Recommendation

a)      That the proposed traffic control measures in Park Road and The Avenue, Hurstville, from Thursday, 14 December to Sunday, 31 December 2017 be approved subject to the following conditions:

i.   The applicant (Westfield) shall advise the Hurstville Local Area Command (Traffic Services) at least 10 days prior to the implementation of proposed traffic control measures. Any conditions imposed by the Police shall be fully complied with.

ii.  The applicant (Westfield) shall advise the RMS and the Transport Management Centre at least 10 days prior to the implementation of proposed traffic control measures. Any conditions imposed by the RMS and the Transport Management Centre shall be fully complied with.

iii. The applicant (Westfield) shall advertise the proposed temporary changes to the traffic situation in local newspapers.

iv. The applicant (Westfield) shall provide advice in writing to all the affected residents and business owners approximately two weeks prior to implementation of the proposed “No Parking” restrictions.

v.  All traffic control devices shall comply with the requirements of ‘AS 1742, Australian Standard Manual of Uniform Traffic Control Devices’.

vi. Only RMS accredited traffic controllers shall be used to control traffic at the entry and exit points of the shopping centre in Park Road and The Avenue, Hurstville.

b)      That a temporary “No Parking” restriction be installed along both sides of Cross Street, between Park Road and The Avenue, Hurstville from Friday, 22 December 2017 to Sunday, 31 December 2017.

c)      Further that Westfield Management be advised of Council’s decision.

 

Executive Summary

1.      This report seeks the Committee’s approval to implement temporary traffic management measures on Park Road and The Avenue, Hurstville adjacent to Westfield Shopping Centre during the 2017 Christmas shopping period.

 

Background

 

2.      Every year the Centre Manager of Westfield Hurstville requests permission to implement a number of traffic management measures on The Avenue, Park Road and Cross Street, Hurstville during the Christmas shopping period to ease traffic congestion around Westfield Shopping Centre.

3.      This year it is proposed to have the proposed traffic management measures in place from Thursday, 14 December 2017 to Sunday, 31 December 2017 in order to reduce traffic congestion in Hurstville CBD during the 2017 Christmas period.

4.      The proposed traffic control measures include:

a)      “No Parking” restrictions on the eastern side of Park Road from Forest Road to Cross Street.

b)      “No Parking” restrictions on the western side of The Avenue from Cross Street to the service area (loading docks) of the shopping centre. Parking will be permitted on the eastern side of the street.

c)      RMS Accredited Traffic Controllers at entry and exit points of the shopping centre in Park Road and The Avenue.

5.      The proposed parking restrictions will provide exclusive traffic lanes for traffic accessing the shopping centre reducing the possible impact on through traffic movements on Park Road and The Avenue.

6.      Similar traffic measures were used in the past few years to successfully manage traffic during the previous Christmas periods. 

7.      In addition to the parking restrictions requested by Westfield Management, every year the Police representative on the Traffic Advisory Committee had always requested additional “No Parking” restrictions to be installed along both sides of Cross Street between Park Road and The Avenue, Hurstville during the busiest time of the Christmas period in order to further reduce traffic congestion in Hurstville CBD during the pre and post-Christmas sales period.

8.      Accordingly, it is suggested to also restrict parking on both sides of Cross Street between Park Road and The Avenue, Hurstville from Friday, 22 December to Sunday, 31 December 2017.

Financial Implications

 

9.      No budget impact for this report.

Recommendation

That approval be granted to temporarily close streets on the route of Council’s “White Ribbon Walk” event, from Kogarah Park to Kogarah Town Square and back, between 1pm and 3pm on Friday, 24 November 2017, as shown on the Traffic Control Plan and Management Plan attached to the report.

 

Executive Summary

 

1.      This report seeks the Committee’s consideration of the temporary road closures in Carlton and Kogarah for Council’s “White Ribbon Walk” event.

 

Background

 

2.      Georges River Council is holding its inaugural “White Ribbon Walk” event to stand up and speak out against domestic violence on Friday 24 November.

