2.                PUBLIC SPEAKERS


The meeting commenced at 4.02pm and at the invitation of the Chair, registered speakers were invited to address the panel on the items listed below.


There were no public speakers.  The IHAP Panel proceeded into Closed Session to deliberate the item listed below.




3.1              Shop 4/14-16 Ormonde Parade, Hurstville


Voting of the Panel Members:


The decision of the panel was unanimous.







The Georges River Council IHAP as the delegate of the Georges River Council determines Development Application No. DA2016/0158 for the change of use/fit out to tattoo studio at Shop4/14-16 Ormonde Parade, Hurstville, by granting consent to the application subject to the conditions recommended in the report submitted to the IHAP meeting of 14 December 2016 except;


1.      Condition 2 is amended to read:


          (2)     Trial period


                   The period during which development may be carried out in accordance with this consent is limited to twenty four (24) months commencing from the date endorsed on the notice of the determination of the development application as the date from which the development consent operates.  However, if prior to the expiry of the said period:


(a)  A development application to continue the development is made to the consent authority under the Environmental Planning and Assessment Act, 1979; or

(b)  An application to modify this development consent by deleting this condition is made to the consent authority under Section 96 of the Environmental Planning and Assessment Act, 1979,


                   the development may continue to be carried out in accordance with this consent until the application is finally determined.


                   This condition is imposed pursuant to Section 80A(a)(d) of the Environmental Planning and Assessment Act 1979.


2.      Condition 9 is deleted and replaced with following:


          (9a)   Closed Circuit Television System (CCTV)


                   A Closed Circuit Television System (CCTV) is to be installed to provide surveillance internally and externally.  Prior to the issue of any Occupation Certificate a Plan of Management for the CCTV system is to be submitted to and approved by Council.




          (9b)  Access Control


                   The main entry door is to be fitted with an access control system.


          (9c)   Street and Identification Number


                   Street and identification numbers must be prominently displayed on the premises.


          (9d)  Security Signage


                   Signage is to be displayed within the premises to warn persons that security devices have been installed in the premises.


          (9e)   Intruder Alarm


                   A monitored intruder alarm with a duress facility is to be installed within the premises.  Staff are to be trained in the correct use of the alarm system.  The alarm system must have a supplementary system to transmit an alarm signal in the event that the telephone line is not operational .


3.      Condition 16 is to be deleted as it is a duplicate with Condition 13.
