Councillor Konjarski opened the meeting at 10.01am.

CONFIRMATION OF MINUTES OF PREVIOUS MEETING

 

RECOMMENDATION

That the Minutes of the Georges River Local Traffic Advisory Committee Meeting held on 02 March 2021 be adopted.

There were no matters arising from the previous meeting. Previous minutes moved by Mr Langton, seconded by Mr Perivolarellis.

That the meeting revert to a Closed Session at 10.14am.

TAC045-21       Rawson Street, Sans Souci - Traffic Study Outcome

(Report by Coordinator Traffic & Transport)

RECOMMENDATION

(a)     That the request for the installation of a speed hump in Rawson Street, Sans Souci be denied.

(b)     That Council carry out a detailed survey and design for the installation of off-street parking bays on the southern side of Rawson Street, between The Promenade and Rawson Lane.

(c)     That once the detailed design is completed, consultation be carried out with the residents of Rawson Street and a report be presented to a future Local Traffic Advisory Committee meeting for consideration.

(d)     That if there is support for parking bays to be installed from the residents, consideration be given for funding from Council’s Capital Works Budget.

TAC046-21       Belmore Road, Riverwood - Proposed "Do Not Queue Across Intersection" Signage

RECOMMENDATION

That “Do Not Queue Across Intersection” signs be installed on the eastern and western side of Belmore Road near Morotai Avenue, as shown on plan TC2272 attached to the report.

TAC047-21       Percival Street, Penshurst - Proposed Raised Pedestrian Crossing

That a raised pedestrian crossing be constructed in Percival Street, east of Penshurst Street, as shown on the design plan and signage plan U912 attached to the report.

TAC049-21       Belgrave Street, Kogarah - Proposed Temporary "Bus Zone"

RECOMMENDATION

(a)     That 30m of the existing “2P, 6am – 6pm, Mon – Fri” zone on the eastern side of Belgrave Street, adjacent to the multi-storey carpark, be converted to a “Bus Zone, 7am – 6pm”, as shown on plan TC2271 attached to the report.

(b)     That the parking be returned to its current status when the “Bus Zone” is no longer required.

RECOMMENDATION

That the existing “Bus Zone” on the eastern side of Dora Street, adjacent to Hurstville Oval, be extended 10m towards the north, as shown on plan TC2267 attached to the report.

RECOMMENDATION

(a)     That a 23m ‘Bus Zone’ be installed on the southern side of Lugarno Parade, Lugarno adjacent to No. 9, as shown on plan TC2229 attached to the report.

(b)     That a 28m ‘Bus Zone’ be installed on the northern side of Lugarno Parade, Lugarno adjacent to No. 70, as shown on plan TC2247 attached to the report.

TAC052-21       Kemp Street, Mortdale - Proposed 'Bus Zone'

RECOMMENDATION

That the existing 25m ‘Bus Zone’ adjacent to No. 97 Morts Road, Mortdale be relocated approximately 60m north of its current location and converted to a 30m ‘Bus Zone’ to the corner of Kemp Street, adjacent to No. 105 Morts Road as shown on plan TC2241 attached to the report.

(a)     That a 30m ‘Bus Zone’ be installed on the southern side of Broad Arrow Road, Narwee adjacent to No. 128, as shown on plan TC2266 attached to the report.

(b)     That a 20m ‘Bus Zone’ be installed on the southern side of Broad Arrow Road, Riverwood adjacent to No. 144, as shown on plan TC2268 attached to the report.

TAC056-21       Gray Street, Kogarah - Proposed adjustment to "Works Zone"

(Report by Traffic Engineer)

RECOMMENDATION

(a)     That the existing “Works Zone, 9.30am - 3.30pm, Mon - Fri, 7am - 5pm, Sat” on the western side of Gray Street, be extended 6m northward, for the duration of the Works Zone period, as shown on plan TC2217 attached to the report.

(b)     That the parking be returned to its existing status as per the recommendations of report TAC180-20 at the completion of the “Works Zone” period.

TAC057-21       Treacy Street, Hurstville - Proposed "Works Zone" adjacent to No.'s 33 - 35

RECOMMENDATION

(a)     That a 24m “Works Zone, 7am - 5pm, Mon - Sat” be installed on the southern side of Treacy Street, Hurstville, for a duration of 20 weeks commencing in April 2021, as shown on plan TC2278 attached to the report.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.

TAC058-21       Stanley Street, Kogarah - Proposed 'No Parking' zone

RECOMMENDATION

That the request for the 12m ‘No Parking, Fire & Rescue Vehicles Excepted’ zone on the southern side of Stanley Street, Kogarah adjacent to No.’s 12 - 24 Stanley Street, as shown on plan TC2276 attached to the report be deferred to a future Local Traffic Advisory Committee meeting.

TAC060-21       Gray Lane, Kogarah - Proposed 'No Parking' zone extension

RECOMMENDATION

That the existing 5m ‘No Stopping’ zone on Gray Lane, Kogarah adjacent to No. 66 Gray Street, be converted to a ‘No Parking’ zone as shown on plan TC2277 attached to the report.

TAC061-21       Belmore Road, Riverwood - Proposed "No Parking" Zone

RECOMMENDATION

(a)       That the request for the 24m of existing “1P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the western side of Belmore Road, adjacent to the Conca D’oro Function Centre, Riverwood, be converted to “No Parking, 5pm – 11pm Fri & Sat, 11am – 11pm Sun, Wedding Vehicles Excepted” and supplementary “1P, At Other Times” zone, as shown on plan TC2280 attached to the report be deferred to a future Local Traffic Advisory Committee meeting.

 

(b)       That Council consider an addition to the Fees and Charges for commercial operators to pay fees to use on-street parking spaces for their specific use and this information be included in the subsequent report to Traffic Committee.

RECOMMENDATION

That the existing “P5 Minute, 8.30am – 6pm Mon – Fri” zone on the southern side of Queens Road, in the parking lane adjacent to the Hurstville Senior Citizens and Community Centre, be converted to “P10 Minute, 8.30am – 6pm Mon – Fri”, as shown on plan TC2269 attached to the report.

(a)     That a 7m “Disabled Parking” zone be installed on the western side of Dora Street, Hurstville outside No. 139, as shown on plan TC2279 attached to the report.

(b)     That the zone be reviewed after 6 months.

That a 7m ‘Disabled Parking’ zone be installed on the northern side of Riverview Avenue, Connells Point adjacent to Connells Point Public School, as shown on plan TC2263 attached to the report.

That in accordance with the provisions of Part 1 of Chapter 4 of the Local Government Act 1993, the following matters be considered in closed meeting at which the press and public are excluded.

(Report by Senior Traffic Engineer)

THAT in accordance with the provisions of Part 1 of Chapter 4 of the Local Government Act 1993, the matters dealt with in this report be considered in closed Council Meeting at which the press and public are excluded. In accordance with Section 10A(2) (f) it is considered the matter affects the security of council, councillors, council staff or council property.

THAT in accordance with Section 10D it is considered that if the matter were discussed in an open Council Meeting, it would on balance, be contrary to the public interest as it affects the security of council, councillors, council staff or council property.

 

That in accordance with the provisions of Section 11(2) of the Act, the reports and correspondence relating to these matters be withheld from the press and public.

 

 

Consideration of Confidential Recommendations

CON010-21       Littleton Street, Riverwood - Club Rivers ANZAC Day Service 2021

RECOMMENDATION

THAT Club Rivers request to close Littleton Street, Riverwood between Belmore Road and Erskine Street, Riverwood from 4.00am to 11.00am for ANZAC day Dawn Service on Sunday the 25th of April 2021 be approved.
