Executive Summary
1. There are nine industrial precincts within the Georges River Local Government Area (LGA). These precincts are under pressure from landowners to rezone for residential or mixed uses.
2. In response to development pressure, Council commissioned the Georges River Industrial Land Review (Attachment 1) which provides a detailed analysis of industrial precincts in the Georges River LGA, including a detailed demand and supply analysis of industrial lands and assessment of the suitability of each industrial precinct for local and strategic industrial uses.
3. The Georges River Industrial Land Review recommends that existing industrial zoned land should not be rezoned given the deficit of industrial floorspace by 2036 and suitability of all industrial precincts to accommodate industrial land uses.
4. At its meeting on 17 December 2018, Council endorsed the Georges River Industrial Land Review as a strategic planning document that will inform the preparation of the Georges River Local Environmental Plan and Development Control Plan controls.
Summary of Key Findings of the Georges River Industrial Land Review
5. The Georges River Industrial Land Review determines that the LGA currently has a shortage of urban services land and will have a deficit of industrial floorspace by 2036. The Review also identifies based on a suitability analysis that all industrial precincts within the LGA are well placed to accommodate industrial land uses.
6. The Georges River Industrial Land Review recommends that existing industrial zoned land should not be rezoned if there is a demonstrable need or shortage and alternative industrial opportunities do not exist. There is not currently considered to be a clear case for change to support any further re-zonings of industrial precincts within the Georges River LGA.
7. The Georges River Industrial Land Review highlights the need for industrial land to be retained and managed across the Georges River LGA in line with the policy directions of the Greater Sydney Commission (GSC) reflected in the South District Plan.
8. The District Plan is a guide for implementing the Sydney Region Plan: A Metropolis of Three Cities at the district level and proposes a 20-year vision by setting out aspirations and proposals for the South District.
9. Within the South District Plan, the GSC recognises that there is a limited supply of industrial land in the South district of Greater Sydney. The GSC has a clear position that industrial lands in the South district should be retained and managed as these industrial lands are required for economic and employment purposes. This means that all industrial zoned land should be safeguarded from conversion to non-industrial/residential development, including conversion to mixed-use zones. In updating local environmental plans, councils are required to conduct a strategic review of industrial lands.

12. In accordance with Council’s resolution of 17 December 2018, landowners of industrial land within the Georges River LGA will be notified of Council’s decision to endorse the Georges River Industrial Land Review and invited to attend an information session on the adopted policy in February 2019.

Executive Summary
1. Council adopted the Economic Development Strategy in December 2018. The Strategy takes a placed based approach to local economic development. It acknowledges that competing for success in a modern economy requires creating places where workers, entrepreneurs, and businesses want to locate invest and expand.
2. Under Theme 3. Goal 1- Build a diverse and robust economy, a key action of the Strategy has been to develop and distribute centre based business newsletter featuring business and investment information.
Background
3. Council is now in position to produce a business focussed newsletter as a sizeable business contact data base numbering 5,342 businesses has been established.
4. An image library and branding templates have also been developed.
5. The newsletter would be aimed at local business and investors and distributed via email on a quarterly basis with the first issue to be distributed in February 2019.
6. A copy of the first edition is attached.

