Traffic Advisory Committee Meeting - 18 July 2017

RECOMMENDATION

That the Minutes of the Traffic Advisory Committee Meeting held on 18 July 2017 , as previously made available to each Councillor, be adopted.

TAC087-17       Ruby Street Hurstville - Review of Parking Restrictions

(Report by Traffic Engineer, Ben Liddell)

Recommendation

(a)     That the “No Stopping” restrictions along Ruby Street, Hurstville as shown in the attached plan be approved.

(b)     That the removal of double centrelines along Ruby Street, Hurstville as shown in the attached plan be approved.

(c)     Further that Mr Chris Minns MP, Member for Kogarah be advised of Council’s decision.

 

 

TAC088-17       52 Mulga Road Oatley - Request for a Works Zone

Recommendation

 

(a)          That a 12 metre long “Works Zone 7am – 5pm, Monday to Saturday” be installed adjacent to 52 Mulga Road, Oatley for a duration of 42 weeks, provided that the applicant pay the necessary fees and charges in accordance with Council’s adopted Schedule of Fees and Charges for 2017-18.

 

(b)          Further that the applicant be advised of Council’s decision.

 

 

TAC089-17       Ethel Lane Carlton - Traffic Concerns

Ms M Belcheff addressed the Committee on this item

Recommendation

(a)        That Council organise a site meeting in Ethel Lane with the resident to discuss the concerns.

(b)        That Council investigate additional traffic calming measures in Ethel Lane.

(c)        That Council Officers undertake an inspection to check the visibility of the signage in this area and organise tree trimming or adjustment if required.

 

TAC090-17       Frederick Street Oatley - Proposed Temporary Road Closures

Recommendation

(a)     That the part road closure of Frederick Street and Oatley Avenue, Oatley on Saturday 21 October, 2017 for the Oatley Village Festival, in accordance with the Festival Stall Plan, attached to the report, be approved.

(b)     That a Traffic Management Plan be submitted to the Roads and Maritime Services (RMS) for their approval prior to the festival.

(c)     That the Oatley Lions Club be advised of Council’s decision.

 

 

 

 

TAC091-17       Bellevue Parade Carlton - Proposed No Stopping restrictions

Recommendation

(a)     That “No Stopping” zones be installed in Blakesley Road and Bellevue Parade near PJ Ferry Reserve, Allawah.

(b)     That the redundant bus shelter and driveway on the northern side of Blakesley Road, adjacent to PJ Ferry Reserve, be removed, as shown on plan TC1602 attached to the report.

 

 

TAC092-17       Loville Avenue Peakhurst heights - Kerb realignment and installation of No Stopping

Recommendation

That a 20m “No Stopping” zone be is installed on the southern side of Loville Avenue from its intersection with Bayview Road to the start of the vehicular crossing at 4 Loville Avenue, Peakhurst.

 

 

TAC093-17       Greenlands Avenue Peakhurst - Change No Parking to No Stopping

Recommendation

That “No Stopping” at all times be installed in place of the existing “No Parking, 8.00am -9.30am, 2.30-4.00pm”, around the bends in Greenlands Avenue, Peakhurst.

 

 

TAC094-17       Queens Road Connells Point - Proposed Parking Restrictions

Recommendation

(a)     That a 50m “No Stopping” zone be installed on the northern side of Queens Road, adjacent to the hedge.

(b)     That the existing “No Parking” zone in the cul-de-sac of the access road off Queens Road, be converted to “No Parking, 5am – 3pm, Wed”, as shown on plan TC1607 attached to the report.

 

 

TAC095-17       Marist Lane Mortdale - Proposed one-way restriction

Recommendation

That the proposal to restrict Marist Lane, Mortdale into one-way be denied due to lack of residents’ agreement.

 

 

 

 

 

 

 

 

TAC096-17       Treacy Street Hurstville Bridge Works- Traffic Management Plan

(Report by Senior Traffic Engineer, Shereny Selim)

Mr D Bonaccorso addressed the Committee on this item

Recommendation

(a)        That an updated Traffic Control Plan for the works area be submitted to Council indicating the additional water filled barrier on the western side of the pedestrian crossing in Ormonde Parade and signage for pedestrians near the refuge in Railway Parade.

