Executive Summary
1. This report seeks the Committee’s consideration for the proposed intersection treatment on Tournay Street at the intersection of Mavis Avenue, Peakhurst.
Background
2. Council received a request from a resident to investigate the intersection of Tournay Street and Mavis Avenue, Peakhurst, with regards to safety concerns at the intersection.
3. Currently there are existing 10m statutory “No Stopping” zones at the intersection of Tournay Street and Mavis Avenue.
4. Upon investigation of this request by Council officers, it was observed that vehicles were often either cutting the corner or taking the corner too wide, causing a hazard to oncoming traffic. Vehicles were also failing to appropriately slow down before entering Mavis Avenue.
5. Therefore, Council is considering the installation of a centreline and a “Give Way” sign with associated line marking to provide further clarity at this intersection and improve safety.

6. Within budget allocation – RMS Traffic Facilities Grant – Approximately $1,500.
Community Engagement
7. The residents in the vicinity were notified by letter of the proposed intersection treatment. Comments were invited until Friday 26 July 2019. No objections were received.

Executive Summary
1. This report seeks the Committees consideration for the proposed line marking and intersection treatment on Hearne Street at the intersection of Barry Avenue, Mortdale.
Background
2. Council has received a request to investigate the driving conditions on Hearne Street, Mortdale.
3. Currently there are no existing line markings on Hearne Street. The request is to install line marking in order to improve safety in this location.
4. Upon investigation of this request by Council officers, it was determined that in order to improve safety in this location, a 34m BB centreline should be installed on the bend on Hearne Street in order to delineate the travel lanes in this location.
5. Furthermore, that a “Give Way” sign and associated line marking and a 10m BB centreline be installed at the intersection of Hearne Street and Barry Avenue, be installed in order to delineate the intersection, improving safety.

Executive Summary
1. This report seeks the Committee’s consideration of proposed “STOP” sign, “Give Way” sign and associated line marking on Wyanga Lane, Beverly Hills.
Background
2. Council has received a request from Chris Minns, MP Member for Kogarah, on behalf of a local business owner, to investigate driving conditions on Wyanga Lane, Beverly Hills.
3. Currently there are no existing restrictions at the intersections on Wyanga Lane, Beverly Hills.
4. Following investigations by Council officers, and a site meeting between Council, Chris Minns, MP Member for Kogarah the business owner, it was observed that vehicles travelling along the unnamed lane towards Wyanga Lane, were failing to appropriately stop at the intersection, which created a hazard.
5. Due to the limited sight lines at the intersection, it is proposed to install a “STOP” sign and associated line marking at the intersection. This will mean vehicles will have to come to a complete stop before entering the intersection, improving safety.
6. Furthermore, it is proposed to install a “Give Way” sign and associated line marking on Wyanga Lane, at the intersection of Tooronga Terrace, as well as a 5m BB centreline. This will delineate the intersection, improving clarity around the orientation of the intersection and improve safety.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed island and line marking in Boundary Road near Anderson Road, Mortdale.
Background
2. Council has received a request from a resident of Anderson Road to investigate the vehicle movements at the intersection of Anderson Road and Boundary Road, in particular the left hand turn into Anderson Road.
3. As a result of this request, an on-site analysis was carried out at the subject intersection that consisted of a one-hour visual inspection in both the morning and afternoon peak periods to observe the vehicle movements.
4. This inspection revealed that during the peak periods there were approximately 100 vehicles turning into Anderson Road from Boundary Road. Approximately 20% of the vehicles observed entering Anderson Road were turning left from Boundary Road.
5. Due to the curvature of the kerb alignment on the southern side of the intersection, vehicles were observed to be turning into the street at a significant speed and some were noted to not use their left indicator.
6. There are 3 driveways located on the southern side of Anderson Road in close proximity to Boundary Road.
Proposal
7. A concept drawing has been prepared that includes the construction of an island and additional line marking at the southern side of the intersection. This would assist in slowing vehicles turning left into Anderson Road from Boundary Road by increasing the angle of the turn.
8. The edge line would also provide a “buffer” area to the travel lane for the residents exiting their driveways onto Anderson Road.
9. The detailed design of the concrete island will be submitted to the RMS for approval prior to its construction. No parking is to be removed as a result of this proposal.
10. The installation of the “Caution Driveways” sign would also provide further warning to drivers turning left into Anderson Road and lead to a further improvement in safety at the intersection.

