Item:                   TAC016-17        Dora Street Hurstville - Request for installing a Bus Zone

Recommendation

(a)     That a 10 metre statutory “No Stopping” restriction followed by a 15 metre “Bus Zone” be installed in Dora Street north of Dalcassia Street, Hurstville.

 

Executive Summary

1.      This report seeks the committee’s approval to formalise a Bus Stop in Dora Street north of Dalcassia Street, Hurstville.

 

Background

2.   Council has received a request to reinstate a Bus Zone in Dora Street south of Bond Street in addition to formalising an existing Bus Stop in Dora Street north of Dalcassia Street Hurstville.

 

3.   It is advised that the Bus Stop in Dora Street south of Bond Street was removed as it was too close to the bus stop in Dora Street north of Dalcassia Street, Hurstville.

 

4.   The resident is requesting that the Bus Stop south of Bond Street to be reinstated as it is close to Hurstville Public Library.

 

 

5.   If the resident’s request to reinstate the Bus Stop in Dora Street South of Bond Street is accommodated it would result in the loss of 20 metres of ½ hour parking that is currently utilised by Hurstville Library patrons. The loss of such an amount of parking in Hurstville cannot be afforded due to shortage of short term parking in the vicinity.

 

6.   To help ameliorate the resident’s concern it is recommended that Council install a “Bus Zone” at the existing Bus Stop in Dora Street north of Dalcassia Street to prevent illegal parking within the bus stop and help facilitate safe pick-up and drop-off of passengers within the Bus stop.

Item:                   TAC017-17        Park Road and The Avenue, Hurstville - Danebank Autumn Fair 2017

Recommendation

(a)       That the request to change the on-street parking along Park Road and The Avenue, Hurstville adjoining Danebank School to 90 degree angle parking on Saturday, 13 May 2017 from 6am to 9pm to facilitate the Danebank School’s Autumn Fair be approved.

 

Executive Summary

 

1.      This report seeks the committee’s approval to allow Danebank School to change the parking orientation on The Avenue and Park Road, Hurstville outside the school’s frontage from 6am-6pm on Saturday 13 May 2017 for their annual Open Day and Autumn Fair.

 

Background

2.      Danebank School’s Open Day and Autumn Fair is an annual event, held by the school in its grounds. This year the school is planning to hold this event on Saturday, 13 May 2017.

 

3.      As per previous years, the school has requested Council’s approval to introduce temporary angle parking zones outside the schools frontage in The Avenue and Park Road, Hurstville from 6.00am – 6.00pm on Saturday 13th May 2017, to help increase availability of on-street parking for the visitors and participants of the event and reduce impact on neighbouring properties.

 

4.      The Avenue and Park Road are 12.8m wide, both are one way streets.  The Avenue is restricted to one-way in the southern direction, while Park Road is restricted to one way in the northern direction.

 

5.      The school manages the change in parking orientation and it is restricted only to the school’s frontage.

 

6.      The proposed angle parking arrangement would improve the parking supply and will reduce the width of the carriageway, which consequently acts as a traffic calming measure reducing vehicle speeds during the event.

 

 

7.      It is advised that this event has been held in the past few years with no reported incidents or inconvenience. The local residents and the school community are familiar with the fete operation hours and the changes in the parking orientation that occurs every year.

 

Financial Implications

Item:                   TAC018-17        Macquarie Place Mortdale - Request for No Parking

Recommendation

(a)     That a “No Parking” zone be installed along the driveway crossing at 11-15 Macquarie Place, Mortdale to stop vehicles from blocking access to these premises.

 

Executive Summary

This report seeks the committee’s approval to install No Parking in Macquarie Place Mortdale

Background

 

1.      Council received representation from the owner of 34 Pitt Street, Mortdale requesting that Council consider installing a “No Parking” restriction in Macquarie Place to help improve ingress and egress to his property.

 

2.      The resident advised that the entrance to his property in Pitt Street is facilitated through a long driveway accessed via a driveway next to 13 Macquarie Place Mortdale.

