Street, Sans Souci - Proposed "Works Zone" adjacent to No. 1
(Report by
Traffic Engineer)

RECOMMENDATION
(a) That
a 55m “Works Zone” be installed on the southern side of Water
Street for the duration of the demolitions works at No. 1 Water Street, Sans
Souci, commencing in April 2021, as shown on plan TC2254 attached to the
report.
(b) That
the footpath on the southern side of Water Street, Sans Souci on the frontage
of the site of No. 1 Water Street, be closed until a new site is constructed.
(c) That
appropriate pram ramps be constructed on Water Street to allow for safe
pedestrian access around the site at No. 1 Water Street.
(d) That
the 55m “Works Zone” be converted to a 55m “No
Stopping” zone at the completion of the demolition works and a further
report be brought to the Traffic Committee for potential parallel parking.
(e) That
an appropriate barrier be placed on Water Street, adjacent to the site at No.
1 following the competition of the demolition works.

the “Main Works Construction Traffic Management Plan” for No.
2-10 Woniora Road, Hurstville, submitted by Varga Traffic Planning Pty Ltd,
be approved.
(b) That
the temporary relocation of the BB centreline between O’Briens Road and
Rosebank Crescent, Hurstville be approved.
(c) That
a 30m “Works Zone, 7am - 5pm, Mon - Sat” be
installed on the eastern side of Woniora Road, Hurstville adjacent to No. 2 -
10 Woniora Road, for a period of 52 weeks commencing in mid-2021.
(d) That
the parking and BB centreline be returned to its current status at the
completion of the “Works Zone” period.

Clean Out Traffic Control plans for Carlton and Mortdale Depot

RECOMMENDATION
(a) That
the Traffic Control Plans TCP 2536 Rev 1 and TCP 2537 prepared for the
Chemical CleanOut weekends at the Mortdale Depot and Carlton Depot be
approved to be implemented on all the Chemical CleanOut weekends
planned for 2021.
(b) That
“No Right Turn” signs be installed on Depot Road, Mortdale during
the Chemical CleanOut weekends in Mortdale Depot.
(c) That
the “No Stopping” restriction along the northern side of Roberts
Avenue be extended to allow unhindered flow of traffic between Isaac Street
and Depot Road, Mortdale during Chemical CleanOut weekends at Mortdale Depot.
(d) That
“No Stopping” restriction is installed along the southern side of
Planthurst Road, west of Bellevue Parade up to the southern gate entrance to
Carlton Depot, during Chemical CleanOut weekends at Carlton Depot.
(e) That
Council’s Waste Services section notifies all affected residents of the
road closures prior to the scheduled Chemical CleanOut weekends at either of
Council’s Depots.

RECOMMENDATION
(a) That
Condition 10(a) of the LEC No.2018/390589 is refused based on impact to waste
collection services.
(b)
That Georges River Council work in conjunction with Bayside Council to
undertake a Road Safety Traffic Assessment to identify and address local
roads being used as a “rat run”.
(c)
That Council defer approval of Condition 10(b)(i), (ii) & (iii) of the
LEC No.2018/390589 following completion of the Road Safety Traffic Assessment.
(d) That
as per Condition 10(b)(iv) of the LEC No.2018/390589 the 10m statutory
“No Stopping” restriction be installed along the northern side of
Vivienne Street at its intersection with Kingsgrove Road, Kingsgrove.
(e) That
as per Condition 11(i) & (ii) of the LEC No.2018/390589, Council
installs:
i. A
30m “No Stopping, 7am – 9am, 4pm – 6pm, Mon - Fri”
zone on the southern side of Vivienne Street. (This “No Stopping”
restriction extends along the full Vivienne Street frontage of the proposed
development site).
ii. The
current 8m “No Parking” zone on the southern side of Vivienne
Street be modified to “No Parking At All Other Times”.
(f) That
as per Condition 11(iii) of the LEC No.2018/390589, the developer bears the
cost of the installation of all the works.
(g)
That Condition 13 of the LEC No.2018/390589 be enforced and implemented.

Lane and Kensington Street from 6am Friday 4th June to 12pm Monday
7th June 2021, be approved.
(b) That
Council liaises with NSW Police in regards to the need for a Risk Assessment
for Hostile Vehicle Mitigation to be carried out by an appropriately
qualified person holding a Masters 2A Security License prior to the closure
occurring.
(c) That
Council consults with the impacted stakeholders to notify them accordingly of
the proposed closure.
(d) That the event be classified as a Class 2 road
closure as per the Guide to Special Events.

Street, Penshurst - Road Closure for Penshurst RSL Sub Branch ANZAC Day

RECOMMENDATION
(a) That the request from Penshurst RSL Sub
Branch to temporarily close Bridge Street between Apsley Street and Penshurst
Street from 12pm to 4pm on Sunday 18th April 2021 be approved.
(b) That the request from Penshurst RSL Sub
Branch to temporarily close part of Connelly Street between Forest Road and
Bridge Street from 12pm to 4 pm on Sunday 18th April 2021 be
approved.
(c) That Penshurst RSL Sub Branch liaises with
NSW Police in regards to the need for a Risk Assessment for Hostile Vehicle
Mitigation to be carried out by an appropriately qualified person holding a
Masters 2A Security License prior to the closures occurring.
(d) That Council’s staff barricade 14 car
parking spaces directly outside the Memorial on Bridge Street, at least 24
hours prior to the march to ensure that the spaces are vacant for the service

Council to provide update on removal of parking opposite Paterson Avenue.

Motor bike parking in Mortdale. Cooks Street carpark has 6 spaces
dedicated for motor bike parking.

Lynwood Street, Blakehurst – Speeding vehicles. Recent
traffic counts indicate that the 85th percentile is within
acceptable limits.
·
Blakehurst High School – Woniora Road – Illegal U-turns
at bend over double centreline. Matter to be investigated.