3.      Local domestic violence support services, the St George Police Local Area Command, Georges River Council staff and the community will join together for a 2.7km walk beginning and ending at Kogarah Park, Carlton (corner of Jubilee Avenue and Princes Highway), from 1pm to 3pm.

 

4.      Following the 2.7km walk, there will be a formal ceremony, activities, entertainment, food and information stall held at Kogarah Park.

 

5.      The Local Area Command will manage a rolling road closure through the White Ribbon Walk route and large Police vehicles will be used as road blocks on the corner of Bowns Road/Railway Parade and intersection of Railway Parade/Montgomery Street/Regent Street.

 

6.      Turning lanes into Jubilee Avenue off the Princes Highway will be blocked with depot directional trucks and traffic cones while walkers are on Jubilee Avenue at the start and end of the walk.

 

7.      The Transport Management Centre (TMC), local bus companies and emergency services have been notified by Council of the proposed temporary road closures for the event.

 

Financial Implications

 

8.      Within budget allocation – Council’s Event Budget – approximately $3,000.

Recommendation

(a)     That a 30m “No Stopping” zone be installed on the northern side of Stuart Street, east of Joseph Street

(b)     That a 20m “No Stopping” zone be installed on the eastern side of Joseph Street, north of Stuart Street.

(c)     That a 30m “Bus Zone, Mon - Sat” be installed on the eastern side of Joseph Street, north of the proposed “No Stopping” mentioned in (b) above, and as shown on plan TC1624 attached to the report.

(d)     That the adjacent residents be notified of Council’s decision.

 

Executive Summary

 

1.      This report seeks the Committee’s consideration of the proposed parking restriction signs in Stuart Street and Joseph Street, Blakehurst.

 

Background

 

2.      Council has received a request from a local resident to consider the installation of restricted parking zones near the intersection of Stuart Street and Joseph Street to improve the turning movements and safety in this location.

3.      There is a restaurant located in Stuart Street near the intersection with the Princes Highway. Vehicles attending functions at the restaurant have been observed parking in Stuart Street in close proximity to the roundabout at Joseph Street and dividing barrier lines.

 

Proposal

4.      Upon investigation of this request, it is proposed to install “No Stopping” zones in Stuart Street and Joseph Street near the roundabout.  This would prevent people parking too close to the roundabout, leading to an improvement in vehicle movements.

 

5.      The “No Stopping” signs would also enforce the parking requirements of NSW Road Rule 208 (6), which states that drivers must position their vehicle at least 3 metres from any dividing line on the roadway.  The distance from the dividing line in Stuart Street to the kerb has been measured at 3.5m.

 

6.      There is an existing Bus Stop in Joseph Street, north of Stuart Street and a representative of Transdev Bus Company has requested that the stop be formalised to a “Bus Zone” to ensure that vehicles do not restrict the bus accessing the stop.  This service does not operate on a Sunday and as a result the zone is proposed “Mon – Sat” to allow residents to park in this location on a Sunday.

 

Financial Implications

 

7.      Within budget allocation – RMS Traffic Facility Grant – approximately $500

That the existing 260m “Truck Zone, 7pm – 5am Mon – Sat, 7pm – 5am Sat – Mon” zone on the eastern side of Planthurst Road, Carlton, be converted to “No Parking, 7pm – 5am, Vehicles 4.5t GVM and Over Excepted”, as shown on plan TC1625 attached to the report.

 

Executive Summary

 

1.      This report seeks the Committee’s consideration of the proposed conversion of the “Truck Zone” in Planthurst Road, Carlton to a “No Parking” zone.

Background

 

2.      Council continually receives requests from residents in relation to the parking of heavy vehicles in the Georges River Council LGA.  In accordance with the Australian Road Rules 2014, the driver of a heavy vehicle (GVM of 4.5 tonnes or more) or a long vehicle (7.5m long or longer) cannot stop on a road in a built up area for longer than 1 hour unless the driver is dropping off or picking up goods.

3.      As a result of the Road Rule requirements, Council cannot permit the parking of heavy vehicles owned by residents in a built up area.

 

4.      Council’s Regulatory Section has identified Planthurst Road in the Carlton Industrial area as a location that heavy vehicles could legally park on the road due to the distance from  residential areas and classification as a non “built up area” under the Road Rules.

