Recommendation:

 

That the schedule of meetings of the Georges River Local Traffic Committee for the remainder of the 2016 calendar year, as detailed in the body of the report, be adopted.

 

Executive Summary

 

This report seeks to establish a schedule of meetings of the Georges River Local Traffic Committee for the remainder of 2016.

 

Background

 

1.         As members will be aware, on Thursday 12 May, 2016, the NSW State Government proclaimed the formation of the Georges River Council, which in effect amalgamated the Local Government Areas of Kogarah and Hurstville. As a result, the Georges River Local Traffic Committee has been established to replace the committees previous hosted individually by both Hurstville and Kogarah City Councils.

 

2016 Meeting Schedule

 

2.         Georges River Council meetings are held at 6.00pm on the first Monday of each month, and on the second Monday of the month when the first Monday is a public holiday.

 

3.         As such, it is considered that the monthly Georges River Local Traffic Committee would most appropriately meet on the third Tuesday of the month, thereby avoiding most public holidays while reducing the time elapsed between consideration of items by the Committee and the consideration of the Committee’s recommendations by the Administrator.

 

4.         As has been the practice to date, members of the Committee will be sent copies of the agenda for each upcoming meeting approximately one week prior to the scheduled meeting date. All meetings of the Georges River Local Traffic Committee for the remainder of 2016 will commence at 9.30am and the proposed dates and venues for the meetings are:

 

·         Tuesday, 19 July 2016 - Hurstville Civic Centre

·         Tuesday, 16 August 2016 - Kogarah Civic Centre

Item D2:                       Kensington Street, Kogarah - Proposed "No Stopping" zone - UBD 294 H5

Recommendation:

 

a)         That the existing 10m “No Stopping” zone on the northern side of Kensington Street, east of Montgomery Street, be extended by 10m.

b)         That the existing “2P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the northern side of Kensington Street, between Montgomery Street and Moorefield Lane,  be converted to “No Stopping, 6.30am – 9.30am Mon – Fri” and “2P, 9.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat”, as shown on plan TC1538 attached to the report.

c)         That the changes to the signs be completed prior to the Final Occupation Certificate being issued for the St George Public Hospital upgrade.

d)         That the Project Manager of the St George Public Hospital upgrade be advised of Council’s decision.

 

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a "No Stopping" zone in Kensington Street, Kogarah.

 

Background

 

1.         The St George Hospital Acute Services Building (ASB) redevelopment forms part of a wider program for the delivery of improved health services in the South-Eastern Sydney Local Health District.

 

2.         The ASB redevelopment follows the recent opening of the new Emergency Department in October, 2014 and is an integral part of the masterplan for the redevelopment of St George Hospital.  It will facilitate a significant improvement in their capacity to respond to current and future demand.

 

Proposed Building Works

 

3.         The ASB redevelopment includes:

 

    A seven storey extension over the recently completed Emergency Department;

    The vertical expansion of the multi-level carpark on Gray Street with 128 new car spaces, following relocation of the existing helicopter landing facilities.

 

4.         A Condition of Consent states that “Prior to occupation of any facilities constructed under this approval, the applicant shall obtain the relevant approval(s) from the local traffic committee and install the extended “No Stopping” zone along/clearway during peak periods along the northern side of Kensington Street between Montgomery Street and Moorefield Lane. The costs associated with implementing the clearway is to be met in full by the applicant.”

Comments

 

5.         In accordance with the RMS Technical Direction “TDT 2002/12C – Stopping and Parking Restrictions at Intersections and Crossings”, the “No Stopping” requirement on the departure side of a signalised intersection is to be a minimum of 20m in length, measured from the kerb line.  The existing “No Stopping” zone on the northern side of Kensington Street on the departure side of the signals is currently 10m in length and consequently should be extended to 20m to satisfy RMS requirements.

 

6.         As a result of the extension of the “No Stopping” zone, the existing 28.5m “2P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the northern side of Kensington Street, east of the intersection with Montgomery Street, would need to be reduced in length to 18.5m.

 

7.         To satisfy the St George Hospitals’ Condition of Consent, it is proposed to install a “No Stopping, 6.30am – 9.30am Mon – Fri” and “2P, 9.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the northern side of Kensington Street that would provide a “clearway” in the morning period throughout the week and lead to an improvement in traffic flow.

