Traffic Advisory Committee Meeting - 19 September 2017

Committee Recommendation:

That the Minutes of the Traffic Advisory Committee Meeting held on 19 September 2017 , as previously made available to each Councillor, be adopted.

TAC121-17       Westfield Shopping Centre, Hurstville - Proposed Traffic Management Measures for the Christmas Period

(Report by Traffic Engineer)

Committee Recommendation:

a)      That the proposed traffic control measures in Park Road and The Avenue, Hurstville, from Thursday, 14 December to Sunday, 31 December 2017 be approved subject to the following conditions:

i.   The applicant (Westfield) shall advise the Hurstville Local Area Command (Traffic Services) at least 10 days prior to the implementation of proposed traffic control measures. Any conditions imposed by the Police shall be fully complied with.

ii.  The applicant (Westfield) shall advise the RMS and the Transport Management Centre at least 10 days prior to the implementation of proposed traffic control measures. Any conditions imposed by the RMS and the Transport Management Centre shall be fully complied with.

iii. The applicant (Westfield) shall advertise the proposed temporary changes to the traffic situation in local newspapers.

iv. The applicant (Westfield) shall provide advice in writing to all the affected residents and business owners approximately two weeks prior to implementation of the proposed “No Parking” restrictions.

v.  All traffic control devices shall comply with the requirements of ‘AS 1742, Australian Standard Manual of Uniform Traffic Control Devices’.

vi. Only RMS accredited traffic controllers shall be used to control traffic at the entry and exit points of the shopping centre in Park Road and The Avenue, Hurstville.

b)      That a temporary “No Parking” restriction be installed along both sides of Cross Street, between Park Road and The Avenue, Hurstville from Friday, 22 December 2017 to Sunday, 31 December 2017.

c)      Further that Westfield Management be advised of Council’s decision.

 

 

TAC122-17       White Ribbon Walk, Kogarah - Proposed Temporary Road Closures

(Report by Traffic Engineer)

Committee Recommendation:

That approval be granted to temporarily close streets on the route of Council’s “White Ribbon Walk” event, from Kogarah Park to Kogarah Town Square and back, between 1pm and 3pm on Friday, 24 November 2017, as shown on the Traffic Control Plan and Management Plan attached to the report.

 

 


 

 

TAC123-17       Stuart Street, Blakehurst - Proposed Parking Restrictions

(Report by Traffic Engineer)

Committee Recommendation:

(a)     That a 30m “No Stopping” zone be installed on the northern side of Stuart Street, east of Joseph Street

(b)     That a 20m “No Stopping” zone be installed on the eastern side of Joseph Street, north of Stuart Street.

(c)     That a 30m “Bus Zone, Mon - Sat” be installed on the eastern side of Joseph Street, north of the proposed “No Stopping” mentioned in (b) above, and as shown on plan TC1624 attached to the report.

(d)     That the adjacent residents be notified of Council’s decision.

 

 

TAC124-17       Planthurst Road, Carlton - Proposed "No Parking" zone

Committee Recommendation:

That the existing 260m “Truck Zone, 7pm – 5am Mon – Sat, 7pm – 5am Sat – Mon” zone on the eastern side of Planthurst Road, Carlton, be converted to “No Parking, 7pm – 5am, Vehicles 4.5t GVM and Over Excepted”, as shown on plan TC1625 attached to the report.

 

 

TAC125-17       Carwar Avenue, Carss Park - Proposed Temporary Road Closures for the Australia Day Event

Committee Recommendation:

That approval be granted for the closure of Allawah Avenue and part road closure of Carwar Avenue, Carss Park, between 7am and 10pm on Friday, 26 January 2018 for Council’s “Australia Day” event to be held at Carss Bush Park, as shown on Plans TCP 1, TCP 2 and TCP 3 attached to the report.

 

 

TAC126-17       Oatley Avenue, Oatley - Proposed No Parking zones

Committee Recommendation:

(a)     That a 5m “No Parking” zone be installed across the pedestrian ramp on the western side of the intersection of Oatley Avenue and Wonoona Parade East, Oatley.

