Item: ASS002-17 Tooronga Terrace, Beverly Hills - Proposed Pedestrian Crossing Removal

(a) That the Councillors conduct a site meeting at the pedestrian crossing on Tooronga Terrace, Beverly Hills prior to its proposed removal. |
Executive Summary
1. This report seeks the Committee’s consideration of the proposed removal of the pedestrian crossing in Tooronga Terrace, east of the intersection with King Georges Road, Beverly Hills.
Background
2. A report was presented at the 20 June 2017 meeting of the Traffic Advisory Committee regarding the raised pedestrian crossing and road safety concerns in Tooronga Terrace, east of the intersection with King Georges Road, Beverly Hills. Two residents addressed the Committee on this item. The associated report is attached for the information of the Committee.
3. The Traffic Advisory Committee recommended the following to Council for adoption:
a. “To remove the pedestrian crossing in Tooronga Terrace and temporarily fence off the location to encourage pedestrians to cross at the signalised pedestrian crossing at the intersection of King Georges Road and Tooronga Terrace.
b. That it be noted, two recommendations were presented to the Committee. Recommendation (b) to remove the crossing received majority support from the voting members. The vote was 3 – 1 with Mr G Moody (Council), Mr N Kocoski (RMS) and Sergeant F Gaal (NSW Police) in favour of the removal and Mr D Dawson (Representing Mr C Minns, MP State Member for Kogarah) opposed.”
4. The Administrator at the Council Meeting of 3 July 2017, moved and declared carried the following in relation to the Tooronga Terrace pedestrian crossing:
a. “That considering the safety and technical issues associated with the pedestrian crossing in Tooronga Terrace the recommendation (TAC057-17) be endorsed subject to:
· The RMS extending the green time for pedestrians of the signalised crossing at the intersection of King Georges Road and Tooronga Terrace;
· The Police working with schools to ensure students and teachers are aware of the potential changed road crossing arrangements and safe practices;
· A pedestrian fence be installed to prevent jaywalking and encourage use of signalised pedestrian crossing.
b. The crossing not be removed prior to November 2017.
c. That the Police be requested to increase their presence in Tooronga Terrace to discourage jaywalking and to assist with encouraging use of the signalised pedestrian crossing.”
