EXECUTIVE SUMMARY
1. The consultant has continued work on the preparation of the Overland Flow Risk Management Study and Plan for Hurstville, Mortdale and Peakhurst Wards.
BACKGROUND
2. As you would recall Council held our first Floodplain Management Committee meeting on the 6 May 2019. At this time the consultant did a presentation that included an overview of the flood risk management process, background information as to the existing Flood Study that was undertaken by the previous consultants SMEC, and discussion of the flood model from the study which was being reviewed.
3. The work has been delayed due to a number of factors. This included a lengthy delay in receiving the correct version of the flood model from SMEC, the requirement to conduct a further survey of the drainage system in critical parts of the study area to ensure credibility of the model, and that key Council staff involved in the project were required to focus on the preparation of Council’s Stormwater Management Policy.
4. WMA Water will provide the committee with a briefing including the works undertaken to date and upcoming project development.
5. The consultant identified fourteen (14) flood modification measures in consultation with Council staff by review of the flood model along with knowledge of known problem locations. Upon a preliminary assessment nine (9) of these measures are being further analysed for consideration for the undertaking of a detailed assessment.
6. It is expected that a detailed assessment will be undertaken for approximately five (5) of these measures. This would involve the inclusion of each measure into a multi-criteria matrix that assesses each measure on factors including their cost, indicative impacts on flood levels, indicative reduction in property damage, feasibility, social impacts, environmental impacts, economic impacts and the long-term performance given the continuing impacts of climate change.