3.      The resident further advised that on many occasions cars block the entrance to his off street parking by trying to park along a space of kerbside measuring 4.3m in width adjacent to his driveway.

 

4.      This, in turn, causes the vehicle to block access to the resident’s driveway as the space is not large enough to facilitate parking for a vehicle.

 

5.      Accordingly the resident has requested that No Parking be installed to prevent cars from parking along that section of the road to help keep the entrance to the resident’s driveway clear from obstruction.

 

6.      It is recommended to install the No Parking across the length of 11-15 Macquarie Place to clear their vehicular access from illegal parking due to small kerbside spaces that are located in between the driveways.

Item:                   TAC019-17        Riverwood Plaza - request for No Stopping and Loading Zone Signs

Recommendation

(a) THAT a “No Stopping” restriction be installed along the service lane at the back of Riverwood Plaza to allow for loading vehicles to manoeuvre to leave the site in a forward direction.

(b) THAT a 12 metre “Loading Zone” restriction be installed along the back of property 265A Belmore Road.

 

Executive Summary

1.      This report seeks the committee’s approval to install a “No Stopping” restriction and “Loading Zone” restriction along the access laneway at the back of Riverwood Plaza. The lane way is constructed on Council owned land.

 

Background

 

2.      Council received a request from the managing agent of Riverwood Plaza, Berkeley Property Services, to install No Stopping and Loading Zone signage at the back of properties along Belmore Road Riverwood.

3.      Riverwood Plaza is located at the intersection of Belmore Road and Webb Street, Riverwood. Customer parking and the loading dock are accessed via Webb Street.

 

4.      The location proposed location of the No Stopping and Loading Zone is within the service lane adjacent to the railway lines and at the rear of the shops fronting Belmore Road.  The location of the No Stopping restriction is indicated in red and the Loading Zone is indicated in Blue in the diagram below.

 

 

 

5.      Berkeley properties requested that No Stopping be installed as indicated above in red to allow for trucks leaving the supermarket loading dock to be able to reverse into these spaces to leave the premises in a forward direction.

 

6.      Furthermore Berkeley properties has requested that a Loading Zone be installed where the blue is indicated in the map above to allow for access into the loading area for other shops within Riverwood Plaza.

 

7.      As indicated in the photos below, the subject locations are frequently occupied by vehicles of employees of businesses located along Belmore Road which makes it difficult for loading and unloading for businesses in Riverwood Plaza.

   

   

 

8.      It is advised that the roadway where the No Stopping and the Loading Zones are requested are properties of Council and enforcement can be carried out for the proposed parking restriction.

Item:                   TAC020-17        Georges River Local Government Area - ANZAC Marches

Recommendation

(a)     That approval be granted to temporarily close streets on the Oatley RSL Sub-Branch ANZAC march route from 1.45pm on Sunday, 23 April 2017, in accordance with the details outlined in paragraph 4 of the report and as shown on plan L566 attached to the report.

(b)     That approval be granted to temporarily close streets on the South Hurstville RSL Sub-Branch ANZAC march route from 5:30am on Tuesday, 25 April 2017, in accordance with the details outlined in paragraph 5 of the report and as shown on plan L567 attached to the report.

(c)     That approval be granted to temporarily close streets on the Kogarah RSL Sub-Branch ANZAC march route from 7:15am on Tuesday, 25 April 2017, in accordance with the details outlined in paragraph 6 of the report and as shown on plan L568 attached to the report.

(d)     That approval be granted to Club Rivers to temporarily occupy three (3) parking spaces in Littleton Street, Riverwood from 8am to 10am on Sunday, 23 April 2017 and to temporarily close streets on the Riverwood Sub-Branch ANZAC march route from 5am to 11am on Tuesday, 25 April 2017, in accordance with the details outlined in paragraphs 7 – 9 of the report.  Club Rivers shall submit a Traffic Control Plan (TCP) to Council, RMS and NSW Police for approval and notify affected businesses and residents prior to the closure.

(d)     That the Sub-Branches be advised of Council’s decision.