 

8.         “No Stopping, 6.30am – 9.30am Mon – Fri” zones currently exist along the northern side of Kensington Street, from Gray Street to Montgomery Street, and the proposal detailed in paragraph 7 above is consistent with the existing signage.

9.       No budget impact for this report.  Developer to pay for cost of signage.

Item D3:                       Railway Parade, Allawah - Proposed Temporary "Bus Zone" - UBD 294 A7

Recommendation:

 

a)         That the existing 25m “Bus Zone, Mid Night – 5:30am” on the northern side of Railway Parade, Allawah, adjacent to Allawah Train Station, opposite the intersection of Lancelot Street, be converted to “Bus Zone” for the duration of the Lily Street bridge closure.

b)         That the existing 28m “Bus Zone, Mid Night – 5:30am” on the southern side of Railway Parade, Allawah, adjacent to 462 Railway Parade, be reduced to a 20m “Bus Zone” and 8m “1P, 8:30am – 6pm, Mon-Fri, 8:30am – 12:30pm, Sat” for the duration of the Lily Street bridge closure.

c)         Further that the parking be returned to its current status at the completion of the Lily Street bridge closure.

 

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a temporary "Bus Zone" on Railway Parade, Allawah.

 

Background

 

1.         A request has been received from a representative of Transdev to investigate the possible conversion of the existing “Night Rider Bus Zone” to “Bus Zone” on both sides of Railway Parade, Allawah for the duration of the Lily Street bridge closure.

 

2.         Transdev operates the Route 947 service from Hurstville to Kogarah via Dolls Point, stopping at Allawah between 6am and 11pm weekdays and 8am and 9:15pm on weekends.

 

3.         NightRide operate the Route N10 service from Sutherland to the City, stopping at Allawah between mid-night and 4:40am nightly and the Route N11 from Cronulla to the City, stopping at Allawah between 1am and 5:10am nightly.

 

4.         During the investigations by Council officers, it was found that during the Lily Street bridge closure, the closest “Bus Zone” for the 947 service was located approximately 300m away at the intersection of Railway Parade and Hamilton Street, Allawah.

 

Comments

 

5.         The conversion of the “Bus Zone, Mid Night – 5:30am” to a “Bus Zone” on the northern side of Railway Parade, Allawah, would provide access to the 947 service in close proximity to Allawah Train Station and would lead to an improvement in safety for bus commuters.

 

6.         The conversion of the “Bus Zone, Mid Night – 5:30am” to a “Bus Zone” on the southern side of Railway Parade, Allawah, would also provide access to the 947 service in close proximity to Allawah Train Station and also lead to an improvement in safety for bus commuters.  The reduction in the length of the allocated zone from 28m to 20m would also minimise the loss of parking.

Item D4:                       Montgomery Street, Kogarah - Proposed Temporary "Bus Zone" - UBD 294 G4

Recommendation:

 

a)       That the existing 45m “1P, 8:30am – 6:00pm, Mon – Fri, 8:30am – 12:30pm, Sat” zone on the eastern side of Montgomery Street, south of Post Office Lane, be converted to a “Bus Zone” from 20th June 2016 until 29th June 2016 inclusive, whilst the Band and Orchestral Festival is being held at St George Bank, as shown on plan TC1542 attached to the report.

 

b)      Further that all parking zones be returned to their current status at the completion of the festival.

 

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a temporary "Bus Zone" on Montgomery Street, Kogarah.

 

Background

 

1.         Council has received a request from the Engadine Music Education Centre to investigate the possibility of installing a “Bus Zone” directly adjacent to St George Bank in Montgomery Street, Kogarah, to help facilitate the drop-off and pick-up of the children and their equipment participating in the Band and Orchestral Festival.

 

2.         The Band and Orchestral Festival is an annual event occurring on different dates each year. Council has been informed by Engadine Music Education Centre that the event will span over eight (8) days and will be held from 20th June to 24th June, 2016 and 27th June to 29th June, 2016 inclusive, between the hours of 8:00am and 4:00pm.

 

3.         This will be the fifteenth year that the festival has been held at the St George Bank Auditorium and there are approximately ninety (90) bands involved.  The festival is a non-profit event designed to provide performance experience for school age students.

