Committee Recommendation

That the Minutes of the Traffic Advisory Committee Meeting held on 20 September 2016 be confirmed as adopted by Council on 10 October 2016.

TAC061-16        Mulga Road, Oatley - Request for a High Pedestrian Activity 40km/h Zone and to modify the existing Pedestrian Crossings

(Report by Senior Traffic Engineer, Shereny Selim)

Committee Recommendation

(a)     That the request to convert Mulga Road between Myall Street and Waratah Street, Oatley to a High Pedestrian Activity Area with reduced speed limit of 40km/h be denied as the subject section of road does not meet the required RMS warrants.

(b)     That the existing pedestrian crossings in Mulga Road at Myall Street and Mi Mi Street be upgraded to raised pedestrian crossings subject to availability of funding in the future.

(c)     That Mr Coure be advised of Council’s decision.

TAC063-16        Forest Road, Penshurst - Request for Speed Cameras

Committee Recommendation

(a)     That the request to install speed cameras on Forest Road, Penshurst be referred to the Roads and Maritime Services (RMS) for appropriate action as Forest Road is a state road under the jurisdiction of the RMS.

(b)     That Mr Mark Coure, MP, Member for Oatley be advised of Council’s decision.

Committee Recommendation

(a)     That the results of the traffic survey in Broughton Street, Mortdale be referred to the St George Local Area Command for consideration.

TAC065-16        Mi Mi Street, Oatley - Request to Restrict Existing Angle Parking Zone to ‘Rear to Kerb’ Parking

Committee Recommendation

(a)       That the current orientation of angle parking arrangement in Mi Mi Street, Oatley outside Edmonds and Greer Café be unchanged.

(b)       THAT the resident be advised of Council’s decision.

 

 

 

TAC066-16        Bennett Road, Riverwood - Concerns Regarding Commuter Parking

(Report by Senior Traffic Engineer, Shereny Selim)

Committee Recommendation

(a)     That Council make further representations to the State Government (Transport for NSW) to provide a commuter parking facility at the Riverwood Train Station to ease the demand for parking in residential streets in the area.

(b)     That Mr Mark Coure, MP, Member for Oatley and the resident be advised of Council’s decision.

 

 

 

TAC067-16        Littleton Street, Riverwood - Request from Club Rivers to Close Littleton Street for a Street Fair

Recommendation

(a)     That the request to hold a street-fair in Littleton Street, Riverwood between Belmore Road and Erskine Street on Saturday, the 11 March 2017, between 6:00am and 3:30pm be approved pursuant to sections 139A and 144 of Roads Act (1993).

(b)     That the request for the temporary closure of Littleton Street, Riverwood between Belmore Road and Erskine Street on Saturday, the 11 March 2017, between 6:00am and 3:30pm to facilitate a street-fair be approved subject to following conditions:

i.   Club Rivers shall prepare a detail Traffic Management Plan for the proposed road closure in accordance with the RMS’s Guide to Traffic Transport Management for Special Events and submit to Council, the RMS and NSW Police for approval.

ii.  Club Rivers shall notify all emergency services, bus companies, St. George Cabs Limited and affected residents of the event at least seven (7) days prior to the event.

iii. Club Rivers shall advertise the road closure in local newspapers at least seven (7) days prior to the event.

(c)     That the request to erect stalls and entertainment on Littleton Street, Riverwood between Belmore Road and Erskine Street on Saturday, the 11 March 2017 be approved pursuant to section 144 Roads Act 1993.

(d)     That all the temporary food stalls operating on the event day shall comply with the requirements stipulated by Council's Environmental Health Unit.

(e)     That the standard fees for road closures as per Council’s Schedule of Fees & Charges be waived for the proposed closure of Littleton Street, Riverwood between Belmore Road and Erskine Street on Saturday, the 11 March 2017 to hold the street-fair.

(f)      That the Events Coordinator of Club Rivers be informed of Council’s decision.