 

Executive Summary

1.      This report seeks the Committee’s consideration of the temporary closure of various roads in the Georges River Local Government Area (LGA) for ANZAC Marches.

Background

2.      Requests have been received from representatives of Oatley RSL Sub-Branch, South Hurstville RSL Sub-Branch, Kogarah RSL Sub-Branch and Riverwood RSL Sub-Branch for approval to temporarily close various roads near the Clubs in order to hold their ANZAC marches during April 2017.

3.      Each Sub-Branch has provided Council with the commencement times and proposed routes of their respective marches and these are detailed in paragraphs 4 - 9 below.

Oatley RSL Sub-Branch March

4.      At approximately 1:45pm on Sunday, 23 April 2017, Oatley RSL Sub-Branch will be conducting a march commencing adjacent to the Oatley RSL Club on Letitia Street, Oatley.  Those marching will then turn left into Frederick Street and proceed to the Oatley Memorial Gardens.  The march is expected to take fifteen minutes.

South Hurstville RSL Sub-Branch March

5.      At approximately 5:30am on Tuesday, 25 April 2017, South Hurstville RSL Sub-Branch will be conducting a march commencing in Resthaven Road, South Hurstville and then proceeding along Connells Point Road to the South Hurstville RSL Club.  The march is expected to take thirty minutes and the ceremony will be held within the Club’s off-street car park.

Kogarah RSL Sub-Branch March

6.      At approximately 7:15am on Tuesday, 25 April 2017, Kogarah RSL Sub-Branch will be conducting a march commencing in Bellevue Street, between Blake Street and English Street.  The marchers will turn left into English Street, and proceed to the Cenotaph on the corner of Park Street and English Street.  A thirty minute service will be conducted at this location and the event will conclude as the Kogarah RSL Club is under renovation.

Riverwood Sub-Branch Service and March

7.      The Australian Legion of Ex-Servicemen & Women NSW Branch, Riverwood Sub-Branch will be holding its ANZAC Service outside Riverwood Legion & Community Club (Club Rivers) on Littleton Street, Riverwood on Sunday, 23 April and Tuesday, 25 April 2017.

 

8.      They have requested Council approval to occupy three (3) parking spaces adjacent to Club Rivers on Sunday, 23 April 2017 from 8am until 10am to conduct a Wreath Laying Ceremony. They have also requested approval to temporarily close Littleton Street, Riverwood between Belmore Road and Erskine Street from 5am to 11am on Tuesday, 25 April 2017 for the ANZAC Day March and Ceremony.

 

9.      On Tuesday, 25 April, the public and the band will assemble in the car park alongside the Commonwealth Bank at Riverwood at 9am and commence the march at 9:15am. The march will proceed out of the car park turning left into Belmore Road, over the railway bridge then left into Littleton Street to the Memorial outside Club Rivers.

 

Comments

10.    Oatley RSL, South Hurstville RSL and Kogarah RSL Clubs have requested the assistance of Kogarah SES and Hurstville SES to provide staff and man barricades to temporarily block the streets adjacent to the ANZAC march routes whilst their members are on the roadway.  The RSL clubs have also requested St George Police to be present to oversee the marches.

 

11.    These events would be classified as a Class 3 Event according to the “Guide to Traffic and Transport Management for Special Events”, and as such a Traffic Management Plan would not be required to be submitted to the Roads and Maritime Services (RMS) for approval prior to the events.

Recommendation

(a)     That approval be granted to close Belgrave Street, Kogarah, from Post Office Lane to Kensington Street, between 6pm and 11pm on Friday, 14 April 2017 and from 10pm Saturday, 15 April 2017 to 1:30am Sunday, 16 April 2017 for the Greek Orthodox Easter celebrations, as shown on plan TC1122 attached to the report.

(b)     That approval be granted to temporarily close streets on the Greek Orthodox Easter procession route at 8:30pm on Friday, 14 April 2017, in accordance with the details outlined in paragraph 5 of this report, and as shown on the Procession Route Plan attached to the report.

(c)     That the residents and businesses in Belgrave Street be advised of the closures.

