TAC177-19       Premier Street and Kensington Street, Kogarah - Consideration of Traffic Devices

Recommendation

(a)     That the existing concrete median island in Premier Street, near Kensington Street, be replaced with a pedestrian refuge as shown on detailed plan U818 attached to the report.

(b)     That the parking restriction signs in Premier Street be modified in accordance with the RMS requirements for a pedestrian refuge as shown on sign plan U818 attached to the report

(c)     That additional traffic and pedestrian counts be undertaken in Kensington Street and the potential vehicle queuing back onto the Princes Highway be considered.

(d)     That an updated report be presented at a future traffic committee meeting for consideration.

 

 

TAC178-19       Coleridge Street, Riverwood - Proposed "Bus Zone"

Recommendation

That a 30m “Bus Zone” be installed on the southern side of Coleridge Street, adjacent to house numbers 57 to 61, as shown on plan TC2020 attached to the report.

 

 

TAC179-19       Shenstone Road, Riverwood - Proposed "Bus Zone" Changes

Recommendation

That the existing “Bus Zone” on the southern side of Shenstone Road, west of Belmore Road, be extended to 22m and modified to a “Bus Zone, 7.30am – 4pm Mon – Fri” as shown on plan TC1966 attached to the report.

Recommendation

(a)     That an 18m “Bus Zone, 7.30am – 4pm, Mon – Fri” be installed on the eastern side of Salt Pan Road, north of Amy Street.

(b)     That a 26m “Bus Zone, 7.30am – 4pm, Mon – Fri” be installed on the western side of Salt Pan Road, between house numbers 7 and 11, as shown on plan TC1966 attached to the report.

That a 22m “Bus Zone” be installed on the northern side of Hillcrest Avenue, adjacent to house numbers 111 to 113, as shown on plan TC2021 attached to the report.

 

 

TAC182-19       Henry Road, Riverwood - Proposed Line Marking

Recommendation

That a “Give Way” sign with associated line marking be installed in Henry Road at its intersection with Lillian Road, Riverwood, as shown on plan TC2019 attached to the report.

 

 

 

 

TAC183-19       Lobb Crescent, Beverley Park - Proposed Parking Changes

Recommendation

(a)     That the existing centreline in Lobb Crescent, north of Jubilee Avenue, be reduced in length by 8m.

(b)     That the existing parking restriction signs on the southern side of Lobb Crescent, be relocated approximately 9m towards the north.

(c)     That a “No Stopping” sign be installed on the northern side of Lobb Crescent as well as Jubilee Avenue, as shown on plan TC2024 attached to the report.

 

 

TAC184-19       Mulga Road, Oatley - Proposed "No Stopping" zones

Recommendation

That “No Stopping” signs be installed at the intersection of Mulga Road and Gungah Bay Road, Oatley, as shown on plan TC2022 attached to the report.

 

 

TAC185-19       Oatley Parade, Oatley - Proposed "No Stopping" zone

Recommendation

(a)     That a 20m “No Stopping” zone be installed on the western side of Oatley Parade, opposite Neville Street.

(b)     That the “No Stopping” zone on the eastern side of Oatley Parade, north of Neville Street, be extended 6m, as shown on plan TC2032 attached to the report.

 

 

TAC186-19       Lorraine Street, Peakhurst Heights - Proposed Parking Restriction Signs

Recommendation

(a)     That a “No Stopping” zone be installed on the eastern and western side of Lorraine Street, south of Roberts Avenue, Peakhurst.

(b)     That a 26m “Bus Zone” be installed on the southern side of Roberts Avenue, east of Lorraine Street, Peakhurst as shown on plan TC2025 attached to the report.

 

 

TAC187-19       Lorraine Street, Peakhurst Heights - Proposed "No Stopping" zone

Recommendation

That a 107m “No Stopping” zone be installed on the western side of Lorraine Street, Peakhurst Heights, between Pearce Avenue and Orana Crescent, as shown on plan TC2017 attached to the report.

 

 

 

 

TAC188-19       Margaret Street, Kingsgrove - Proposed "No Stopping" zone extension

Recommendation

That the existing “No Stopping” zone on the eastern side of Margaret Street, Kingsgrove, be extended southward 7.5m as shown on plan TC2018 attached to the report.

