Item: TAC002-17 Hannons Avenue Peakhurst - Request for 2P restriction

a. That the resident’s request to install 2P restriction outside his home in Hannons Avenue Peakhurst be denied as this will set a precedent. b. That the resident be encouraged to submit an application to widen his driveway to help facilitate easier egress out of his property.

Executive Summary
1. This report seeks the traffic committee’s consideration and recommendation in regards to a resident’s request to install 2P parking restriction in Hannons Avenue to help facilitate on street parking outside his premises and easier egress from his property.
Background
2. Hannons Avenue is a local residential street measuring approximately 270m in length and 7.5m in width, located between Stanley Street and Forest Road Peakhurst.
3. The resident advised that due to his home being located within close proximity to businesses on Stanley Street and Forest Road, many staff choose Hannons Avenue to park their vehicles all day.
4. Accordingly the resident advised that on many occasions he finds it very difficult to exit his driveway in a safe manner due to vehicles parking too close to his driveway on either side as well as across the road.
5. A site inspection revealed that the resident’s driveway is narrow, measuring only 3.5m in width. Furthermore it was revealed that the road is also narrow measuring approximately 7.5 metres in width. When cars are parked on either side of the driveway and across the road from it, it is clearly difficult for the resident to exit his premises.
6. It is advised that most of the other homes in Hannons Avenue have a driveway across the road which prevents cars from parking opposite their homes, and thus allows room for cars to manoeuvre out of their driveways.
7. The resident requested that 2P restriction be installed outside his home rather than No Parking to allow for delivery trucks, nurses and medical personnel to park outside his home. The resident was advised that he could not receive exemption from the 2P if it was installed outside of his home.
8. It is further advised that if the 2P restriction was to be installed outside the resident’s home it will set a precedent whereby all the other homes would request the same restriction.
9. This would not be a favourable outcome as it will push parking onto other neighbouring streets.
10. Furthermore 2P restriction is usually reserved to facilitate quick turnover of parking around shopping areas and/or business premises and is not considered feasible at this location.

Item: TAC003-17 Botany Street Carlton - Request for disbaled parking.

Executive Summary
1. This report seeks the committee’s approval to install a disabled parking space outside 80 Botany Street, Carlton.
Background
2. Council received representation from the resident of 80 Botany Street, Carlton requesting that Council consider installing a disabled parking space outside her home.
3. The resident advised that she does not have access to an off street parking space and she depends on parking on the street outside her home for her vehicle.
4. She further advised that she is an elderly resident with mobility parking permit who lives on her own and relies on driving herself to run errands throughout the day.
5. She advised that on numerous occasions she was unable to find parking close to her home due to the high demand for parking generated by staff and/or visitors of the nearby nursing home and businesses in the area.
Comments
6. A site inspection revealed that the rear of her property, adjoining Xenia Avenue, could be altered to accommodate off-street parking, however, due to the resident’s circumstances it is recommended that a disabled parking space be installed outside her property on Botany Street. It is also recommended that the disabled parking space be reviewed by Council on an annual basis to determine that it is still required.

Item: TAC004-17 St George Community Transport - Request for designated parking areas in Hurstville CBD