 

Executive Summary

 

1.      This report seeks the Committee’s consideration of the temporary part road closure of Belgrave Street, Kogarah and adjacent streets.

Background

 

2.      A request has been received from the Greek Orthodox Church in Belgrave Street, Kogarah to temporarily close Belgrave Street and adjacent streets on Friday, 14 April 2017 and Saturday, 15 April 2017 to conduct the Greek Orthodox Easter celebrations.

 

3.      This event has been occurring in Belgrave Street for the past 37 years and assistance has been provided by St George Police Local Area Command and State Emergency Services in temporarily closing the affected streets along the procession route.

 

Proposal

 

4.      It is proposed that Belgrave Street, between Post Office Lane and Kensington Street, be closed to vehicular traffic from 6pm to 11pm on Friday, 14 April 2017 and from 10pm Saturday, 15 April 2017 to 1:30am Sunday, 16 April 2017, to allow the safe movement of people attending the Greek Orthodox Easter celebrations.

 

5.      At approximately 8:45pm on Friday, 14 April 2017, a procession is proposed to commence at the Greek Orthodox Church in Belgrave Street, turning left into Kensington Street, left into Montgomery Street, left into Railway Parade and then back into Belgrave Street.  The estimated duration of the procession along this route is forty minutes.

 

6.      In previous years, Council has supplied the barricades and road closure signage for the event and the St George Police Local Area Command and State Emergency Services has assisted in blocking the intersections during the procession.

 

7.      The event would be classified as a Class 3 Event according to the “Guide to Traffic and Transport Management for Special Events”, and as such a Traffic Management Plan would not be required to be submitted to the Roads and Maritime Services (RMS) for approval prior to the event.

 

8.      Residents and businesses in Belgrave Street will be advised by letterbox drop of the road closure prior to the event. The bus companies servicing the Kogarah CBD will also be notified prior to the closures occurring.

 

Financial Implications

 

9.      Within budget allocation – RMS’s Traffic Facility Grant – approximately $500

Recommendation

(a)     That a 13.5 metre “No Stopping” zone be installed on the western side of Park Road, south of Waterview Street, as shown on plan TC1579 attached to the report.

 

Executive Summary

 

1.      This report seeks the Committee’s consideration of the proposed installation of a “No Stopping” zone in Park Road, Carlton.

Background

 

2.      Council has received a request from a local resident to consider options to improve the sight distance along Park Road for vehicles turning out of Waterview Street, Carlton.

 

3.      When vehicles are parked on the western side of Park Road, south of Waterview Street, the sight distance along the street is impeded for drivers exiting Waterview Street.

Proposal

 

4.      Upon investigation of this issue, it is proposed to install a 13.5 metre “No Stopping” zone on the western side of Park Road, south of the intersection with Waterview Street, to increase the sight distance along Park Road and provide an improvement to road safety in this location.

 

5.      The proposal will allow three (3) vehicles to park between the driveway of number 19 Park Road and the “No Stopping” zone.

 

6.      The residents in this vicinity have been notified by letter of the proposed installation of the “No Stopping” zone.  The closing date for submissions was 3 March 2017.  No objections were received.

Financial Implications

 

7.      Within budget allocation RMS’s Traffic Facility Grant – approximately $200

(b)     That the President of the 1st Oatley Bay Sea Scouts be advised of Council’s decision.

 

Executive Summary

 

1.      This report seeks the Committee’s consideration of the temporary road closure of Neville Street, Oatley.

Background

2.      A request has been received from the President of the 1st Oatley Bay Sea Scouts to conduct their annual community market day on Saturday, 6 May 2017.  This request includes a proposal to temporarily close a section of Neville Street, between Oatley Parade and Oatley Avenue, Oatley.

3.      This event has been occurring within Oatley Memorial Park for the past seventeen (17) years and Council has previously supplied the barricades and road closure signage to the 1st Oatley Bay Sea Scouts for appropriately trained and qualified personnel to close Neville Street for the event.