(b)        That the Westbound Detour on page 11 of the Traffic Management Plan be modified to ensure vehicles on Treacy Street turn right onto Forest Road, left onto Park Road and left onto Queens Road to access the King Georges Road intersection.

(c)        That the Roads and Maritime Services (RMS) investigate the feasibility of lengthening the time on the pedestrian crossing phase across Railway Parade, east of West Street, for the duration of the closure.

(d)        That the RMS provide comments on the Traffic Management Plan for the Treacy Street bridge closure to Sydney Trains.

 

 

TAC097-17       Tooronga Terrace Beverly Hills - Proposed Disabled Parking

Recommendation

That 6m of the existing “1P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the northern side of the access road, between Wyanga Lane and Warrawee Place, be converted to a “Disabled Parking, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone, as shown on plan TC1606 attached to the report.

 

 

TAC098-17       Gray Street Kogarah - Proposed changes to No Stopping zone

Recommendation

(a)     That the existing 20 metre “No Stopping, 6.30am-9.30am, 3.30pm-6.30pm, Monday to Friday” zone on the western side of Gray Street between Princes Highway and Gray Lane be changed to a “No Stopping, 6.30am-9.30am, 2.30pm-6.30pm, Monday to Friday” zone.

(b)     That the existing 20 metre “2P, 9.30am-3.30pm, Mon-Fri” zone on the western side of Gray Street between Princes Highway and Gray Lane be changed to a “2P, 9.30am-2.30pm, Mon-Fri” zone.

 

 

TAC099-17       Wheeler Street Carlton - Proposed No Parking zone

Recommendation

That a 4m “No Parking” zone be installed on the western side of Wheeler Street, Carlton adjacent to 2 Wheeler Street, as shown on the plan TC1610 attached to the report.

 

 

TAC100-17       Warwick Street Hurstville - Proposed No Stopping zones

Recommendation

(a)     That a 30m “No Stopping” zone be installed on both sides of the northern leg of the intersection of Warwick Street and Gloucester Road, Hurstville.

(b)     That a 22m “No Stopping” zone be installed on both sides of the eastern leg of the intersection of Warwick Street and Gloucester Road.

(c)     That the existing “Bus Zone” on the eastern side of the southern leg of the intersection of Warwick Street and Gloucester Road, be moved 8m south and a 8m “No Stopping” zone be installed.

(d)     That a 20m “No Stopping” zone be installed on the western side of the southern leg of the intersection of Warwick Street and Gloucester Road.

(e)     That a 17m “No Stopping” zone be installed on the southern side of the western leg of the intersection of Warwick Street and Gloucester Road.

(f)      That a 24m “No Stopping” zone be installed on the northern side of the western leg of the intersection of Warwick Street and Gloucester Road.

 

 

TAC101-17       Wallace Square Narwee - Proposed No Parking zone

Recommendation

That a 5m “No Parking” zone be installed on the north eastern end of Wallace Square, Narwee at the rear of 19 Chamberlain Street, as shown on the plan TC1611 attached to the report.

 

 

TAC102-17       Oatley Park Oatley - Request for Pedestrian and Cyclist Linemarking

Recommendation

(a)     That line marking be installed throughout Oatley Park, Oatley as per the attached line marking plan.

(b)     That Mark Coure MP, Member for Oatley be advised of Council’s decision.

 

(c)     Further that the resident be advised of Council’s decision.

 

 

TAC103-17       Barsbys Avenue Allawah - Proposed Works Zone

(Report by Traffic Engineer, Paul Croft)

Recommendation

(a)     That a 20m “Works Zone, 7am – 5pm, Mon – Sat” be installed on the southern side of Barsbys Avenue, Allawah adjacent to number 4 - 6, for a period of 52 weeks commencing in late August 2017, as shown on plan TC1612 attached to the report.

(b)     That the parking be returned to its current status at the completion of the “Works Zone” period.