Community Engagement
12. Community engagement will be conducted including: The detailed design and notification letter will be delivered to the nearby residents after Council has endorsed the proposal.

Executive Summary
1. This report seeks the Committee’s consideration of a proposed “STOP” restriction in Neville Street, Oatley.
Background
2. Council has been requested by a representative of St George Police Area Command to convert the existing “Give Way” restriction at the intersection of Neville Street and Oatley Parade to a “STOP” restriction following the investigation of a vehicle collision in this location.
3. In October 2018 Council constructed a pedestrian refuge island in Neville Street and painted a “Give Way” line as part of these works. Prior to the construction of the island, there was no delineation line marking at the intersection.
4. Council has also extended the length of the “No Stopping” zones in Oatley Parade, north and south of Neville Street, to further increase the sight distance along Oatley Parade for drivers exiting Neville Street.
Proposal
5. As a result of the request from St George Police Area Command, it is proposed to convert the existing “Give Way” restriction at the intersection of Neville Street and Oatley Parade to a “STOP” restriction to further improve the safety in this location.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed signs in Park Road at the intersection with Renn Street, Kogarah Bay.
Background
2. Council has received a request from a local resident to install signage or lines at the intersection of Park Road and Renn Street, Kogarah Bay to deter drivers from blocking the intersection.
3. The resident has advised Council that during peak times, drivers on Park Road regularly stop within the intersection and restrict drivers turning right into Renn Street leading to a build-up of traffic.
Proposal
4. As a result of this request, it is proposed to install “Do Not Queue Across Intersection” signs in Park Road at the intersection with Renn Street to deter drivers from blocking the intersection. Signage was deemed more appropriate in this location at this stage rather than line marking due to the lower cost and minimal maintenance.

1. This report seeks the Committee’s consideration of the proposed additional line marking in Railway Parade, Allawah.
Background
2. Council has received a request from a local business owner to investigate the traffic movements for westbound vehicles at the intersection of Railway Parade and Elizabeth Street, Allawah.
3. The intersection is quite wide with lane lines currently installed in Railway Parade on both sides of the pedestrian walking lines.
Proposal
4. It is proposed to install additional lane lines on the southern side of Railway Parade, west of Elizabeth Street, to advise drivers that there are 2 travel lanes through the intersection for westbound drivers.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed intersection treatment on Tavistock Road at the intersection of King Georges Road, South Hurstville.
Background
2. Council received a request from a resident to investigate the driving and parking conditions on Tavistock Road, South Hurstville.
3. Currently there are no existing parking restrictions on Tavistock Road, South Hurstville.
4. Following investigations by Council officers, it was highlighted that due to the current road width, when vehicles park along the roadside, it becomes dangerous for traffic, particularly when vehicles are entering Tavistock Road from King Georges Road.
5. It is therefore proposed to install a 15m “No Stopping” zone on the northern side of Tavistock Road and a 10m “No Stopping” zone on the southern side.
6. It is furthermore proposed to install a “Give Way” sign and associated line marking, along with a 10m BB centreline at the intersection. This will prevent vehicles from parking in this location and further delineate the intersection, improving safety.

(d) The removal of the right turn movement is subject to funding being allocated under the Black Spot program. |
Executive Summary
1. This report seeks the Committee’s consideration of the proposed traffic changes at the intersection of West Street and Princes Highway, Carlton.
Background
2. Council and the Roads and Maritime Services (RMS) have been investigating locations in the LGA that may be eligible for funding under the Federal Government Black Spot Program.
3. Council received a request from residents to investigate the intersection of West Street and Princes Highway in regards to safety concerns at the intersection.
4. The eligibility criteria for the Black Spot Program is a minimum 2 injury crashes over the 5 year period from 1 July 2013 to 30 June 2018. This data is reviewed from the RMS crash database.

