Present:                Andrew Sharp (Chairperson / Council Representative - Director Assets and Services), Ryan Horne (Roads and Maritime Services), Nick Kocoski (Roads and Maritime Services), Sergeant Frank Gaal (St George Local Area Command), George Perivolarellis (Representing Stephen Kamper MP, Member for Rockdale) and Mark Coure MP, Member for Oatley.

1.

Subject:      Schedule of Traffic Committee Meeting Dates and Venues

Recommendation:         (Unanimous Support)

That the schedule of meetings of the Georges River Local Traffic Committee for the remainder of the 2016 calendar year, as detailed in the body of the report, be adopted.

 

 


 

2.

Subject:      Kensington Street, Kogarah - Proposed "No Stopping" zone - UBD 294 H5

Recommendation:         (Unanimous Support)

 

a)       That the existing 10m “No Stopping” zone on the northern side of Kensington Street, east of Montgomery Street, be extended by 10m.

b)       That the existing “2P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the northern side of Kensington Street, between Montgomery Street and Moorefield Lane,  be converted to “No Stopping, 6.30am – 9.30am Mon – Fri” and “2P, 9.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat”, as shown on plan TC1538 attached to the report.

c)       That the changes to the signs be completed prior to the Final Occupation Certificate being issued for the St George Public Hospital upgrade.

d)       That the Project Manager of the St George Public Hospital upgrade be advised of Council’s decision.

 

 

3.

Subject:      Railway Parade, Allawah - Proposed Temporary "Bus Zone" - UBD 294 A7

Recommendation:         (Unanimous Support)

 

a)       That the existing 25m “Bus Zone, Mid Night – 5:30am” on the northern side of Railway Parade, Allawah, adjacent to Allawah Train Station, opposite the intersection of Lancelot Street, be converted to “Bus Zone” for the duration of the Lily Street bridge closure.

b)       That the existing 28m “Bus Zone, Mid Night – 5:30am” on the southern side of Railway Parade, Allawah, adjacent to 462 Railway Parade, be reduced to a 20m “Bus Zone” and 8m “1P, 8:30am – 6pm, Mon-Fri, 8:30am – 12:30pm, Sat” for the duration of the Lily Street bridge closure.

c)       Further that the parking be returned to its current status at the completion of the Lily Street bridge closure.

Subject:      Montgomery Street, Kogarah - Proposed Temporary "Bus Zone" - UBD 294 G4

Recommendation:         (Unanimous Support)

 

a)       That the existing 45m “1P, 8:30am – 6:00pm, Mon – Fri, 8:30am – 12:30pm, Sat” zone on the eastern side of Montgomery Street, south of Post Office Lane, be converted to a “Bus Zone” from 20th June 2016 until 29th June 2016 inclusive, whilst the Band and Orchestral Festival is being held at St George Bank, as shown on plan TC1542 attached to the report.

b)       Further that all parking zones be returned to their current status at the completion of the festival.

 

 

 

5.

Subject:      West Street, Hurstville - Proposed "Keep Clear" Markings - UBD 293 L7

Recommendation:         (Unanimous Support)

That the suggested “Keep Clear” pavement marking not be installed on West Street at the intersection of Empress Lane, Hurstville and “Do Not Queue Across Intersection” signage be installed as an alternative measure.

Subject:      Carinya Place, Carss Park - Proposed "1P" Zone - UBD 294 B13

Recommendation:         (Unanimous Support)

 

That a “1P, 8:30am – 6pm, Mon-Fri, 8:30am – 12:30pm, Sat” zone be installed along the 11 parking spaces on the southern side of the carpark adjacent to Carinya Place, Carss Park, as shown on the plan TC1532 attached to the report.

 

 

 


 

7.

Subject:      West Street, Carlton - Proposed "Disabled Parking" Zone - UBD 294 A12

Recommendation:         (Unanimous Support)

a)     That an 8m “Disabled Parking” zone be installed on the northern side of West Street, Carlton, adjacent to No.’s 252-254 West Street, as shown on the plan TC1534 attached to the report.

b)     Further that a pram ramp be installed in this location in accordance with AS2890.6.

 

 

 

8.

Subject:      Carlton Crescent, Kogarah Bay - Proposed Linemarking - UBD 294 E13

Recommendation:         (Unanimous Support)

a)     That a 15m dividing barrier line with yellow Raised Reflective Pavement Markers (RRPM’s) be installed in Carlton Crescent, Kogarah Bay at the intersection with Park Road.

b)     That seven rubber rumble bars (RUM-300) be installed at 0.7m intervals on Carlton Crescent at the intersection with Park Road.

c)     Further that a “Give Way” sign and associated 19m broken holding line be installed on Carlton Crescent at the intersection with Park Road, as shown on plan TC1541 attached to the report.

 

 

 

9.