 

 

 

 

 

 

 

TAC068-16        Renway Avenue Lugarno - Road Safety Concerns

Committee Recommendation

(a)     That the request to install traffic calming devices along Renway Avenue, Lugarno be denied.

(b)     That the request to restrict parking in the cul-de-sacs along Renway Avenue, Lugarno be     denied.

(c)     That the road surface surrounding the roundabout at the intersection of Renway Avenue   and Forest Road, Lugarno be retained unchanged.

(d)     That the resident be advised of Council’s decision.

 

 

 

TAC069-16        Narwee Railway Station Upgrade - Proposed Road Works Associated with the Station Upgrade

(a)     That the proposed bus stop line marking on Broadarrow Road, Narwee be denied.

(b)     That Arenco’s Design Manager be advised of Council’s decision.

 

 

 

TAC070-16        Connells Point Road, Connells Point - Proposed "No Stopping" zone - UBD 293 L13

Committee Recommendation

(a)     That a 5.5m “No Stopping, 7am – 10am, 3pm – 6pm, Mon – Fri” zone be installed between the entry and exit driveway for the Child Care Centre located at number 137 Connells Point Road, Connells Point.

 

 

 

TAC071-16        Russell Lane, South Hurstville - Proposed Sign Changes and Line Marking - UBD 293 P10

Committee Recommendation

(a)     That the existing 17m “No Stopping” zone on the southern side of Russell Lane, be reduced in length to 10m.

(b)     That the existing 13m “Disabled Parking” zone southern side of Russell Lane, be relocated adjacent to the “No Stopping” zone and reduced in length to 7m with a new access ramp.

(c)     That the existing “No Parking, 8am – 9.30am, 3pm – 4pm, School Days” zone on the southern side of Russell Lane, be extended 13m adjacent to the “Disabled Parking” zone.

(d)     That a 72m and 65m dividing barrier line with yellow raised pavement markers be installed in George Street, north and south of the intersection with Russell Lane, as shown on plan TC1563 attached to the report.

 

 

 

TAC072-16        Oatley Parade, Oatley - Proposed Parking Signs at Oatley Railway Station - UBD 293 C12

Committee Recommendation

(a)     That the existing 6.5m “No Parking” zone on the western side of Oatley Parade, south of River Road, be converted to “No Stopping, Taxis Excepted (Limit 1 Minute)”.

(b)     That 12.5m of the existing “Works Zone” be converted to a “1P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone.

(c)     That 14m of the existing “Works Zone” be converted to a “No Parking” zone with supplementary plates “Pick Up & Set Down Area”.

(d)     That the “No Stopping” zone on the western side of Oatley Parade adjacent to the pedestrian crossing be extended 6m towards the north.

(e)     That 7m of the existing “2P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the eastern side of Oatley Parade be converted to a “No Parking” zone with supplementary plates “Pick Up & Set Down Area”, as shown on plan TC1565 attached to the report.

 

 

TAC073-16        Letitia Street, Oatley - Proposed "Disabled Parking" zone - UBD 293 C12

Committee Recommendation

(a)     That 8m of the existing “1P, 8.30am – 6pm Mon – Fri, 8.30am – 12.30pm Sat” zone on the western side of Letitia Street, adjacent to the medical clinic, be converted to a “Disabled Parking” zone with a new kerb ramp, as shown on plan TC1564 attached to the report.

(a)     That 12m of the existing “2P, 8:30am – 6pm, Mon-Fri” ” zone near the intersection of Montgomery Street and Hogben Street, Kogarah, be converted to “1/4P, 8:30am – 6pm, Mon-Fri” zone.

 

  

General Business

Westconnex Construction – RMS Notice of Use of Roads Act Powers

Committee Recommendation

(a)     That Roads and Maritime Services advise of their intention to assume control of the following parcels of land (road related area) from Council to facilitate WestConnex Project be received and noted.

              i.          Permanent Acquisition – Access way from Tallawalla St, Beverly Hills (Kindilan St Cycle Path)

             ii.          Temporary Acquisition (for the duration of the project) – Land parcel forming driveway of 32 Commercial Rd, Kingsgrove
