Recommendation

That Council adopt the recommendations contained within the minutes of the Community Development and Services Advisory Committee meeting held on Tuesday 20 February 2018.

 

Executive Summary

1.      Minutes of the Community Development and Services Advisory Committee meeting held at 4.00pm on Tuesday 20 February 2018 are attached for Council’s consideration and adoption (attachment 1).

Background

2.      In accordance with the adopted Terms of Reference, the Community Development and Services Advisory Committee meet bi-monthly and items considered by the Committee are presented to Council via the Community and Culture Standing Committee for adoption and posted to Council’s website.

Financial Implications

3.      There is no budget impact for this report.

Community Engagement

4.      Community engagement was conducted including the inclusion and input of community representatives on the Committee.

Recommendation

(a)     That Council adopt the attached Georges River Council Events Strategy 2018-2020 as amended and as detailed in this report.

 

(b)     That Council’s Sponsorship and Donations Policy be amended to ensure consistency with the adopted Georges River Events Strategy 2018-2020 as detailed within this report.

 

 

Executive Summary

1.      The Draft Events Strategy provides the framework for a strategic approach to attract and deliver high quality events within the Georges River area, aiming to make the Georges River area a leading event-friendly destination. At the December 2017 Council meeting, it was resolved to defer the Draft Events Strategy for discussion and feedback at a Councillor Workshop, which took place in February 2018. This report seeks Council’s adoption of the draft Events Strategy.

Background

2.      At the Council meeting held on 7 August 2017, the following was resolved with regards to the Draft Events Strategy:

Council resolved:

(a)     That the Draft Events Strategy be placed on public exhibition for a period of no less than 28 days.

(b)     That the Draft Events Strategy be made available on Council’s website following adoption.

(c)     That the Category 1 community run events be allocated separate budget lines to allow for monitoring and evaluation.

 

3.      During the public exhibition period (16 August until 13 September 2017), one submission was received. This submission related to the Council’s capacity to quickly assess and respond to requests for support when due notice of a community-run event has not been provided and timeframes do not allow for a Council report to be considered.

4.      At the Council meeting held on 18 December 2017, it was resolved that the Draft Events Strategy be deferred for consideration at a future Councillor Workshop.

5.      The Draft Events Strategy was presented at the Councillor Workshop on 19 February 2018 for discussion and feedback.

6.      The recommended change to the Draft Events Strategy, following the exhibition period and Councillor Workshop, was the inclusion of the following paragraph, in Section 3.3 Funding Determination Model – Decision Making Criteria:

‘In instances that Council received requests for outgoing sponsorship where the event date does not align within the Ordinary Council Meeting schedule, or the request has been received with insufficient notice to be approved at a Council Meeting after it has been assessed against Council’s Sponsorship and Donations Policy and Council’s Events Strategy, and the value of the request totals $1,000 or less, the General Manager is authorised to make the decision on behalf of Council.  A report is to be presented to Council as soon as is practical advising of the outcome of the sponsorship request and shall also be included on Council’s Sponsorship and Donations Register.’

7.      To ensure consistency across Council’s various grant programs it is recommended that this paragraph also be included in Council’s Sponsorship and Donations Policy.

8.      This report now seeks Council’s adoption of the Draft Events Strategy with the inclusion of the feedback received from the public exhibition process, feedback received from the Councillor Workshop and with the updated Action Plan timeframes within the Draft Events Strategy.