Proposal

4.      It is proposed that Neville Street, between Oatley Parade and Oatley Avenue, be closed to vehicular traffic from 6am to 5pm on Saturday, 6 May 2017, to allow the safe movement of people attending the 1st Oatley Bay Sea Scouts annual community market day.

 

5.      The event would be classified as a Class 3 Event according to the “Guide to Traffic and Transport Management for Special Events”, and as such a Traffic Management Plan would not be required to be submitted to the Roads and Maritime Services (RMS) for approval prior to the event.

Executive Summary

 

1.      This report seeks the Committee’s consideration of the proposed parking restriction signage in Gray Lane, Kogarah.

Background

2.      Council has received a request to consider the installation of parking control signs in the southern section of Gray Lane, Kogarah to prevent parked vehicles restricting access into residential driveways.

 

3.      Vehicles parking in this location have been turning around in the private driveway area of number 11 Rocky Point Road resulting in property damage and have also been preventing adjacent residents from accessing their garages in the lane.

Proposal

4.      Upon investigation of this request, it is proposed to install a “No Parking” and “No Stopping” zone on the western side of Gray Lane, south of Gray Street, to deter people from parking in this location and improving access into the nearby properties.

 

5.      The residents in this vicinity have been notified by letter of the proposed installation of the “No Parking” and “No Stopping” zone.  The closing date for submissions was 3 March 2017.  No objections were received.

Financial Implications

Executive Summary

1.      Council has received a request from a resident at 32 Jersey Avenue, Mortdale to consider the installation of No Parking restrictions on both sides of Ocean Lane, Mortdale.

 

Background

2.      Unit blocks along Jersey Avenue, Mortdale have off-street parking access from Jersey Avenue and Ocean Lane.

3.      A resident of 32 Jersey Avenue has advised that residents are parking illegally along the length of Ocean Lane. As a result the resident finds it difficult to travel along Ocean Lane and access their off-street parking.

4.      Accordingly the resident has requested that parking restrictions be installed to improve road safety and ensure unobstructed access to off-street parking for residential properties.

 

5.      A site inspection revealed that Ocean Lane is a one-way lane and is approximately 4.5 metres wide. Council has previously installed No Parking restrictions intermittently along the length of Ocean Lane to alleviate the same parking and access issues. Accordingly it is considered that the laneway is too narrow to allow parking and the installation of No Parking restrictions does have merit.

Executive Summary

1.      This report seeks the committee’s consideration to extend the existing 10 metre No Stopping restriction at the intersection of Pindari Road and Jindabyne Crescent, Peakhurst Heights to improve sight distance.

 

Background

2.      Council has received representation from a resident of Jindabyne Crescent, Peakhurst Heights requesting that Council consider extending the existing “No Stopping” restriction at the intersection of Pindari Road and Jindabyne Crescent to improve sight distance.

3.      The resident has advised that vehicles parking adjacent to 1 Jindabyne Crescent obscure the sight distance for drivers turning right from Jindabyne Crescent. The resident also states that there is a high volume of traffic particularly around school times which makes the situation worse.

 

4.      The resident is requesting that the existing “No Stopping” restriction be extended to improve sight distance.

 

5.      Council’s Traffic Engineer has conducted an investigation to determine current sight distance conditions at the intersection. The sight distance inspection was conducted using a 3 metre off-set from the edge line. The inspection revealed that drivers waiting on Jindabyne Crescent have approximately 30 metres of sight distance for vehicles approaching from the south assuming vehicles are parked up to the “No Stopping” restriction.

 

6.      It is recommended that the existing 10 metre No Stopping restriction outside 1 Jindabyne Crescent, Peakhurst Heights be extended by a further 10 metres to provide drivers approximately 43 metres of sight distance.

Executive Summary

1.      Council’s traffic section is requesting the Committee’s consideration to extend the “1P 8:30am-3:00pm, Mon-Fri, 8:30am-12:30pm Sat, and No Parking 3pm-7pm Mon-Fri” restriction that operates adjacent to 1-9 Dora Street, Hurstville.