(b)     That a 5m “No Parking” zone be installed across the pedestrian ramp on the northern side of the intersection of Oatley Avenue and Wonoona Parade East, Oatley, as shown on the plan TC 1621 attached to the report.

 

 


 

 

TAC127-17       Apsley Street, Penshurst - Proposed Works Zone

(Report by Assistant Traffic Engineer)

Committee Recommendation:

(a)     That a 38m “Works Zone, 7am – 5pm, Mon – Sat” be installed on the western side of Apsley Street, Penshurst adjacent to number 11 - 13, for a period of 52 weeks commencing om 16th November 2017, as shown on plan TC1626 attached to the report.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.

 

 

TAC128-17       Morts Road, Mortdale - Proposed Loading Zone

(Report by Assistant Traffic Engineer)

Committee Recommendation:

That the matter be deferred to a future Traffic Advisory Committee meeting following further investigation by Council staff to determine other suitable locations.

 

TAC129-17       St Declan's Catholic Primary School, Penshurst - Road Safety Issues

(Report by Traffic Engineer)

Committee Recommendation:

(a)     That Council request the Roads and Maritime Services (RMS) to investigate the increased time for the pedestrian walk phase for the traffic signals at the intersection of Forest Road and Penshurst Street, Penshurst.

(b)     That Council request the RMS to investigate the feasibility of a school crossing supervisor to be appointed at the pedestrian crossing in Percival Street at the intersection of Penshurst Street.

(c)     That if St Declan’s Catholic Primary School, Penshurst complies with the NSW Centre for Road Safety “Drop-off and Pick-up Initiative” program, Council install the associated fluorescent “School Drop-off Pick-up Zone” signs in Penshurst Street to supplement the existing “No Parking, 8am – 9.30am, 2.30pm – 4pm School Days” zone adjacent to the school.

 

 

TAC130-17       Gray Street, Kogarah - Proposed Works Zone

(Report by Traffic Engineer)

Committee Recommendation:

(a)     That 12m of the existing “2P, 6am – 6pm, Mon – Fri, Permit Holders Excepted, Area 5” zone on the eastern side of Gray Street, Kogarah, adjacent to No. 68, be converted to a “Works Zone, 7am – 5pm, Mon – Sat”, for a period of six (6) weeks commencing in mid-October 2017, as shown on plan TC1628 attached to the report.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.

 

 


 

 

TAC131-17       Tavistock Road South Hurstville - Proposed No Stopping zone extension

Committee Recommendation:

That the existing 10m “No Stopping” zone on the southern side of the intersection of Tavistock Road and King Georges Road, South Hurstville be extended to 19m, as shown on the plan TC1622 attached to the report.

 

 

TAC132-17       Algernon Street Oatley - Proposed No Stopping zone

Committee Recommendation:

(a)     That a 53m “No Stopping” zone be installed on the northern side of Algernon Street, Oatley adjacent to 45 Algernon Street, as shown on the plan TC 1620 attached to the report.

 

 

TAC133-17       Roberts Lane, Hurstville - Proposed No Parking Zone

(Report by Assistant Traffic Engineer)

Committee Recommendation:

(a)     That a 190m “No Parking” zone be installed on the eastern side of Roberts Lane, Hurstville, as per the plan TC 1619 attached to the report.

 

 

TAC134-17       Gray Street / Princes Highway / Rocky Point Road, Kogarah - Intersection Changes

(Report by Traffic Engineer)

Committee Recommendation:

a)      That Council approve the line marking in Gray Avenue requested by Roads and Maritime           Services (RMS) between the Princes Highway and Rocky Point Road, Kogarah.

b)      That Council approve the unrestricted car parking space removal requested by RMS on      the southern side of Gray Avenue.  However, two (2) of these spaces shall be signposted         as “No Stopping, 6.30am – 9.30am, 2.30pm – 6.30pm, Mon-Fri”.

 

  

Conclusion
