Opening

The Administrator, Mr J Rayner opened the meeting at 6.02pm.

The Administrator acknowledged the traditional custodians of the land, the Biddegal people.

The Administrator welcomed the new Director Environment and Planning, Ms Meryl Bishop to Georges River Council and wished her success in her new appointment.

The Administrator advised that the Administrator for the Council Meeting held on 5 September 2016, Mr Viv May confirmed that he had read the Minutes of the Meeting and confirmed that they are a true and accurate record of the proceedings.

CCL077-16       Draft Georges River Council Section 94A Development Contributions Plan 2016

(a)     That the “draft Georges River Council Section 94A Development Contributions Plan 2016” attached to this report be endorsed for the purpose of public exhibition.

 

(b)     That the “draft Georges River Council Section 94A Development Contributions Plan 2016” be exhibited in accordance with the requirements of the Environmental Planning and Assessment Act 1979 and Regulation 2000 for a minimum period of twenty-eight (28) days.

 

(c)     That a future report on the exhibition and submissions received be provided to Council.

CCL079-16       Section 82A Review of Determination - 8 Lily St Hurstville

Moved and declared carried by the Administrator that arising from the Section 82A Review of Determination for 8 Lily Street Hurstville, Council confirm the refusal for the following reasons:

 

(a)     That pursuant to Section 79C(1)(a)(i) of the Environmental Planning and Assessment Act 1979, the proposed development does not comply with the objectives of the R2 Low Density Residential Zone of the Hurstville Local Environmental Plan 2012.

 

(b)     That pursuant to Section 79C(1)(a)(iii) of the Environmental Planning and Assessment Act 1979, the proposed development does not comply with the following clauses of Hurstville Development Control Plan No 1 – LGA Wide:

 

·      Section 3.1 – Car Parking

·      Section 3.4 – Crime Prevention through Environmental Design

·      Section 3.12 – Building heights and Indicative Storeys

·      Section 4.1 – Single Dwelling Houses

·      Section 4.1.2.2 – Streetscape

(c)     That pursuant to Section 79C(1)(b) of the Environmental Planning and Assessment Act 1979, the proposed development will result in unreasonable privacy impacts negatively impacting on the amenity of adjoining properties.

 

(d)     That pursuant to Section 79C(1)(b) of the Environmental Planning and Assessment Act 1979, the proposal would have adverse impacts on the natural and built environment.

 

(e)     That pursuant to Section 79C(1)(e) of the Environmental Planning and Assessment Act 1979, the proposed development is not considered to be in the public interest as it is inconsistent with provisions of the relevant controls and is likely to set an undesirable precedent with respect to similar sites in the locality, when considering the non-compliances.

 

(f)      That pursuant to the provisions of the Environmental Planning and Assessment Regulation 200, Schedule 1, the development application provides insufficient information for a full and thorough assessment of all aspects of the application.

 

 

CCL080-16       Section 82A Review of Determination - 37 Ogilvy St Peakhurst

(b)       That following the provision of this information by the Independent Hearing and Assessment Panel the Section 82A Review of Determination for 37 Ogilvy Street Peakhurst be returned to Council for consideration.

CCL083-16       Georges River Council - Corporate System Consolidation

(a)     That in accordance with Section 55(3)(i) of the Local Government Act 1993 and the extenuating circumstances listed below, Council authorise the General Manager to negotiate directly with Technology One and enter into an agreement with Technology One for the provision of an Enterprise Resource Planning platform for Georges River Council:

 

i)       The amalgamation of the two council entities to create Georges River Council;

ii)      The need to bring synergy to the IT system between the two councils as an immediate priority and in an economic way, and bearing in mind an objective of the merger of the two council entities;

iii)     The assessment and implementation of the “Technology One” system in place with experience by users at Hurstville City Council as it then was;

iv)     The costs burden in these circumstances in going to tender to make an assessment for an inferior financial outcome, to its users in providing a service to the community;

v)      The long term gains by “Technology One” for a stronger solution to the new council entity; and

vi)     The tender process would add a significant time penalty in the implementation of a single ERP platform.

