Council submit a request for funding under the Federal Government Black Spot
Program for the permanent removal of the right turn movement from West Street
into Princes Highway, Carlton.

community consultation be undertaken on the proposal.

a Traffic Management Plan and detailed construction plan be submitted to the
Roads and Maritime Services (RMS) for approval.
(d) The
removal of the right turn movement is subject to funding being allocated
under the Black Spot program.