 

5.      Currently there is a 260m “Truck Zone, 7pm – 5am, Mon – Sat, 7pm – 5am Sat – Mon” zone on the eastern side of Planthurst Road that was installed in 2006.  However under the Road Rules, for a “Truck Zone” it states:

 

·    “You must not park or stop at the kerb during the hours shown on the sign unless driving a truck over 4.5 tonnes GVM that is dropping off or picking up goods.  Any type of vehicle may stop to set down or pick up passengers at the kerb.

 

6.      Due to the above Road Rules, trucks cannot legally park in the existing “Truck Zone” in Planthurst Road unless they are dropping off or picking up goods during those hours.

 

Proposal

7.         It is proposed to convert the existing “Truck Zone, 7pm – 5am, Mon – Sat, 7pm – 5am Sat – Mon” zone in Planthurst Road to “No Parking, 7pm – 5am, Vehicles 4.5t GVM and Over Excepted” to allow heavy vehicles to legally park during the specified hours in accordance with the Road Rules.

 

Financial Implications

 

8.      Within budget allocation – RMS Traffic Facility Grant – approximately $600.

That approval be granted for the closure of Allawah Avenue and part road closure of Carwar Avenue, Carss Park, between 7am and 10pm on Friday, 26 January 2018 for Council’s “Australia Day” event to be held at Carss Bush Park, as shown on Plans TCP 1, TCP 2 and TCP 3 attached to the report.

 

Executive Summary

 

1.      This report seeks the Committee’s consideration of the temporary road closures in Carss Park for Council’s “Australia Day” event.

 

Background

 

2.      On Friday, 26 January 2018, Council is holding its annual “Australia Day” event at Carss Bush Park. The event involves live music, diverse cultural performances, amusing roving entertainers and market stalls selling clothing, novelties, crafts and foods from many different cultures. The highlight of the event will be at 9pm with a fireworks display over Kogarah Bay.

Proposal

 

3.      It is proposed that Allawah Avenue and a section of Carwar Avenue, from the intersection with Carlton Crescent, be closed to vehicular traffic, between 7am and 10pm on Friday, 26 January 2018 to allow the safe movement around Carss Bush Park for those participating in the “Australia Day” event.

 

4.      Parking by gold coin donation will be provided on Carss Park Flats which can be accessed from Carlton Crescent, Carss Park. State Emergency Service (SES) volunteers will be present to assist drivers during their arrival and departure.  All money raised as a result of the parking donations will support the volunteer work of the Kogarah SES.  Parkside Drive Reserve will also be used for parking if Carss Park Flats becomes full.

 

5.      The event would be classified as a Class 3 Event, according to the “Guide to Traffic and Transport Management for Special Events”, and as such a Traffic Management Plan (TMP) would not be required to be submitted to the Roads and Maritime Services (RMS) for approval prior to the event.  The “Management Plan” attached to the report will be distributed to personnel involved in the event.

Financial Implications

 

6.      Within budget allocation – Council’s Event Budget – approximately $5,000.

(a)     That a 5m “No Parking” zone be installed across the pedestrian ramp on the western side of the intersection of Oatley Avenue and Wonoona Parade East, Oatley.

(b)     That a 5m “No Parking” zone be installed across the pedestrian ramp on the northern side of the intersection of Oatley Avenue and Wonoona Parade East, Oatley, as shown on the plan TC 1621 attached to the report.

 

Executive Summary

1.      This report seeks the Committee’s consideration for the proposed installation of two, 5m “No Parking” zones on the western and northern side of the intersection of Oatley Avenue and Wonoona Parade East, Oatley.

 

Background

2.      A request was received by Council to consider the installation of signage on Oatley Avenue to prevent vehicles parking across the pedestrian ramps at the intersection of Oatley Avenue and Wonoona Parade East, Oatley.

 

Comments

3.      Following investigations by Council officers, it was found that vehicles, parking in this location to utilise Oatley Train Station, were often parking across the pedestrian ramps so they were not accessible by pedestrians.

