MM02-18 Support for Grant Funding Application - St George Football Association (Peakhurst Park Synthetic Field)

Council has received correspondence from the St George Football Association regarding the funding for the construction of a synthetic sports field at Peakhurst Park 5 (copy attached).
To date, Council has committed $500,000 towards the construction of a synthetic sports field within the local government area. In support of that budget allocation, the St George Football Association has committed $300,000 to the construction of a synthetic sports field at Peakhurst Park 5.
More recently, in October 2017 Council resolved to approach the relevant local Members of Parliament requesting that each Member match the funding contributions already set aside by Council and the St George Football Association, specifically for the construction of a synthetic sports field at Peakhurst Park in 2018.
Council also resolved at that same meeting that the General Manager investigate alternate funding mechanisms for the delivery of the sports field should the local Members not wish to contribute funds towards the facility in 2018.
At this point in time Council has not received any commitments towards funding of a synthetic field at Peakhurst Park from local Members of Parliament.
However, in an attempt to support Council’s vision for Peakhurst Park, the St George Football Association is attempting to secure additional funding from a range of sources. As part of those attempts, it has sought, and awaits, confirmation of funding from the following sources:
· $500,000 – Mark Coure MP, State Member for Oatley
· $300,000 – NSW Liquor and Gaming Grant (applied in November 2017)
· $150,000 – NSW Asian Cup Legacy Fund (confirmation in June 2018)
$950,000 Total unconfirmed funding
In order to secure the $150,000 grant application for the NSW Asian Cup Legacy Fund mentioned above, the St George Football Association has requested Council’s support to guarantee any balance of funds for the construction of this project, should the unconfirmed funding sources allocated above not eventuate.
Preliminary consultation with the General Manager has revealed that pursuant to Council’s October 2017 resolution, three alternate sources of funds have been investigated and identified and will be formally presented to Council as part of the upcoming budget preparation process.
Funding sources include operational savings likely to become available as part of the 2017/2018 end of year; utilisation of funds from internal reserves; and access to a low interest loan facility from either NSW government or a commercial lender.
THAT Council support the request from St George Football Association to guarantee the balance of funding for the construction of a synthetic field at Peakhurst Park if the unconfirmed grant funding is not secured.