 

Comments

 

4.         The proposed installation of the temporary “Bus Zone” area will only be used to pick up and drop off the participating children and their equipment.

 

5.         The proposed location of the temporary “Bus Zone” would allow children to access the facility in a safe manner.

Item D5:                       West Street, Hurstville - Proposed "Keep Clear" Markings - UBD 293 L7

Recommendation:

 

That one “Keep Clear” pavement marking be installed on West Street at the intersection of Empress Lane, Hurstville as shown on plan TC1537, attached to the report.

 

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a "Keep Clear" pavement marking at the intersection of West Street and Empress Lane, Hurstville.

 

Background

 

1.         Council has been requested to consider the installation of a “Keep Clear” pavement marking at the intersection of West Street and Empress Lane, Hurstville, to prevent vehicles queueing from the traffic signals on Railway Parade and blocking the intersection.

 

2.         During an investigation by Council officers, it was observed that vehicles were queueing along West Street from the traffic signals on Railway Parade up to and beyond the Empress Lane intersection. As a result vehicles wishing to travel along Empress Lane through the intersection during peak hours were prevented from doing so.

 

Comments

 

3.         A “Keep Clear” pavement marking at this location will remind drivers to not queue across this intersection and allow vehicles to enter and exit unhindered.

 

4.         During peak hours, traffic currently queues to the south from the traffic signals on Railway Parade. It is therefore proposed that the “Keep Clear” pavement marking be installed on the north bound lanes only.

That a “1P, 8:30am – 6pm, Mon-Fri, 8:30am – 12:30pm, Sat” zone be installed along the 11 parking spaces on the southern side of the carpark adjacent to Carinya Place, Carss Park, as shown on the plan TC1532 attached to the report.

 

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a "1P" zone in the carpark adjacent to Carinya Place, Carss Park.

 

Background

 

1.         A request has been received from a number of residents of Carss Park to consider the installation of timed parking within the vicinity of Carss Park shops, so as to provide an area where visitors and residents can park within close proximity to these services. Residents have indicated that due to recent business changes, many of the parking spaces were used for extended periods by business owners and their staff, making it difficult for residents to park close to the shops.

 

Comments

 

2.         Following investigations by Council officers, it is proposed to install a “1P, 8:30am – 6pm, Mon-Fri, 8:30am – 12:30pm, Sat” zone covering eleven parking spaces on the southern side of the carpark adjacent to Carinya Place, Carss Park. It is expected that this will increase the turnover of vehicles and allow visitors to access these services. These restrictions if imposed would be consistent with the parking restrictions on the eastern side of Carwar Avenue, Carss Park.

 

3.         The thirteen car spaces on the northern side of the carpark and on Carinya Place itself are to remain unrestricted, providing parking for business owners and staff if required.

 

4.         The residents and businesses in this vicinity have been notified by letter of the proposed installation of the “1P” zone in the carpark adjacent to Carinya Place. Submissions were invited to be submitted by 29th April, 2016. No objections were received.

5.       Within budget allocation – RMS’s Traffic Facility Grant – approximately $450.

That a 6m “Disabled Parking” zone be installed on the northern side of West Street, Carlton, adjacent to No.’s 252-254 West Street, as shown on the plan TC1534 attached to the report.

 

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a "Disabled Parking" zone in West Street, Carlton.

 

Background

 

1.         Council has received a request from an Occupational Therapy Clinic to consider the installation of a “Disabled Parking” zone near their premises at No.’s 252-254 West Street, Carlton.

 

2.         Officers have been advised that it is difficult for clients to find parking in close proximity to the clinic to drop off and pick up clients who are wheelchair bound, or are carrying equipment associated with their therapy sessions. As therapy sessions are intensive, they generally run for a duration of three hours or more.

 

Comments

 

3.         Following investigation by Council officers, it is proposed to install a 6m “Disabled Parking” zone in West Street, adjacent to No.’s 252-254 West Street, Carlton and next to the driveway at this location.  This would allow an area where drivers with a Mobility Parking Scheme permit can park in close proximity to the clinic.

 

4.         Residents and businesses operating in this area have been notified by letter of the proposed changes.  Submissions on the proposal were invited to be submitted by
20 May 2016.  No objections were received.

