(a)     That a 26m ‘Bus Zone’ be installed on the southern side of Broad Arrow Road, Riverwood adjacent to No. 174, as shown on plan TC2286 attached to the report.

(b)     That a 24m ‘Bus Zone’ be installed on the southern side of Broad Arrow Road, Riverwood adjacent to No. 28 Romilly Street, as shown on plan TC2288 attached to the report

(c)     That a 30m ‘Bus Zone’ be installed on the northern side of Broad Arrow Road, Riverwood opposite to No. 200, as shown on plan TC2287 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration to formalise the existing Bus Stops (2210290, 2210299 & 2210293) in Broad Arrow Road, Riverwood.

 

BACKGROUND 

 

2.      Council received a request from Punchbowl Bus Company to formalise the Bus Stops along Broad Arrow Road, Riverwood.

 

3.      As part of the Disability Discrimination Act, Georges River Council is committed to ensure that all Bus Stops in the Local Government Area comply with the ‘Disability Standards’ by 2022.

 

4.      The ‘Disability Standards for Accessible Public Transport’ requires that all Bus Stops be converted into ‘Bus Zones’, formalising existing NSW Road Rule 195.

 

5.      Formalising the Bus Stops with ‘Bus Zone’ signage would enable buses to pull in and out of the Bus Stops without being hindered by parked cars and allow for easier movement.

 

PROPOSAL

 

6.      Upon investigation, it is proposed to formalise the existing Bus Stop (2210290) on the southern side of Broad Arrow Road, Riverwood adjacent to No.174, to a 26m ‘Bus Zone’.

 

7.      It is also proposed to formalise the existing Bus Stop (2210299) on the southern side of Broad Arrow Road, Riverwood adjacent to No. 28 Romilly Street, to a 24m ‘Bus Zone’.

 

8.      Additionally, it is proposed to formalise the existing Bus Stop (2210293) on the northern side of Broad Arrow Road, Riverwood opposite No. 200, to a 30m ‘Bus Zone’.

 

FINANCIAL IMPLICATIONS

 

9.      Within budget allocation – TfNSW Traffic Facility Grant – Approximately $2,000.

 

COMMUNITY ENGAGEMENT

 

10.    The residents in these vicinities have been notified by letter of the proposed installation of the ‘Bus Zone’. The closing date for submissions was 16 April 2021. No objections were received.

RECOMMENDATION

That the existing Bus Stop adjacent to No. 74 Morgan Street, Kingsgrove be relocated approximately 10m east of its current location and converted to a 20m ‘Bus Zone’ adjacent to No.’s 68 - 72 Morgan Street, as shown on plan TC2283 attached to the report.

 

EXECUTIVE SUMMARY 

 

1.      This report seeks the Committee’s consideration of the proposed ‘Bus Zone’ in Morgan Street, Kingsgrove.

 

BACKGROUND

 

2.      Council has received a request to formalise the existing Bus Stop to a ‘Bus Zone’ on the northern side of Morgan Street adjacent to No.’s 68 - 72.

 

3.      Due to recent construction activity in the area, vehicles have been observed to be parked along the bus stop hindering the ability of buses to safely stop parallel to the kerb.

 

PROPOSAL

 

4.      Following an investigation, it is proposed to relocate the existing Bus Stop adjacent to No. 74 Morgan Street approximately 10m east of its current location and formalising it to a ‘Bus Zone’ adjacent to No.’s 68 - 72 Morgan Street.

 

5.      Formalising the bus stop will allow the buses to safely stop parallel to the kerb without hindrance of parked vehicles ensuring a safer situation for all road users. Furthermore, it will allow for an increased sight distance for vehicles exiting the driveway of No.’s 68 - 72 Morgan Street.

 

FINANCIAL IMPLICATIONS

 

6.      Within budget allocation – TfNSW Traffic Facility Grant – Approximately $800.

 

COMMUNITY ENGAGEMENT

 

7.      The residents in the vicinity have been notified by letter of the proposed relocation of the ‘Bus Zone’. The closing date for submissions was 16 April 2021. Additionally, the information was presented to Transdev to investigate this proposal. No objections were received.