 

 

TAC189-19       Dame Mary Gilmore Road, Oatley - Proposed "No Parking" zone

Recommendation

That a 65m “No Parking, 8am - 9.30am, 2.30pm - 4pm, School Days” zone be installed on the eastern side of Dame Mary Gilmore Road, Oatley adjacent to Oatley West Public School as shown on plan TC2028 attached to the report.

 

 

TAC190-19       The Boulevarde, Sans Souci - Proposed Parking Changes

Recommendation

That the proposed parking changes be implemented along The Boulevarde, Sans Souci as shown on plan TC2015 attached to the report.

 

 

TAC191-19       69 Gray Street, Kogarah - Proposed "Works Zone" in Princes Lane

(Report by Traffic Engineer)

Recommendation

(a)     That a 23m “Works Zone, 7am – 5pm, Mon – Sat” be installed on the southern side of Princes Lane, Kogarah opposite No. 69 Gray Street for a period of 26 weeks commencing in January 2020.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.

 

 

TAC192-19       12 - 24 Stanley Street, Kogarah - Proposed "Works Zone"

Recommendation

(a)     That a 16m “Works Zone, 7am – 5pm, Mon – Sat” be installed on the southern side of Stanley Street, Kogarah adjacent to No.’s 12-24 Stanley Street for a period of 10 weeks commencing in November 2019.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.

 

 

 

 

 

 

TAC193-19       Park Road, Hurstville - Proposed Changes to Parking

Recommendation

(a)     That the existing “1/2P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the eastern side of Park Road, north of Forest Road, be converted to “1/2P, 6am – 6pm”.

(b)     That the existing “1P, 8.30am  - 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the eastern side of Park Road, north of Forest Road, be converted to “1P, 6am – 6pm”, as shown on plan TC2026 attached to the report.

 

 

TAC194-19       Bailey Parade, Peakhurst - Change of Parking Restriction Times

Recommendation

That the changes to the existing timed parking zones on the northern side of Bailey Parade, adjacent to Peakhurst Public School, be deferred to a future traffic committee meeting following further  consultation being carried out.

 

 

TAC195-19       Donald Street, Kingsgrove - Proposed Timed Parking

(Report by Coordinator Traffic & Transport)

Recommendation

(a)     That the existing 33m unrestricted parking spaces on the eastern side of Donald Street, south of Stoney Creek Road, Kingsgrove be converted to “1P, 6am – 7pm, Mon – Fri, 9am – 6pm Sat – Sun” as shown on plan TC2029 attached to the report.

(b)     That the parking changes be implemented subject to the RMS proceeding with the Clearway changes on Stoney Creek Road.

 

 

TAC196-19       Westfield Shopping Centre, Hurstville - Traffic Management Measures for Christmas Period

(Report by Coordinator Traffic & Transport)

Recommendation

(a)     That the proposed traffic control measures near Westfield Hurstville, from Friday 13 December to Monday 30 December 2019 be approved subject to the following conditions:

i.   The applicant (Westfield) shall advise the St George Police Local Area Command (Traffic Services) at least 30 days prior to the implementation of proposed traffic control measures. Any conditions imposed by the Police shall be fully complied with.

ii.  That the applicant (Westfield) lodge to Council for approval prior to the closures, Traffic Control Plans designed in accordance with the relevant standards and prepared by RMS accredited personnel.

iii. That the applicant (Westfield) lodge to Council a current Certificate of Currency with a minimum $20 million public liability indemnifying Georges River Council.

iv. The applicant (Westfield) shall advise the RMS and the Transport Management Centre at least 30 days prior to the implementation of proposed traffic control measures. Any conditions imposed by the RMS and the Transport Management Centre shall be fully complied with.

v.  The applicant (Westfield) shall advertise the proposed temporary changes to the traffic situation in local newspapers.

vi. The applicant (Westfield) shall provide advice in writing to all the affected residents and business owners approximately two weeks prior to implementation of the proposed “No Parking” restrictions.

vii.  All traffic control devices shall comply with the requirements of ‘AS1742, Australian Standard Manual of Uniform Traffic Control Devices’.

viii. Only RMS accredited traffic controllers shall be used to control traffic at the entry and exit points of the shopping centre in Park Road and The Avenue, Hurstville.