Item D8:                       Carlton Crescent, Kogarah Bay - Proposed Linemarking - UBD 294 E13

Recommendation:

 

a)         That a 15m dividing barrier line with yellow Raised Reflective Pavement Markers (RRPM’s) be installed in Carlton Crescent, Kogarah Bay at the intersection with Park Road.

b)         That seven rubber rumble bars (RUM-300) be installed at 0.7m intervals on Carlton Crescent at the intersection with Park Road.

c)         Further that a “Give Way” sign and associated 19m broken holding line be installed on Carlton Crescent at the intersection with Park Road, as shown on plan TC1541 attached to the report.

 

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of line marking in Carlton Crescent, Kogarah Bay.

 

Background

 

1.         Council has received a request from a local resident to investigate the vehicle turning movements at the intersection of Carlton Crescent and Park Road, Kogarah Bay.

 

2.         The resident has advised that due to the wide nature of the intersection of Carlton Crescent and Park Road, and the lack of delineation, many drivers cut across the centreline of Carlton Crescent when entering it from Park Road, resulting in the potential for a collision to occur.

 

Comments

 

3.         Following investigation by Council officers it was observed that vehicles were cutting across the centreline of Carlton Crescent when entering from Park Road. It is proposed to install a 15m dividing barrier line with yellow Raised Reflective Pavement Markers (RRPM’s) at 1m intervals in Carlton Crescent, so as to deter people from cutting across the intersection.  This would lead to an improvement in vehicle turning movements and safety at the intersection.

 

4.         To further deter people from cutting across the intersection, when turning from Park Road into Carlton Crescent, it is proposed to install seven rubber rumble bars (RUM-300) at 0.7m intervals.  There will be a gap of 1.5m between the 3rd and 4th rumble bar to allow for pedestrian access.  This would also lead to an improvement in vehicle turning movements and safety at the intersection.

 

5.         It is also proposed to install a broken holding line and the associated “Give Way” signage at the intersection to provide a delineation line where drivers exiting Carlton Crescent can safely stop before entering Park Road.

 

Operational Plan Budget

 

6.       Within budget allocation – RMS’s Traffic Facility Grant – approximately $2,000.

Recommendation:

 

That curve and speed advisory signs be installed in Allawah Avenue, Carss Park as shown on plan TC1543 attached to the report.

 

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of speed advisory signs in Allawah Avenue, Carss Park.

 

Background

 

1.         Council has received a request from a local resident to consider the installation of speed control devices in Allawah Avenue, Carss Park.

 

2.         The resident has advised that many children from Blakehurst Primary School access Allawah Avenue via the pedestrian laneway from Benwerrin Avenue and the concerns raised relate to vehicle speed along the streets curves in close proximity to the footpath.  Allawah Avenue is currently signposted as a 50km/h local street.

 

Comments

 

3.         Council conducted a Ball Bank Test on approach to the curves from both directions to determine what curve and speed advisory signs should be installed in Allawah Avenue.

 

4.         As a result of the Ball Bank Test, it is proposed to install 25km/h speed advisory signs at the curve located adjacent to No. 7 Allawah Avenue and 15km/h speed advisory signs at the curve adjacent to No. 23.  Both of these curves are located close to the pedestrian laneway and the installation of the speed advisory signs would assist in influencing driver behaviour in these areas.

 

Operational Plan Budget

Executive Summary

 

This report seeks the Committees consideration of the proposed delineation of the Mail Zone in Forest Road at the corner of MacMahon Street, Hurstville.

 

Background

 

1.         Council has received a request from Australia Post, Hurstville to consider delineation of the Mail Zone in Forest Road at the corner of MacMahon Street, Hurstville.

 

2.         Australia Post has advised that the existing Mail Zone located outside the Hurstville post office in Forest Road, Hurstville is frequently illegally occupied.  They have advised that the existing Mail Zone at this location is not clearly delineated and as a result motorists park in this location without realising that the space is reserved for Australia Post vehicles.  Accordingly, Australia Post has requested that the words “MAIL ZONE” be printed on the road surface to delineate that the subject space is reserved for Australia Post vehicles.

 

Comments

 

3.         The Mail Zone in question is located on Forest Road, south of MacMahon Street, Hurstville in a 90 degree, 1/2P angle parking zone.  The Mail Zone is located adjacent to the mail boxes (outside the Post Office) providing direct access for the mail boxes to be emptied. Australia Post advised that when this space is illegally utilised it puts Australia Post drivers at risk.