RECOMMENDATION

(a)     That the following “Bus Zone” signs be approved for the period of Friday 25 June 2021 until Monday 12 July 2021:

 

Kingsgrove Station Precinct

i.   Replace 12m of “No Stopping” on the western side of Kingsgrove Road, commencing north of the existing “Bus Zone” (Kingsgrove Station, Kingsgrove Rd Stop ID 220811) with “Bus Zone”.

ii.  Install a 60m “Bus Zone” on the northern side of the separated carriageway of Morgan Street west of Marina Street, replacing unrestricted parking.  Monday to Friday only.

 

Beverly Hills Station Precinct

i.   Replace 24m of ¼ hour Parking Zone on the northern side of Morgan Street, east of King Georges Road with a “Bus Zone”.

ii.  Replace 12m of “2P 8.30am-6pm Mon-Fri” on the southern side of Morgan Street, east of King Georges Road with “Bus Zone, Monday to Friday”.

iii. Install 50m of “Bus Zone” regulatory signage at the existing bus stop on the northern side of Morgan Street east of Lee Ave.

 

(b)     That the parking be returned to its current status from Monday 12 July 2021.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed temporary “Bus Zones” in Kingsgrove and Beverly Hills to facilitate replacement bus services for the Sydney Metro City & Southwest Sydenham to Bankstown line conversion. 

 

BACKGROUND

 

2.      The NSW Government is delivering Sydney Metro, Australia’s biggest public transport project extending from Sydney’s north west, under Sydney Harbour through new underground city stations and beyond to Bankstown in Sydney’s south west.

 

3.      As part of this work, temporary closures of the T3 Bankstown Line are required while the rail line is being upgraded and converted to metro standards. The next set of upgrade works will take place between Sydenham and Bankstown from Monday 28 June to Sunday 11 July 2021.

 

4.      To keep customers moving, buses will replace trains during this time. A number of bus services will connect customers on the Bankstown Line with stations on the T8 Airport and South Line including Kingsgrove and Beverly Hills Station. To accommodate these additional buses and ensure minimal disruption to traffic, some temporary changes to parking are proposed around both of these stations.

 

5.      Temporary transport plan (TTP) bus services will extend to stations that aren’t directly impacted by the Metro upgrade works, including Beverly Hills and Kingsgrove Stations in the Georges River Council area.  This will provide more options for customers travelling to and from the Sydney CBD on weekdays.

 

6.      TfNSW has undertaken detailed analysis and planning to determine the preferred locations for these facilities to meet the operational requirements.  Existing “Bus Zones” will be used where possible; however temporary removal of parking spaces will be required to facilitate the creation of further “Bus Zones”, layover and standby facilities.  These signposting changes will only be for the duration of the track possession, with the previous parking facilities reinstated after Monday 12 July 2021.

 

PROPOSAL

 

7.      It is therefore proposed to install temporary “Bus Zones” in the Kingsgrove and Beverly Hills Station precinct as indicated in the recommendations.

 

FINANCIAL IMPLICATIONS

 

8.      No budget impact for this report as sign changes will be carried out by TfNSW.

 

COMMUNITY ENGAGEMENT

 

9.      TfNSW carried out community consultation in both the Kingsgrove and Beverly Hills Station precincts.  These letters and proposals are attached to this report.

 

10.    Also attached is the Consultation Outcomes Report indicating that TfNSW did not receive any feedback from the community about the proposed temporary parking changes.

That the parking zones on the southern side of the Connelly Street carpark, Penshurst be modified as shown on plan TC2293 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed changes to parking in the Connelly Street carpark, Penshurst.

 

BACKGROUND

 

2.      Council has been advised by a property owner that damage is occurring to the brick wall on the southern side of the Connelly Street carpark as shown in the picture below.  This is due to vehicles hitting the wall whilst parking.

3.      The installation of wheel stops was considered; however as the width of the parking area is 14.5m (between the kerb on northern side and the wall on southern side) there is insufficient width to permit parking in accordance with the Australian Standards requirements for 90 degree parking.

 

PROPOSAL

 

4.      It is therefore proposed to remove the 5 x “3P” spaces on the southern side of the carpark and convert to them to “No Parking”.

 

5.      The “Disabled Parking” space is proposed to be retained, however modified to be parallel with the brick wall and line marked and signposted accordingly. The disabled parking space would remain in close proximity to the ramp to Penshurst Street.

 

6.      Site inspections have revealed that there are ample parking spaces available in the carpark if the 5 x “3P” spaces are removed along the wall.