 

Background

2.      At the 5 March 2015 Hurstville Traffic Advisory Committee council considered a report to install a 20 metre Works Zone adjacent to 1-9 Dora Street, Hurstville to accommodate construction activities. Council recommended the following;

“THAT a 20m long ‘Works Zone, 7am-3pm, Mon-Fri, 7am-6.00pm Saturday’ and ‘No Parking 3pm-7pm Mon-Fri’ be installed outside 1-9 Dora Street, Hurstville for the duration of the construction site provided that the applicant pays the necessary fees in accordance with Council’s adopted Schedule of Fees and Charges for 2014-2015.

 

FURTHER THAT Conquest Construction be advised of Council’s decision.”

 

3.      The developer finished construction activities and no longer required the 20 metre Works Zone. The 20 metre Works Zone was reinstated to ‘1P 8:30am 3.00pm, Mon-Fri, 8.30am-12.30pm Sat and No Parking 3pm-7pm Mon-Fri’.

4.      As part of the new development an existing driveway crossing at 1-9 Dora Street was removed and barrier kerb and gutter installed. The old driveway crossing was located within an existing No Parking restriction.

 

5.      Accordingly, it is recommended that the existing 1P 8:30am-3:00pm, Mon-Fri, 8:30am-12:30pm Sat, and No Parking 3pm-7pm Mon-Frirestriction adjacent to 1-9 Dora Street, Hurstville be extended by 10 metres to accommodate an additional parking space.

1.      This report seeks the Committee’s approval to establish a 10 metre long “Works Zone” adjacent to 45 Waratah Street, Oatley for a period of 12 weeks.

 

Background

2.      Council has received an application from Acubuild Pty. Ltd. requesting Council to establish a 10 metre long Works Zone adjacent to 45 Waratah Street, Oatley for a period of 12 weeks.

3.      Currently, on-street parking at this location is regulated by all day parking. The proposed Works Zone will replace approximately two all day parking space and will be confined within the property frontage.

 

4.      The applicant claims that a Works Zone at the above location is necessary to safely unload construction materials as the demand for on-street parking in Waratah Street is high due to the nearby railway station.

 

 

5.      Accordingly, it is recommended to approve a 10 metre long Works Zone adjoining the abovementioned construction site to ensure unhindered access for construction related vehicles to the site.

1.      This report seeks the Committees consideration of the proposed installation of a “Give Way” sign on Wyuna Street, Beverley Park at the intersection of Stubbs Street.

 

Background

2.      Council received notification from a resident on Wyuna Street stating that following a recent re-sheeting, a new TB give way holding line was installed on Wyuna Street at the intersection of Stubbs Street, Beverley Park. It was requested that the intersection be formalised with the correct signage associated with this type of line marking.

 

Comments

 

3.      Following investigations by Council officers it was found that retaining the new TB give way holding line would provide a delineation line where drivers exiting Wyuna Street can safely stop and see passing vehicles before entering Stubbs Street, leading to an improvement in safety at this intersection.

Executive Summary

1.      This report seeks the Committees consideration of the proposed installation of warning signs in Ada Street and Neville Street, Oatley

 

Background

2.      Council received notification from the resident of 22A Neville Street indicating that a vehicle had driven through the intersection of Ada Street and Neville Street into his home on the evening of 1st March 2017.

3.      Council officers contacted police who confirmed the incident, stating that the vehicle failed to navigate the intersection of Ada Street and Neville Street, hitting the dip in the road and becoming airborne and crashing through the front wall of the house.

4.      Following further discussions with the resident, it was requested that Ada Street be made a cul-de-sac, preventing access and stopping this incident from reoccurring.

Comments

5.      Following investigations by Council officers, it is proposed to install a T-intersection warning sign, with supplementary distance plate, 60m from the intersection of Neville Street, Oatley.

6.      Further, a bi-directional hazard marker is installed adjacent to 22A Neville Street, Oatley, this will highlight to driver that there is an oncoming intersection allowing them to navigate it safely.

7.      The residents suggested treatment of making Ada Street a cul-de-sac is a very severe form of treatment. There are no historical records indicating incidents in this location and it is therefore not warranted in this instance.