4.      Road Rules 2014 – Regulation 198 states that;

(1) A driver must not stop on a road in a position that obstructs access by vehicles or pedestrians to or from a footpath ramp or a similar way of access to a footpath, or a bicycle path or passageway unless:

(a) the driver is driving a public bus that is dropping off, or picking up, passengers, or

(b) the driver stops in a parking bay and the driver is permitted to stop in the parking bay under these Rules.

5.      It is proposed to install two, 5m “No Parking” zones across the two pedestrian ramps in this location to prevent vehicles parking in this location.

 

Financial Implications

6.      Within budget allocation – RMS Traffic Facility Grant – approximately $600

2.   The builder for a Council approved development involving the demolition of existing dwellings and construction of a three (3) storey residential flat building at No’s 11 – 13 Apsley St, Penshurst has requested the installation of a “Works Zone” adjacent to the site to provide an area where mobile concrete pumps and vehicles associated with the construction can park.

3.   Currently the street is unrestricted and due to the close proximity of the site to Penshurst Train Station, there is limited parking available for vehicles.

Proposal

4.   Upon investigation of this request, it is proposed to convert 38m of the currently unrestricted parking adjacent to number’s 11 – 13 Apsley Street, to a “Works Zone, 7am – 5pm, Mon – Sat” for a period of 52 weeks.  This would provide an area where the vehicles involved in the construction of the new residential dwelling can park in close proximity to the worksite.

Executive Summary

1.      This report seeks the Committee’s consideration for the proposed conversion of 8m of the 32m “Taxi Zone” to a “Loading Zone, 6am-6pm” on the eastern side of Morts Road, Mortdale.

 

Background

2.      A request was received by Council from local a business of Mortdale to consider the conversion of part of the “Taxi Zone” to a “Loading Zone” on the eastern side of Morts Road. This will allow for deliveries to take place in the vicinity, reducing the need for vehicles to park illegally.

1.      Due to the large number of commercial businesses, this section of Morts Road is continually parked out and larger vehicles required for deliveries are unable to find safe, legal parking areas to service nearby businesses.

 

Comments

2.      Following investigations by Council officers, it was found that the 32m “Taxi Zone” was not at capacity and an 8m conversion to a “Loading Zone, 6am-6pm” would still provide sufficient space for the taxis. This will lead to efficiencies in deliveries to businesses in this vicinity.

3.      In accordance with the NSW Road Rules, 2014, Rule 179:

(1)     A driver must not stop in a loading zone unless the driver is driving:

(a)     a public bus that is dropping off, or picking up, passengers, or

(b)     a truck that is dropping off, or picking up, goods, or

(c)     any of the following vehicles:

(i)      a vehicle that a person is getting into or out of or getting on or off,

(ii)     a station wagon or a motor bike that has 3 wheels and is constructed principally for the conveyance of goods,

(iii)    a motor vehicle constructed principally for the conveyance of goods (other than a vehicle referred to in subparagraph (ii)).

(2)     A driver who is permitted to stop in a loading zone must not stay continuously in the zone for longer than:

(a)     30 minutes, or

(b)     if information on or with the loading zone signs applying to the loading zone indicates another time—the indicated time, or

(c)     for a driver of a vehicle referred to in subrule (1) (c):

(i)      in the case of a vehicle that a person is getting into or out of or getting on or off—the period during which the person is getting into or out of or on or off, the vehicle, or

(ii)     in the case of a station wagon or a motor bike that has 3 wheels and is constructed principally for the conveyance of goods—the period during which goods are being dropped off or picked up from the vehicle or 15 minutes (whichever is the lesser), or

(iii)    in the case of a motor vehicle constructed principally for the conveyance of goods (other than a vehicle referred to in sub-paragraph (ii))—the period during which goods are being dropped off or picked up from the vehicle or 30 minutes (whichever is the lesser).

4.      The businesses along Morts Road were consulted on the proposal to install a “Loading Zone” in this location. One objection was received by St George Cabs who are opposed to any reduction in rank space, stating that Mortdale taxi rank is one of the busiest in the St George area with high volumes of rank pick-ups and bookings for the Mortdale, Oatley, Peakhurst and Lugarno areas.