7.      Within budget allocation – RMS Traffic Facility Grant – approximately $1,000.

That “No Stopping” signs be installed at the intersection of Kara Lane and Vantage Lane, Peakhurst Heights as shown on the attached plan TC2291.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed “No Stopping” zones in Kara Lane, Peakhurst Heights.

 

BACKGROUND

 

2.      Council has received a complaint from a local resident regarding vehicles being parked within the intersection of Kara Lane and Vantage Lane, Peakhurst Heights.

 

3.      Currently there are no signs to deter drivers parking within 10m of the intersection.  As a result, these vehicles are impeding turning movements of other vehicles, including waste collection trucks.  Vehicles parking opposite the intersection also impede turning movements due to the angle of the streets.

 

PROPOSAL

 

4.      It is proposed to install “No Stopping” zones at the corners of Kara Lane and Vantage Lane as well as the north side of the intersection to improve vehicle turning movements.

 

FINANCIAL IMPLICATIONS

 

5.      Within budget allocation – RMS Traffic Facility Grant – approximately $600.

 

COMMUNITY ENGAGEMENT

 

6.      Residents at the intersection will be notified of the “No Stopping” zones.  However the proposal is enforcing the existing road rules at the corners and the “No Stopping” zone on the north side of Kara Lane is at the rear of the properties that face Jindabyne Crescent and there is no rear pedestrian access to these properties.

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed “No Parking” zone in Rosa Street, Oatley.

 

BACKGROUND

 

2.      The residents at No. 38 Rosa Street have requested a change to the existing “No Stopping” zone on the eastern side of Rosa Street.  They do not drive however require taxi’s and assistance vehicles to pick them up, however due to the “No Stopping” zone extending across their driveway, it is illegal for vehicles to stop in this location.

 

PROPOSAL

 

3.      It is therefore proposed to install a “No Parking” zone across the driveway that permits vehicles to stop for a maximum of 2 minutes as per the road rules and assist the residents accessing vehicles at their property.

 

FINANCIAL IMPLICATIONS

 

4.      Within budget allocation – RMS Traffic Facility Grant – approximately $200.

That a 14m ‘No Parking’ zone be installed on the northern side of Wonoona Parade West, Oatley, adjacent to No.1A, as shown on plan TC2289 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed ‘No Parking’ zone on Wonoona Parade West, Oatley.

 

BACKGROUND

 

2.      Council has received a complaint from a resident regarding difficulties being encountered in entering and exiting their property from Wonoona Parade West, Oatley.

 

3.      Vehicles are often parked at an angle due to the nature of the road, blocking the driveway despite driveway lines being present.

 

4.      Due to the location being at a bend, vehicles exiting the driveways are forced to cross the dividing BB centreline in order to avoid the parked vehicles.

 

5.      Furthermore, the sight distance for vehicles exiting the driveway of No. 1A and No. 5 Wonoona Parade West is significantly decreased creating a hazard at this bend.

 

PROPOSAL

 

6.      Upon investigation of this request, it is proposed to install a 14m ‘No Parking’ zone on the northern side of Wonoona Parade West, adjacent to No.1A to prevent vehicles parking in this location and improving sight distance and access into the residential driveways.

 

7.      Similarly, a ‘No Parking’ zone has been installed on the southern side of Wonoona Parade West, adjacent to No. 2 to prevent parked vehicles obstructing the road-way and increasing sight distance at this bend.

 

FINANCIAL IMPLICATIONS

 

8.      Within budget allocation – TfNSW Traffic Facility Grant – Approximately $600.

 

COMMUNITY ENGAGEMENT

 

9.      Community engagement was conducted including: A letter and plan of the proposed ‘No Parking’ zone were distributed to the nearby residents. The closing date for submissions was 22 April 2021. No objections were received.

RECOMMENDATION

That the existing ‘1/4P 8am - 10:30pm, Mon - Fri, 8:30am - 12:30pm Sat’ zone on Beresford Avenue, Beverly Hills, adjacent to No. 20, be converted to a ‘No Parking, Australia Post Vehicles Excepted’ zone, as shown on plan TC2275 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration for a ‘No Parking, Australia Post Vehicles Excepted’ zone on Beresford Avenue, Beverly Hills.

 

BACKGROUND

 

2.      Council has received a request from Australia Post to consider the installation of a ‘No Parking, Australia Post Vehicles Excepted’ zone to allow access for collection from, and delivery of items to, Australia Post in Beverly Hills.

