan TC2239 attached to the report.

(c)     That the residents in the vicinity be notified of Council’s decision.

TAC085-21       Kogarah North Precinct - Proposed "1/4P" zones

RECOMMENDATION

(a)     That a 7m “1/4P, 9.30am – 2.30pm, School Days” zone be installed on the northern side of Victoria Avenue adjacent St. George Girls High School, as shown on plan TC2311 sheet 1 attached to the report.

(b)     That a 12m “1/4P, 9.30am – 2.30pm, School Days” zone be installed on the eastern side of Gladstone Street adjacent Kogarah Public School, as shown on plan TC2311 sheet 2 attached to the report.

(c)     That a 12m “1/4P, 9.30am – 2.30pm, School Days” zone be installed on the western side of Gladstone Street adjacent Kogarah High School, as shown on plan TC2311 sheet 3 attached to the report.

TAC086-21       High Street, Kogarah - Proposed "Works Zone" adjacent to No. 13

RECOMMENDATION

(a)     That at 10m “Works Zone, 7am – 5pm, Mon – Sat” be installed on the northern side of High Street, Kogarah, for a duration of 16 weeks commencing in June 2021, as shown on the plan TC2312 attached to the report.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.

(a)     That a 16m “Works Zone, 7am – 5pm, Mon – Sat” be installed on the northern side of Water Street, Sans Souci, for a duration of 26 weeks commencing in June 2021, as shown on plan TC2307 attached to the report.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.

(a)     That a 32m “Works Zone, 7am - 5pm, Mon – Sat” be installed on the northern side of Regent Street, Kogarah, for a duration of 52 weeks commencing in June 2021, as shown on plan TC2308 attached to the report.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.

TAC089-21       Allawah Avenue, Carss Park - Proposed "No Stopping" zone

RECOMMENDATION

(a)     That a 16m “No Stopping” zone be installed on the northern side of Allawah Avenue at the intersection of Carwar Avenue, Carss Park.

(b)     That a 24m “No Stopping” zone be installed on the southern side of Allawah Avenue at the intersection of Carwar Avenue, Carss Park as shown on plan TC2310 attached to the report.

TAC090-21       Mulga Road, Oatley - "No Parking" zone extension

That the existing 12m “No Parking” zone on the northern side of Mulga Road, opposite Oatley Train Station, be extended to a length of 30m, as shown on plan TC2302 attached to the report.

TAC091-21       Belmore Road, Riverwood - Proposed "No Parking" zone

RECOMMENDATION

(a)     That 24m of the existing “1P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the western side of Belmore Road, adjacent to the Conca D’oro Function Centre, Riverwood, be converted to “No Parking, 5pm – 11pm Fri & Sat, 11am – 11pm Sun, Wedding Vehicles Excepted” and supplementary “1P, At Other Times” zone, as shown on plan TC2280 attached to the report.

(b)     That fees for the parking zone be applied following adoption of Council’s 2021/22 Fees and Charges.

TAC092-21       Baumans Road, Peakhurst - Proposed "No Stopping" zones

RECOMMENDATION

(a)     That 10m statutory “No Stopping” zones be installed on the corners at the intersection of Baumans Road and Greenlands Avenue.

(b)     That a 5m “No Stopping, 2.30pm – 4pm, School Days” zone be installed on the western side of Baumans Road, south of Greenlands Avenue.

(c)     That a give-way line and associated sign be installed in Greenlands Avenue at the intersection with Baumans Road, as shown on plan TC2306 attached to the report.

TAC094-21       Cooloongatta Road, Beverly Hills - Proposed 'No Stopping' zone extension

RECOMMENDATION

(a)     That the existing ‘No Stopping’ zone on the western side of Cooloongatta Road, Beverly Hills, opposite No.1, be extended north by 7m.

(b)     That the existing ‘No Stopping’ zone on the eastern side of Cooloongatta Road, Beverly Hills, adjacent to No.1, be extended north by 6m, as shown on plan TC2284 attached to the report.

TAC095-21       Victoria Avenue, Penshurst - Proposed 'Bus Zone'

RECOMMENDATION

That a 35m ‘Bus Zone, 11:30am - 2:30pm Thursday’ be installed on the southern side of Victoria Avenue, Penshurst adjacent to Marist Catholic College, as shown on plan TC2297 attached to the report.

TAC096-21       Penshurst Street, Beverly Hills - Proposed 'Bus Zones'

(Report by Traffic Engineer)

RECOMMENDATION

(a)     That a 24m ‘Bus Zone’ be installed on the northern side of Penshurst Street, Beverly Hills adjacent to No. 226, as shown on plan TC2298 attached to the report.

(b)     That a 20m ‘Bus Zone’ be installed on the eastern side of Penshurst Street, Beverly Hills adjacent to No. 221, with statutory ‘No Stopping’ zone as shown on plan TC2299 attached to the report.

GENERAL BUSINESS

 

·         Mulga Road, Oatley adjacent to Oatley Train Station – Pick up and drop off issues as well as pedestrian crossing requests. Survey and design to be undertaken and report to be brought to a future Traffic Advisory Committee meeting for consideration.

·         Merriman Street, Kyle Bay – Speeding issues near bowling club. Additional speed hump not supported at this stage by the members. NSW Police to be sent data from traffic study for enforcement. Location to be added for Council’s Speed Monitoring device. Delineation line marking to reduce lane widths to be brought to a future Traffic Advisory Committee meeting.

·         Rickard Road and Truman Street, South Hurstville – Roundabout design being undertaken. Line marking to delineate intersection to be brought to a future Traffic Advisory Committee meeting for consideration.