5. The table below indicates the crash information recorded at the intersection of West Street and King Georges Road that have occurred during this 5 year period:

6. The RMS crash data at the intersection of West Street and Princes Highway indicates that the location is eligible for Council to submit a request for funding under the Federal Government Black Spot Program.
7. On 24th July 2019, a vehicle turning count was conducted at the intersection of West Street and Princes Highway to determine the volume of vehicles in the morning peak period from 7:45am to 8:45am. The results are indicated in the table below:

8. It was also highlighted on site that multiple vehicles did intend on turning right from West Street into Princes Highway, however after waiting for periods up to 13 minutes, decided to turn left into Princes Highway due to build of traffic.
9. It can be seen in the above table that the main movement in the morning peak period is for vehicles turning right from Princes Highway into West Street. Based on this information, if a turn movement were to be removed, it would be for vehicles turning right from West Street into Princes Highway due to the lesser movement. These vehicles could use the signalised intersection at Park Road to access the Princes Highway, or turn left from Blakesley Road onto King Georges Road which are safer alternatives.

Executive Summary
1. The report seeks the Committees consideration of the proposed temporary road closure at No.’s 282-290 Forest Road, Hurstville.
Background
2. The builder of a Council approved development at No.’s 282-290 Forest Road, Hurstville has applied for a Road Closure in order to install a tower crane on their worksite.
3. The tower crane installation will be carried out over the period of 12 hours (subject to Council and ROL application approval as a separate application) on the following dates:
Saturday 9 pm, 21 September 2019 – Sunday 9 am, 22 September 2019
In the event that the above installation is not able to be completed, the contingency installation dates are as follows:
Saturday 9 pm, 28 September 2019 – Sunday 9 am, 29 September 2019
4. The crane will be delivered/removed to/from the site via 19m semi-trailers. The installation/dismantling works will require the full closure of Forest Road between MacMahon Street and Forest Road (near Rose Street) as well as the partial road closure of the southbound lane of MacMahon Street between Dora Street/Barratt Street and Forest Road.
Public Notification
5. To provide on-street parking users with advanced warning of the Forest Road full road closure at the site, signs indicating “No Parking, 9pm Sat – 9am Sun” will be installed along Forest Road.
6. The applicant would have to appoint a communications consultant to prepare notification letters, under the approval of Council, that would be delivered to nearby properties, to advise of the construction works and timing thereof. The letters would advise properties along Forest Road to schedule deliveries.
Impact on Public Transport Services
7. Existing bus routes run along Barratt Street, MacMahon Street and Forest Road. It is proposed these routes be detoured via Hurstville Station, Stand A and Hurstville Station, Stand B on Woodville Street towards Forest Road north-westbound towards MacMahon Street.
8. The following bus relocation signs would be provided at the affected bus stops:
Hurstville Station, Barratt St, Stand E: 452 and 455
Hurstville Station, McMahon St, Stand D: 490 and 491

1. This report seeks the Committee’s consideration of a request for the temporary closure of streets in Oatley for the Oatley Village Festival.
Background
2. The Lions Club of Oatley Inc. has requested Council’s permission to hold the annual Oatley Village Festival on Saturday 19 October 2019. This festival is a popular community event that promotes local community organisations and provides an opportunity to raise funds for a wide variety of projects. The event has been running for over forty years.
Festival Arrangements
3. As in previous years, the festival will be held within the barricaded areas of Frederick Street and Oatley Avenue and the adjoining Memorial Gardens in Oatley, as indicated on the Oatley Lions Village Festival Plan, attached to this report. Public transport authorities using the Oatley area are advised weeks in advance of the event that road closures will be in place and alternate routes will be made available for use around the festival area.

