Background

2.      The Georges River Local Traffic Advisory Committee Meeting of 1 December 2020 was held remotely due to COVID-19 restrictions.

3.      Budget allocation

Recommendation:

(a)     That under Section 178 (1) (a) of the Local Government (General) Regulation 2005, Council accepts the tender that is recommended for T20/017 Lower Poulton Park Naturalisation and Car Park Construction as outlined in the confidential attachment.

(b)     That the General Manager be authorised to sign the contract with the preferred contractor on behalf of Council.

(c)     That Council inform unsuccessful tenderers of the resolution.

 

Executive Summary

1.      Council’s site remediation obligations for Poulton Park (set out in the NSW EPA environment protection licensing agreement under the Protection of the Environment Operations Act 1997 (POEO Act) require Council to undertake appropriate remediation of the lower Poulton Park area.

2.      The purpose of this report is to advise Council of the results of the tender process completed in accordance with Part 3, Division 1, Section 55 and Section 377 of the Local Government Act 1993 for T20/017 Lower Poulton Park Naturalisation and Car Park Construction and to seek resolution from Council on entering into a contract with the successful tenderer to appoint as principal contractor to carry out the proposed contract works.

Background

3.      The work proposed in the scope of the tender meets Council’s site remediation obligations set out in the NSW EPA environment protection licensing agreement under the Protection of the Environment Operations Act 1997 (POEO Act).

4.      Based on consultation with the local community during, and following the construction of the Poulton Park synthetic playing fields, Council identified the opportunity to improve carpark facilities at Poulton Park as part of the required remediation works.

5.      A landscape designer/engineer (Civille Pty Ltd) was engaged to develop appropriate site remediation specifications for Lower Poulton Park which was a previous depot and fill site. An appropriate Remediation Action Plan has been developed which focuses on the effective capping of material on site through naturalisation and construction works.

6.      This project will continue the work started within the lower section of Poulton Park depot in 2016, and will involve the construction of drainage creek-lines/swales and the regrading of the site for landscaping and replanting of a degraded and unused site. The project will also focus on improving the community’s use of the area through the construction of new tracks and reintroducing the community to the area.

7.      The construction of an appropriately designed carpark will provide additional off-street vehicle parking, while ensuring the socially responsible use of the area through traffic control devices and appropriate security gates to close the area following official field use. The carpark will provide 80 parking spaces, additional accessible car parking spaces, accessible paths and solar timed lighting.

8.      This Tender was called to engage a contractor to perform the on-ground civil/landscaping works at the site. Works under this tender include:

-        Site establishment

-        Bulk earthworks associated with the remediation of the site,

-        Civil/landscaping works to construct the stormwater infrastructure, carpark, access road improvement, storage area and naturalisation.

 

9.      Works are anticipated to commence in February 2021 with completion expected by October 2021.

 

10.    The Director Assets and Infrastructure appointed a Tender Evaluation Committee for the Tender prior to advertising, and all tender documentation was reviewed by the Manager Project Delivery prior to issuing. 

Financial Implications

11.    Within budget allocation.  As resolved in the 2020/2021 budget, funding of $3,000,000 has been allocated for this project.

Risk Implications

12.    Operational risk/s identified and management process applied.

Community Engagement

13.   Community engagement was conducted including the provision of a notice to all surrounding residents regarding the project and seeking feedback. A project page will also be established once the project commences to keep the community informed of progress.
