That the Minutes of the Traffic Advisory Committee Meeting held on 16 May 2017 as adopted by Council on 5 June 2017 be confirmed.

TAC056-17       Roberts Avenue Mortdale - Disabled Parking

COMMITTEE RECOMMENDATION

(a)     That a disabled parking space be installed in Roberts Avenue west of Barr Street outside property no 11 Roberts Avenue, Mortdale.

(b)     That the disabled parking space be reviewed annually to determine if it is still required.

 

 

TAC057-17       Tooronga Terrace Beverly Hills - Raised Pedestrian Crossing Road Safety Concerns

Mr B Shaw and Mr V Badalati addressed the Committee on this item.

COMMITTEE RECOMMENDATION

(a)     To remove the pedestrian crossing in Tooronga Terrace and temporarily fence off the location to encourage pedestrians to cross at the signalised pedestrian crossing at the intersection of King Georges Road and Tooronga Terrace.

(b)    That it be noted, two recommendations were presented to the Committee.  Recommendation (b) to remove the crossing received majority support from the voting members.  The vote was 3 – 1 with Mr G Moody (Council), Mr N Kocoski (RMS) and Sergeant F Gaal (NSW Police) in favour of the removal and Mr D Dawson (Representing Mr C Minns, MP State Member for Kogarah) opposed.

 

TAC058-17       Laneway, east of Forest Road, between Grandviews Club and Our Lady of Fatima Church, Peakhurst - Request for No Parking

COMMITTEE RECOMMENDATION

(a)     That a “No Parking” restriction be installed along the southern side of the laneway adjacent to Grandviews Club located east of Forest Road, Peakhurst.

 

TAC059-17       Mulga Road Oatley - Provision of pick up and drop off area near Oatley Railway Station.

COMMITTEE RECOMMENDATION

(a)       That  the existing 19m Bus Zone in Mulga Road Oatley, directly outside the access to Oatley Railway Station be restricted to “Bus Zone 8am-6pm, Mon-Sat” and “No Parking All Other Times”.

 

TAC060-17       Morts Road Mortdale and Belmore Road Peakhurst - Formalising Bus Stops

COMMITTEE RECOMMENDATION

THAT the following parking restrictions be installed

I.    10m Statutory “No Stopping” followed by 20m “Bus Zone” outside 78A Belmore Road, Peakhurst.

II.   20m “Bus Zone” outside 75 Morts Road, Mortdale

III.  28 metres “Bus Zone” at the existing bus plinth outside 112A Morts Road, Mortdale

IV. 10m Statutory “No Stopping” followed by 20m “Bus Zone” outside 82 Morts Road, Mortdale

 

TAC061-17       Gladstone Street, Kogarah - Proposed Parking Changes - UBD 294 H3

COMMITTEE RECOMMENDATION

(a)     That the angle line marking and associated parking signage on the western side of Gladstone Street, north of Regent Street, adjacent to Kogarah High School be removed.

(b)     That the area be signposted as “2P, 6am – 6pm, Mon – Fri”, as shown on plan TC1598 attached to the report.

 

TAC062-17       Hillpine Avenue, Kogarah - Proposed "No Stopping" zone - UBD 294 H8

COMMITTEE RECOMMENDATION

(a)     That a “No Stopping” zone be installed on the eastern side of Hillpine Avenue, adjacent to number 2, as shown on plan TC1595 attached to the report.

 

TAC063-17       Broughton Street, Sans Souci - St Finbar's Catholic School - Proposed Children's Crossing - UBD 314 F1

COMMITTEE RECOMMENDATION

(a)       That the request for the installation of a pedestrian crossing adjacent to St Finbar’s Catholic School be denied, as the site does not meet the required RMS warrants.

(b)       That Council’s Traffic Section conduct another pedestrian vehicle count adjacent  to the school over numerous days in 2017 to determine if the RMS warrants can be met.

 

TAC064-17       Terry Street, Blakehurst - Proposed "Bus Zone" - UBD 293 M13

COMMITTEE RECOMMENDATION

(a)     That a statutory 10m “No Stopping” zone be installed on the southern side of Terry Street, west of the intersection with Crawford Street.