Street (between Letitia Street and Oatley Parade) and a section of Oatley
Avenue is proposed to be closed to vehicular traffic from 6.30am until 5.30pm
on
19 October 2019 to allow for the safe movement of pedestrians attending the
festival.
5. The applicant has submitted a Traffic Control Plans (TCP) by an RMS authorised (ticketed) person and these will be implemented on the day and are attached to the report.
6. The event would be classified as a Class 2 Event according to the “Guide to Traffic and Transport Management for Special Events”, and as such a Traffic Management Plan will be required to be submitted to the RMS for their approval prior to the event. This plan will be prepared in accordance with the RMS document “Procedures for use in the Preparation of a Traffic Management Plan.” This will be completed by Council.

2. A request has been received from the Treasurer of the Ladies Auxiliary of the Greek Orthodox Church in Belgrave Street, Kogarah to conduct their Annual Fete on Sunday 29 September 2019. This request includes a proposal to temporarily close a section of Belgrave Street, between Post Office Lane and Kensington Street, Kogarah.
Proposal
3. It is proposed that Belgrave Street, between Post Office Lane and Kensington Street, be closed to vehicular traffic from 6am to 3pm on Sunday 29 September 2019 to allow the safe movement of people attending the Ladies Auxiliary of the Greek Orthodox Church Annual Fete.

Background
2. Punchbowl Bus Company has recently conducted a review of the bus stops along Route 942 that operates between Lugarno and Campsie.
3. The bus service operates along Shenstone Road between 7.30am and 4pm, Monday to Friday.
Proposal near Weemala Avenue
4. As a result, Council has been requested by the bus company to install a new 18m and 28m “Bus Zone, 7.30am – 4pm, Mon – Fri” zone on the northern and southern side respectively of Shenstone Road near Weemala Avenue.
5. It is also proposed to install “No Stopping” signs at the intersection of Shenstone Road and Weemala Avenue to improve vehicle turning movements in this location.
Proposal near unnamed lane
6. As part of the review, it was determined that the Bus Stop signs on both the northern and southern side of Shenstone Road, near the unnamed lane, were missing and as a result the bus service was encountering issues picking up and dropping off patrons in these locations.
7. Council has therefore been requested by the bus company to install a new 17m and 21m “Bus Zone, 7.30am – 4pm, Mon – Fri” zone on the northern and southern side respectively of Shenstone Road, near the unnamed lane, in the locations where the Bus Stops were located to prevent vehicles parking in these areas and allow the bus to stop safely parallel to the kerb.

Community Engagement
9. Community engagement was conducted including: A letter and plan of each proposed “Bus Zone” along Shenstone Road were distributed to the nearby residents. The closing date for submissions was 12 July 2019. Council received one phone call regarding the proposal in relation to the proposed zone on the southern side of Shenstone Road opposite Weemala Avenue.
a. The resident requested that the existing Bus Stop be relocated further west towards Salt Pan Road. Council advised Punchbowl Bus Company of the request and it was determined that relocating the stop would result in the spacing between stops not being compliant with their guidelines. The relocation would also result in an increased loss of street parking for residents.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed sign changes in Orange Lane and Wright Street, Hurstville.
Background
2. Council has recently completed footpath widening works in Orange Lane, between Orange Street and Wright Street, to cater for the high volume of students walking from the nearby schools.
3. Currently, there is a 67m “No Parking, 8am – 9.30am, 2.30pm – 4pm, School Days” zone on the southern side of Orange Lane that is utilised by parents of the nearby Hurstville Public School and Hurstville Adventist School to drop off and pick up students.
4. As a result of the widening, the width of Orange Lane has been reduced to a width of 5m between kerbs.
5. A site meeting was conducted with representatives of Hurstville Adventist School in late July to discuss parking options in close proximity to the school as well as the existing “Bus Zone” in Orange Lane and Wright Street.
6. The site inspection also revealed that there is an existing “No Stopping, 8am – 9.30am, 2.30pm – 4pm, School Days” zone on the northern corner of Orange Lane and Wright Street that should be signposted as “No Stopping” due to its proximity to the intersection.
7. It was also noted that the “No Stopping” zones in Wright Street, south of the pedestrian crossing, did not comply with the RMS requirements for stopping restrictions near a crossing and are required to be relocated.
8. The Principal of Hurstville Adventist School also advised Council that the existing “Bus Zone, 8am – 9.30am, 2pm – 4pm, School Days” zone on the eastern side of Wright Street, adjacent to the school does not require the zone to be signposted to 4pm as the bus leaves before 3pm.
Proposal
9. Following investigations, it is proposed to convert the “No Parking, 8am – 9.30am, 2.30pm – 4pm, School Days” zone on the southern side of Orange Lane, to a “No Parking” zone. This still permits parents to use the street for drop off and pick up but does prohibit vehicles parking for longer than 2 minutes as per the Road Rules.
10. Due to the narrow road width, the “Bus Zone” on the southern side of Orange Lane near the bend is required to be converted to “No Stopping” to prevent vehicles stopping in that location and assist with traffic flow.
11. The existing “No Stopping, 8am – 9.30am, 2.30pm – 4pm, School Days” zone on the northern corner of Orange Lane and Wright Street, is required to be converted to “No Stopping” due to its proximity to the intersection and the insufficient area on Wright Street, north of Orange Lane, that does not permit a vehicle to legally park due to the driveway locations.
12. The existing “Bus Zone, 8am – 9.30am, 2pm – 4pm, School Days” zone on the eastern side of Wright Street, adjacent to Hurstville Adventist School, is to be converted to “Bus Zone, 8am – 9.30am, 2pm – 3pm, School Days”, as the bus is not required after 3pm and would provide an additional location in the street that drivers can utilise after 3pm.