Executive Summary
1. The Business Portal of Council’s website was launched the week prior to Christmas 2018.
Background
2. At its meeting on 27 August 2018, Council resolved to adopt the following Notice of Motion:
“That the General Manager review and update the local business page on Council’s website to provide a comprehensive package of information for local businesses, such as, but not limited to the following:
a) Opportunities for doing business with Georges River, including:
(i) Providing an economic profile
(ii) List of business events with Council involvement
(iii) A copy of the Economic Development Strategy
(iv) Any available grants and sponsorship.
b) Regulations affecting businesses including:
(i) Business activation
(ii) Outdoor dining permits
(iii) Food and drink premises
(iv) Planning and events.
c) Facilities that are available for businesses including:
(i) Parking, roads and transport
(ii) Buildings and venues for hire.
d) Opportunities and investment attraction:
(i) Tenders
(ii) Grants and sponsorships
(iii) Range of services that are available to support local businesses
(iv) Links to St George Business Chamber and Realise Business websites
(v) Smart Cities program.”
3. In accordance with the Council Resolution, a ‘Business’ portal was added to the menu bar on Council’s website, visible from the home page and all other pages.
4. A number of other Councils’ websites were reviewed with regard to their ‘Business’ presence to ensure the Georges River Council portal reflected best practice.
5. The Business Portal has been divided into the following areas:
· Start
· Grow
· Invest
· Apply, and
· Learn.
6. The Business Portal is considered a ‘work in progress’ with Council officers undertaking continuous improvement on the site to ensure the information provided is accurate, current, easily understood and relevant to the business community it is serving.

Executive Summary
1. The Business Connect program is funded by the NSW Government to provide business advisory services and business skills training for businesses at every stage of development.
2. Business Connect aims to support businesses to start up, create jobs through growth, to assist established small to medium enterprises become more sustainable and increase business confidence throughout NSW.
3. In order to better engage businesses on the ground, the organisation operates the Business Connect Bus.
Background
4. The Business Connect Bus delivers high quality business advice across NSW connecting businesses to a broad range of services and programs designed to help them grow.
5. The Business Connect bus will visit the Kogarah Town Centre on Tuesday 19 February from 9.00am until 3.00pm.
6. The location will be Belgrave Street Kogarah near the corner of Post Office Lane.
7. The visit will be promoted on Council’s Facebook page and will be emailed to Council’s Business contact database.
8. Council’s Economic Development Officer will also directly promote the initiative with local businesses one week prior to 19 February.

Executive Summary
1. This report provides an overview of research conducted by Council’s Strategic Planning department with regard to the number and general activity of international visitors throughout the Georges River Local Government Area (LGA) during 2016/17.
Background
2. Tourism is an important part of the Australian economy. Tourism Research Australia (TRA) runs annual visitor surveys to measure the size and composition of the tourism market in each area. Tourism may include overseas visitors in the country for a holiday, business or education, Australian visitors staying overnight, or local day trippers visiting the area. These different types of tourists will utilize different services within the economy, so understanding the different tourism markets is important for Local Government and businesses.
3. ‘International Visitor Nights’ are being investigated for the purpose of this report.
4. The 2016/17 surveys use 2016 Census based ‘Statistical Area Level 2’ (SA2) data and are not normally available at LGA level. SA2s contain an average population of 10,000 and .id have combined SA2s to form a best fit to LGA boundaries. Information on domestic visitors is not available.
5. Based on the information available, in 2016/17 the Georges River Council area supported 2,573,070 international visitor nights generated by 48,037 visitors staying an average of 53.6 days.
6. Of these international visitors:
42.9% were visiting friends and relatives (VFR)
29.4% were here on holiday
16.6% were here for education
6.7% were here for employment.
7. This figure is up over 9% on the previous year and over 79% on five years ago.

9. In 2016/17, the total tourism and hospitality sales in the Georges River Council area was $291.4m.
10. The total tourism and hospitality sales in adjoining Councils, again provides an interesting comparison:
Georges River Council $291.4m
Canterbury Bankstown Council $707.3m
Sutherland Shire Council $832.5m
Whilst the Georges River LGA has a similar number of International Visitor Nights to Canterbury Bankstown, the total tourism and hospitality sales is almost 2.5 times greater. Is this anomaly a result of the good quality transport links and proximity of the Georges River LGA to the city? Do our international visitors go outside of the LGA to spend their money?
11. The destination zone with the greatest number of Accommodation and Food Services workers within the Georges River Council area was Hurstville (672 or 22.9%), followed by Riverwood (230 or 7.8%), Beverley Park (194 or 6.6%) and Kogarah (183 or 6.2%).
12. It is noted that accommodation is more readily available in adjoining LGAs however it is anticipated that this figure will increase in Georges River with the development of accommodation options over coming years.
13. This report investigates the difference in the number of international visitor nights between Georges River Council and adjoining LGAs, and highlights the contrast in total tourism and hospitality sales during 2016/17.
14. The information provided in this report will form part of the evidence to inform the upcoming Night Time Economy Study. In turn, the Night Time Economy Study action plan may address ways in which to capture and increase local spend.