(b)     That Council request the RMS to investigate the feasibility of a school crossing supervisor to be appointed at the pedestrian crossing in Percival Street at the intersection of Penshurst Street.

(c)     That if St Declan’s Catholic Primary School, Penshurst complies with the NSW Centre for Road Safety “Drop-off and Pick-up Initiative” program, Council install the associated fluorescent “School Drop-off Pick-up Zone” signs in Penshurst Street to supplement the existing “No Parking, 8am – 9.30am, 2.30pm – 4pm School Days” zone adjacent to the school.

 

Executive Summary

 

1.      This report seeks the Committee’s consideration of the traffic issues near St Declan’s Catholic Primary School in Penshurst.

 

Background

 

2.      Council has received a request from Mark Coure MP, Member for Oatley, on behalf of a representative of the Parents and Friends Association of St Declan’s Catholic Primary School in Penshurst, in regards to traffic issues near the school.

 

3.      On 15 September 2017, Council staff conducted a site meeting with Mr Coure and school representatives to discuss traffic and safety issues in Penshurst Street and Forest Road.

 

4.      The issues identified at the meeting included:

 

a.   The traffic light phasing at the intersection of Forest Road and Penshurst Street.  The school requested the phasing of the traffic signals at the intersection be investigated by the RMS as they consider the existing phasing to pose a risk to their school community, especially during the morning and afternoon school peak periods.

 

b.   The appointment of a second school crossing supervisor in Percival Street at the intersection of Penshurst Street. The school has a crossing supervisor in Penshurst Street, between Percival Street and Rostrov Street, however they have requested another be situated at the Percival Street crossing.

 

c.   Larger “Drop-off Zone” signage in Penshurst Street.  Currently there is an existing “No Parking, 8am – 9.30am, 2.30pm – 4pm School Days” zone however some parents park in this location longer than the allowable 2 minutes under the Road Rules and the school requested additional signage to assist with increased vehicle turnover.

 

Proposal

 

5.      As the traffic signals at the intersection of Forest Road and Penshurst Street are located on a State Road, they are under the control of the RMS.  Under the current Legislation, Council does not have any powers or authority to modify the phasing of the signals on a State Road to assist in improving traffic movements.  Accordingly, Council is requesting RMS to review the phasing at this intersection to improve pedestrian and vehicle movements.

 

6.      The School Crossing Supervisor program is a RMS program that increases mobility and safety around schools by enhancing the performance of pedestrian traffic facilities.  The RMS has criteria for a site to be eligible for a school crossing supervisor.  Council is requesting that the RMS investigate the feasibility of St Declan’s Catholic Primary School being allocated an additional crossing supervisor for Percival Street.

 

7.      The NSW Centre for Road Safety has a Drop-off and Pick-up Initiative that provides parents and carers with a safe environment to drop-off and collect their children from school by car.

 

8.      The Drop-off and Pick-up initiative uses existing “No Parking” areas at schools. The areas, always on the school side of the road, provide convenience for drivers and enhance children’s safety.  Parents and carers are able to legally drop off or pick up their children within a two minute timeframe, while a volunteer adult supervisor assists the children into or out of the car.

9.      A Drop-off and Pick-up initiative has advantages for child road safety because it:

 

·        Provides a designated zone at a school access point for drivers to stop and drop-off or pick-up their children.

·        Relieves traffic congestion around the school by ensuring cars do not park illegally.

·        Provides adult supervision for students being dropped off and picked up from school by car.

·        Allows smaller children to remain secured in the car while school age children are dropped off and picked up from school.

·        Reinforces road safety messages and safe passenger behaviours to parents and children.

 

10.    Schools are encouraged to consider implementing the initiative to enhance child safety and need to:

 

·        Ensure their school community supports the initiative.

·        Consult with the local council to determine if the school environment is suitable for the initiative to operate.

·        Establish a roster of volunteers to be zone supervisors.

·        Develop policies and procedures to administer the initiative.

·        Fully understand all issues regarding liability in respect of students and volunteers.

 

11.    Drop-off & Pick-up zones encourage the children to keep road safety rules in mind.  The system also teaches the children co-operation and patience as they wait their turn and are then called by an adult.