(a) THAT Council’s decision to not support the provision of designated parking for St George Community Transport Services for their vehicles stands, due to the very high demand for parking in Hurstville CBD. (b) FURTHER THAT St George Community Transport Services be advised of Council’s decision. |
Executive Summary
1. This report is seeking the traffic committee’s reconsideration for a request from St George Community Transport Services for designated parking spaces for their use in Hurstville CBD.
Background
2. In August 2016 the Traffic Advisory Committee considered a representation from Mr Mark Coure, MP, Member for Oatley on behalf of St George Community Transport Services, requesting Council to consider the provision of more drop-off and pick-up areas for their patrons in Hurstville’s CBD and in particular Crofts Avenue.
3. The Traffic advisory Committee deliberated on the matter after considering the following information.
a. That Hurstville CBD is a thriving business centre with demand for parking being very high by many users of the community.
b. Council has worked before with St George Community Transport Services and provided designated No Parking zones in number of locations to drop-off and pick-up their passengers.
c. There are varied parking restrictions all around Hurstville CBD to provide quick turnover of parking and allow for the safe pick-up and drop-off of passengers.
d. Restrictions vary from 5 minutes to 1/2P parking in Forest Road, up to 2P parking in Park Road and The Avenue and 3P parking in Council’s car parks.
e. Cross Street and Crofts Avenue have a variety of Loading Zone, 1/2P Parking and Bus Zones. Thus if St George Community Transport are utilising buses for picking up and dropping off their passengers, they can utilise any Bus Zone or Loading Zone around Georges River Council Local Government Area to do so legally under the current Road Rules.
f. It is not feasible to reserve any public parking for one particular group of users or individuals as this will set a precedent that cannot be afforded due to the high demand for parking in Hurstville CBD from various groups of the community.
g. Council believes that the existing parking arrangement in Hurstville CBD provides a reasonable balance for the competing parking needs of the community.
4. The Traffic Advisory Committee after considering the above information recommended and Council resolved:
a) That the request for designated parking by St George Community Transport Services for their vehicles be denied due to the very high demand for parking in Hurstville CBD.
b) That St George Community Transport Services be advised of Council’s decision.
5. Mr Coure was advised of Council’s decision in writing. Since then he wrote once more to Council requesting that the Traffic Advisory Committee reconsider their decisions.
6. As stipulated in the report Council cannot designate parking spaces to one certain group of the community as this will set a precedent.
7. There are many established community groups operating in this area. These include 3 Bridges, Nurses on Wheels, Meals on Wheels and many more. Should this request be accepted, Council would need to extend the same courtesy to these groups and this is not feasible.
8. Accordingly in light of the above information the Traffic Advisory Committee’s recommendation from August 2016 should stand.

Item: TAC005-17 Roberts Avenue intersection with Bowman Street Mortdale - Request for no stopping restriciton

(a) That a 20 metre “No Stopping” restriction be installed on Roberts Avenue east of Bowman Street, Mortdale to improve sight distance at this intersection. |
Executive Summary
1. This report seeks the committee’s approval to extend the statutory “No Stopping” restriction on Roberts Avenue east of Bowman Street to 20 metres, due to road safety concerns.
Background
2. Council received representation from the Mortdale Fire Captain regarding road safety concerns on Roberts Road east of its intersection with Bowman Street Mortdale.
3. The Fire Captain advised that as motorists try to exit Bowman Street onto Roberts Avenue, their sight distance is significantly hindered when there is a parked vehicle on Roberts Avenue, east of Bowman Street.
4. He also advised that this matter is exacerbated by the presence of a crest on Roberts Avenue further worsening the sight distance for motorists on Bowman Street.
Comments
5. A site inspection was conducted and it was revealed that on Roberts Avenue, east of Bowman Street, there is 20 metres of kerb parking (10 metres of which is statutory No stopping under road rules), followed by a Bus Zone and then No Stopping to provide sight distance for an existing pedestrian refuge.
6. The inspection also confirmed that the sight distance from Bowman Street is significantly reduced by the crest on Roberts Avenue, east of Bowman Street.
7. To ascertain the road safety concerns raised by the Fire Captain the Roads and Maritime Service accident data were reviewed for the 5-year period between January 2011 and December 2015 and no accidents were recorded within the subject vicinity.
8. However due to the presence of the crest, the installation of 20m No Stopping in Roberts Avenue, east of Bowman Street does have merit in improving the sight distance for motorists leaving Bowman Street.

Item: TAC006-17 Boundary Road Mortdale - Request for a Pedestrian Refuge outside Mortdale Community Centre

Executive Summary
1. This report seeks the committee’s approval to install a pedestrian refuge in Boundary Road outside Mortdale Community Centre to help facilitate crossing of Boundary Road for pedestrians.
Background
2. Council received representation from Mr Mark Coure MP, Member for Oatley on behalf of one of his constituents requesting that Council consider installing a pedestrian refuge outside Mortdale Community Centre in Boundary Road to assist pedestrians to safely cross Boundary Road, Mortdale.
3. It is advised that Council staff considered crossing locations during the development of the Mortdale Community Centre, however as the provision for parking was considered a high priority, a pedestrian refuge adjacent to the Centre was not constructed at the time, as it would compromise the number of parking positions that could be provided.
4. Furthermore it is advised that there is an existing pedestrian refuge 120m north of the entrance to Mortdale Community Centre. This refuge is located adjacent to 34 rear to kerb parking spaces in Woronora Road.
5. If another pedestrian refuge was to be constructed within a pedestrian desire line it would have to be directly outside the Community Centre entrance as shown below
As can be seen from the above proposed location of the pedestrian refuge, it will result in the removal of 6 x 90 degree angle parking spaces along the eastern side and approximately 3 parallel parking spaces along the western side, outside No 1 Boundary Road, in addition to restricting the resident’s access to his property when turning left in or left out of the driveway.
6. Accordingly, due to the undesirable impact of the proposed pedestrian refuge outside Mortdale Community Centre, it is recommended that the request is not supported.