(b)     That the timed parking zones on both sides of Cross Street, between Park Road and The Avenue, be replaced with “No Parking” from Friday 20 December 2019 to Monday 6 January 2020.

(c)     That the timed parking zones on the eastern side of Park Road, between Humphreys Lane and Cross Street, be replaced with “No Parking” from Friday 20 December 2019 to Monday 6 January 2020.

(d)     That the timed parking zones on the western side of The Avenue, between Cross Street and the loading docks of the shopping centre, be replaced with “No Parking” from Friday 20 December 2019 to Monday 6 January 2020.

(e)     Further that Westfield Management be advised of Council’s decision.

 

 

TAC197-19       Lunar New Year 2020 Traffic Management Plan

(Report by Senior Traffic Engineer)

Recommendation

(a)     That the proposed temporary closure of Forest Road between Queens Road and Treacy Street, Hurstville from 1.00 am – 11:30 pm on Saturday the 18th January 2020 be approved subject to RMS and Police consent.

(b)     That Council engage a traffic control contractor to prepare a Traffic Management Plan and obtain a Road Occupancy License for the proposed closure of Forest Road, Hurstville.

 As part of the Traffic Management Plan, Hurstville Bus Interchange in Woodville Lane will be closed and the existing bus stops within the interchange be relocated by extending the following Bus Zones within Hurstville CBD:

i.    Extend the Bus Zone on the southern side of Barrett Street, Hurstville 15 metres west.

ii.   Extend the Bus Zone on the northern side of Barrett Street, Hurstville 15 metres west.

iii.  Extend the Bus Zone on the southern side of Crofts Street, Hurstville 12 metres east.

iv.  Install a 60 metre Bus Zone on the Southern side of Cross Street between The Avenue and Park Road, Hurstville.

(c)     That the Traffic Management Plan and the Road Occupancy License be submitted to RMS, Police and Council for approval.

(d)     That Council submit a Special Events Clearway Application to the Transport Management Centre (TMC) requesting a Special Event Clearway to be installed on Forest Road and Queens Road Hurstville between Bridge Street and Hudson Street, Hurstville from 7.00am to 4.00 pm on Saturday 18 January

(e)     That emergency service, bus operators and St George Cabs be notified of the proposed closure of Forest Road, Hurstville for the 2020 Hurstville Lunar New Year's Street Festival.

(f)      That Punchbowl Bus Company and Sydney Buses be requested to provide a ‘Bus Director’ to direct buses and passengers to the temporary bus stops allocated for the duration of the festival.

(g)     That Bus Companies be requested to advise the affected bus drivers of the proposed closure and alternative bus stops and bus routes on Saturday 18 January 2020.

(h)     That a temporary No Stopping restriction be installed on the south western side of Dora Street, between MacMahon Street and Queens Road, Hurstville for the duration of the Lunar New Year Festival on Saturday 18  January 2020.

(i)      That the Taxi Rank in Forest Road, Hurstville be relocated to Woodville Street, Hurstville for the duration of the festival. Appropriate signage be installed advising that the taxi rank has been relocated to Barratt Street, Hurstville.

(j)      Further that all business owners along Forest Road and Queens Road be notified of the proposed closure of Forest Road and proposed Special Events Clearway restrictions for the 2020 Hurstville Lunar New Year Street Festival

 

 

TAC198-19       Mashman Avenue Kingsgrove - Footpath widening

Recommendation

That the footpath widening along the eastern side of Mashman Avenue, Kingsgrove as per attached plan number U822 be approved.

 

   

General Business

 

·         Intersection of King Georges Road and Morgan Street – signal phasing to be investigated by RMS.

·         Oatley Park – update on traffic measures to be presented at a future traffic committee meeting.

·         Kingsway Roundabout – Line marking to be investigated.

·         Gannons Avenue and Wellington Road – “No Stopping” signs at intersection to be investigated.

·         Bonney Street – Illegal driver behaviour to be referred to Police for enforcement.

·         Milner Road traffic issues – Traffic count data indicated no action required. Additional street lighting request referred to Ausgrid.

·         Mark Coure MP requested update on projects for Tate Place and Edgbaston Road roundabout. Council to send through dates.

·         Hurstville Public School – Council to continue to work with RMS, Police and Centre for Road Safety on potential traffic measures in this area
