(a) That Council adopt the attached draft Georges River Council Christmas Lights Competition Policy. (b) That Council encourage entrants in the Christmas Lights Competition to complete their registration form in full online on the Georges River Council website between 1 November and up to 5pm on 5 December 2017; however hardcopies will be accepted at both the Hurstville and Kogarah Service Centres only. (c) That Council carry out the judging of the Christmas Lights Competition from 11 December to 15 December 2017, with the winners to be announced and awarded their prize at a function to be held on a date to be determined within the week commencing 18 December 2017. |
Executive Summary
1. The draft Georges River Council Christmas Lights Competition Policy has been developed to provide a framework for staff members and Councillors to facilitate the assessment of entries and determine winners. A copy is attached to this report and should be read in conjunction with Council’s Code of Conduct.
Background
2. The Christmas Lights Competition is aimed at Georges River Council residents and the business community to help create a festive atmosphere in the lead-up to Christmas. Entries are to be submitted through an online form that will be available on Council’s website for a nominated period. Entries will also be accepted in hard copy format at both Hurstville and Kogarah Service Centres.
3. Categories to be awarded -The competition consists of the following three (3) categories:
· Best Residential Home Winner (awarded in each Council ward x five (5) wards to receive a nominated voucher each to the value of $500).
· Overall Best Residential Home Winner (awarded from the above winners to receive an additional nominated voucher to the value of $500).
· Best Business Winner (awarded to one (1) winner to receive a nominated voucher to the value of $1,000).
4. Commencement of the 2017 Christmas Lights Competition - The competition will be launched on Council’s website from 1 November to 5 December 2017 closing at 5.00pm. Judging will occur from 11 December to 15 December 2017. The winners will be awarded at a function to be determined week commencing 18 December 2017.
5. Governance - The Judging Panel will require a quorum of three (3) members of the panel to be present for judging of the Christmas Lights Competition. Council reserves the right not to award in any category of the awards and the judging panel’s decision is final.

Executive Summary
1. At the Council meeting held on Monday 4 September 2017, Council resolved to place the draft Georges River Council Collection Management and Conservation Policy on public exhibition and seek submissions in relation to the draft Policy. This report outlines the submissions received, and recommends that Council’s Community and Culture Standing Committee endorse the revised Georges River Council Collection Management and Conservation Policy.
Background
2. The draft Georges River Council Collection Management and Conservation Policy (the draft Policy) provides a framework for acquiring, cataloguing, caring for and preserving the Hurstville Museum & Gallery collection on display, in storage and on loan. The draft Policy also outlines deaccession processes.
3. Council at its meeting held on 4 September 2017, considered the draft Policy and resolved:
(a) “That Council endorse the attached Draft Collection Management and Conservation Policy for the purpose of public exhibition for a period of not less than fourteen (14) days.”
4. The draft policy was on public exhibition for 14 days, from 6 to 20 September 2017. The draft Policy was advertised and made available on the Georges River Council website and at Council’s customer service centres and libraries. The exhibition and submission period were advertised in the St George and Sutherland Shire Leader on 13 September 2017.
5. One submission was received whilst on exhibition requesting that printed matter be scanned and images made available for online browsing. This is viewed as an operational requirement and would be better found in a procedural documentation. The Policy currently states that for display purposes “copies of photographs or documents are preferred over the original collection items.”
6. The Museum & Gallery is no longer responsible for the management of the Local Studies collection, which is primarily documents and printed material. As such, the draft Collection Management and Conservation Policy has been amended to include the ‘Library Collection Development Policy’ under ‘Related Documents’.
7. No further submissions were received during the exhibition or submission period.
8. This Policy will replace all pre-existing collection management and conservation policies related to the Museum & Gallery collection.

That Council endorse financial sponsorship of $2,000 for the Southern Asian Australian Association Hindi School Kogarah to host the Diwali Mela 2017. |
Executive Summary
1. On 17 September 2017, Council received a request for financial sponsorship from South Asian Australian Association which totalled $2,000. The breakdown of the financial sponsorship is as follows:

Security and cleansing - $1,000
Total: $2,000
2. As per section 356 of the Local Government Act 1993, Council may grant financial or in-kind assistance to individuals or organisations for the purpose of exercising its functions. An assessment of this sponsorship request has occurred using Council’s Sponsorship and Donations Policy and Draft Events Strategy.
3. It is recommended that this event is eligible for outgoing sponsorship as a Tier 2 (mid) Council-supported/funded event, as per the decision making criteria in section 4.3 Funding Determination Model of Council’s Draft Events Strategy.
4. This event was previously supported by former Kogarah City Council.