(b)     That the cost of developing and implementing the desired Enterprise Resource Planning platform for Georges River Council, as outlined in this report, be allocated from the State Government’s New Council Implementation Fund.

(c)     That the Financial Summary, Attachment A to the subject report, remain confidential in accordance with Section 10A(2)(d) of the Local Government Act.

The Administrator asked the General Manager if any representations had been received from the public that the items should not be discussed in closed session.

 

The General Manager replied that no representations had been received to talk to the items in closed session.

The Administrator asked if there were any members of the public gallery who would like to speak on the reasons Council proposes to consider the items in closed session.

 

The Administrator informed that he would not close the meeting to inconvenience those members of the public in attendance and then moved the following motion.

 

 

Minute No. 153

That in accordance with the provisions of Part 1 of Chapter 4 of the Local Government Act 1993, the following matters listed for consideration in closed Council at which the press and public are excluded be resolved in bulk in accordance with the recommendations within the reports.

(a)     That Abergeldie Water be awarded the Contract Stormwater Pipe Relining Program for the amount of $355,035 for the following locations:

·    141 Carrington Avenue to 88A Dora Street, Hurstville – reline 180m of 600mm stormwater pipe

·    119 Dora Street to opposite 18 Timothy Street (through edge of reserve to 92 Patrick Street, Hurstville – reline 200m of 600mm stormwater pipe

·    33 Cambridge Street to Sydney Water pipe, Penshurst – construct a manhole at junction and reline 80m of 450mm pipe

·    Morts Road, Mortdale between 123A and 142A and between 39 and 60 – reline 38m of 600mm pipe and 15m of 525mm pipe

·    Stormwater line that runs between Villiers Avenue and Mutual Road, Mortdale – reline 150m of 450mm pipe and 17m of 600mm pipe

(b)     That ITS PipeTech Pty Ltd be awarded the Contract Stormwater Pipe Relining Program for the amount of $311,896 for the following locations:

·    77-99A – 105 Forest Road to Hudson Street and Hill Street, Hurstville road crossing – reline 150m of 450mm pipe, 42m of 375mm pipe and 13m of 225mm pipe

·    15 and 17 Queens Road, Connells Point – reline 128m of 300mm pipe

·    The Promenade (east side), Sans Souci from Torwood Street to Hillview Street – reline 81m of 300mm pipe

·    3 Pacific Avenue, Penshurst to 10 Kuroki Street – reline 46m of 300mm pipe and 48.7m of 450mm pipe

·    19 Plimsoll Street to 57 Vista Street, Sans Souci – reline 129m of 400mm pipe

(c)     That the General Manager be authorised to sign the Contract with the preferred Contractors on behalf of Council.

 

 

CON019-16       Tender for New Sportsfields Floodlighting at Various Locations

(a)     That Sportzlighting be awarded the Contract for the Sportsfields Floodlighting Upgrade at Various Locations for the amount of $210,404.

(b)     That the General Manager be authorised to sign the Contract with the preferred Contractor on behalf of Council.

 

 

CON020-16       Tender for the Demolition of 296 Forest Road Hurstville

(a)     That Beasy Pty Ltd be awarded the Contract for the Demolition of 296 Forest Road Hurstville for the amount of $1,457,641.

(b)     That the General Manager be authorised to sign the Contract with the preferred Contractor on behalf of Council.

 

 

 

CON021-16       SSROC Provision of Improving Recycling and Contamination Management in Multi Unit Dwellings (MUDs)

Minute No. 157

Moved and declared carried by the Administrator:

 

(a)     That in accordance with the recommendations of the Southern Sydney Regional Organisation of Councils (SSROC) tender evaluation panel report for the Provision of Improving Recycling and Contamination Management in Multi Unit Dwellings (MUDs), the tender submission from MRA Consulting Group Pty Ltd be accepted for a period of 10 months. 

 

 

Consideration of Recommendations from Closed Session