2. Council has received a request to consider options to improve the safety for drivers using the intersection of Carrington Avenue and Park Street, Mortdale.
3. Currently there are no signs in Carrington Avenue, east of Park Street, which prevent drivers parking in close proximity to the intersection. There are existing “No Stopping” signs on the eastern side of Park Street at the intersection with Carrington Avenue.
Proposal
4. Upon investigation of this request, it is proposed to install “No Stopping” zones on the northern and southern side of Carrington Avenue at the intersection with Park Street to increase the sight distance along the streets and lead to an improvement of safety in this location.
5. The proposed 20m “No Stopping” on the southern side of the street is to prohibit vehicles parking between the driveways of No.’s 26 and 28 and therefore improve access to the properties.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed “No Stopping” zone in Connells Point Road, Connells Point.
Background
2. A request was received by a resident of Connells Point Road in regards to prohibiting vehicles parking at the small space of kerb between the driveways of No.’s 159 and 161 and restricting vehicle access to the properties. This issue particularly occurs during school pick-up and drop-off times.
3. During a site inspection, a driver was observed to park between the driveways and walk to the school leaving the vehicle unattended for a significant time. The vehicle was observed overhanging the driveway by approximately 2m.
Proposal
4. Upon investigations by Council officers, it was found that the length of kerb adjacent to these properties is 3.2m in length which is less than the standard car length. It is therefore proposed to install a “No Stopping” zone. This will prevent vehicles from stopping in this location.
5. It was considered to install a “No Parking” zone in this location, however it could lead to parents using it as a drop off and pick up location and continually restricting access to the properties during the peak periods and was therefore deemed inappropriate.

