RECOMMENDATION

(a)     That one angle parking space on the northern side of Vanessa Street, Beverly Hills, adjacent to Beverly Hills Park, be converted to “No Parking, 4am – 4pm, Council Vehicles Excepted”, as shown on plan TC2230 Sheet 1 attached to the report.

(b)     That one angle parking space on the northern side of Trafalgar Street, Peakhurst, adjacent to Peakhurst Park, be converted to “No Parking, 4am – 4pm, Council Vehicles Excepted”, as shown on plan TC2230 Sheet 2 attached to the report.

 

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed “No Parking” zones adjacent to the parks in Beverly Hills and Peakhurst.

 

BACKGROUND

 

2.      A request has been received to consider the installation of an area that Council’s cleansing vehicle can park in close proximity to the toilet blocks located at Beverly Hills and Peakhurst Parks.

 

3.      As the toilet blocks are required to be cleaned during the week and weekends, when there is heavy patronage at the parks, Council staff are unable to park in close proximity to the toilet blocks to maintain their cleanliness.

 

PROPOSAL

 

4.      As a result of this request, it is proposed to convert one angle parking space adjacent to both Beverly Hills Park and Peakhurst Park to “No Parking, 4am – 4pm, Council Vehicles Excepted”.  This would provide a location near the toilet blocks that the cleansing vehicle can utilise.

 

5.      The zone will operate in the hours between 4am and 4pm when the toilets are required to be cleaned.  Outside these times the angle parking space reverts to unrestricted parking that patrons can then utilise near the fields.

 

FINANCIAL IMPLICATIONS

 

6.      Within budget allocation – TfNSW Traffic Facility Grant – approximately $600.

 

COMMUNITY ENGAGEMENT

 

7.      As these zones are adjacent to the playing fields, residents are not directly affected.

That a 30m ‘No Parking, 6am – 8am, Tue’ zone be installed on the southern side of Larkhill Avenue, Riverwood, adjacent to No.19 as shown on plan TC2222 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration for the proposed installation of a ‘No Parking’ zone adjacent to No. 19 Larkhill Avenue, Riverwood.

 

BACKGROUND

 

2.      Representation was received by Council’s Waste Field Officer to consider implementing signage to prevent vehicles parking in front of No. 19 Larkhill Avenue, Riverwood during waste collection day.

 

PROPOSAL

 

3.      Following an investigation, it was found that vehicles were parking at this section of Larkhill Avenue.  Due to the increased number of dwellings at this section of the street using on-street parking the situation is further exacerbated. As a result, this restricts the garbage truck movement during waste collection day.

 

4.      Therefore, it is proposed to install a 30m ‘No Parking, 6am – 8am, Tue’ zone to indicate that vehicles cannot park in this location during this time and improve garbage truck access.

 

FINANCIAL IMPLICATIONS

 

5.      Within budget allocation – Transport for NSW Traffic Facility Grant – Approximately $800.

 

COMMUNITY ENGAGEMENT

 

6.      Residents in this vicinity have been notified by letter of the proposed 30m ‘No Parking’ zone. The closing date for submission was 24 December 2020. No objections were received.

That an 85m ‘No Parking’ zone be installed on the southern side of Iraga Avenue and a 90m ‘No Parking’ zone be installed on the northern side of Iraga Avenue, adjacent to No. 49 Mavis Avenue, Peakhurst as shown on plan TC2220 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration for the installation of the ‘No Parking’ zones in Iraga Avenue, Peakhurst.

 

BACKGROUND

 

2.      Council received a request from a resident to inspect the existing parking conditions in Iraga Avenue, Peakhurst.

 

3.      Statutory 10m ‘No Stopping’ signs are currently installed at the intersection of Iraga Avenue and Mavis Avenue.

 

4.      Following an investigation, vehicles were observed to be parking along the narrow section of Iraga Avenue. This creates a significant hazard for vehicles to travel along Iraga Avenue and creates issues for residents to access their driveways.

 

PROPOSAL

 

5.      In order to reduce traffic hazards along this narrow section of Iraga Avenue, it is proposed to install an 85m ‘No Parking’ zone on the southern side of Iraga Avenue and a 90m ‘No Parking’ zone on the northern side of Iraga Avenue.