 

12. If St Declan’s Catholic Primary School complies with the NSW Centre for Road Safety “Drop-off and Pick-up Initiative”, Council will install the associated fluorescent “School Drop-off Pick-up Zone” signs in Penshurst Street to supplement the existing “No Parking, 8am – 9.30am, 2.30pm – 4pm School Days” zone adjacent to the school.

Executive Summary

1.      This report seeks the Committee’s consideration for the proposed extension of the existing 10m “No Stopping” zone on the southern side of the intersection of Tavistock Road and King Georges Road, South Hurstville.

 

Background

2.      A request was received by Council from multiple residents and the South Hurstville Residents Association Incorporated to extend the “No Stopping” zones at the intersection of Tavistock Road and King Georges Road, to prevent vehicles parking in this area. This was due to safety concerns of vehicles turning from King Georges Road due to the narrowness of the street when vehicles are parked on both sides.

3.      Following investigations by Council officers, it was found that when vehicles are parked on both sides of Tavistock Road, vehicles exiting King Georges Road must stop to allow vehicles travelling towards Tavistock Road to pass. It is proposed to extend the existing 10m “No Stopping” zone on the southern side of Tavistock Road to 19m.

 

Community Consultation

4.      The residents and businesses in this vicinity have been notified of the prososed extension of the “No Stopping” zone on the southern side of Tavistock Road, South Hurstville. Two residents have contacted Council in favour of the proposal. The President of the South Hurstville Residents Association Incorporated has requested that the Traffic Committee consider installing a 20m “No Stopping” zone on both the northern and southern sides of Tavistock Road.

2.      A request was received by Council from a resident of Algernon Street to consider implementing signage to prevent vehicles parking on the northern side of Algernon Street adjacent to the BB Centreline.

Comments

3.      Following investigations by Council officers, it was found that vehicles were parking in the roadway adjacent to BB Centreline, causing traffic to cross over the centreline and into oncoming traffic. It is proposed to install a 53m “No Stopping” zone to indicate that vehicles cannot park in this location and increase safety in the area.

4.      The residents of Algernon Street have been notified of the proposed “No Stopping” zone on the northern side of Algernon Street by letter. Two residents have requested that the proposed “No Stopping” zone be made shorter as it is “excessive”. One resident has requested that the BB Centreline be removed.

Executive Summary

1.      This report seeks the Committee’s consideration for the proposed installation of a “No Parking” zone on the eastern side of Roberts Lane, Hurstville.

 

Background

2.      A request was received by Council from multiple residents of Lily Street, whose garages are accessed from Roberts Lane, to consider installing “No Parking” signs to prevent vehicles parking and blocking access to their properties.

Comments

3.      Following investigations by Council officers, it was found that vehicles were parking across driveways along the length of Roberts Lane making it difficult for vehicles parked in the angle parking on the western side of Roberts Lane to exit the parking spaces.

4.      Road Rules 2014 – Regulation 198 states that;

(2) A driver must not stop on or across a driveway or other way of access for vehicles travelling to or from adjacent land unless:

(a) the driver:

(i) is dropping off, or picking up, passengers, and

(ii) does not leave the vehicle unattended, and

(iii) completes the dropping off, or picking up, of the passengers, and drives on, as soon as possible and, in any case, within 2 minutes after stopping, or

(b) the driver stops in a parking bay and the driver is permitted to stop in the parking bay under these Rules.

Community Consultation

5.      The residents in the vicinity have been notified of the proposed installation of the “No Parking” zone on the eastern side of Roberts Lane, Hurstville. Council received feedback from eight residents.

6.      Two residents were in favour of the proposal

7.      Two residents have requested the proposed “No Parking” zone be extended an additional 65m for the full length of Roberts Lane, to the existing “No Stopping” zone adjacent to the rear of 53 Lily Street.

8.      Four residents were against the proposal indicating that visitors and family members who cannot locate alternative parking will be unable to park against garages and across driveways. These residents have requested that some of the angle parking become timed parking for residents and people wishing to use the Kempt Field. This matter will be investigated further following the adoption of the Kempt Field Plan of Management.