Executive Summary
1. This report seeks the Committees consideration of the proposed extension of the existing “No Stopping” zone on the northern side of Webb Street, Riverwood.
Background
2. Council has received multiple requests from residents and commuters to investigate the parking conditions on the northern side of Webb Street, Riverwood.
3. The existing road width of Webb Street is 7.5m wide. The area is frequently parked out by commuters due to the close proximity to Riverwood Train Station.
4. In March 2018 a 32m “No Stopping” zone was installed on the northern side of Webb Street. This was installed to prevent vehicles parking in this location and provide a safe location for vehicles travelling along Webb Street to wait for a safe opportunity to pass each other, improving safety in this location.
5. Due to the high parking occupancy and narrow existing road width there is a section of approximately 30m in which the travel lane is reduced to one direction at a time. There is one existing driveway in this section, so passing opportunities in this location are limited. Executive Summary
1. This report seeks the Committee’s consideration of the proposed “No Parking, 5am – 9am Council Vehicles Excepted” zones in Riverwood and Penshurst.
Background
2. A request has been received from Council’s City Presentation section to consider the installation of “No Parking, Council Vehicles Excepted” zones in Riverwood and Penshurst.
3. Council’s maintenance crews are required to park in close proximity to the toilet blocks located on Belmore Road, Riverwood and Bridge Street, Penshurst. These crews are required to perform work in these locations on a daily basis.
4. As the street sign posting adjacent to the toilet blocks does not permit Council vehicles to park, their vehicles have been infringed for illegally parking.
Proposal
5. As a result of this request, it is proposed to install an 8m “No Parking, 5am – 9am Council Vehicles Excepted” zone with supplementary “Taxi Zone, At Other Times” on the western side of Belmore Road, Riverwood near the toilet block. This would provide multiple benefits as it would provide a drop off location for train commuters near the station in the morning peak whilst also allowing the Council maintenance truck to park legally to carry out their duties. After 9am the area would revert back to a “Taxi Zone”.
6. It is also proposed to install a 10m “No Parking, 5am – 9am Council Vehicles Excepted” zone with supplementary “Taxi Zone, At Other Times” on the southern side of Bridge Street, Penshurst near the toilet block. This would provide multiple benefits as it would provide a drop off location for train commuters near the station in the morning peak whilst also allowing the Council maintenance truck to park legally to carry out their duties. After 9am the area would revert back to a “Taxi Zone”.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed “Motor Bike Only” parking zone in Gladstone Street, Kogarah.
Background
2. On the western side of Gladstone Street, adjacent to Kogarah High School there is angle parking designed in accordance with “AS 2890.5 – 1993, On-Street Parking” for rear to kerb parking with overhang.
3. There is however a large street tree located within the overhang area in one of the angle parking spaces and as a result vehicles have hit the tree when reversing. Council has recently installed a wheel stop within this space to prevent vehicles reversing into the tree. This has resulted in the front of the vehicle projecting into the travel lane.
Proposal
4. It is therefore proposed to convert the angle parking space to a “Motor Bike Only” parking zone with a centre line that would create two spaces for motor bikes. The street tree has been requested to be retained.

Executive Summary
1. This report seeks the Committee’s consideration for the proposed “No Parking” zone on Isaac Street, Peakhurst.
Background
2. Council has received a request from a resident to investigate the parking conditions on the northern side of Isaac Street, between No.’s 13 and 15a Isaac Street, Peakhurst.
3. Currently there is unrestricted parking on the northern side of Isaac Street. The request is to restrict parking between and across the driveways in this location.
4. Upon investigation of this request by Council officers, it was found that the lengths of kerb between driveways in the location are under that of a standard car length. It was also noted that people were stopping in this location for longer periods due to the businesses operating in the area.
5. Council is therefore considering the proposal to install a “No Parking” zone. This will prevent cars parking in this location for long periods of time, but still allow for passengers to be pick-up and dropped-off, as per the Road Rules 2014 – Reg 168 & 198.

Background
2. Council has received a request from a resident to consider changes to the existing “No Stopping, Taxis Excepted, Limit 1 Minute” zone on Montgomery Street, Kogarah.
3. The current parking zone is adjacent to a physiotherapy business; the request is to allow for all vehicles to pick-up and drop-off in this location instead of taxis only.
4. Following inspections by Council officers during the morning and afternoon peak periods, it was observed that the queueing into the existing “No Stopping, Taxis Excepted, Limit 1 Minute” zone was minimal.
5. It is therefore proposed to convert the existing “No Stopping, Taxis Excepted, Limit 1 Minute” zone to a “No Parking” zone with supplementary “Pick Up & Set Down Area” plates. This will allow for vehicles to pull in to pick-up and drop-off passengers in order to access businesses in the vicinity.