 

6.      Additionally, this would improve sight distance and turning movement for motorists approaching this area.

 

FINANCIAL IMPLICATIONS

 

7.      Within budget allocation – TfNSW Traffic Facilities Grant – Approximately $1,400.

 

COMMUNITY ENGAGEMENT

 

8.      The residents in the vicinity were notified by letter of the proposed parking restrictions.  Submissions on the proposal were requested to be received by Friday 24 December 2020. No objections were received.

RECOMMENDATION

That the existing ‘No Stopping’ zone on the eastern side of Connells Point Road, Connells Point, adjacent to No. 174, be extended by 15m south as shown on plan TC2223 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration for the extension of a ‘No Stopping’ zone on Connells Point Road, Connells Point.

 

BACKGROUND

 

2.      Council received a request from a resident to look at the existing parking restrictions at the intersection of Riverview Avenue and Connells Point Road, Connells Point.

 

3.      Currently there is an existing statutory 10m ‘No Stopping’ zone on the eastern side of Connells Point Road adjacent to No.174.

 

4.      Following an investigation it was observed, if a vehicle was parked adjacent to the existing ‘No Stopping’ zone, it decreased the sight distance of vehicles exiting Riverview Avenue.

 

5.      This forced the vehicles to cross the BB centreline markings at the intersection, contrary to the road rules, presenting a hazard. It was also noted that vehicles parked in the kerb section in front of No.176 were blocking the driveway.

 

PROPOSAL

 

6.      It is proposed to extend the existing ‘No Stopping’ zone on the eastern side of Connells Point Road by 15m. This will prevent vehicles parking in this location, improving safety and sight distance of vehicles exiting Riverview Avenue.

 

FINANCIAL IMPLICATIONS

 

7.      Within budget allocation – TfNSW Traffic Facilities Grant – Approximately $200.

 

COMMUNITY ENGAGEMENT

 

8.      The residents in the vicinity were notified by letter of the proposed extension of the ‘No Stopping’ zone. Submissions on the proposal were requested to be received by Friday 24 December 2020. No objections were received.

RECOMMENDATION

That the existing 13m “No Stopping” zone on the western side of Truman Street, adjacent to No. 13, be removed as shown on plan TC2238 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the removal of a “No Stopping” zone in Truman Street, South Hurstville.

 

BACKGROUND

 

2.      Council has received a request from a representative of the child care centre located at No. 13 Truman Street, South Hurstville.

 

3.      Currently there is a 13m “No Stopping” zone installed directly outside the child care centre.  From investigation, this zone was installed in May 2009 to prevent drivers parking between the entry and exit driveways to the child care centre.

 

4.      The existing entry driveway has been removed and replaced with a pedestrian gate. As a result, the sight distance and safety issues no longer exist and the “No Stopping” zone is not required.

 

PROPOSAL

 

5.      It is therefore proposed to remove the existing “No Stopping” zone that would allow a vehicle to park between the two driveways of No. 13.

 

FINANCIAL IMPLICATIONS

 

6.      Within budget allocation – TfNSW Traffic Facility Grant – approximately $200.

 

COMMUNITY ENGAGEMENT

 

7.      A site meeting was conducted with representatives of the child care centre and there was no objection for the removal of the “No Stopping” zone.

RECOMMENDATION

(a)     That a “Left Turn Only” restriction on both sections of Maher Street at the King Georges Road intersection be approved in principle, as shown on plan TC2232 attached to the report.

(b)     That prior to the changes being implemented consultation be undertaken with the residents of Maher Street.

(c)     That a Traffic Management Plan be submitted to TfNSW for endorsement following the resident consultation.

 

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the “Left Turn Only” restriction in Maher Street at King Georges Road, Hurstville.

 

BACKGROUND

 

2.      As a result of a serious crash that occurred in November 2020, Council has been requested to investigate the turning movements at the intersection of Maher Street and King Georges Road, Hurstville.

 

3.      Council has been advised that a vehicle travelling northbound on Maher Street drove straight across King Georges Road to access the northern section of Maher Street. A vehicle travelling east on King Georges Road collided with this vehicle.

 

4.      This section of King Georges Road is multi-lane with a dividing barrier line and signposted as 60km/h.  The intersection with Maher Street is located on the crest of the street. As a result there is limited visibility especially of vehicles travelling east from Hillcrest Avenue. Vehicles on Maher Street are currently legally able to turn left, turn right and also travel straight through at King Georges Road.