 

4.         While “MAIL ZONE” being painted on the road surface will not guarantee the prevention of illegal parking, it could be expected to assist in delineating the space for drivers that mistakenly think it’s another 1/2P space.

 

5.         Australia Post has also requested that their Mail Zone be widened claiming that the current space is too narrow for Australia Post vehicles.


 

6.         A site inspection has revealed that the existing Mail Zone is 2.6m wide (including gutter width).  The Australian Standards for on street parking, AS2890.5-1993, stipulates that 90 degree angle parking for high use spaces needs to be minimum of 2.6m wide. Therefore, the existing parking space complies with the Australian Standards. It should be noted that parking spaces within the Hurstville CBD are in very high demand and widening of the existing Mail Zone would result in the loss of one car parking space and is consequently not recommended.

This report seeks the Committees consideration of the proposed changes to the timed Bus Zone in Park Road, Hurstville, to the north of Humphreys Lane.

 

Background

 

1.         Council has received a request from Punchbowl Buses to consider changes to the timed Bus Zone in Park Road, Hurstville, immediately to thenorth of Humphreys Lane.

 

History

 

2.         In March 2016, the Hurstville Traffic Advisory Committee recommended that an existing Bus Zone located outside Hurstville Medical Centre at 1 Park Road, Hurstville be converted from a full time Bus Zone to ‘Bus Zone 6am-9am, 3pm-7pm, Mon-Fri and 15 min parking 9am-3pm, Mon Fri, 8.30am-12.30pm Sat’ zone.

 

Current Request

 

3.         Following the implementation of the above changes, Punchbowl Buses have advised that the changes that were anticipated in their timetable did not take place and accordingly they are requesting the Bus Zone be changed again to, ‘Bus Zone 6am-10am, 2pm-6pm, Mon-Fri and 15 minutes parking 10am-2pm, Mon-Fri and 8.30am-12.30pm Sat’ zone.

b)      That a 20m Bus Zone be installed on the southern side of Trafalgar Street, south of Bonds Road, Peakhurst, followed by 10m statutory No Stopping zone.

c)       That a 20m Bus Zone be installed on the western side of Bonds Road, north of Trafalgar Street, Peakhurst, followed by the 10m statutory No Stopping zone.

d)      That a 20m Bus Zone be installed on the eastern side of Bonds Road, south of Bailey Parade, Peakhurst, followed by the 10m statutory No Stopping zone.

This report seeks the Committees consideration of the proposed formalisation of four (4) bus stops in Peakhurst to discourage illegal parking.

 

Background

 

1.         Council has received a request from Punchbowl Buses to consider the formalisation of four Bus Stops in Peakhurst to discourage illegal parking and improve safety associated with the pick up and drop off of passengers at those stops.

 

2.         Punchbowl buses have requested that the following Bus Stops be formalised as Bus Zones:

 

i.   Existing Bus Stop located outside No. 2B Trafalgar Street, Peakhurst.

ii.  Existing Bus Stop located outside No. 5 Trafalgar Street, Peakhurst.

iii. Existing Bus Stop located on the side of No. 1 Trafalgar Street, Peakhurst.

iv. Existing Bus Stop located outside No. 73 Bonds Road, Peakhurst.

 

Comments

 

3.         The first Bus Stop is located on the northern side of Trafalgar Street outside No. 2B Trafalgar Street, south of a pedestrian refuge at the corner of Bonds Road, Peakhurst.  Accordingly it is recommended that only 20m Bus Zone be installed at this location.  This would provide a 40m (20m Bus Zone and 20m No Stopping for refuge Island) unhindered kerb space for buses to pull in and out in a safe manner.

 

4.         The second Bus Stop is located outside No. 5 Trafalgar Street, Peakhurst.  This Bus Stop is on the southern side of Trafalgar Street, south of Bonds Road, Peakhurst.  It is recommended that 20m bus zone be installed while utilising the 10 m statutory No Stopping restriction as the balance of the required 30m Bus Zone.

 

5.         The third Bus Stop is located on the western side of Bonds Road, north of Trafalgar Street, Peakhurst.  It is recommended that a 20m Bus Zone be installed while utilising the 10m statutory No Stopping restriction at the intersection of Bonds Road and Trafalgar Street.