Executive Summary
1. Council has received representation from a resident at 73 Ocean Street, Penshurst requesting Council to install a No Parking restriction across the driveways of 71 and 73 Ocean Street, Penshurst.
Background
2. A resident in the unit block of 73 Ocean Street, Penshurst has advised council that motorists are constantly parking between the driveways of 71 and 73 Ocean Street, Penshurst.
3. The length of kerb between the driveways is approximately 3.5 metres. This is significantly less than the AS/NZS 2890.1:2004, B85 vehicle which is 4.91 metres long.
4. Vehicles parked between the two driveways make it difficult for the resident to enter and exit the property.
5. Driveway crossings at 54-56 and 58 Ocean Street, Penshurst have a No Parking restriction across them, providing a precedent for the recommended signage installation.
6. Accordingly it is recommended to install 14.5 metres of No Parking restriction across the driveway crossing of 73 and 71 Ocean Street, Penshurst.

(c) Further that Mr Mark Coure, MP, Member for Oatley be advised of Council’s decision. |
Executive Summary
1. Council has received a representation from Mr Mark Coure, MP, Member for Oatley, on behalf of the resident at 2 Coronation Avenue, Peakhurst, requesting Council to review and remove the bus zone adjacent to his property.
Background
2. At the 16 August 2016 Traffic Advisory Committee, Council considered a report to formalise two bus stops on Samuel Street, Peakhurst and to install a No Parking Restriction on Rona Street, Peakhurst.
3. Council recommended and installed the following;
a) THAT a 50 metre ‘Bus Zone, 8am – 9:30am and 2:30pm – 4pm School Days’ be installed at the existing bus stop on Samuel Street, Peakhurst (adjacent to Georges River College).
b) THAT a 20 metre ‘Bus Zone, 8am – 9:30am and 2:30pm – 4pm School Days’ be installed at the existing bus stop at 2 Coronation Avenue, Peakhurst followed by a statutory 10 metre long No Stopping restriction at the intersection of Samuel Street and Coronation Avenue, Peakhurst.
c) THAT a 75-metre long ‘No Parking, 8am – 9:30am and 2:30pm – 4pm School Days’ zone be installed on Rona Street north of the Georges River College car park entrance followed by a statutory 10 metre No Stopping restriction at the intersection of Samuel Street and Rona Street, Peakhurst.
4. Punchbowl Buses has agreed that both bus stops on Samuel Street should be formalised during school drop off and pick up times to improve access for bus drivers.
5. The resident at 2 Coronation Avenue, Peakhurst, has advised that the bus zone is not used as intended and therefore should be reviewed and subsequently removed.
6. Council has liaised with Punchbowl Buses and confirmed that the bus zone adjacent to 2 Coronation Avenue, Peakhurst is required to safely drop off children. Punchbowl Buses also advised that the bus zone is only used in the morning period.
7. Georges River College Peakhurst Campus has been notified of the proposed changes to the bus zone adjacent to 2 Coronation Avenue, Peakhurst.
8. Accordingly it is recommended that the existing 20 metre ‘Bus Zone, 8am – 9:30am and 2:30pm – 4pm School Days’ adjacent to 2 Coronation Avenue, Peakhurst be changed to ‘Bus Zone, 8am – 8:30am School Days’.