 

3.      Due to the high volume of business activity at this location, Australia Post drivers have difficulty finding parking near to the delivery point area.

 

4.      Currently, postal staff have to leave their vehicles further away from the delivery point whilst delivering and collecting mail in this area.

 

5.      Vehicles parked in these locations will be identified with an Australia Post logo on the front of the vehicle’s dashboards as well as their official Australia Post Identification cards.

 

PROPOSAL

 

6.      There is an existing ‘1/4P 8am - 10:30pm, Mon - Fri, 8:30am - 12:30pm Sat’ zone on Beresford Avenue, adjacent to No. 20. It is proposed to convert this to a ‘No Parking, Australia Post Vehicles Excepted’ zone. This will allow for legal parking of Australia Post vehicles to conduct business operation in the area.

 

FINANCIAL IMPLICATIONS

 

7.      Within budget allocation – TfNSW Traffic Facilities Grant – Approximately $400.

 

COMMUNITY ENGAGEMENT

8.      Community engagement was conducted including: A letter and plan of the proposed ‘No Parking, Australia Post Vehicles Excepted zone’ were distributed to the nearby businesses. The closing date for submissions was 16 April 2021. No objections were received.

RECOMMENDATION

That the parking changes on the southern side of Ormonde Parade, Hurstville be installed as per the plan TC2294 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration for parking restriction changes along Ormonde Parade, Hurstville.

 

BACKGROUND

 

2.      Council has recently undertaken streetscape works along the southern side of Ormonde Parade, Hurstville, which included the removal of landscaped islands.

 

3.      Due to the removal of the islands, the existing parking signs currently do not include the new parking bay area. Additionally the new parking bays extend past the existing “No Stopping” zone.

 

4.      There is an existing “1P, 7.30am - 3.30pm, Mon - Fri, 7.30am - 12.30pm, Sat” zone and a “P15min, 3.30pm - 6.30pm, Mon - Fri” zone along the southern side of Ormonde Parade.

 

PROPOSAL

 

5.      It is therefore proposed to relocate the existing “No Stopping” zone and amend the existing signage on the southern side of Ormonde Parade to apply to the full length of Ormonde Parade.

 

FINANCIAL IMPLICATIONS

 

6.      With budget allocation – RMS Traffic Facilities Grant – Approximately $500.

That the “Kiss & Ride Area” supplementary signs be installed on the northern side of Hogben Street, Kogarah as shown on plan TC2295 attached to this report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed installation of a Kiss & Ride Area on Hogben Street, Kogarah.

 

BACKGROUND

 

2.      Council has received a request from James Cook Boys High School and the Department of Education to consider the installation of a safe pick-up and drop-off zone near to the Princes Highway overpass.

 

3.      Currently Hogben Street is a cul-de-sac at the base of the overpass and there is an existing “No Parking” zone in this location.

 

PROPOSAL

 

4.      It is therefore proposed to install the supplementary “Kiss & Ride Area” signs along with the existing “No Parking” zone signage on the northern side of Hogben Street, Kogarah. This will clearly identify an area as a safe pick-up and drop-off zone for school students.

 

FINANCIAL IMPLICATIONS

 

5.      With budget allocation – TfNSW Traffic Facilities Grant – Approximately $200.

That yellow line marking be installed at the intersection of Stanley Street and Princes Highway, Kogarah, as shown on plan TC2296 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed installation of yellow line marking at the intersection of Stanley Street and Princes Highway, Kogarah.

 

BACKGROUND

 

2.      Council has received a request from the parking enforcement team to investigate the signage conditions at the intersection of Stanley Street and Princes Highway, Kogarah.

 

3.      There are currently a number of development sites in the area and the existing signage has been repeatedly replaced over the past 12 months.

 

4.      Under NSW Road Rules 2014 Reg 169 No stopping on a road with a yellow edge line;

 

A driver must not stop at the side of a road marked with a continuous yellow edge line.

 

PROPOSAL

 

5.      It is therefore proposed to install yellow line marking in the existing “No Stopping” zones at the intersection of Stanley Street and Princes Highway, Kogarah. This will reinforce the existing restrictions in this location and prevent vehicles parking in the area, improving safety.

 

FINANCIAL IMPLICATIONS

 

6.      Within budget allocation – TfNSW Traffic Facility Grant – Approximately $600.