 

6.         The fourth Bus Stop is located on the eastern side of Bonds Road, south of Bailey Parade, Peakhurst. It is recommended that a 20m Bus Zone be installed as buses could utilise the existing 10m statutory No Stopping restriction to pull out from the Bus Stop.

 

7.         The following diagram illustrates the locations of the abovementioned bus stops.

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a “No Parking” zone on the southern side of Pearl Street, Hurstville to allow garbage trucks to collect waste bins associated with the newly constructed residential development at No.’s 458-460 Forest Road, Hurstville (TOGA Development).

 

Background

 

1.         Council’s Waste Services Co-ordinator has requested the installation of a “No Parking” zone on the southern side of Pearl Street, Hurstville to allow garbage trucks to collect waste bins associated with the newly constructed residential development at No.’s 458-460 Forest Road, Hurstville (TOGA Development).

 

2.         The Waste Services Co-ordinator has advised that waste will be collected at that development on Tuesdays and Fridays at approximately 5am and the newly constructed development houses in excess of 400 units, resulting in a minimum of 50 bins to be collected on each collection day. These bins will be placed along the southern side of Pearl Street, between Forest Road and Millet Street, Hurstville where the waste services vehicles will require unhindered access to the bins.

 

Comments

 

3.         To enable the collection of the waste materials from the adjacent residential units, it is recommended that a “No Parking 12am-6am Tuesdays and Fridays” zone be installed on the southern side of Pearl Street, between Forest Road and Millet Street Hurstville.

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of Give-Way signage and line marking at the intersection of Park Street and Rona Street/Lilydale Avenue, Peakhurst.

 

Background

 

1.         Council has received a representation from Mr David Coleman, MP Member for Banks on behalf of a constituent requesting Council consider installing Give-Way signage at the intersection of Park Street and Rona Street/Lilydale Avenue, Peakhurst.

 

2.         The resident has advised that intersection of Park Street, Lilydale Avenue/Rona Street is confusing for drivers as it is not clear who has the right-of-way.

 

3.         According to the NSW Road Rules, traffic travelling along Park Street is required to give-way to traffic travelling along the continuous carriageway of Lilydale Ave/Rona Street.

 

Investigation

 

4.         In assessing the safety concerns raised by the resident, the Roads and Maritime Service accident data for the location was reviewed for the 5-year period between January 2010 and December 2014 and it showed that no accidents were recorded.

 

5.         However, to address the concerns and raise driver awareness of the Road Rules, it would be beneficial to delineate the intersection of Park Street, Lilydale Avenue and Rona Street, Peakhurst by installing Give-Way signage and linemarking for traffic on Park Street approaching the intersection.

Comments

 

4.         Both bus stops referred to in paragraph 4 above are well established and would benefit from being formalised to address the illegal parking issues.  No other bus stop infrastructure would need to be installed at these locations.

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a “No Stopping” zone on the corner of Woodlands Avenue and Boronia Parade, Lugarno.

 

Background

 

1.         Council has received a request from a resident to consider the installation of a “No Stopping” zone on the corner of Woodlands Avenue and Boronia Parade, Lugarno.

 

2.         The resident has advised that motorists are parking adjacent to No. 1 Boronia Parade, Lugarno which creates a situation that forces motorists to cross the double centre lines when travelling around the corner.

 

3.         According to NSW Road Rule 208 (6), if the road has a continuous dividing line or a dividing strip, the driver must position the vehicle at least 3 metres from the continuous dividing line or dividing strip, unless otherwise indicated by information on or with a parking control sign.

 

4.         A site investigation revealed that approximately 40 metres of road adjacent to the double centre line has a width of less than 3 metres when vehicles are parallel parked. Accordingly, it is deemed appropriate to install a 40 metre “No Stopping” zone on the inside kerbline of the bend to allow through vehicles to travel safely without crossing the double centre lines.

Executive Summary

 

This report seeks the Committees consideration of the proposed installation of a roundabout at the intersection of Ponyara Road and Pallamana Parade, Beverly Hills.

 

Background

 

1.         Council has received a representation from Mr Chris Minns, MP, Member for Kogarah, on behalf of his constituents requesting consideration of the installation of a roundabout at the intersection of Ponyara Road and Pallamana Parade, Beverly Hills.  The resident considers the intersection to be very dangerous and would like to see a roundabout installed.