Executive Summary
1. This report seeks the Committee’s approval to install a “No Parking” restriction across the driveway crossing of 108-112 Boundary Road, Mortdale.
Background
2. Council has received representation from Certified Strata on behalf of the residents of 108-112 Boundary Road, Mortdale requesting the installation of “No Parking” signs across their driveway access.
3. In July 2016, Council installed delineation line marking either side of the driveway access at 108-112 Boundary Road, Mortdale to help delineate the access driveway.
4. The residents have advised that motorists have begun to park over the driveway often preventing residents to enter and exit the property.
5. According to Australian Road Rules, Part 12, Division 6, Rule 198, (2);
A driver must not stop on or across a driveway or other way of access for vehicles travelling to or from adjacent land unless:
(a) the driver:
(i) is dropping off, or picking up, passengers, and
(ii) does not leave the vehicle unattended, and
(iii) completes the dropping off, or picking up, of the passengers, and drives on, as soon as possible and, in any case, within 2 minutes after stopping, or
(b) the driver stops in a parking bay and the driver is permitted to stop in the parking bay under these Rules.
6. Accordingly it is considered appropriate to install a “No Parking” restriction across the access driveway of 108-112 Boundary Road, Mortdale to improve access to the residential property.

Item: TAC010-17 Belmore Road, Peakhurst - Upgrade existing pedestrian crossing

Executive Summary
1. This report seeks the Committee’s approval to upgrade the existing pedestrian crossing outside 82 Belmore Road, Peakhurst to improve pedestrian safety.
Background
2. At the 19 July 2016 Traffic Advisory Committee council considered a report to relocate and upgrade the existing pedestrian crossing outside 82 Belmore Road, Peakhurst to improve pedestrian safety and accommodate new driveway crossings at 82 Belmore Road, Peakhurst.
3. Council recommended the following;
a) That the existing pedestrian crossing outside 82 Belmore Road, Peakhurst be relocated 15m south and upgraded the crossing to a raised pedestrian crossing (wombat crossing).
b) That the existing Bus Stop and the associated Bus Zone on the western side of Belmore Road outside Peakhurst West Public School be relocated 10m north of the proposed pedestrian facility.
c) That a detailed design for the proposed raised pedestrian crossing (wombat crossing) in Belmore Road, Peakhurst be prepared and submitted to the RMS for approval.
d) That the proposed raised pedestrian crossing (wombat crossing) in Belmore Road, Peakhurst be constructed subject to RMS approval and availability of funding.
e) That the cost difference between upgrading the existing pedestrian crossing to a wombat crossing and relocating the existing facility 15m south be borne by the property developer of 82 Belmore Road, Peakhurst.
4. Since the 19 July 2016 Traffic Advisory Committee the proposed development at 82 Belmore Road, Peakhurst has been rejected.
5. Council has secured $50,000 from the Roads and Maritime Pedestrian Infrastructure Safety around Schools Program to upgrade the existing pedestrian crossing to a wombat crossing.
6. As a result of the development not proceeding it is recommended that the pedestrian crossing be upgraded in the original location and the updated plan sent to the RMS for approval.

Executive Summary
1. This report seeks the Committee’s consideration to install line marking and signage at the intersection of Baker Street and Lansdowne Parade, Oatley to better highlight road geometry and to improve safety.
Background
2. Council has received a request from a resident requesting council to install line marking at the intersection of Baker Street and Lansdowne Parade, Oatley.
3. The resident advises council that the intersection is a hazard to residents, drivers and pedestrians crossing the road.
4. The resident advises that south bound drivers often take the corner too fast and encroach into the north bound side of Baker Street.
5. The resident is requesting the installation of double white lines on Baker Street to highlight the curve in the road.
6. A site inspection revealed that raised rumble bars were previously installed on Lansdowne Parade approaching Baker Street.
7. Baker Street and Lansdowne Parade are approximately 10.5 metres wide.
8. Accordingly it is recommended that the following line marking and signage be installed to highlight the curve in the road;
a. 10 metres of double white centre lines be installed on Baker Street either side of Lansdowne Parade.
b. 10 metres of double white centre lines be installed on Lansdowne Parade.
c. Give-way lines to be installed at the intersection of Lansdowne Parade and Baker Street.
d. Give-way signage to be installed at the intersection of Lansdowne Parade and Baker Street.

Executive Summary
1. This report seeks the Committee’s approval for the “Traffic Management Plan, Jubilee Oval” submitted by Traffic Logistics for NRL matches during the 2017 season.
Background
2. Traffic Logistics has recently lodged the “Traffic Management Plan, Jubilee Oval” with Council.
3. The purpose of the Traffic Management Plan is to provide an operational overview of the traffic and transport management systems and processes required to be implemented for the 2017 National Rugby League fixtures at Jubilee Oval.
4. The operational traffic and transport management systems that are required include, but are not limited to:
· Road Closures;
· Car Parking and Access;
· Shuttle Bus Routes and Schedules;
· Traffic Equipment Schedule; and
· Key Contacts
5. Appropriate planning and consultation processes have been undertaken with key stakeholders and the attached “Traffic Management Plan, Jubilee Oval” is an accurate reflection of the planning and operational deliverables agreed to by all stakeholders. As a result the Traffic Management Plan is recommended for approval.