 

5.      The TfNSW crash database was reviewed for a 5 year period between January 2015 and December 2019 which is the most up to date data available. There were 4 crashes in this location and only 1 was related to a turning movement.

 

6.      However when reviewing the historical data between January 2010 and December 2014, there were 6 crashes recorded and 5 of these involved turning movements at Maher Street.

 

7.      This section of King Georges Road will eventually be widened and the installation of a central concrete median may be installed which would prevent drivers turning right or travelling straight through Maher Street.

 

PROPOSAL

 

8.      Council is therefore considering the installation of a “Left Turn Only” restriction and associated line marking in Maher Street at the King Georges Road intersection to restrict turning movements and improve safety at the intersection.

 

9.      A “No Right Turn” sign was considered however this would not prevent vehicles travelling straight through Maher Street which caused the recent crash in November 2020.

 

10.    A Traffic Management Plan will be submitted to TfNSW for endorsement following resident consultation.

 

FINANCIAL IMPLICATIONS

 

11.    No budget impact for this report.

 

COMMUNITY ENGAGEMENT

 

12.    Council will consult with the residents of Maher Street after the Local Traffic Advisory Committee and Council have approved the proposal.

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed line marking in Station Street and Oxford Street, Mortdale.

 

BACKGROUND

 

2.      Council has been requested by a local resident to install line marking at the intersections of Station Street and Oxford Street with Boundary Road, Mortdale.

 

3.      Currently there is no line marking at either intersection and as a result drivers have been observed to cut the corner and also stop in close proximity to the through traffic on Boundary Road as there is no give-way line.

 

PROPOSAL

 

4.      It is therefore proposed to install a give-way line, associated signage and a 10m centre line (BB) in both Station Street and Oxford Street at their intersection with Boundary Road to improve turning movements and safety in those locations.

 

FINANCIAL IMPLICATIONS

 

5.      Within budget allocation – TfNSW Traffic Facility Grant – approximately $3,000.

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed line marking in Rowe Street, South Hurstville.

 

BACKGROUND

 

2.      Council has received a request from a local resident to consider the installation of a centre line in Rowe Street at the intersection with Greenacre Road. 

 

3.      As there is currently no centre line in this location, the resident has observed drivers cutting across the intersection when turning from Greenacre Road, creating a dangerous situation.

 

PROPOSAL

 

4.      It is therefore proposed to install a 10m centre line (BB) to deter people from cutting across the intersection leading to an improvement in turning movements and safety.

(a)     That approval be granted for roads near Netstrata Jubilee Stadium, Kogarah to be closed for the Sydney FC matches during the 2020/21 season.

(b)     That the attached “Traffic Management Plan” and associated “Traffic Control Plans” submitted by Traffic Logistics be approved.

(c)     That Traffic Logistics apply for the RMS Road Occupancy Licence for each Sydney FC game at Netstrata Jubilee Stadium in the 2020/21 season.

(d)     That a “Special Event Traffic Management Plan” be submitted to TfNSW by Traffic Logistics prior to the closures occurring.

(e)     That a minimum of 1.5m footpath clearance be provided for pedestrians around any temporary signage and the VMS boards.

(f)      That Traffic Logistics be advised of Council’s decision.sa

1.      This report seeks the Committee’s approval for the closure of roads near Netstrata Jubilee Stadium, Kogarah for the Sydney FC matches during the 2020/21 season.

 

BACKGROUND

 

2.      The purpose of the Traffic Management Plan is to provide an operational overview of the traffic and transport management systems and processes required to be implemented for the 2020/21 Sydney FC fixtures at Netstrata Jubilee Stadium.

 

3.      The operational traffic and transport management systems that are required include, but are not limited to:

 

·        Road Closures;

·        Car Parking and Access;

·        Shuttle Bus Routes and Schedules;

·        Traffic Equipment Schedule; and

·        Key Contacts

 

4.      The attached Traffic Management Plan and Traffic Control Plans were implemented for the Sydney FC games that were held at Netstrata Jubilee Stadium during the previous seasons.