 

2.         Ponyara Road and Pallamana Parade have 50km/h speed limits. Ponyara Road runs east-west for approximately 800 metres and is the main thoroughfare from King Georges Road into Beverly Hills.  Pallamana Parade runs north-south for approximately 900 metres and links King Georges Road to Tooronga Terrace.  The carriageway width of Ponyara Road and Pallamana Parade are 12.5 metres and 12 metres respectively.  A STOP restriction applies on both north and south approaches on Pallamana Parade at it’s intersection with Ponyara Road.  Additionally, a traffic calming threshold is located 40 metres west of the intersection on Ponyara Road to slow vehicles travelling along Ponyara Road.

 

Accident Data

 

3.         To assess the road safety concerns raised by the resident, the Roads and Maritime Service (RMS) accident data was reviewed for the 5 year period to December 2014.  One accident was reported during this 5 year period at the intersection of Ponyara Road and Pallamana Parade, Beverly Hills, the details of which are as follows:

 

·         09/03/2012 – car travelling south on Pallamana Parade collided with car travelling west on Ponyara Road.

 

Investigation
4.   
Council’s Traffic Engineer has conducted an investigation to determine current sight distance conditions at the intersection.  The sight distance inspection was conducted using a 3 metre off-set from the stop line, 1.1 metre driver eye height and 1.25 metre top of car.  The inspection revealed the following:

 

·         Motorists waiting on the northern leg (Pallamana Parade) have approximately 62 metres of sight distance for vehicles approaching from the east and approximately 80 metres of sight distance for vehicles approaching from the west.

·         Motorists waiting on the southern leg (Pallamana Parade) have approximately 180 metres of sight distance for vehicles approaching from the east and approximately 140 metres of sight distance for vehicles approaching from the west.

 

5.         According to Austroads Guide to Road Design – Part 3: Geometric Design, the desirable minimum Stopping Sight Distance (SSD) required for a car travelling
50 km/hr with no grade corrections is 48 metres. Stopping Sight Distance (SSD) is the distance to enable a normally alert driver, travelling at the design speed on wet pavement, to perceive, react and brake to a stop before reaching a hazard on the road ahead.

 

6.         The horizontal sight distance at the intersection of Ponyara Road and Pallamana Parade satisfies the desirable minimum SSD requirement for most urban roads. The calming threshold located 40 metres west of the intersection significantly reduces the speed of vehicles approaching the intersection from the west. Accordingly a roundabout at the intersection of Ponyara Road and Pallamana Parade, Beverly Hills is not considered to be warranted.

c)       Further that the resident be advised of Council’s decision.

 

Executive Summary

 

This report seeks the Committees consideration of the request to install kerb build outs at No. 864 Forest Road, Peakhurst to prevent vehicles parking too close to the driveway crossing.

 

Background

 

1.         Council has received a request from the resident of No. 864 Forest Road, Peakhurst to consider installing kerb build outs on either side of the driveway at that location to prevent vehicles parking too close to the driveway crossing.

 

2.         The resident has advised that motorists are constantly parking across the driveway while visiting the coffee shop on the corner of Forest Road and Park Street, Peakhurst.  The resident claims that drivers disregard the existing No Stopping restriction and park very close or over the driveway crossing.

 

Comments

 

3.         According to the NSW Road Rule 198 (2), a driver must not stop on or across a driveway or other way of access for vehicles travelling to or from adjacent land unless:

(a)     the driver:

(i)      is dropping off, or picking up, passengers, and

(ii)     does not leave the vehicle unattended, and

(iii)    completes the dropping off, or picking up, of the passengers, and drives on, as soon as possible and, in any case, within 2 minutes after stopping, or

(b)     the driver stops in a parking bay and the driver is permitted to stop in the parking bay under these Rules.

 

4.         The resident has requested the construction of vegetated kerb build outs on either side of the driveway to prevent cars parking at this location.

 


5.         The “No Stopping” sign is located approximately 2 metres west of the driveway in question. It is considered appropriate to extend the existing “No Stopping” zone outside No. 864 Forest Road, Peakhurst a further 9.5 metres to the east to include both sides of the driveway crossing of the residents property to reinforce current Road Rules.