Executive Summary
1. A builder has been engaged by the Strata to carry out works at No’s 26 – 30 Premier Street, Kogarah. An installation of an 18m “Works Zone” adjacent to the site was requested to provide an area where vehicles associated with the works can park.
2. Currently this section of the street is signposted as “2P, 6am-6pm, Mon-Fri, Permit Holders Excepted, Area 1” and as a result work vehicles at the site would have to be moved every two hours resulting in a loss of productivity.
Comments
3. The conversion of 18m of the existing “2P, 6am – 6pm, Mon – Fri, Permit Holders Excepted, Area 1” zone adjacent to the site No’s 26 – 30 Premier Street, Kogarah, to a “Works Zone, 7am – 5pm, Mon – Sat” would provide an area where vehicles associated with the building works can be parked in close proximity to the worksite. It is anticipated the construction period would be approximately thirteen (13) weeks, commencing in mid-February 2017.

Executive Summary
1. This report seeks the Committee’s consideration of the proposed extension of the “No Stopping” zone on the western side of Elizabeth Street, Allawah.
Background
2. Council has received a request from a representative of the Roads and Maritime Services (RMS) to extend the existing “No Stopping” zone on the western side of Elizabeth Street, south of Railway Parade.
3. Elizabeth Street is classified as a regional road that carries approximately 14,000 vehicles daily.
4. The Lily Street Bridge at Allawah was recently rebuilt with construction completed in late November 2016. The RMS has advised Council that parked vehicles on the western side of Elizabeth Street are affecting traffic flow and they have requested that the “No Stopping” zone be extended 12m.
Comments
5. The extension of the “No Stopping” zone by 12m would result in the loss of two (2) car spaces on Elizabeth Street, however as the adjacent residential units all have off-street parking, this proposal is deemed to be warranted to improve the traffic flow on the regional road.

(a) That approval be granted to temporarily close Belgrave Street, Kogarah from Post Office Lane to Kensington Street, between 7.30am and 2.30pm on Saturday 4 March 2017 for Council’s “ANZAC and Lemnos Commemorative Statue and Plaque Unveiling” event, as shown on plan TC1122 attached to the report. |
Executive Summary
1. This report seeks the Committee’s consideration of the temporary part road closure of Belgrave Street, Kogarah.
Background
2. The design and construction of a new ANZAC commemorative statue and plaque within the Kogarah Town Square commemorates the sacrifices made by the Australian Servicemen and Women in the First World War. It also highlights the significant support offered by Greece and the subsequent long-standing relationship between Australia and the Greek Island of Lemnos. The statue recognises the important role played by nurses in the hospitals established on Lemnos.
3. The project is significant to the local Greek community and the St George Hospitals. It was supported by an Australian Government Department of Veterans’ Affairs ANZAC Centenary Local Grants Program of $60,000 in 2015.
Proposal
4. It is proposed that Belgrave Street, Kogarah between Post Office Lane and Kensington Street, be closed to vehicular traffic from 7.30am to 2.30pm on Saturday 4 March 2017 to allow the safe movement of people attending the “ANZAC and Lemnos Commemorative Statue and Plaque Unveiling” event.
5. NSW Police have requested that water barricades and trucks be used in events where pedestrians are gathering in numbers on the streets. This is due to recent events overseas. All major events have been requested to implement heavier equipment to stop a rogue vehicle getting into the space.
6. Council will supply and erect the water filled barricades and road closure signage and manage the closure points for the duration of the event.
7. The event would be classified as a Class 3 Event according to the “Guide to Traffic and Transport Management for Special Events”, and as such a Traffic Management Plan (TMP) would not be required to be submitted to the Roads and Maritime Services (RMS) for approval prior to the event. The Management Plan attached to the report will be distributed to personnel involved in the event.
Financial Implications
8. Within budget allocation – Estimated to be $4,000 from the Events budget.
