Recommendation

(a)     That the Draft 2017-2018 Operational Plan including the Budget and Schedule of Fees and Charges, attached to the report, be approved for public exhibition for a period of 28 days between 26 May and 23 June 2017.

(b)     That following the exhibition period referred to in (a) above, a report be presented to a           Council meeting prior to 1 July 2017 advising of any submissions received relating to the   draft 2017-2018 Operational Plan.

(c)     That during the public exhibition period, the draft 2017-2018 Operational Plan including the           Budget and Schedule of Fees and Charges, be referred to the Implementation Advisory           Committee for further review and comment.

 

Executive Summary

1.      The draft 2017-2018 Operational Plan sets out the actions and key performance indicators which are proposed to be undertaken to build the organisational capacity of Georges River Council.

 

Background

2.      The development of an Operational Plan is a legislative requirement under Section 405 of the Local Government Act 1993.

3.      In accordance with Section 404 and 405 of the Local Government Act 1993, the draft 2017-2018 Operational Plan including Budget and Schedule of Fees and Charges is required to be exhibited for public comment for a period of 28 days. Submissions will be accepted and considered before adoption of the Operational Plan.

4.      It is proposed that the community be notified of the public exhibition process by an advertisement to be placed in The Leader and by messages on Council’s website and social media accounts. Copies of the draft 2017-2018 Operational Plan will be made available on Council’s website and at its Service Centres and Libraries.

5.      Following the exhibition period, a report will be presented to a Council meeting prior to 1 July 2017 advising of any submissions received in relation to the document. At that time, it will be recommended that Council consider the adoption of the final 2017-2018 Operational Plan, having regard to any submissions received.

6.      It should be noted that the Operational Plan is a continually evolving document that may change during the implementation of Georges River Council. Any amendments arising as a consequence of the public exhibition will be incorporated into the draft Plan for consideration by Council during its final adoption.

Consultation with the Implementation Advisory Committee

7.      Following a presentation of the 2017-2018 budget, the Implementation Advisory Committee, whose purpose is to provide input to the Council and the Administrator on local views and issues, offered no further feedback into the budget.

 

8.      It is proposed that during the public exhibition period, the draft 2017-2018 Operational Plan including the Budget and Schedule of Fees and Charges, be referred to the Implementation Advisory Committee for further review and comment.

Financial Implications

9.      The draft 2017-2018 budget proposes to deliver a net operating result surplus of $19.327 million.

Recommendation

(a)     That the report be received and noted.

(b)     That the separate report on this agenda relating to Tender for Sans Souci Leisure Centre Swimming Pool Refurbishment be considered in closed session, in accordance with the provisions of Part 1 of Chapter 4 of the Local Government Act 1993, Section 10A (2) (c) as it is considered the information, if disclosed, confers a commercial advantage on a person with whom the Council is conducting (or proposes to conduct) business.

 

Executive Summary

1.   This report is presented to Council to select a preferred Contractor for the Sans Souci Leisure Centre Swimming Pool Refurbishment.

 

Background

2.   As part of the Stronger Communities Program, Council resolved to allocate $1 million to the Georges River Aquatic Facilities Refurbishment Program. Following representations from the Community and concerns raised through the Cardno Building Condition Assets of all Aquatic Facilities, funds would be allocated to Sans Souci Pool to undertake a refurbishment of the 50m outdoor pool and toddler pool.

3.   As part of the this project, works would include re-waterproofing and re-tiling the existing 50m outdoor pool and toddler pools as well as possible structural concrete repair such as jointing repairs to existing slab joints, concrete spalling repairs and/or crack injections.  The refurbishment shall bring the tiling and finishing standard to current FINA including new starter blocks.

4.   Tender documentation was prepared and tenders were called in accordance with the Local Government Act 1993 for the Sans Souci Leisure Centre Swimming Pool Refurbishment.

5.   The tender closed at 2.00pm, Thursday 27 April 2017 with one (1) conforming and one (1) non-conforming submission received from the following companies:

a.   Camporeale Holdings Pty Ltd (conforming submission)

b.   Dapcor Homann Constructions Pty Ltd (non-conforming submission)

6.   A tender assessment panel was formed comprising:

a.   Manager Project Delivery

b.   Executive Manager Engineering Operations

c.   Coordinator Building Projects

d.   Coordinator Civil Works Projects

e.   Coordinator Property and Assets

f.    Consultant Structural Engineer from Cardno

 

7.   Submissions were assessed as outlined in the confidential report.

Recommendation

That in accordance with the provisions of Part 1 of Chapter 4 of the Local Government Act 1993, the following matters be considered in closed Council Meeting at which the press and public are excluded.

THAT in accordance with the provisions of Part 1 of Chapter 4 of the Local Government Act 1993, the matters dealt with in this report be considered in closed Council Meeting at which the press and public are excluded. In accordance with Section 10A(2) (d(i)) it is considered the matter concerns commercial information of a confidential nature that would if disclosed prejudice the position of a person who supplied it.

THAT in accordance with Section 10D it is considered that if the matter were discussed in an open Council Meeting, it would on balance, be contrary to the public interest as it concerns commercial information of a confidential nature that would if disclosed prejudice the position of a person who supplied it.

 

That in accordance with the provisions of Section 11(2) of the Act, the reports and correspondence relating to these matters be withheld from the press and public.