Executive Summary
1. The City Strategy and The Innovation (CSI) Directorate was established in December 2018 and includes Communications Unit and the newly established Strategy and Innovation Unit.
2. Ms Sue Weatherley has been appointed at the Director to drive the positioning of the Georges River area and Council as a strong and influential entity in both the Sydney metropolitan region and in NSW.
3. The Directorates remit includes:
· Councils Communication Service such as websites, press activity, consultation,
· Delivery of Georges River Vision 2050
· Evolving Council’s position and exposure through branding, presence, extending networks and partnerships
· Establishment of Kogarah Health + Research Hub
o Kogarah Collaboration Area
· Creation of Hurstville Heart of the City
· Delivery of an Innovation Strategy
· Continued implementation of Georges River Smart City
· Pursuit of Grant funding
Background
4. Now that Council has successfully built the merged entity there is a need to turn the focus outwards and concentrate on positioning the Georges River area and the Council as a strong and influential entity in both the Sydney metropolitan region and in NSW.
Kogarah Collaboration Area
5. One of the key projects The Strategy and Innovation Directorate is working on is the Kogarah Collaboration Area.
6. The Greater Sydney Commission has identified the Kogarah health and education precinct as a 2018/19 Collaboration Area
7. A Collaboration Area is a place-based, multi-stakeholder approach to solving complex urban issues. They offer a new way for NSW and local governments to work to deliver collective responses that support growth and change
8. The Commission is facilitating collaboration between Georges River Council; Bayside Council; NSW Department of Health; TAFE NSW; St George Public and Private Hospitals; NSW Department of Education; Transport for NSW; NSW Department of Industry, Skills and Regional Development and other state agencies to deliver solutions to complex urban issues that may be preventing the area to reach its full potential.
9. The first in a series of stakeholder workshops will take place end of February/ early march to discuss and gain insight into the challenges and opportunities in Kogarah to develop objectives/purpose of the precinct. Workshops will also be held with a Reference Group comprising of non-government agencies in the area.
10. The output of the Collaboration Area is a Place Strategy tailored to Kogarah (to be endorsed by Council by December 2019). This Strategy will set out a shared vision for the area, identify challenges and opportunities, outline the priorities and identify the projects and initiatives to deliver the vision.

Executive Summary
1. In March 2018, the State Government introduced legislation requiring councils to prepare local strategic planning statements (LSPS).
2. The LSPS presents an opportunity for Council to create a 20 year vision for our local government area (LGA) that respects and strengthens the character of our suburbs and the social, environmental and economic values of our community. It builds on the 10 year vision of the Community Strategic Plan but with a strategic land use focus that demonstrates how the LGA will change to meet the community’s needs in 20 years’ time.
3. The LSPS will be the primary resource to express the desired land use future for the LGA and will guide and indicate what significant changes are planned for the Georges River Local Environmental Plan (LEP) 2020 and Georges River Development Control Plan (DCP) 2020. The LSPS is a ‘linking’ document between the Greater Sydney Commission’s South District Plan and the city’s LEPSs. The LSPS is being prepared as the first step in the State Government’s Accelerated LEP Review Program.
4. Council, in consultation with the community, will determine the priorities for our LGA, informed by and consistent with the South District Plan.
5. Stage 1 community engagement will commence in March 2019 and include sixteen (16) suburb/locality-based engagement sessions/events to be held across the LGA. Consultants have been engaged to fully develop the program and facilitate the 16 sessions.