Executive Summary

 

1.      For the Committee to consider the Roads and Maritime Services (RMS) proposed changes to the intersection of Gray Street / Princes Highway and Rocky Point Road, Kogarah.

 

Background

 

2.      In May 2017, the RMS notified Council and the community of a proposal to remove right turn access from the Princes Highway into Gray Street, in order to maintain three southbound lanes on the Highway between Rocky Point Road and Ocean Street, Kogarah.  The proposal also included traffic signal upgrades at the intersection of Rocky Point Road and Gray Avenue.  The RMS consultation pamphlet is attached to the report.

 

3.      The RMS indicated that the benefits of the proposal would:

·    improve safety at the intersection, with an expected reduction in the number of rear-ends crashes and crashes involving motorists changing lanes; and

·    reduce traffic delays due to a better flow of traffic for motorists headed southbound on the Princes Highway.

 

4.      The RMS proposal included the following:

 

·    removing northbound and southbound right turn access from the Princes Highway into Gray Street;

·    adjusting the existing median on the Princes Highway to accommodate three southbound through lanes of traffic on the Princes Highway between Rocky Point Road and Ocean Street;

·    improving safety at the intersection of Rocky Point Road and Gray Street by removing about two car spaces on Gray Street to allow safer turn movements;

·    upgrading traffic signals and phasing;

·    new signage on Rocky Point Road into Gray Street to advise of alternate routes;

·    installing new kerbs, pram ramps and signage;

·    asphalting and line marking;

·    utility relocation.

 

5.      In June 2017, Council submitted an objection to the proposal with the main points raised as follows:

 

·    Gray Avenue is currently operating at a higher than maximum peak hour volume and adding an additional 91 vehicles in the morning peak and 83 in the afternoon peak (by removing the right turn bay for southbound) will severely exceed the allowable peak hour volumes for this street.

 

·    The changes will result in two State Roads (Princes Highway and Rocky Point Road) being linked by a Local Road as the only option for southbound drivers to access Gray Street which provides vehicle access to local schools, Hospitals and Medical Practices in the Kogarah CBD.  This is not best practice.

·    Council does not support the loss of “about” two unrestricted parking spaces in Gray Avenue near the intersection with Rocky Point Road.

·    No traffic study was provided to gauge the impact along the alternate local street routes as a result of the turning bay removals. 

 

·    Traffic counts conducted by Council in 2016 in Jubilee Avenue indicate that the street currently has over 600 vehicles per hour in the peak periods and adding an additional volume of traffic by removing the bay for northbound vehicles was not supported by Council as this street is already operating over maximum capacity for this type of road.

 

·    The Princes Highway southbound lanes (north of the Gray Street) is currently two lanes. To completely solve the pinch point would require this section of the Highway to be widened to 3 lanes continually through the section from St George Private Hospital to Gray Street.

 

·    Council understands why the RMS is proposing the changes, whilst it may provide a benefit on the State Road network, Council believes that there will be a significant negative impact on the Local Road network and for its residents and for the reasons indicated above was not in support of the removal of the turn bays on the Princes Highway.

 

·    Council recommended that both of the existing right turn bays on the Princes Highway be extended as an alternative proposal to accommodate additional vehicles and prevent queuing in the current through lanes.

 

Proposal

 

6.      In October 2017, Council received a Project Update pamphlet and Consultation Results which are attached to this report.  Based on the consultation feedback there have been a number of changes to the original proposal which include:

 

·    Exemption signage on the right turn restrictions for emergency services;

·    Investigation into providing additional line marking along Gray Street between Rocky Point Road and the Princes Highway to improve safety and capacity of the road;

·    Investigation into parking removal on Gray Avenue near Rocky Point Road to improve congestion.

 

7.      Initially the RMS proposed to remove “about” two car parking spaces in Gray Street near the intersection with Rocky Point Road.  The RMS are now proposing to remove four car spaces to increase capacity on Gray Avenue.  The RMS are also proposing modifications to the line marking in Gray Avenue between the Princes Highway and Rocky Point Road.  This proposal is attached to the report.