(b)     That a 15m “Bus Zone” be installed adjacent to the “No Stopping” zone and the existing bus seat relocated closer to the start of the “Bus Zone”, as shown on plan TC1597 attached to the report.

 

TAC065-17       Pearl Street, Hurstville - Proposed "No Parking" zones - UBD 293 H4

COMMITTEE RECOMMENDATION

 (a)    That a 13m “No Parking, 2pm Mon – 7am Tue, 2pm Thu – 7am Fri” zone be installed on the southern side of Pearl Street, east of the Forest Road intersection.

(b)     That a 13m “No Parking, 2pm Mon – 7am Tue, 2pm Thu – 7am Fri” zone be installed on the southern side of Pearl Street, opposite the Millett Street intersection, as shown on plan TC1599 attached to the report.

 

TAC066-17       Oatley Park Avenue, Oatley - Proposed Parking Restrictions

COMMITTEE RECOMMENDATION

(a)     That the existing “No Stopping” zone on the northern side of Oatley Park Avenue, east of Short Street, be extended 9m.

(b)     That an 87m “No Stopping, 8am – 9.30am, 2.30pm – 4pm, School Days” zone be installed on the southern side of Oatley Park Avenue, east of Short Street, as shown on plan TC1596 attached to the report.

(c)     That the request for the installation of a pedestrian crossing in Short Street, south of the intersection of Oatley Park Avenue be denied, as the site does not meet the required RMS warrants.

 

TAC067-17       Victoria Avenue, Penshurst - Extension of No Parking Restriction outside Marist Catholic College

COMMITTEE RECOMMENDATION

(a)     That the existing ‘No Parking 8am – 9:30am and 2:30pm – 3:30pm School Days’ on Victoria Avenue, Penshurst, adjacent to Marist Catholic College be extended 17.5 metres towards the school’s driveway crossing.

(b)     That Mr David Coleman, MP, Member for Banks be advised of Council’s decision.

 

TAC068-17       St Patrick's Catholic Primary School - Chapel Street, Kogarah - Safety Concerns - UBD 294 H6

COMMITTEE RECOMMENDATION

(a)     That Council forward a request to the RMS to investigate the feasibility of extending the 40km/h School Zone on the Princes Highway by 180m to Ocean Street.

(b)    That Council forward a request to the RMS to investigate the feasibility of extending the 40km/h School Zone on Chapel Street by 400m to include Gray Street and the intersection of Gray Street and the Princes Highway.

(c)    That Council forward a request to the RMS to investigate the feasibility of installing suitable pram ramps in all directions at the intersection of Gray Street and the Princes Highway.

(d)       That Council consult with the affected residents for the proposal of converting the existing 18m “No Stopping, 6.30am-9.30am, 3.30pm-6.30pm, Mon-Fri” zone to a “No Stopping, 6.30am-9.30am, 2.30pm-6.30pm, Mon-Fri” zone on the western side of Gray Street between Princes Highway and Princes Lane.

(e)     That the existing 45m “No Parking” zone on the western side of Gray Street opposite the intersection of Short Street, be converted to a “No Stopping” zone.

(f)      That the existing 25m “No Parking, 2.30pm-4pm, School Days” zone on the western side of Gray Street adjacent to 53 Gray Street, be converted to a “No Stopping, 2.30pm-4pm, School Days” zone.

 (g)    That Council notify the Principal of St Patrick's Catholic Primary School of the previously approved recommendation to convert the parking arrangement on Chapel Street.

 

TAC069-17       Montgomery Street, Kogarah - Proposed Temporary "Bus Zone" - UBD 294 G4

COMMITTEE RECOMMENDATION

(a)     That the existing 45m “1P, 8:30am – 6:00pm, Mon – Fri, 8:30am – 12:30pm, Sat” zone on the eastern side of Montgomery Street, south of Post Office Lane, be converted to a “Bus Zone” from 19th June 2017 until 29th June 2017 inclusive, whilst the Band and Orchestral Festival is being held at St George Bank, as shown on plan TC1542 attached to the report.

(b)     Further that all parking zones be returned to their current status at the completion of the festival.