Subject:      Allawah Avenue, Carss Park - Proposed Speed Advisory Signs - UBD 294 B14

Recommendation:         (Unanimous Support)

That curve and speed advisory signs be installed in Allawah Avenue, Carss Park as shown on plan TC1543 attached to the report.

 

 

 


 


10.

Subject:      Forest Road, Hurstville - Request to Delineate Existing Mail Zone

Recommendation:         (Unanimous Support)

a)       That the words “MAIL ZONE” not be painted on the road surface at the existing Mail Zone located in Forest Road at the corner of MacMahon Street, Hurstville.

b)       That the request to widen the existing Mail Zone in Forest Road at the corner of MacMahon Street to incorporate two (2) standard parking spaces be approved.

c)       Further that Australia Post be advised of Council’s decision.

 

 

 

11.

Subject:      Park Road, Hurstville - Request to Make Changes to a Timed Bus Zone

Recommendation:         (Unanimous Support)

a)     That the existing timed Bus Zone in Park Road, Hurstville, north of Humphreys Lane be changed to ‘Bus Zone, 6am-10am and 2pm- 6pm, Mon-Fri and 15 minutes 10am-2pm, Mon-Fri and 8.30am-12.30pm, Sat’ zone.

b)     Further that Punchbowl Buses be advised of Council’s decision.

 

 

 

12.

Subject:      Bonds Road, Trafalgar Street and Bailey Parade, Peakhurst - Request to Formalise Bus Stops.

Recommendation:         (Unanimous Support)

a)       That a 20m Bus Zone be installed on the northern side of Trafalgar Street, south of Bonds Road, Peakhurst, followed by the 20m statutory No Stopping zone.

b)       That a 20m Bus Zone be installed on the southern side of Trafalgar Street, south of Bonds Road, Peakhurst, followed by 10m statutory No Stopping zone.

c)       That a 20m Bus Zone be installed on the western side of Bonds Road, north of Trafalgar Street, Peakhurst, followed by the 10m statutory No Stopping zone.

d)       That a 20m Bus Zone be installed on the eastern side of Bonds Road, south of Bailey Parade, Peakhurst, followed by the 10m statutory No Stopping zone.

e)       Further that Punchbowl Buses be advised of Council’s decision.

 

 

13.

Subject:      Pearl Street, Hurstville - Request for a "No Parking" zone for Garbage Collection Days.

Recommendation:         (Unanimous Support)

That consideration of the Pearl Street “No Parking” zone be deferred to a future meeting of the Georges River Local Traffic Committee following the completion of the necessary community consultation.

 

 

 

14.

Subject:      Park Street, Peakhurst - Request to Install Give-Way signage at Rona Street

Recommendation:         (Unanimous Support)

a)       That Give-Way signage and appropriate linemarking be installed across Park Street at its intersection with Rona Street/Lilydale Avenue, Peakhurst, as shown on the plan in this report.

b)       Further that Mr David Coleman MP, Member for Banks, be advised of Council’s decision.

 

 

 

15.

Subject:      Ponyara Road, Beverly Hills - Request to Formalise Bus Stop.

Recommendation:         (Unanimous Support)

a)       That the existing bus stop at 56 Ponyara Road, Beverly Hills be changed to a 22 metre ‘Bus Zone, 9am – 3pm, Monday to Friday’ between the driveways of No. 54 and No. 56 Ponyara Road, Beverly Hills.

b)      That the existing bus stop at 61 Ponyara Road, Beverly Hills be changed to a 20 metre ‘Bus Zone, 9am – 3pm, Monday to Friday’ between the driveways of No. 61 and No. 65 Ponyara Road, Beverly Hills.

c)       Further that Punchbowl Buses be advised of Council’s decision.

Subject:      Woodlands Avenue, Lugarno - Request for No Stopping Restrictions

Recommendation:         (Unanimous Support)

 

a)       That a 40-metre “No Stopping” zone be installed at the intersection of Boronia Parade and Woodlands Avenue, Lugarno adjacent to the double centre lines outside 1 Boronia Parade, as shown on the plans contained within this report.

b)       Further that the resident be advised of Council’s decision.

 

 

 

17.

Subject:      Ponyara Road and Pallamana Road, Beverly Hills - Request for a Roundabout

Recommendation:         (Unanimous Support)

 

a)     That the request to install a roundabout at the intersection of Ponyara Road and Pallamana Parade, Beverly Hills be denied.

b)     Further that Mr Chris Minns, MP, Member for Kogarah be advised of Council’s decision.

 

 

 

18.

Subject:      Forest Road, Peakhurst - Request for Kerb Blisters

Recommendation:         (Unanimous Support)

 

a)     That the request to install kerb build outs either side of the driveway of No. 864 Forest Road, Peakhurst be denied.

b)     That the existing “No Stopping” zone adjacent to No. 864 Forest Road, Peakhurst be extended 9.5 metres to the east to include both sides of the driveway crossing.

c)     Further that the resident be advised of Council’s decision.