5.   Sydney FC games will be held at Netstrata Jubilee Stadium on the following dates and kick-off times:

 

·        Friday 22 January 7pm

·        Monday 8 February 7pm

·        Saturday 20 February 5pm

·        Saturday 20 March 7pm

·        Saturday 3 April 7pm

·        Saturday 22 May 7pm

 

6.      Due to COVID restrictions, the above dates may be required to be changed throughout the season.

 

7.      Appropriate planning and consultation processes have been undertaken with key stakeholders and the attached Traffic Management Plan is an accurate reflection of the planning and operational deliverables agreed to by all stakeholders. As a result the Traffic Management Plan is recommended for approval.

(e)     That a minimum of 1.5m footpath clearance be provided for pedestrians around any temporary signage and the VMS boards.

PROPOSAL

3.      As part of the Disability Discrimination Act, Georges River Council is committed to ensure that all Bus Stops in the Local Government Area comply with the ‘Disability Standards’ by 2022.

 

4.      The ‘Disability Standards for Accessible Public Transport’ requires that all Bus Stops be converted into ‘Bus Zones’, formalising existing NSW Road Rule 195.

 

5.      Formalising this Bus Stop with ‘Bus Zone’ signage would enable buses to pull in and out of the Bus Stop without being hindered by parked cars and allow for easier movement.

 

6.      The bus route operates Monday to Saturday so parking will be available for residents to utilise on Sundays.

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration of the proposed extension of the existing ‘Bus Zone’ on the northern side of Austral Street, Penshurst.

 

BACKGROUND

 

2.      A request has been received from Punchbowl Bus Company to consider the extension of the existing ‘Bus Zone’ at Stop ID 222282 on the northern side of Austral Street, Penshurst.  

 

3.      This is due to vehicles parking directly adjacent to the existing ‘Bus Zone’ preventing buses from safely pulling up to, and away from, the kerb to pick-up and drop-off passengers.

 

PROPOSAL

 

4.      Following an investigation, it was found that the existing ‘Bus Zone’ was only 18m long and if vehicles parked on both sides of the zone it prevented buses from pulling up to and away from the kerb safely.

 

5.      It is therefore proposed to extend the existing ‘Bus Zone’ by another 8m to prevent vehicles parking in this location. This will allow for buses to stop parallel to the kerb, improving safety for drivers and bus commuters.

 

FINANCIAL IMPLICATIONS

 

6.      Within budget allocation – TfNSW Traffic Facility Grant – Approximately $800.

 

COMMUNITY ENGAGEMENT

(b)     That a 27m ‘Bus Zone’ be installed on the northern side of Lugarno Parade, Lugarno adjacent to No. 84, as shown on plan TC2231 attached to the report.

 

EXECUTIVE SUMMARY

 

1.      This report seeks the Committee’s consideration to formalise the existing Bus Stops (221079 & 221078) in Lugarno Parade, Lugarno.

 

BACKGROUND

 

2.      Council received a request from Punchbowl Bus Company to formalise the Bus Stops along Lugarno Parade, Lugarno.

 

3.      As part of the Disability Discrimination Act, Georges River Council is committed to ensure that all Bus Stops in the Local Government Area comply with the ‘Disability Standards’ by 2022.

 

4.      The ‘Disability Standards for Accessible Public Transport’ requires that all Bus Stops be converted into ‘Bus Zones’, formalising existing NSW Road Rule 195.

 

5.      Formalising the Bus Stop with ‘Bus Zone’ signage would enable buses to pull in and out of the Bus Stop without being hindered by parked cars and allow for easier movement.

 

PROPOSAL

 

6.      Upon investigation, it is proposed to formalise the existing Bus Stop (221078) on the southern side of Lugarno Parade, Lugarno adjacent to No.69, to a 30m ‘Bus Zone’.

 

7.      It is further proposed to formalise the existing Bus Stop (221079) on the northern side of Lugarno Parade, Lugarno adjacent to No.84, to a 27m ‘Bus Zone’.

 

FINANCIAL IMPLICATIONS

 

8.      Within budget allocation – TfNSW Traffic Facility Grant – Approximately $1,600.

 

COMMUNITY ENGAGEMENT

 

9.      The residents in the vicinity have been notified by letter of the proposed installation of the ‘Bus Zones’. The closing date for submissions was 14 January 2021.

10.    The resident of No. 69 Lugarno Parade suggested the zone to be relocated opposite No. 84 which is a park. This has been amended in the attached plan.
